2 Key Events and Findings DPS-CID Agents surveillance of a warehouse in McAllen resulted in the seizure of 3,967 lbs of marijuana among the produce from a maroon Peterbilt truck tractor with refrigerated trailer. Since NOV 2010, the BOSA has reported seven incidences of smugglers utilizing horse trailers to transport currency or marijuana with four of the seizures occurring on US-59 in Victoria Co. Since SEPT 2010, the BOSA has reported on five incidences of recreational vehicles (all with out-ofstate license plates) utilized for transporting marijuana or currency. The largest cocaine seizure occurred in the RGV Sector where CBP Officers at the Pharr POE seized lbs of cocaine concealed in the bumper of a Dodge Status. In the Coastal Bend Sector, Brooks Co SO seized 30 lbs of cocaine concealed in the bed liner of a 1997 Ford F-150 pickup. THP Liberty conducted a traffic stop on a 2005 International Truck tractor, pulling a 1997 Stoughton Semi-trailer, resulting in the seizure of $1,501,251 USD concealed in a natural void behind the wall panels between the sleeper and the driver s seat. On 21 JUN 2011, federal authorities apprehended Jose de Jesus Mendez Vargas, alias El Chango, or "The Monkey, the leader La Familia Michoacán (LFM). Mendez Vargas was arrested in the central state of Aguascalientes without confrontation or casualties. Over the last couple years, Mexican DTOs have increasingly recruited minors to conduct criminal activities. According to the Mexican attorney general s office the number charged with involvement in organized crime jumped to 214 last year from 8 in More recently, cartels have begun to utilize females as hitwomen.

8 Southbound operations On 17 JUN 2011, Officers from the El Paso PD Auto Theft Task Force (ATTF) were conducting Southbound Operations at the Bridge of the Americas (BOTA) POE. The ATTF Officers assisted USBP Agents with a Direct TV van which had been stopped while traveling southbound. Officers located a yellow 2002 Honda Sportstrax 400ER ATV in the back of the van, which was reported stolen when checked by the VIN. The driver stated that he had purchased the ATV from his cousin for $700 and didn t know that it was stolen. The driver was released and the ATV was impounded for further investigation by the El Paso PD ATTF. Gang activity for the week of 16 JUN 2011 thru 22 JUN 2011 Eight gang-related incidents were reported during this reporting period involving fifteen arrests of members from eight different gangs. There were nine criminal arrests and six fugitive arrests. The incidents involved: DWI, Unlawful Carry of a Firearm, Assault, and Possession of Drug Paraphernalia. One incident involved a SURENO and a 18 TH STREET gang member and the seizure of a pistol. A second significant event involved six 6 TH STREET gang members assaulting an ALL STARS gang member. 18 th Street Hated By Many Barrio Azteca Aztec Bombing Krew 6 th Street Sunset Territory Surenos 13 Taking Haters Out Surenos are street gangs with origins from Southern California. Their rivals are the Nortenos, who are gangs with roots in Northern California. Surenos often identify themselves with the number 13 for the 13 th letter of the alphabet M to pay homage to the Mexican Mafia. They will also use Roman Numerals XIII, X3, and the Aztec number 13 (two lines with three dots above them, where each line represents a value of 5 and each dot represents a value of 1). Surenos will use the color blue as their primary color, and will use terms such as Norcacas to disrespect Nortenos in their graffiti. It is important to remember when interviewing someone who claims to be a Sureno, to ask what set they belong to, as Sureno is an umbrella over various sets. The same thing applies to members of Nortenos, Crips, Bloods, People Nation, or Folk Nation.

The load was concealed behind the rear seat inside a 1996 Dodge Ram 1500.

