Within the network of Centers of Excellence (CoE) supporting NATO s transformation, the Explosive Ordnance Disposal (EOD) CoE s mission is to: provide NATO with EOD expertise at multinational level in support of the Strategic Commands, taking advantage of the Slovak Republic EOD expertise and multi-agency working relationship; act as an EOD advisor to Supreme Allied Commander Transformation (SACT) in EOD related areas; provide permanent and active support to relevant NATO authorities and working bodies, primarily to: 1

2 o Conference of National Armament Directors (CNAD) groups and committees, especially in the frame of Defense Against Terrorism Program of Work (DAT PoW), o EOD Working Group of NATO Standardization Agency (NSA) cooperate with other NATO bodies (CoE s, ACT, Allied Command for Operations (ACO)), with European Union bodies (European Defense Agency (EDA), European Committee for Standardization (CEN)), with United Nation bodies (Geneva International Centre for Humanitarian Deming (GICHD)) and other international institutions/organizations; Cooperate with all Allies and Partners national EOD and demining Centers; support gradual improvement of interoperability and capabilities development by offering Allies and Partners : o Command and Control (C²) pre-deployment practical exercises for senior EOD staff officers; o opportunities to enhance education and training of both EOD experts and units, o collected and updated EOD information through a secured WEB based EOD Information Management System, (information covers for instance: EOD events as meetings or exercises, Training facilities and courses, Equipment catalogue ); o Analysis of EOD lessons learned and subsequent proposals and provide inputs for multinational and national works development; o EOD equipment and explosive technology testing; o Organizing and hosting EOD symposia, conferences, seminars, tabletop exercises etc. Within EOD Development Branch, Lessons learned and Analysis section main tasks are: the collection and analysis of EOD related lessons learned. A particular focus is laid on accidents or incidents related to EOD activities. Cooperation with national EOD centers of Allies and partners is a paramount aspect. task aims at suggesting improvements and proposing amendments to existing doctrines, procedures and standards. Work is performed in contact with NATO Joint Analysis and Lessons Learned Centre (JALLC. Monsanto. Portugal). REPORTS TO: Head of Lessons Learned and Analysis section. PRINCIPAL DUTIES 2

3 1. To assist the head of Lessons Learned and Analysis section in his duties; 2. To perform mutual co-operations with other COEs, international organizations dealing with EOD activities, especially with JALLC; 3. To collect and process lessons learned using a dedicated software; 4. To examine and assess the observations and the analysis of reported lessons identified and collected from real world operations, exercises and experiments. 5. To manage and perform the analysis of operational lessons learned with a particular focus on accidents or incidents related to EOD activities; 6. To expertise solutions and recommendation; 7. To produce guidance for EOD procedures and training based on lessons learned. 8. To suggest improvements and propose amendments to EOD doctrines, procedures and standards resulted from lessons learned. 9. Using internal and external expertise of SMEs to produce appropriate reports for Recommended Action and to identify the Action Body among basic NATO entities which will take over responsibility. 10. Support the doctrine process by providing deficiency assessment to the Doctrine Branch in order to improve NATO s interoperability based on its current status. OTHER DUTIES 1. To participate in ACT/ACO/ respective interoperability conferences, committees, seminars and workshops as required. 2. The individual may be required to perform such other related duties as may be directed. 3. To co-operate with NATO member countries and other international organizations bodies at expert level in competence of the EOD CoE. 4. 4 (1) Knowledge into staff HQ documents product; (2) EOD Staff Officer (Trained according STANAG Annex E) (optional); (3) Solid knowledge on Lessons Learned techniques and procedures; (4) Solid knowledge on EOD standards and procedures; (5) EOR educated; b. Vocational Training: Optional for military posts. c. Experience. (1) Experience with international databases using (IMSMA and EOD IS); (2) Experience in After Action Review process. (3) Experience of working within a multinational and NATO environment. 2. Problem Solving: Optional for military posts. a. Diversity and Range of Subject Matters. b. French: if possible Note: The work both oral and written in this post and in this Headquarters, as a whole, is conducted mainly in the English language. 4. Familiarity with UN and EU, demining and EOD standards and procedures; PART IV - MISCELLANEOUS A. WORK ENVIRONMENT: Optional for military posts. B. LENGTH OF TOUR AND HANDOVER PERIOD.
