That the Board ofpolice Commissioners (Board) REVIEW and APPROVE this report. 2. That the Board TRANSMIT this report to the City Council's Public Safety Committee. DISCUSSION This report is in response to a City Council, Public Safety Committee, motion (Council File # ) requesting the Department report back within 90 days on the use and the training programs necessary for use ofequipment donated to the 77th Street Gang Enforcement Detail (GED) by the Los Angeles Police Foundation. This request is an amendment to the Council's approval process for the donation. The Office of Operations has researched the manner in which 7i h Street GED utilizes the donation and has identified the equipment items requiring Department training. Based upon this evaluation, it has been determined that the donated equipment can be organized into three categories: tactical, surveillance, and administrative. The 77th Street GED is routinely utilizing the equipment and has made the items readily available to all unit members. The evaluation identified the shotgun slings and Dynamic Rescue Responder kits as the only equipment items requiring training. The 77 th GED is in full compliance with these particular training requirements and has taken the additional step of seeking supplemental training in order to ensure that their officers are proficient with other equipment items that do not have mandated training requirements. 2 FACTSBEET CITY COUNCIL REPORT REGARDING DONATION OF EQUIPMENT FOR 77 TH STREET AREA GANG ENFORCEMENT DETAIL (ADOO# ) December 15, 2009 Purpose: The purpose ofthis Fact Sheet is to provide an update to the Los Angeles City Council regarding the manner in which the Department uses, and trains personnel on, tactical equipment donated to the 77 th Street Gang Enforcement Detail (GED). Background: According to a Fact Sheet prepared by 77 th Street GED, the Los Angeles Police Foundation donated $12, worth oftactical equipment in February of2007. The donation was reviewed by the Office ofthe Chief ofpolice, the Board ofpolice Commissioners, the Mayor's Office, and City Council. On August 1, 2007, the City Council considered the donation from the Los Angeles Police Foundation and referred it to the Public Safety Committee where it was subsequently accepted and approved. On November 4, 2009, the City Council's Public Safety Committee issued a verbal motion amending their original report on the donation. In the amended report, the Public Safety Committee directed the Department to report back in 90 days with information on 77 th Street GED's use of the equipment and any training programs that were implemented in conjunction with the use ofthe donated equipment. Findings: The donation made by the Los Angeles Police Foundation was comprised ofthe following equipment: 2 - "Dynamic Rescue Responder Kits"; 2 - Nikon "Sportstar" binoculars; 1-Nikon "Action Zoom" binoculars; 3 - Rayovac 3-volt battery packages; 2 - Ullman telescoping mirrors; 2 - Telesteps telescoping ladder; 1 - Garrett metal detector; 3 - Zak door rams; 3 - Zak "Hooligan" tools; 2 - single-point slings; 1 - Bushnell Night Vision "Prowler"; 33 tactical vests; 2 - truck inspection mirrors; 12 - uniform patches; 4 - Sony "Cyber Shot" digital cameras; 1 - Sony "Handycam" camcorder; 1 - Sony data cable; 1 - Sony battery charger; 1 Hewlett Packard laserjet printer; 10- Sony 1 gigabyte memory sticks; 4 Sony digital camera cases; and, 1 - Sony "DV" camcorder case. 3 FACT SHEET CITY COUNCIL REPORT REGARDING DONATION OF EQUIPMENT FOR 77 TH STREET AREA GANG ENFORCEMENT DETAIL (ADOO# ) December 15, 2009 The donated items can be classified into one of three categories: tactical, surveillance, and administrative. With the exception of the shotgun slings, all ofthe donated equipment items are accessible to, and utilized by, all the members of 77 th Street OED. The tactical equipment is utilized almost daily for activities such as search warrant service and probation and parole searches. This tactical equipment includes items such as the Rescue Responder Kits, tactical ladders, slings, door rams, "Hooligan" tools, digital cameras, mirrors, tactical vests, and uniform patches. The remaining equipment is used less frequently; nonetheless, it is a valuable part of the unit's tool kit. The metal detector, binoculars, night vision goggles, camcorder and three volt batteries are used on a case-by-case basis and are usually utilized when the unit is conducting approved surveillance of locations or conducting follow-up investigations. In addition to the tactical and surveillance equipment, the donation from the Los Angeles Police Foundation included a laser printer and memory sticks. These