2 COOPERATION BETWEEN JOINT CBRN DEFENCE CENTRE OF EXCELLENCE/VYSKOV/CZ AND HOTZONE SOLUTIONS GROUP The Joint Chemical, Biological, Radiological and Nuclear Defence Centre of Excellence (JCBRN Defence COE) located in Vyskov, Czech Republic, and Hotzone Solutions Group BV, The Netherlands, cooperate in the field of training under the general framework of a Technical Agreement. The JCBRN Centre of Excellence is a multinationally sponsored entity, which offers NATO recognized expertise and experience to the benefit of the Alliance, especially in support of transformation. It provides opportunities to enhance CBRN education and training, to improve CBRN interoperability and capabilities, to assist in CBRN doctrine development and/or to test and validate CBRN concepts through experimentation. Hotzone Solutions CBRNE Training Courses carried out in cooperation with the JCBRN Defence CoE will be provided to customers from NATO, its Member States as well as to NATO Partner Countries and Organizations. Participation of Non-NATO Entities in HZS CBRN Training Courses under this cooperation will be in accordance with MC 458/2 NATO Education, Training, Exercise and Evaluation Policy, dated 12 October At the end of each CBRN Training Course, HZS Group and the JCBRN Defence CoE jointly provide participants with Certificates of Attendance, carrying the Logos of both HZS Group and the JCBRN Defence CoE. This cooperation guarantees that HZS courses, which are organized with the JCBRN Defence COE, are in line with all quality standards of the JCBRN Centre of Excellence. All courses that can be run in cooperation with the JCBRN Defence CoE bear the logo. Ensure CBRNE Safety and Security in the public and environmental sector COOPERATION BETWEEN THE EXPLOSIVE ORDNANCE DISPOSAL CENTRE OF EXCELLENCE (EOD COE) TRENČÍN, SLOVAK REPUBLIC AND HOTZONE SOLUTIONS GROUP The Explosive Ordnance Disposal Centre of Excellence (EOD COE) located in Trenčín, Slovak Republic, and Hotzone Solutions Group BV, The Netherlands, cooperate in the field of training under the general framework of a Technical Agreement. The EOD COE is one of the tools of the NATO Supreme Allied Commander for Transformation aiming to improve military capabilities, value and efficiency of the Alliance. It was established by Slovakia as the Framework Nation with support of five Sponsoring Nations (CZE, FRA, HUN, POL and ROU). Hotzone Solutions CBRN EOD Training Courses carried out in cooperation with the EOD COE will be provided to customers from NATO, its Member States as well as to NATO Partner Countries and Organizations. Other HZS CBRN courses conducted specifically for EOD operators can be conducted within this framework. 3 HOTZONE SOLUTIONS MISSION Our mission is to enable first responders to prevent, prepare for, respond to, and recover from the full spectrum of CBRNE threats. These threats include industrial accidents, acts of domestic and international terrorism involving: chemical, biological, radiological, nuclear, and explosive (CBRNE) materials. LIVE AGENT TRAINING (LAT) LAT with real chemical warfare agents was very much the beginning of HZS training capabilities, it still remains today as the very core of our training operations. It sets us apart from other CBRN training providers and has grown to include the areas of live pathogens (non-aerosolised) and radiological emitters (open and closed). Our LAT can also include toxic materials found in the environment as a result of accidents, natural disasters, misuse, criminal activities or as remnants of war. TRAINING ON WMD DISARMAMENT REGIMES AND TECHNOLOGIES Hotzone Solutions is also in the position to provide training in the areas of disarmament of Weapons of Mass Destruction; this can include disarmament treaties and regimes, open source case studies of WMD destruction operations and destruction technologies. HOW WE STRUCTURE OUR TRAINING Our training is structured to cater to five different levels of responders: Individual (Awareness) Individual (Advanced) Collective (Response Team Member) Collective (Response Team Leader) Command At each level there is a variety of courses to suit the needs of participants enabling them to operate effectively. Our Individual (Awareness) Level courses involve a balance of practical and theoretical based training. Beyond this, training at the Individual (Advanced) Level and the Collective Levels can be focused on specific/tailored to role requirements up to and including work with live chemical agents, biological and radioactive materials. Command level courses are aimed at those in or likely to be in command level positions and the objectives are developed to enable a commander to control a CBRNE incident. LAT can be conducted on either an individual or collective basis following our standard course objectives or tailored to meet your own. As part of a wider training strategy, LAT is generally regarded as the only way to fully prepare personnel for operations, stress levels, decision-making capabilities and work rates all show improvement after the completion of Live Agent Training. Accepted Occupational Exposure Limits (OEL s) provide the basis of our safety system. This is applied in such a way that at 1 metre from the contaminated surface the concentration of CW agent (airborne) is less than a Short Term Exposure Level (STEL) for the most volatile agents. Actual vapour levels have been confirmed through air sampling and analysis campaigns conducted seasonally to take into account environmental variations. In addition, we always control the what, where and how much therefore allowing us to fully manage the risks. In combination with highly effective protective clothing and respirators these steps form the essential elements of our safety strategy. OWN LOCATION TRAINING Within HZS we recognise the benefits afforded by hosting training / courses at your own location. On-site training is best suited for mainly theoretical type training, equipment training or procedural development training. However we do also strongly believe that training, within a scenario setting, should be conducted wherever possible local to an organisations area of operations, this allows for unique to factors unique to the area and the organisation to be exercised. On-site training can be further enhanced using our unique CWA simulants and Radiation training kits by adding realism to detector user training or team based scenario training. HOTZONE SOLUTIONS TRAINING CENTRE BELGIUM (HZSTC) The HZSTC in Belgium offers a wide range of courses from the, which can be either run as listed or adapted to suit any specific requirements of the participants. This facility has the capability of conducting large or small training courses focusing on CBRNE and has a ready supply of protection, detection and decontamination equipment on-hand, if required for training courses. Any training conducted at the facility utilises the full range of HZS simulants. The CBRNE Training Centre is equipped and staffed with a view to provide basic to advanced courses (including academic) for professionals at all levels, belonging to various first responders groups such as police, fire-fighters, emergency medical services, military personnel, EOD experts, and other groups. The infrastructure allows not only for individual training, but also for scenario-driven training, including illicit laboratories, mailrooms, shops, and many more. The HZSTC occupies an area of 8,200 m2 including a large open outdoor training area, multimedia training rooms, and a fully equipped conference room with a seating capacity of up to 220 people. This facility also hosts the International CBRNE Institute (ICI), an International Non-Profit Organisation. CERTIFICATION Courses are based on recognised objectives from civilian and military standards but can of course be adapted to suit your specific requirements. 2 3

