2 International Specialist Training Course for States & Other Stakeholders Background: This NATO approved course is designed to provide basic, intermediary & advanced knowledge of the domestic, regional and global threats of acts of terrorism and the varied strategies used in defending against Radicalization, Extremism and insurgency/terrorism. The use of terror as a tactics to achieve a perceived goal by States, Non-States Groups (NSG) and Lone Wolves has been identified as a growing and constantly evolving threat across the world. No state is immune to terrorism of one type or another. The implementation of this training programme within government, private sectors and down to grassroots communities will form the basis of global collaboration and coordination as a strategic plan to preserve sustainable peace and security. DISCIPLINE: Anti-Terrorism, Counter Terrorism & Organized Crime (AT, CT & OC) Aim: The aim of this course is to provide trainees with an overview/in-depth knowledge of the modus operandi of domestic, regional and global threats of Terrorism & Organized Crime, including its differential Modus Operandi, resources, means and tools as well as the domestic, regional, and global efforts in combating Terrorism and Organized Crime. The Courses have been designed to provide trainees/students with a comprehensive overview and standard base of knowledge necessary to validate competency and expertise. The proposed solutions (from a strategic, tactical & Operational perspective) will take the shape and form of domestic as well as global good practice policies, doctrine and means. LEARNING OBJECTIVES: The course objective is to prepare the trainees/students to ultimately make decisions, solve problems, plan, implement, test, and coordinate the necessary resources for Prevention, Preparedness, Mitigation, Response, and Recovery from acts of Insurgency/terrorism, as well as manmade and natural disasters. DOMESTIC, REGIONAL & GLOBAL FORMS OF INSURGENCIES/TERRORISM: Given references, the trainees will describe and differentiate domestic, regional and global insurgencies/terrorism, its different motivations, strategic capabilities, tactic, means and target selection. DOMESTIC COUNTER TERRORISM POLICY, DOCTRINE, CONCEPTS AND CAPABILITIES: Given examples the trainees will describe national CT policy, doctrine, concepts and capabilities in concert with other existing regional and international organizations. 3 DOMESTIC & REGIONAL APPROACHES AND EFFORTS IN PREVENTING & COMBATTING INSURGENCIES/TERRORISM: Given references, the trainees will explain and discuss domestic and regional approaches and efforts in combatting insurgency and terrorist groups, the challenges and experiences in information sharing, collaboration, coordination and trust building. TARGET AUDIENCE: Military and senior police officers (OF -2 through OF -5) and NCOs (OR-5 through OR -9), or civilian equivalents, who are assigned, or selected for assignments within or outside their command and force structure, headquarters or agencies, Ministry of defense, Ministry of Internal security. or Foreign Affairs Department or any subordinate military headquarters, CT OR Intel units or Agencies which has a full or supporting role and responsibility will be considered. LANGUAGE PROFICIENCY: English (Other on request) 3222 IAW STANAG 6001 RANK REQUIREMENT: NCO: OR -5 thru OR-9 Officer. OF-2 thru OF-5 COURSE CLASSIFICATION: Unclassified COURSE LENGHT & DELIVERY METHODOLOGY: From 1 - WEEK to 3 MONTHS courses comprising of formal lectures (50-60 minutes) discussions and practice seminars designed to provide trainees/students with a detailed problem - solution based understanding of the content provided, followed by a brief moderated Q&A session. All available multimedia means are utilized in a balanced and constructive combination. Panel discussions will be held with participating lecturers / speakers. LECTURE TIME: Each Module will last minutes - 15 minutes break in-between sessions. COURSE TYPE: Resident Course. REQUIRED NUMBER OF TRAINEES/STUDENTS PER YEAR: Maximum number of students per Iteration 150 Maximum number of students per iteration 35 DEPTH OF KNOWLEDGE: Solution Implementation - Understand PAGE 2
4 OUR INSTRUCTORS/LECTURERS Qualifications: All our instructors and lecturers have extensive knowledge and experience in insurgencies/terrorism and defense against insurgencies/terrorism matters from a variety of military and civilian background. They have current and previous experience with NATO, INTERPOL, United Nations, African Union, European Union as subject matter specialist. Academic lectures come from individuals with experience working with agencies with a focus on AT & CT education and training. Most of our instructors will come from or have had experience with high level institutions alongside those with field and professional expertise. TRAINEE ASSESSMENT: Trainee/students performance will be assessed based on participation. Certification is awarded upon completion of the course. The course uses panel discussions and seminars/workshops to ensure that trainees/students understand the aims and objectives for the course selected. MAIN TEACHING POINTS: The Anti-terrorism & Counter terrorism Course is a course consist of Five (5) broad areas broken down to seven (7) areas of concentration. It is designed to provide trainees/students with a comprehensive overview and standard base of knowledge necessary to validate competency and expertise.
