Keep this card in your wallet at all times and use on every purchase, whether planning on paying for it yourself or if asking for reimbursement. It will save either you or your squadron money! (Bob) Miller, SN-CN Bob Miller and his wife Kathy, of Normandy Park, WA. joined Poverty Bay Sail & Power Squadron (and USPS) in His first job was Squadron Safety Officer but he soon became fully involved in the Education Department teaching the Squadron Boating Course, Seamanship, and Piloting. He became Assistant Squadron Education Officer and then Squadron Education ooficer. Next, he was the Executive Officer, then Commander. He also acted as the Squadron Technical Officer for many years as well as starting the Vessel Safety Check program for the squadron and was also District VSC Chair. Bob is the U.S. Power Squadron s representative to the State of Washington and has served on the State Boating Advisory Council for the last 10 years. His first national position was on the newly created VSC Committee where he became Staff Commander and Rear Commander. He later combined the VSC and the Recreational Boating Safety Committees and was R/C for the resulting new Safety Committee. He then joined the National Budget Committee as Staff Commander in 2012 where he was until his election to the Board of Directors as Treasurer where he is today. Bob and Kathy joined the squadron together. Their daughter and her husband joined in 2004 and their twin grandsons became members in They also have a son who is a member. Bob claims that their latest boat, Our Brigadoon, was necessary, in order to provide sleeping accommodations for the twins. That was how he sold the idea to Kathy anyway, or so the story goes. District Commander s Report D/C Kenneth W. Smith, AP 2014 THE PRESENT THE FUTURE I t was just short of one year ago that I stood before the assembled District members at the Change of Watch in Newport Beach and talked about USPS, technology and our future. It was my hope that this would help inspire our squadrons and the district to take bold steps, rapidly adopting new technologies to boost their presence in our new world which is rapidly becoming 100 percent digital. Over the last months I have observed some, though not many, advances in the adoption of technologies by various levels at USPS. While National continues to struggle updating it's web site, it has dramatically improved the quality and number of it's online publications and postings. Starting so far behind they have along way to advance but there is starting to be hope. Throughout the 2014 year it was my hope to initiate the use of more technology within the district. While we did make some advances there is a lot left to do. Most members now receive all of their district publications electronically, thus eliminating a significant district expense. Recent by-law changes allowed us to hold our first totally electronic council meeting in December. In less than an hour we successfully concluded all necessary district business. I suspect this will become standard practice in 2015; significantly improving district squadron communication. I participated in a District 13 council meeting where most members were at a restaurant while others were in distant locations including Hawaii. The greatest implementation of technology I saw in 2014 was at the squadron level. Free from much of the upper level bureaucracies they were able to experiment and try new ideas. Continued on P. 7

The first night we were treated to the Real Gastropod Restaurant set up by Brad Vessels. We were then invited to the Waikiki Yacht Club for a nightcap. All this we could do walking via the beach! On the Wednesday we visited the Polynesian Cultural Center where we were treated to an unbelievable demonstration by talented folks of their native dances. Brockway Clark, SN Effective January 25, 2015 D13 Fall Conference continued from P. 4 On Saturday night we all went to the Hawaii Yacht Club for a luau of good food. Lynne won a bottle Hawaiian Rum and Lou Loth won the grand prize a handmade catamaran complete with lines, rigging and sails, a beautiful piece of art. Sunday was the last and most wonderful of all of the events. We visited Kaneohe Bay for a delicious BBQ lunch. We then boarded three big and beautiful sailing ships for a view of the bay where the Japanese first bombed before hitting Pearl Harbor. Then on to see giant turtles in their natural habitat. From there we sailed to an ocean sandbar where the ships dock themselves 1/4 of the way on to it. A ladder was dropped, and we climbed down to enjoy swimming and paddling in the clear blue waters along with a home-made brew by P/C Jeff Raiford. Thank you to Honolulu Sail & Power Squadron Commander Richard Denton and his wife Cindy, as without them, this conference would not have occurred. Thank you too for all the members who contributed, making this a once in a lifetime event for us.

