1 REPORT TO THE DULLES CORRIDOR COMMITTEE RECOMMENDATION TO AWARD A CONTRACT FOR CLAIMS CONSULTING SERVICES FOR THE DULLES CORRIDOR METRORAIL PROJECT FEBRUARY 2018

2 PURPOSE Staff requests that the Dulles Corridor Committee approve and recommend to the Board of Directors that the Airports Authority award a contract to Trauner Consulting Services (Trauner) for construction claims analysis services for Phase 2 of the Dulles Corridor Metrorail Project. The contract will have a one-year base term with four one-year option periods.

3 BACKGROUND The Airports Authority has entered into construction contracts for a variety of major capital projects related to the Silver Line Metrorail extension. From time-to-time, in the administration of these contracts, it becomes necessary to address claims that have occurred in the performance and projected completion of the contract work, the reasons for the claims, the party responsible for the claims, and the impacts of the claims on the construction contractor and the Airports Authority.

4 BACKGROUND (continued) On July 19, 2017, the Dulles Corridor Committee concurred with staff s recommendation to issue a Request for Proposals (RFP), using the best value competitively negotiated procurement method. This method takes into consideration technical factors and price, which are separately evaluated, and the proposal that is found to represent the best overall value to the Airports Authority forms the basis of award. The Department of Supplier Diversity established a 100 percent Small Business Enterprise (SBE) participation goal for the solicitation.

5 DISCUSSION A Request for Proposals was issued on August 17, On September 19, 2017, four proposals were received. Subsequent to the evaluation, two were determined to be in the competitive range, however, neither met the SBE goal. As a result, the solicitation was canceled. A second RFP was issued on November 8, The RFP included modified proposed contract terms, evaluation criteria, and a 20 percent Disadvantaged Business Enterprise (DBE) goal to enhance competition and responsiveness from qualified firms. The 20 percent DBE goal is consistent with other Phase 2 Project contracts.

6 EVALUATION Proposals were received on December 12, 2017 from eight firms. Three of those firms did not meet the DBE requirement and were eliminated from further consideration. The Evaluation Committee (EC) independently performed a technical review of the proposals using the following criteria: Principals & Key Staff Qualifications; Firm Qualifications, Resources & Conflicts of Interest; and Staffing, Management & Project Execution Plan. The EC determined that Trauner s proposal had the highest technical rating.

7 EVALUATION (continued) During the source selection process, which followed the technical evaluation, it was determined that Trauner s proposed total costs were the lowest of those submitted. Since Trauner s proposal had the highest technical rating and the lowest proposed costs, its proposal represents the best value for the Airports Authority. The proposed contract will be structured as a task contract. DCMP staff anticipates that the total contract expenditures for the proposed five-year term, based on hourly rates and estimated level of effort, will not exceed $6,100,000.

8 RECOMMENDATION Staff recommends that the Dulles Corridor Committee approve and recommend to the Board of Directors that the Airports Authority award a contract to Trauner Consulting Services for construction claims analysis services for Phase 2 of the Dulles Corridor Metrorail Project.

10 Proposed Resolution Awarding a Contract for Claims Consulting Services for the Dulles Corridor Metrorail Project WHEREAS, In July 2017, staff presented, and the Dulles Corridor Committee concurred with, pre-solicitation terms regarding claims consulting services for the Dulles Corridor Metrorail Project (Project); WHEREAS, A Request for Proposals (RFP) was issued on August 17, 2017; WHEREAS, Proposals were received on September 19, 2017 and none of the proposals in the competitive range met the 100 percent Small Business Enterprise participation goal for the solicitation; therefore, the solicitation was canceled; WHEREAS, A second RFP, including modified proposed contract terms, evaluation criteria, as well as a 20 percent Disadvantaged Business Enterprise goal, was issued on November 8, 2017; WHEREAS, The Evaluation Committee (EC) reviewed and evaluated the proposals submitted in response to the solicitation; and WHEREAS, On February 21, 2018, the Dulles Corridor Committee received the results of the EC s evaluation of the submitted proposals and recommended that the Board of Directors approve the selection of Trauner Consulting Services; now, therefore, be it RESOLVED, That the contract award to Trauner Consulting Services for construction claims analysis services for Phase 2 of the Project for a one-year base term, with four one-year option periods, at a not-to-exceed amount of $6.1 million, is approved; and 2. That the President and Chief Executive Officer is authorized and directed to enter into a contract with Trauner Consulting Services, consistent with the contract terms presented to the Dulles Corridor Committee on February 21, For Consideration by the Dulles Corridor Committee and Board of Directors on February 21, 2018
