FIND that the work can be performed more economically or feasibly by an independent contractor than by City employees. 4. 2 DISCUSSION: 1. Purpose The proposed replacement contract will provide Los Angeles World Airports (LAWA) with continuous maintenance, repair, and support services for the Closed Circuit Television Video Surveillance and Intelligent Observation Network (CCTV VISION) at Los Angeles International Airport (LAX) and Van Nuys Airport (VNY). 2. Prior Related Actions 3. Current Action May 19, Resolution No (DA-4907) The Board of Airport Commissioners (Board) awarded a three-year contract to Direct AV for CCTV VISION maintenance, repair, and support services at LAX, LA/Ontario International Airport and VNY for an amount not to exceed $3,818,400. This contract expired July 6, LAWA Information Management & Technology Group (IMTG) manages the daily operation and maintenance of the CCTV VISION system at LAX and VNY. The CCTV VISION system consists of over 3,000 CCTV cameras as well as related communications and audio/visual systems, recording systems, and interfaces located throughout the LAX and VNY campuses for LAWA staff to monitor airport activity to enhance public safety, aviation security, and airport operations. Under this contract, the contractor will assist IMTG staff by providing onsite personnel and remote technical support services for ongoing monitoring, maintenance, repair, and moves/adds/changes services to ensure that the system and subsystems are fully functional 24 hours per day, 7 days a week, including weekends and holidays. A summary of past expenditures under the existing contract is as follows: Descriptions 3-Year Expenditures Base Services - Operations and maintenance support $ 1,697,589 Additional Work Requests including replacement of equipment, parts and related wiring/cabling/installation services $ 1,800,800 Total Contract Expenditures $ 3,498,389 Procurement Process On February 14, 2017, LAWA advertised the CCTV VISION RFP on the Los Angeles Business Assistance Virtual Network (LABAVN). The Procurement Services Division (PSD) set the Small Business Enterprise (SBE) Program subcontracting participation level at 15% and Local Business Enterprise (LBE) Program subcontracting participation level at 5%. PSD also set a Local Small Business Enterprise (LSBE) Program subcontracting participation level at 3% as a subset of the 5% LBE Program participation level. Page CCTV VISION OM BOAC Rpt v2 clocx
3 The LABAVN posting was viewed by 114 unique users. Twenty-two representatives from 13 separate entities attended the non-mandatory pre-proposal conference held on March 8, LAWA subsequently received four proposals in response to the RFP on the March 28, 2017 deadline from the following companies: Climatec LLC Direct AV Integrated Security Solutions, Inc. Johnson Controls, Inc. The proposals were reviewed by a five-member evaluation panel composed of the following staff: Chief Information Officer - IMTG Deputy Chief Information Officer - IMTG Airport Operations Superintendent - Airport Operations CCTV Engineer - IMTG ARCC Video Surveillance Officer - Airport Police Below are the criteria used to evaluate respondents: CCTV VISION Maintenance, Repair and Support Services Proposal Part A - Written Proposal Evaluation Criteria Points Section 1 - Firm's experience, qualifications and availability of resources 25 Section 2 - Key personnel/staff experience and qualifications 20 Section 3 - Firm's approach and methodology 30 Section 4 - Cost Proposal 25 Section 5 - Financial Capacity Proposal Part B - Administrative Requirements Total Evaluation Points 100 Pass/Fail Pass/Fail All four companies passed the Administrative Requirements Review conducted by PSD and the Financial Capacity Review conducted by the Financial Reporting Division. On May 3, 2017, interviews were held for all four proposers. The evaluation panel completed their written and interview evaluations, and the final ranking of the proposers is as follows: I. Integrated Security Solutions, Inc. II. Climatec LLC Direct AV IV. Johnson Controls, Inc. Integrated Security Solutions, Inc. (ISSI) was selected by the Panel based on the company's demonstrated proficiency in all aspects of the selection criteria contained in the RFP. ISSI is also a local, small business that has worked as a subcontractor on previous IMTG initiatives. With this award, ISSI is making the transition to become a prime contractor. 4 Action Requested Staff requests the Board authorize the Chief Executive Officer to execute a one-year contract with two, one-year renewal options with ISSI to provide maintenance, repair and support services for the CCTV VISION System in an amount not to exceed $3,589,764. Estimated expenditures for this contract are summarized below. Base maintenance under the previous contract covered preventive and corrective maintenance services for cameras and duress buttons only. In addition to camera and duress buttons maintenance, base maintenance under the new contract scope will include support and configuration of the video management system, which requires certification and experience with Nice Vision and Genetec. The increased base maintenance cost is due to this expanded scope of services. Fiscal Impact Costs incurred under this contract will be recovered through landing fees, and terminal rates and charges as well as through non-aeronautical revenues. 4. Alternatives Considered Take No Action Without this contract, LAWA's CCTV VISION System will not be properly and adequately maintained. CCTV VISION System serves a critical function to law enforcement by providing surveillance support of public and secure areas on LAWA's campus. Without qualified, professional resources available to support, monitor and maintain the system on a 24 hours per day, 7 days a week basis will jeopardize the safety and security of travelers and staff. 5 APPROPRIATIONS: Funding for this contract has been requested in the FY Los Angeles World Airports Operating Budget in Cost Center , Commitment Item 520. Funding for subsequent years will be requested as part of the annual budget process. STANDARD PROVISIONS: 1. This item, as a continuing administrative, maintenance and personnel-related activity, is exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to Article II, Section 2.f of the Los Angeles City CEQA Guidelines. 2. This contract is subject to approval as to form by the City Attorney. 3. Actions taken on this item by the Board of Airport Commissioners will become final pursuant to the provisions of Los Angeles City Charter Section Integrated Security Solutions will comply with the provisions of the Living Wage Ordinance. 5. Procurement Services has reviewed this action (File No ) and set mandatory goals of 15% Small Business Enterprise (SBE), 5% Local Business Enterprise (LBE), and 3% Local Small Business Enterprise (LSBE) as a subset to the LBE goal, for the project. As a certified LSBE firm, Integrated Security Solutions is credited with 100% SBE/LBE participation. 6. Integrated Security Solutions will comply with the provisions of the Affirmative Action Program. 7. Integrated Security Solutions has been assigned Business Tax Registration Certificate number Integrated Security Solutions will comply with the provisions of the Child Support Obligations Ordinance. 9. Integrated Security Solutions will have approved insurance documents, in the terms and amounts required, on file with Los Angeles World Airports prior to issuance of a Notice to Proceed. 10. Pursuant to Charter Section 1022, staff determined the work specified on the proposed contract can be performed more feasibly or economically by an Independent Contractor than by City employees. 11. Integrated Security Solutions has submitted the Contractor Responsibility Program Questionnaire and Pledge of Compliance and will comply with the provisions of the Contractor Responsibility Program. 12. Integrated Security Solutions must be determined by Public Works, Office of Contract Compliance to be in full compliance with the provisions of the Equal Benefits Ordinance prior to contract execution.