7 L ead Line V olume 52 N u m ber 1 District Commander s Report contd. from P. 2 Two of our D28 squadrons held their first ever joint education Webinar. More are planned for Some squadrons are coordinating events using Sail Angle and more effectively utilizing their web pages to promote their activities. Many squadron monthly newsletters, while still in a conventional format, are very sophisticated, eye catching and so full of useful information that they rival and sometimes exceed professional publications. Most contain embedded hyperlinks greatly enhancing their usefulness. I am very proud of our squadrons 2014 adoption and implementation of technologies to advance their goals and enhance membership experiences. I only wish I could have been physically able to do more to aid our district and squadrons in adopting these technologies as they attempt to bring new life to USPS. We still have the problem that many members are comfortable with the old ways and have no desire to utilize many new technologies. We must be very sensitive to their desires and embrace them for what they have done to lead us in the past, but we can not let that stop us from looking and moving forward. I believe there is a bright future for USPS if we embrace, and do not fear, these new helpful technologies. Late last year an event occurred which totally convinced me that carefully choosing which technologies to adopt and mastering these can dramatically improve our lives at home, on the water and within USPS. Subsequent investigation and discussions with marine professionals has further convinced me that what Pat and I experienced is the future. Following is a short description of this incredible eye opening event. Pat and I were invited to spend two weeks helping a friend move his boat from Maryland to Naples, Florida, along the Intra Costal Waterway. He is 58, retired from the U.S. Air Force and as I discovered, has found an amazing way to embrace new technologies, to improve his boating experience, therefore greatly simplifying his life. As the days progressed, I watched him conduct our cruise and his entire life using only an ipad; neither phone, desktop nor laptop computer. With just his ipad and a 2GB data plan I watched him make scores of Skype calls around the world, link with his home phone system; keep in touch with his wife and friends, while also planning a two month trip to China. While we had two Garmin 7000 series chart plotters running the boat, he navigated down the ICW with his ipad using Garmin BlueChart and getting instant cloud sourced updates and marina information from the free interactive cruising guide application, Active Captain. Every day s route contained over a hundred waypoints, casually and effortlessly plotted on the ipad and transferred to the Garmin Chart Plotters. Up to date information concerning bridges, locks, marinas and the current status of the ever changing ICW were just an ipad cart tap and an Active Captain read away. As we relaxed in the evening he streamed cocktail music for us from Pandora. When we rented a car in Daytona Beach he navigated us to our meeting using, once again, a free cloud sourced navigation program called Waze which notified us in real time of several traffic problems. We even located the cheapest and closest supplier of gas using the free real time pricing application GasBuddy. While off watch he updated his daily ships blog, coordinated the membership records of, and authored several articles for two boat owners clubs he runs. He included photos, some taken with the ipad, others sent from friends and some found on other web sites. P a ge 7 Our daily news came from USA Today, and Bloomberg apps. When we walked around towns such as Savanna, Georgia, we used Google Maps to find tourist attractions and even locate a liquor store for our Mexi-night margaritas (it was Sunday in Georgia). Whenever either he, or his wife, who was 300 miles away, made any financial transaction, he received a detailed notification outlining the entire transaction. All of the ship's documentation manuals had been downloaded and stored in icloud where we easily accessed them to aid in an engine repair. During the entire two weeks, I never saw him touch a physical piece of paper. And while all of this was happening, he was using the free language teaching application Duolingo to become fluent in Italian; which impressively he accomplished! In those two weeks we used less than 1GB from the data plan. Today, most of the major marine electronics manufacturers have equipped their products with wireless links to mobile devices. Furuno now allows radar viewing on smart phones. Today there are thousands of apps to fulfill every conceivable marine need. Filing a float plan has evolved from a cumbersome, write a plan and notify the authorities, to just download an app, make a few clicks and it is sent to any number of close friends and relatives. Everything we use, and everything we do today, is becoming interconnected and the devices aware of where we are at all times. Almost any piece of information we need for any purpose is available with just a few clicks or spoken words. Google glass is bringing this full time, real time, to our eyes. Continued on P. 9