4 TAILORED TRAINING AND CONSULTING HOTZONE TECHNOLOGIES PRODUCTS Wherever training is to be conducted, at one of our specialised training facilities or On Site, HZS recognise that a one hat fits all approach simply may not be appropriate. Each of the courses listed in this catalogue can be run as specified or can be adjusted or modified to meet your needs. In this way training can match your operating procedures and equipment. Hotzone Technologies has a number of Products, Integrated and Standalone Solutions for sale as part of its portfolio of products (all included in product catalogue). Each product is available with specialised training enabling an operator or user to be able to use the product effectively. Equally, if you would like training that is not listed in the catalogue or it doesn t quite fit what you actually want, then we are fully prepared to design a series of training objectives based on your end goal. Training will then be delivered according to timescales and if required, with your own equipment up to and including LAT. This specialised training may also be combined with any of the courses listed in this catalogue to enhance the overall skill levels of operators, responders and commanders. We can also assist, in the development of training strategies, specialised skill sets and equipment operator programs. Within equipment procurement programs we can work with you by providing staff and facilities to conduct your own field testing, we can conduct field / scientific testing on your behalf. Our made-to-order training and consulting is very much customer focused, we won t tell you what you need or should do. We help you make the choice so that your own hot zone solution is born of practicality, knowledge, realism and effectiveness. YOUR EQUIPMENT We recommend where possible that a client s own equipment should be used for training as should own procedures. This instils confidence in the user that the equipment / procedure can actually do the job it was procured / developed for, especially within a live environment. We do however understand that use of own equipment may not be possible for many reasons. We have available CBRN equipment that can be used for many of our trainings including LAT, much of it from wellknown equipment manufacturers who we are proud to work with as partners. 4 5

This curriculum provides law enforcement, fire rescue, EMS, HAZMAT responders and other public safety officials with the training and skills necessary to detect the clandestine manufacture of chemical, biological, radiological, nuclear and explosive weapons of mass destruction. 11 Collective level Collective level Scenario Training Collective level scenario training for response team members is focused principally towards group based training whereby advanced training scenarios are developed specifically with the clients needs in mind. It is also expected for scenario work that the participants have sufficient experience and training to be able to safely operate within a CBRN live environment (if applicable) and that the structure of the group is capable of working a scenario, in which their commanders are present. Training can be conducted with chemical agents (live or simulants), radiation sources, biological simulants/agents or combinations of all three. Nuclear Emergency Training (NET) 40 hours This course provides participants with an awareness of emergency measures after a nuclear accident. Targeted towards: first responders, military personnel, scientists, nuclear industry, international organisations, NGO s, and governmental organisations. Live Agent CW Munitions Leak Seal Pack Procedures Minimum 40 hours The scope of this course is to provide EOD/IED personnel with the required competencies to carry out CW munitions leak, seal, pack procedures. Such training can include, but is not limited to: Reconnaissance tasks Search, identification and sampling tasks Operational sampling EOD/IED incident response and counter-measures Decontamination tasking Border control or crossing tasks Medical and evacuation scenarios Non-destructive testing/evaluation operations Testing/confirming your procedures There are a large variety of options which can be used in scenario training, so please contact us with your requirements, and as long as it fits within our safety criteria, we will endeavour to make it possible. 12 Collective level Collective level Sampling and Identification of Biological, Chemical and Radiological Agents (SIBCRA) Live Agent Sampling and Identification of Biological, Chemical and Radiological Agents (SIBCRA) Live Agent CBR Device Investigation 6 weeks Minimum 40 hours Minimum 40 hours The scope of this course is to provide first responders with the required competencies to investigate and collect samples of possible CBRN contamination in order to allow laboratories to conduct highly reliable scientific analysis of samples. This course is run in-line with the NATO SIBCRA standards. This course can be split into individual modules. To enable the operator to safely collect samples under hazardous conditions, including the ability to identify and accurately record the collection of samples and maintain chain of custody. The scope of this course is to provide EOD/IED qualified first responders who may be involved in a response to a possible criminal or terrorist activity involving CBRN devices with the skills to analyse, plan and implement an investigation of those IEDs in a potential hot zone. 13 Collective level Collective level COLLECTIVE LEVEL RESPONSE TEAM LEADER Live Agent CBR Response Team Leader Scenario Training Collective level scenario training for response team leaders is focused principally towards group based leadership whereby advanced training scenarios are developed specifically with the clients needs in mind. It is also expected for scenario work that the participants have sufficient experience and training to be able to safely operate within a CBRN live environment (if applicable) and that the structure of the scenario is focused toward the team leader. This training can also be combined with team member scenario training where the team leader runs his or her team through the scenario.
