1 Building 8-64 Fort Indiantown Gap, Annville, PA The mission of the Northeast Counterdrug Training Center is to provide cost-effective counterdrug education and advanced training to fight domestic and transnational drug trafficking organizations that threaten public safety and national security. Originally accredited in 2006 by the Commission on Accreditation for Law Enforcement Agencies, NCTC continues to be the only military-operated accredited Training Academy for Law Enforcement in the country. In 2012, NCTC achieved Accreditation with Excellence status, the highest level of recognition CALEA bestows upon its elite list of nationally accredited agencies. In this issue: Mobile Training CODEL Bullet Proof Mind w/ LTC (R) Grossman Course Listing Summer Schedule MTT FAQ Personnel Changes Partnerships Accreditations MOBILE TRAINING The mobile training team (MTT) continues to demonstrate it s flexibility by delivering cost-effective customized training throughout the NCTC s eighteen states region. The newest training to hit the road with the MTT is the Meggitt firearms training simulator (FATS). The FATS system is a state of the art virtual training solution for marksmanship and judgment training providing realistic and powerful scenarios for individual and collective training using Glock 7, M-4, Pepper Spray and Taser. The FATS system provides law enforcement professionals the opportunity to practice judgment and decisionmaking skills, strengthen verbal commands and increase situational awareness by responding to many different shoot/no shoot scenarios. The MTT recently brought the FATS system to four different locations in New York, Maryland, Pennsylvania and Vermont and is standing ready to bring it to many more locations. NCTC receives numerous requests for mobile training and has a reputation for striving to accommodate each and every one; its only constraint is congressional funding. This past May, the PA Counterdrug Joint Task Force Headquarters welcomed seventeen congressional delegates to discuss the funding constraints facing the five National Guard Training Centers.

2 Congressional Delegation Visit During their day-long visit, the delegates toured the Pennsylvania National Guard Northeast Counterdrug Training Center facilities, learned about the five National Guard Counterdrug Training Centers (Florida, Iowa, Mississippi, Pennsylvania and Washington) and received information demonstrating the value of these training centers. They learned; the counterdrug program provides linguists, criminal analysts, communications, engineering, transportation, cannabis suppression, and ground and aerial reconnaissance to all 54 states, territories and the District of Columbia; in 2012, the National Guard responded to over 60,000 requests for counterdrug assistance from local law enforcement agencies; more than 260 National Guard analysts are assigned to federal and state narcotics tasks forces across the nation and National Guard members also work with communities and schools to help with prevention. The Department of Defense now wants to focus on global narcotics efforts and training international partners, and that could mean a slow death to the (counterdrug) program. Top law enforcement officials from the New York and Virginia State Police testified to the importance of the training center to their drug enforcement activities. With a 97 percent student approval rating, the law enforcement community sees the Guard s training program as a vital part of the nation s joint efforts to combat drug use and proliferation. The President s budget for fiscal 2014 contains $4.9 million for the five regional National Guard Training Centers, a reduction of $3.7 million from the amount appropriated by Congress in fiscal Less money means fewer students, less training, and a degradation of enforcement that provides safety to American towns and cities. These delegates will further demonstrate their support for the National Guard Counterdrug Training Centers by sharing student testimony and other pertinent information with their congressional colleagues and other interested parties in order to garner support to increase funding that will enable continued training and support for local, state and federal law enforcement agencies.

Through subsequent conversations a partnership emerged, NCTC worked with PA Probation and Parole by providing accommodations and managing the registration process for each of the three locations.

When NCTC learned that PA Probation and Parole was planning this event NCTC expressed an interest in bringing Bulletproof Mind to Fort Indiantown Gap. Through subsequent conversations a partnership emerged, NCTC worked with PA Probation and Parole by providing accommodations and managing the registration process for each of the three locations. The events were a huge success! LT Col Grossman addressed crowds of over three hundred attendees on three separate occasions in Pittsburgh, Philadelphia and Fort Indiantown Gap. NCTC welcomes a partnership with law enforcement agencies and organizations when they are planning to present large scale training conferences.