8 L ead Line V olume 52 N u m ber 1 P a ge has brought an honor and an opportunity to the United States Power Squadrons (USPS) District 28 (D/28) and all the D/28 squadrons (Balboa, Lake Mohave, Phoenix, San Diego, San Luis Rey and South Bay). Starting on August 23 through August 30, 2015 the National Governing Board will be meeting at the Manchester Grand Hyatt Hotel in San Diego. Please note these are new dates that were changed during the Annual Meeting on January 24 th. This is the first time that I m aware of USPS holding a National Meeting in a D/28 location. They were close a few years ago, but that was in D/13 territory. We need to show the rest of the Organization that D/28 is the best! That will require us to show them the fantastically friendly hospitality of our region as well as the sights and features of the area. The National Meetings committee will be contacting our squadrons and District in the near future for that information and assistance. All squadron members can help. If you want to volunteer to help in any way, notify your Squadron Commander or District Commander. If all else fails, even contact me (billj6@gmail.com). As soon as we can get organized, we will call on you to help. Please plan on attending this Governing Board so you can learn firsthand that the They at National is actually the Us members. The National organization is made up of local squadron members volunteering beyond the local level to the betterment of all squadrons. Submitted by Stf/C William Bill Johnson, SN Secretary District 28 LESSONS LEARNED FROM THE U.S. COAST GUARD SPRING 2015 his is my first US T Coast Guard Navigation Rules related message in The Lead Line. I may decide to continue if there is enough response from our USPS Members. We turned the corner, the 2014 holidays are behind us, installing new officers, and face a new year of boating education, community service and fellowship. From this corner it is my wish that we may all enjoy a safe boating year in the USPS. If that means learning a thing or two from the USCG Navigation Rules, then I will be more than happy. The optimist in me says that our Southwestern USA winter is almost over and, if we don t hurry up with our preparations, then we ll be late starting the boating season. Exaggerated? Maybe a little, but in several squadrons new bridges has been installed. The first Safe Boating Course has started as well as Coastal Navigation (Piloting), and many new members are becoming active. In The Mariner s Needle and The Ships Mail we publish a monthly Rules of the Road column. One month from now we will be having our first joint Rendezvous of the year. So let s make the most of our 2015 boating season. Let s first look at something basic in the category of Sound and Light Signals, specifically INLAND. This may speak to all of us. My question is: When shall you sound maneuvering signals on INLAND waters? Is it, within 1/2 mile, upon sighting another vessel rounding a bend in the channel, when in a meeting situation on a clear day, when crossing the track of another vessel in sight of one another, or all of the above? To answer this you have to look it up, in the U.S.C.G. NAVIGATION RULES (COMDTINST M16672), and tell me what the Rules say and the subsection that applies. Particularly, look at the significant difference between INTERNA- TIONAL and INLAND! In dealing with some basics in the category of INLAND Sound and Light Signals, I challenge you to mentally prepare to sound your horn if needed. In all honesty, I rarely use my horn, even though it is always at the ready. If I am the give-way vessel I like to act early and clearly, so that a signal is not necessary. Having said that, and following my normal procedure for answering, you go to ANNOTATED CONTENT at the beginning of the Rules, find Part D Sound and Light Signals, then find Maneuvering and Warning Signals. You see that I make it rather easy with the clues in my question. Now you read Rule 34 (a) and see that it is all of the above. Let me add a comment here: this is for a power-driven vessel underway and key word is shall. If you choose not to give a signal, and a collision results, you may be found negligent in court! Also note, for INLAND, that one or two blasts shall be answered. This is not the case for INTERNATIONAL. For the second challenge let s build on this rule. Say you have reached agreement in an INLAND crossing situation by VHF radio (is that allowed?), then whistle signals. A: Are required B: Are not required, but may be sounded C: Are required if crossing within one half mile D: Are required when crossing within one mile Again, you have to look it up and tell me what the Rules say and the subsection that applies. Using these technologies to teach new members how to have a safer more enjoyable time on the water is the only possible future for USPS and the survival of our squadrons. I know this change will be painful for many of our members, but as my year as District Commander ends, I call on all of our squadrons to look within for those members who have already learned and embraced many of these technologies. I ask them to develop non-traditional teaching techniques and programs to entice new members to join, get involved and contribute to or mission of Civic Service, Fraternal Boating and Self Education.
