As in past years, Canada is extremely pleased with the cooperation level achieved in delivering programmes conducted by host countries as well as the opportunity to participate collectively in youth training activities and experience the different cultures. 2. The enclosed report provides a summary of our 2017 International Exchange activities conducted in Canada and in the various hosting countries abroad. Some general observations and, where applicable, recommendations for future years have been included. Additional information and details can be provided to your organization if required or requested. 3. 3 INTERNATIONAL SEA CADET ASSOCIATION 2017 ROYAL CANADIAN SEA CADET REPORT Royal Canadian Sea Cadet Corps Program Overview 1. The Royal Canadian Sea Cadets population is currently 7,970 sea cadets in 229 sea cadet corps across the country. This represents a slight decrease in the overall sea cadet population from last year. Sea cadets make up 15% of the overall Canadian cadet program population of 53,000 cadets. 2. Throughout the year, we continue to attract Canadian youth to join sea cadet corps, with the majority of the new cadets indicating the reason they joined is the training, activities, or adventure offered. We also strive to find better ways to retain the cadet in the program. One of the main reasons expressed by cadets for leaving is one of unavailability. 3. Over this past summer, 42% (about 3,400) of sea cadets participated in two, three and sixweek summer courses ranging from introductory to more specialized courses that covered training in seamanship, sailing, music, drill and ceremonial, sports and marksmanship. In addition, about 300 senior sea cadets worked as staff cadets in any one of the 22 Sea, Army and Air Cadet Training Centres across the country. Approximately 20,000 cadets from all three elements participated in various training during the summer of Our corps continue to deliver the program in their communities and participate in a wide variety of training and citizenship activities. During fall and spring weekend training, over 4000 sea cadets participated in on-water sailing and boating activities. 5. No significant incidents or injuries were sustained by sea cadets in the course of delivering the 2016/2017 programme. 6. Finally, approximately 240 sea cadets embarked on various Royal Canadian Navy, Canadian Coast Guard vessels and leased Tall ships in order to experience firsthand knowledge of being at sea. These lasted anywhere from one to four weeks in duration and represented a great experience for them. International Exchange Program 7. Every year, Canada takes part in International Exchanges with International Sea Cadet Association (ISCA) member countries. While foreign and domestic programs may vary in content (ranging from training familiarization to cultural visits), feedback indicates that participants both learned about their hosts and their countries, and enjoyed themselves in the process. 8. The primary aims of the Royal Canadian Sea Cadet Exchange program are to introduce and engage: A-1/4 a. Canadian Sea Cadets to a foreign country s sea cadet program, training activities, culture, history, and people; and
4 b. foreign sea cadets to Canada s Sea Cadet program, training activities, culture, history, and people. Foreign Exchanges (April to August 2017) 9. In 2017, Canada sent 38 cadets and 8 escorts officers out of country to participate in the following exchanges: a. Australia - 3 cadets and 1 escort officer; b. Bermuda - 5 cadets and 1 escort officer; c. Hong Kong - 3 cadets and 1 escort officer; d. Sweden - 3 cadets and 1 escort officer; e. United Kingdom - 6 cadets and 1 escort officer; f. United States - 10 cadets and 1 escort officer; g. Japan 4 cadets and 1 escort officer; and h. South Korea - 4 cadets and 1 escort officer. 10. Feedback from our participating cadets and officers indicates that there is an adequate amount of time and emphasis placed on the sites visited. The opportunity to partake in hands-on and on-water training with host country s youth continues to be a highlight noted by many of the Canadian Sea Cadets and their escorting officers; which is greatly enhanced when it is age and training appropriate. Canada would like to encourage more opportunities to engage in training at local or national level activities of our host nations. International Exchange in Canada (July/August 2017) 11. As in previous years, Canada hosted an International Exchange programme at HMCS QUADRA Cadet Training Centre located in British Columbia (BC), where 20 foreign sea cadets and 6 escort officers from the following countries took part in 16 days of training and cultural visits: a. Australia - 3 cadets and 1 escort officer; b. Hong Kong - 3 cadets and 1 escort officer; c. Sweden - 3 cadets and 1 escort officer; d. New Zealand 2 cadets and 1 escort officer; A-2/4
5 e. United Kingdom - 5 cadets and 1 escort officer; and f. United States - 4 cadets and 1 escort officer. 12. While onboard HMCS QUADRA, cadets where housed in three different accommodation blocks and unfortunately were not all grouped together. While this made for some challenges in the gathering of the group for activities, this did not prove to be insurmountable and was the best solution to integrate into what was already an accommodation problem at HMCS QUADRA. We will endeavor to resolve this issue next summer. 13. Again in 2017, the coordination of local on-the-job-training was handled by one of our senior staff cadets and afforded the international exchange cadets an opportunity to directly interact with other HMCS QUADRA staff cadets in the different course departments that were of personal interest to them. This was definitely appreciated by the international exchange cadets and we plan to continue this in the future. 14. A prime consideration in scheduling training and cultural events at HMCS QUADRA was to provide Naval Field Gun training culminating in the firing of the field guns and providing international exchange cadets the opportunity to parade alongside Canadian cadets in the Ceremony of the flags performance in Victoria, BC. 15. There were very few language barriers, none resulting in any adverse effects on the exchange, as all cadets and escorts were sufficiently proficient in English. 16. For next year, in order to accommodate cadets properly, countries are reminded that all participants are to be over 16 years of age by the beginning of the exchange and less than 19 years old by the end. We would kindly request that all countries verify age before selecting cadets and submitting forms. Other Canadian Sea Cadet International Activities 17. Between March and November of 2017, in celebration of the 100 th Anniversary of the Battle of Vimy Ridge, a total of 1,300 cadets from a combination of 108 Sea, Army and Air Cadet Corps and Squadrons (25 sea cadet corps) will have traveled to France and will have been offered the opportunity to commemorate this event that solidified Canada as a sovereign nation. 18. In addition, 10 sea cadet corps traveled to the United States and participated in various visits in Virginia, Michigan, Massachusetts and New York. 19. To add to our international portfolio, since 2012, a bilateral agreement between the United Kingdom and Canada offered 12 sea cadets the opportunity to join the Training Ship ROYALIST for a two-week annual deployment in the April/May timeframe. In return, the United Kingdom sent 21 sea cadets to HMCS ACADIA this summer where they were integrated alongside Canadian cadets in various basic and intermediate courses. A-3/4
6 2018 opportunities and conclusion 20. For 2018, Canada is open to all ISCA member countries that wish to participate in the International Exchange in Canada. Priority will necessarily be given to countries who we currently have a reciprocal exchange program / agreement with. 21. The 2018 International Exchange in Canada is again planned to be held at HMCS QUADRA towards the end of July for a two and a half week period. Exact dates will be communicated to all ISCA countries early in January We are again pleased with the continued engagement of our international hosts in offering unique experiences to our Sea Cadets in 2017, and the manner in which the exchanges were conducted.
