RECOMMENDATIONS: Management RECOMMENDS that the Board of Airport Commissioners: 1. ADOPT the Staff Report. 2. DETERMINE that this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Article II, Section 2.f of the Los Angeles City CEQA Guidelines. 3. APPROVE the Second Amendment to Contract No. DA-4845A with Ricondo & Associates, Inc. for environmental consulting and entitlement support services at Los Angeles World Airports by increasing the value by $750,000 for an adjusted not-to-exceed amount of $4,644, AUTHORIZE the Chief Executive Officer to execute the second amendment upon approval as to form by the City Attorney and upon approval by the Los Angeles City Council. 2 DISCUSSION: 1. Purpose Request approval of the Second Amendment to Contract DA-4845A with Ricondo & Associates, Inc. (R&A) to provide additional funding for the completion of California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) environmental documentation and supporting entitlements for recently identified proposed projects which are currently undergoing environmental and entitlement clearance. 2. Prior Related Actions August 20, Board Resolution No (DA-4845) Los Angeles World Airports Board of Airport Commissioners (Board) approved a threeyear contract with R&A (DA-4845) for professional environmental consulting and entitlement support services on an as-needed basis at Los Angeles International Airport (LAX), LA/Ontario International Airport (ONT), Van Nuys Airport (VNY) and Los Angeles World Airports Land Holdings at Palmdale (PMD) for a total contract value of $3,000,000. March 17, Board Resolution No (DA-4845A) Board) approved a First Amendment to Contract DA-4845 extending the contract term by two (2) years and increasing the funding by $894, with R&A (DA-4845) for professional environmental consulting and entitlement support services on an as-needed basis at LAX, ONT, VNY and PMD for a total contract value of $3,894, Current Action R&A was one of two firms awarded a contract in 2013 as part of a competitive procurement for a bench contract for environmental consulting services for the Environmental Programs Group (EPG). EPG receives requests for environmental and entitlement clearances as well as environmental analysis, from various LAWA divisions as well as from tenants at LAX and VNY. EPG coordinates with other divisions and decides which of the two bench firms on contract will perform the work based on their strengths and familiarity with a particular area. Despite this coordination, there are always unexpected projects that arise or requests for additional analysis that exceed the original allocation of work between the two bench contractors. Many of the projects processed through R&A have been unexpected or required additional analysis that exceeded the original and amended contract amounts. Under this contract, R&A has prepared environmental analysis and documentation for many projects and has assisted LAWA in meeting funding, construction and federal mandates. Other divisions and groups have utilized R&A to perform more work than originally anticipated which resulted in expending their contract amount more quickly. The following table provides a list of tasks performed by R&A, the recently-issued Notices to Proceed for new tasks and identifies newly identified projects that will require analysis. Page 2

Total tasks issued to date to R&A are $3,701,838 with $192,162 remaining in authority. The environmental documentation underway and proposed for the remaining term of the contract will exhaust the existing contract value of $3,894,000. Additionally, LAWA is constantly assessing needs that often require environmental or entitlement clearances that are not always anticipated and while there is some authority left on the other bench contract, it is not sufficient to complete all of the potential work anticipated in the next year. Accordingly, LAWA staff requests that the Board approve a second contract amendment to allow for increased funding to support the completion of CEQA and NEPA environmental documentation, and supporting entitlement and planning services necessary to complete the outstanding and newly identified LAWA and tenant projects. 4 Procurement Services established a mandatory 15% Small Business Enterprise (SBE) level of participation for this contract. R&A has achieved 12.16% participation through May 2017 invoicing, but based on newly issued tasks, they will meet the 15% pledged participation level with the work currently underway by the contract expiration date. Moreover, two additional subconsultant firms were recently added to the R&A contract to meet the 15% SBE goal. Staff has been working closely with R&A to monitor SBE participation, ensure that subconsultants are being considered for future tasks and discussing SBE commitments and attainments on a monthly basis. Action Requested Staff requests the Board approve the Second Amendment to Contract No. DA-4845A with R&A to increase contract authority by $750,000 for a total contract amount of $4,644,000. Fiscal Impact LAWA will use a combination of operating and capital funds under this contract. Related contract costs will be recovered through landing fees, terminal rates and charges, as well as non-aeronautical revenues. Operating expenses will be recovered immediately while capital costs will be capitalized and then recovered when the projects are put in service. 4. Alternatives Considered Issue a new Request for Proposal (RFP) Staff considered an RFP process and not amending the contract with R&A, however the firm is actively involved with projects currently going through the environmental documentation process that is scheduled to be completed by the contract expiration date of September Changing consultants midstream will interrupt and/or delay the approval of environmental documents. In addition, projects identified by LAWA will require environmental documentation prior to the end of the current contract term. Therefore, an RFP process would be costly and would delay the approval of projects going through the environmental documentation process. APPROPRIATIONS: Funds for this contract are available in Fiscal Year Los Angeles World Airports Operating Budget in LAX Cost Center Environmental Programs Group, or they may be provided through other Board appropriations. STANDARD PROVISIONS: 1. This item, as a continuing administrative, maintenance and personnel-related activity, is exempt from the requirements of the CEQA pursuant to Article II, Section 2.f of the Los Angeles City CEQA Guidelines. 2. This agreement will be approved as to form by the City Attorney. 3. Actions taken on this item by the Board of Airport Commissioners will become final pursuant to the provisions of Los Angeles City Charter Section 373. Page 4
5 4. Ricondo & Associates, Inc.is required by contract to comply with the provisions of the Living Wage Ordinance. 5. Ricondo & Associates, Inc. has been determined by Public Works, Office of Contract Compliance, to be in compliance with the provisions of the Equal Benefits Ordinance. 13. Ricondo & Associates, Inc. will be required to comply with the provisions of the First Source Hiring Program for all non-trade LAX Airport jobs. 14.