items are used on a routine basis and assist members of the unit with completing the large volume of administrative paperwork that is associated with the assignment. Although most of the equipment provided by the donation does not require Department mandated training, a few exceptions do exist. The Department requires officers be trained on the use and manipulation of a sling before utilizing one in the field; this includes the single-point slings donated to 77 th Street OED. According to the Department's Firearms Training Unit, a one hour block of training on the use and manipulation ofthe sling is provided to all officers when they are certified on the Bean Bag Shotgun in the Police Academy. Due to the specific skill sets required to safely operate the shotgun slings, 77 th Street OED has chosen to restrict the use of the slings to officers assigned to the Department's Urban Police Rifle Cadre. Officers from this program receive quarterly certification which incorporates additional training on the use of a sling. The training received by these officers is documented on their Training Evaluation and Management Report. The Dynamic Rescue Responder kits contain basic bandaging equipment, and are intended to be utilized to slow, or stop bleeding of officers until a rescue ambulance arrives. The kits are very similar to the trauma kits which the Department issued to all field personnel, and do not contain any advanced life support equipment. The first aid training provided to all officers in the academy includes instruction on how to control bleeding, and is consistent with the use of the Rescue Responder kits. All 77 th Street OED officers receive training on the use of rams, hooks, and other breaching equipment, though these items do not have Department mandated training requirements associated with them. 77 th Street OED participates in annual Search Warrant Service training in association with Oang and Narcotics Division. Twice each year, Oang and Narcotics Division makes an eight-hour training course available to all Area OED units in order to improve officers' knowledge of search warrant service procedures, and to provide officers with opportunities to utilize breaching equipment. All members ofthe unit have benefited from the donation and are properly trained in the use ofthe equipment. The 77 th Street GED has ensured that any Department mandated training relevant to the equipment has been received by its officers and has been proactive at obtaining additional training to enhance the perfonnance ofits members. 8 TO THE COUNCIL OF THE File No CITY OF LOS ANGELES Your PUBLIC SAFETY COMMITTEE reports as follows: PUBLIC SAFETY COMMITTEE REPORT relative to the donation of tactical equipment from the Los Angeles Police Foundation for use by the Police Department's 77th Street Gang Enforcement Detail (GED). Recommendations for Council action: 1. ACCEPT and APPROVE the donation of tactical equipment valued at $12,130 from the Los Angeles Police Foundation for use by the 77th Street GED, and THANK the donor for its generous donation. 2. DIRECT the Police Department to include, in au future reports relative to the acceptance of donations, discussion of how the Department will maintain donated equipment. Fiscal Impact Statement: The Chief Legislative Analyst (CLA) reports that this action will not impact the General Fund. Community Impact Statement Submitted: None SUMMARY In a report to the Public Safety Committee dated August 7, 2009 (attached to the Council file), the CLA recommends that Council approve the donation of tactical equipment for use by the Police Department's 77th Street GED. The CLA reports that the donated equipment will assist GED in developing and gathering intelligence on 77th Street area gangs; and, assist detectives with gang-related investigations and gang-related crime suppression activities. The equipment enhances officers' safety during the service of search warrants and surveillance operations. It also enables the documentation of gang-related criminal activity and evidence that is recovered. Then CLA's report includes a complete list of the donated equipment. Any needed repairs of the donated equipment will be covered by existing budget resources. On February 27, 2007, the Board of Police Commissioners approved the Department's request. At its meeting held October 26, 2009, the Public Safety Committee recommended that Council approve the donation, as recommended by the Board of Police Commissioners and the CLA. The Committee further recommended that Council direct the Police Department to include in all future donation reports, discussion of how donated equipment will be maintained.
