1 BRIEFING NOTE: MERIVEW REVIEW BOARD - SCORE CARD OVERVIEW 1. The enclosed score card is designed to capture the achievements, skills and an objective review of a cadet sitting before the Merit Review Board. 2. Each cadet, candidate, is assessed on 5 key areas. They are: SCORING a. Whether the candidate provides a resume, b. A scoring based on the candidates attendance for the last three training years, c. An assessment of the candidates dress on the day of the merit review board, d. A review of the candidates cadet service based on training, accomplishments and experience within the corps, and; e. The cadets responses to a series of pre-defined questions. 3. Three of the five assessment areas are based on historical & empircal data. 4. Dress and Questions are rated using a scale and can be considered subjective. Here is why: a. Dress: i. Each candidate will be inspected by a member of the MRB. That same member will inspect each candidate for that MRB. ii. This ensures consistency in marking. b. Questions: i. Each member of the MRB will assess the candidate on their response to questions. ii. The MRB members scores will be averaged, and that average will be recorded on the final score card. iii. Averaging the scores will balance each MRB members perspective on the responses to questions, providing the candidate with a fair assesment. 5. The resume is in an essance a bonus. The purpose of the resume is two-fold. One purpose of having it included in the MRB process is to encourage candidates to have an up-todate resume on hand; a valuable life skills. The second purpose is to allow the MRB members to gain a better perspective on the candidates achievements outside of the corps. This knowledge can be very valuable to corps staff.
2 6. Reviewing a candidates attendance is intended to assess the candidates basic performance, historically. The attendance is weighed lower on the scale, however it will reward those candidates who have been consistent and remind those who may not have been the most consistent performer, the value of dedication and attendance overall. 7. Cadet service recognizes those cadets who have experience, significant accomplishments and specialed training. It is understood that not every cadet has an opportunity to attend summer training, however this section balances out with opportunities the candidates had with their peers. MEASURING THE FINAL SCORE 8. To ensure the MRB assesses the candidate for suitability, the Score Card is weighed out to have the actual MRB performance reflect the majority of the score (Dress / Questions = 74%) and the remainder making up 26% of the score card. See below CONCLUSION 9. Not only does a Merit Review Board determine suitability of a candidate, it is significant means to prepare cadets for when they attend job interviews and much more. 10. This score card is intended to provide each candidate with a solid understanding of their performance, identify their strengths, weaknesses and provide them with a means to succed. 11. Due to the competitive nature of 47 RCSCC CAPTAIN VANCOUVER, these score cards and help determine the most suitable candidate, while assisting cadets in their personal development. - END OF BRIEFING NOTE -

4 CPO2 PROMOTION - MERIT REVIEW BOARD RATING SHEET FINAL SCORE / 174 The following information is required to complete the package and for documentation purposes. Each member of the MRB will be required to review this information package for each candidate sitting the board. Members of the board are entrusted to represent the best interests of the corps, while upholding the rights of each cadet participating. The result of this board is to establish a merit rating for the purpose of making recommendations for Cadet promotions, to the Corps Commanding Officer. AUTHORITY TO CONDUCT A CPO2 MERIT REVIEW BOARD As per CATO 13-02, paragraph 17: It is the mandate of a merit review board to make recommendations for review by the CO regarding the cadets most deserving of senior rank promotions and to prioritize potential candidates if required. The final decision for any cadet rank promotion rests with the corps/sqn CO. PART 1 CANDIDATE INFORMATION / RÉSUMÉ REQUIREMENT A résumé has been identified as a requirement for the MRB. Candidates will not be rated on the format, but whether or not they provide one. 5 PART 4 ATTENDANCE & SERVICE Attendance and experience has been identified an important item. Each candidate has been briefed on the following scoring matrix for their attendance. Based on the information in FORTRESS, candidate s attendance for all Mandatory Training Nights and ACRs from the past years as indicated will be averaged out into percentage. As a result, each candidate will be marked on a variable scale on all major components of their uniform and its upkeep. 6 PART 6 CADET SERVICE Each cadet has been afforded an opportunity to participate in training activities such as Sail Training, Summer Training, etc. Some may not have been selected for a variety of reasons where others would have been selected. Although we are aware of both possibilities, it is important to recognize the skills and training of those candidates who attended Summer Training, Sail Training, Seamanship Concentration, etc. Each member of the board will review the candidate s personnel file as generated from FORTRESS. Based on the information available, each candidate will be scored on any accomplishments, training, recognition, etc. Has the candidate undergone Summer Training? The guiding principle of the Merit Review Board is to determine the suitability of a cadet to fill the rank or position the board is convened for. Board members are reminded that this should not be seen as subsequent discipline of the cadet, but rather an opportunity to determine suitability. Each and every cadet shall be given an opportunity to learn through success (and failure). If the candidate(cadet) has been disciplined significantly enough to warrant reconsideration by the MRB and/or Commanding Officers (CO) of the corps, RCSU(PAC) will be briefed / consulted, by the CO, on the most suitable course of action that will not impact the safety, health and well-being of the corps / cadets. In the event the results are unfavourable towards the candidate, he/she will be advised by the CO on the decision made and necessary coaching/mentoring steps will be taken to provide the cadet an opportunity to improve / succeed. Events that do not fit within the above description will be dealt with on the advice of RCSU(PAC) as seen fit by the CO. There is no perfect solution, but communication, transparency and the safety / well-being of the corps is ultimately the priority.
