3 Village of Spring Valley USDO) Weed and Seed Continuation 2010-W0405-NY-WS Budget Narrative Personnel ($45,950) I) A request of $35,950 will cover the cost of 500 hours of overtime for 10 Officers involved in the Weed & Seed Law Enforcement Strategic Operations within Spring Valley WSC. The average Weed and Seed crime detail will have approximately 4 officers, although some details will include as many as 8-10 officers working overtime. Police overtime hours will be used to conduct targeted operations and details as described in the narrative. It is also understood that per Weed and Seed guidelines and policy, no one officer will be reimbursed more than $13,878 in overtime personnel costs from the grant program. 2) A request of $10,000 will cover the cost incurred by the Community Action Program of Rockland County (CAPROC) to hire a Safe Haven Coordinator to ensure the Safe Haven remains open for extended high traffic after-school, weekend and summer hours. The Cost of the Site Coordinator to operate additional hours is estimated at $20 hour x 500 hours. Safe Haven will serve as a monitored site to provide quality educational and social activities for Village residents, including seniors, families and youth, focusing operations during after-school hours, weekends and the summer. Activities from the Weed and Seed program will be centered in the Safe Haven as well as resident engagement strategies, community meetings, job training and mentoring for adults and health services for seniors. Fringe ($3,127) I) A request of $3,127 will cover the fringe benefits for law enforcement overtime at a rate of 8.7%. A breakdown of the rate is included in the budget detail worksheet. Travel ($4,925) A request of $4,925 will cover the costs to travel to Weed and Seed conferences and meetings. It is estimated that the cost of CCDO-sponsored conference travel will be approximately $1,125 per person, with three representatives (Weeding Coordinator, Law Enforcement Representative and resident engaged in community policing) in attendance for a total cost of $3,615. For one regional/statewide meeting, it is estimated that it will cost $1,310 with three people traveling (Weeding Coordinator, Law Enforcement Representative and resident engaged in community policing). Prior to any travel, it is understood that the site needs pre-approval by CCDO. As this program provides an opportunity to strengthen all aspects of the Weed and Seed program, it is requested that all funding is paid for from the federal grant program. Equipment ($30,000) I) A request of $15,000 to purchase and install one license plate scanners in Village Police Cars. License Plate scanners will allow police to scan hundreds of license plates each minute to better track the whereabouts of suspects. This data can be reviewed in relation to investigations and can help lead to critical breaks such as placing a suspect at a scene, witness identification, pattern recognition or the tracking of suspected individuals. The Spring Valley Police Department received a quote to install one scanner at $15,000. As this equipment provides an opportunity to strengthen all aspects of the Weed and Seed program, it is requested that all funding is paid for through the federal grant program

9 Program Coordinators: Sergeant Jack Bosworth (845) Police Officer Jorge Marciano (845) The Spring Valley Police Department (SVPD) is an agency charged with the responsibility of protecting life and property in an area of approximately three square miles. Despite the area of responsibility being relatively small, there are approximately sixty sworn officers in the department. This is partially because of the extremely dense population of the village as well as the high violent crime rate. United States 200 Census records indicate that the population of Spring Valley is 25,000 people representing over 40 different ethnic groups. However, it has been estimated that because many village residents went uncounted, it is estimated that the total population of the village is actually in excess of 50,000 people. Department of Criminal Justice Services Uniformed Crime Statistics show that Spring Valley ranks third in Rockland County of reported crimes. When only violent crime is considered, Spring Valley becomes the highest ranked in the county. Strategy for Use of the License Plate Reader The Spring Valley Police Department received the License Plate reader in July 2006 and immediately started the process of training all of our sworn officers in it's use. We were astounded when we received several hits on the unit immediately after it was installed and before we made it out of our parking lot! We intend to continuously learn the potential capabilities of the LPR on an ongoing basis and modify our goals and strategies regularly to use to it to it's fullest potential. We chose to install the unit in one of newest marked patrol cars and we are not limiting it to any one specialized unit within our agency. We feel the LPR would best serve our community if it is out on the road whenever possible. Depending on availability, we attempt toy deploy the unit 24 hours a day, 7 days a week. Generally, there are areas all over the village where violent crime and traffic issues take place so we will not limit the vehicle to a specific sector. We will have the car float around the village targeting problem areas. Specifically, we have identified numerous areas in the village that are prone to assaults, robberies, burglaries, drug dealing and other acts of violence, including homicide. We will routinely use the LPR as another tool to help prevent violence and make arrests in these areas. We recently had a violent gun related homicide with an identified suspect take place at an identified problem area. We were in the process of developing intelligence on vehicles that the suspect was associated with and we were going to input them into the LPR to help aid in his capture. The suspect was arrested before this took place but the forethought for the use of the LPR was in place and ready to be implemented
10 We have infonnation on known wanted criminals that we will put into the system to help assist us in their capture. During the training process, officers are shown how to input data after the daily download. They will have the ability and will be instructed to input real time data on stolen cars, Amber Alerts and other BOLO alarms to aid in solving these cases. In addition, there are several major highways that run through Spring Valley and we are very close to NYS interstate I87/287. This network of highways makes Spring Valley a convenient location for criminals to flee crimes in progress with relative simplicity. We will use the LPR near these roadways upon learning that a crime has recently been committed. We will provide mutual assistance to law enforcement agencies in our neighboring jurisdictions subject to availability. In 2005, our officers issued over 11,000 traffic summonses during routine patrol and while on traffic details. We will use the LPR to expand our efforts in traffic safety to help make our communities roadways safer. The Spring Valley Police Department intends to continuously learn the potential capabilities of the LPR on an ongoing basis and modify our goals and strategies regularly to use it to it's fullest potential

We tracked cars that were in area the night of the shooting by downloading the LPR. We were able to locate a vehicle that was in the area. That information lead us to a person who was with the victim prior to the shooting. We were able to gather valuable information from this person to help us solve the case. The suspect was subsequently arrested in PA. The victim had life threatening injuries and was hospitalized for several weeks. He has since recovered and has been discharged from the hospital. Number and type of felony and misdemeanor arrests resulting from use: (46) 41 suspended registrations (VTL 512), Two suspended operators (VTL 51 1), Two DW!'s (1 192), One misdemeanor warrant arrest Number and type of V &T violations: (66) 66 Summonses issued for V &T as a result of the LPR. Number of stolen vehicles recovered including recovery address: (2) -John Street, Spring Valley -Route 59, Spring Valley Total revenues collected as a result of LPR hits: Unknown, many of the case are still pending in the courts. Type or Model of LPR utilized by the department: From install date until 10/23/2006 a portable unit was used. On 10/23/2006 a permanent urut was installed (MPH900 Split Analogi Serial# E E02) Recommendations: We were down for a period of time due to a faulty cable. One of the camera screws came out which altered the position of the camera creating faulty reads on the right side camera. The overall feeling by the officers using the system is a positive one.
