1 STAFF REPORT MEETING October 27, 2015 DATE: TO: FROM: City Council James Berg, Chief of Police 922 Machin Avenue Novato, CA / FAX 415/ PRESENTER: Oliver Collins, Lieutenant, Patrol Bureau SUBJECT: FY15/16 BAY AREA URBAN AREAS SECURITY INITIATIVE GRANT EQUIPMENT REQUESTED: ROBOT REQUEST Consider adopting a resolution authorizing the City Manager to accept the FY15/16 Bay Area UASI (Urban Areas Security Initiative) grant program funding for the purpose of purchasing a remote control robot. RECOMMENDATION Adopt resolution. DISCUSSION The police department submitted a grant application to the Marin County OES (Office of Emergency Services) for monies distributed by the Department of Homeland Security, through the FY15/16 UASI grant. The police department has a need for a small remote control tracked/wheeled robot that provides live video and audio feedback. The small wheeled robot would be used for tactical incidents, structural inspections of buildings after a major incident (earthquake or flood) and for intelligence gathering where there is a danger of sending personnel is elevated. The equipment will enhance the ability of the police department staff to safely inspect areas of high risk in the city. The passive intelligence gathering robot system has become an industry standard for law enforcement professionals who are required to respond to or investigate dangerous situations. The capability of the remote controlled robot applied for is limited to passive audio and video intelligence gathering. Reducing the risk of great bodily injury and/or injury to police officers has been a major concern to administrators and to civic liability advocates. Robots used by law enforcement has proven to reduce the risk to personnel and has been a major contributor to the industry acceptance of remote controlled wheeled/tracked vehicles. cc15_166 1

2 The proposed UASI grant application amount is not to exceed $27, which is the bid price for the proposed equipment. The funds applied for will cover the entire cost for the equipment and the project proposal time line is approximately three months. Monies have been identified in the police budget to cover the cost of the requested equipment. If the USAI grant is not awarded the equipment will not be purchased. As has been the case with past UASI and SHSGP federal grant program funding opportunities, the police department is required to cover the costs with existing City funds. Once the purchase conditions are met and the equipment is received, the City of Novato is then reimbursed for the funds expended. The police department will use funds from existing State COPS funds to initiate the purchase. Once reimbursement is received it will be re-deposited into the COPS fund account. The City received the reimbursement checks for the previous ALPR purchases from the FY2015 Bay Areas Security Initiative grant program, via the Marin County OES. FISCAL IMPACT There is no fiscal impact to the City, as the funds will be reimbursed upon all conditions being met. ALTERNATIVES Don t adopt resolution ATTACHMENTS 1. Resolution 2. RESOLUTION TO APPLY AND ACCEPT A $27, GRANT FROM THE FY15/16 BAY AREA URBAN AREAS SECURITY INITIATIVE (UASI) GRANT PROGRAM TO PROVIDE FUNDING FOR A REMOTE CONTROLLED ROBOT- TO ACCEPT THE GRANT AND REVISE POLICE DEPARTMENT REVENUE AND APPROPRIATIONS ACCORDINGLY WHEREAS, the City Council of the City of Novato has adopted a budget for fiscal year 14/15; and WHEREAS, the Bay area UASI grant program is providing funding through federal grants from the Department of Homeland Security to enhance the capabilities of state and local first responders and non-governmental agencies by allowing the purchase of advanced types of equipment, advanced tactical and EOC training scenarios as well as addressing other critical homeland security needs; and WHEREAS, the Police Department has applied for a $27, grant from the FY15/16 Bay Area UASI Grant Program; and WHEREAS, the funding of the grant provides for the planning and facilitation of a large scale tactical field exercise; and WHEREAS, the Novato Police Department would greatly benefit from this advanced equipment which could assist the police department in responding to events including natural disasters, major events and or/ mutual aid requests throughout the region; and WHEREAS, it is necessary to amend the FY15/16 budget resolution to increase Police department grant revenues by $27, NOW THEREFORE, BE IT RESOLVED that the City Council of the City of Novato does hereby authorize the City Manager to accept the Bay Area UASI grant and approve the amendment to the final budget to increase Police department grant revenue and equipment appropriations by $27, res4927 * * * * * * I HEREBY CERTIFY that the foregoing resolution was duly and regularly adopted by the City Council of the City of Novato, Marin County, California, at a meeting thereof, held on the 27 th day of October, 2015, by the following vote, to wit: 3