13 Additional information (cont) On 8 JUN 2011, the El Paso Co SO, while working Border Star, executed a search warrant at a La Quinta Inn in El Paso. During the course of the search, lbs of marijuana, 7.87 lbs of hydro marijuana, and 34.5 grams of cocaine were discovered and seized. On 16 JUN 2011, the El Paso Co SO Strike Team executed a search warrant on a residence located in the 600 blk of Lata Place in El Paso Co, TX. DANNY MIRANDA was arrested after a month-long investigation into narcotic dealings by Strike Team Deputies after receiving a Crime Stoppers tip. The search warrant execution resulted in the discovery and seizure of US currency and approximately one half pound of marijuana packaged for delivery. On 14 JUN 2011, Investigators with the West Texas High Intensity Drug Trafficking Area (HIDTA) Stash House Unit arrested two suspects and seized 11 bundles of marijuana (weighing lbs) and 0.9 grams of cocaine. As a result of the investigation, Paul DeLeon and Jesus Molinar were charged with Possession of Marijuana over 5 lbs., and Molinar was additionally charged with Possession of Controlled Substance (Cocaine) Under 1 Gram. 14 Additional information (cont) From JUN 2011, the El Paso DPS Regulatory Services Division, Regulatory Crimes Bureau, in conjunction with the USBP, FBI, Texas Alcoholic Beverage Commission (TABC), the State Comptroller s Office, DPS THP and CID, conducted an enhanced enforcement effort in El Paso. The effort was directed at supporting the Division s program enforcement responsibilities of diverting criminal activity by actively investigating regulated businesses. Several entities were identified by analyzing trends in criminal activity in the El Paso area. During the three day effort, five search warrants were executed, Emission Analyzer Simulators and steroids were seized, and 11 suspects were arrested on seven felony and four misdemeanor charges. A total of 2,337 salvage vehicles were inspected under the Bureau s salvage yard initiative. On 14 JUN 2011, El Paso PD Officers working at the Los Paidanos Autobus Terminal observed a male subject drop off a cardboard box to one of the bus luggage handlers. Officers with a K-9 began a check of the bus which was destined for KS, and the K-9 alerted to the cardboard box. The package was marked 12FT x 33IN Ring Pool. Officers were unable to locate the owner of the box. The box revealed twenty duct taped bundles of marijuana with an approximate weight of 21.8 lbs.

15 Additional information (cont) On 14 JUN 2011, El Paso DPS CID Agents assisted the CBP Asset Forfeiture Unit in identifying a 2006 Toyota pickup that was reported stolen to the State Attorney s Office in Juarez, Chihuahua, Mexico on 28 MAY Also on 14 JUN 2011, El Paso DPS CID Agents recovered 18 stolen vehicles from Mexico. The property value of the vehicles recovered was set at $287, For the week ending on 18 JUN 2011, the Border Auto Theft Information Center (BATIC) received 3,645 inquiries/callers requesting information on suspicious vehicles. The BATIC Specialists responded affirmatively to 59 of these calls with stolen vehicle information being forwarded to the requesting officers. For the week, 41 vehicles were returned back to the US with a property value calculated at $463,

16 El Paso JOIC Sector Assessment The El Paso Sector experienced an increase in the seizures of marijuana, cocaine, heroin, methamphetamine, and assorted pills during this reporting period. There was a decrease in the number of stolen vehicles (10), and a increase in the reporting of recovered stolen vehicles (17). Of the total 2,416 lbs of marijuana seized at the POEs, 1,394 lbs was seized at the Bridge of the Americas (BOTA) POE, 100 lbs at the Ysleta POE, 518 lbs at the Paso Del Norte POE, 68 lbs at Fabens POE, 110 lbs at Santa Teresa POE, and 223 lbs in the Lordsburg area. There were 21 reported marijuana seizures across the POEs, and no cocaine seizures. The predominate concealment method during this reporting period was the use of vehicle fuel tanks (4), followed by truck beds (3), dashboards (3), firewalls (3), rocker panels (2), and one incident each involving seats, floors, quarter panels, undercarriages, heater cores, air bags, speaker boxes, air-conditioning units, bus steps and a body carry. The El Paso PD reported nine marijuana seizures totaling lbs, and seven cocaine seizures totaling kilos ( lbs). The El Paso Co SO reported two marijuana seizure totaling 1.1 lbs, and no cocaine seizures.

17 El Paso JOIC s Sector Assessment (cont) City-wide index crime continues to show a decrease by 8% compared to the same time frame last year. There is a noted 1,300% increase (13) in murders, a 39% increase (29) in sexual assaults, a 10% decrease (21) in robberies, a 3% decrease (170) in assaults, a 7% decrease (56) in burglary, a 11% decrease (733) in larceny, a 17% decrease (131) in vehicle theft, and a 1% (10) decrease in vehicle burglary. 22 Southbound Operations This week marked the final week of this segment of operations for Operation GEAR JAMMER. This is a joint operation of federal, state, and local law enforcement, targeting Commercial Traffic smuggling operations. Final Statistics are being compiled. Hudspeth Co SO held southbound operations in Hudspeth Co. Four Deputies were involved in the operations. Activity information was not available. Pecos Co SO held southbound operations in Pecos Co. Activity information was not available. Additional information USBP Marfa Agents with assistance from DEA and Brewster Co SO seized 196 lbs of marijuana and apprehended four IAs attempting to circumvent the US-385 Checkpoint. All four IAs were detained for federal prosecution. The narcotics and suspects were turned over to DEA. Bundles of narcotics in the rear cargo of each vehicle.

23 Additional information (cont) USBP Sierra Blanca Agents seized lbs of spice (synthetic marijuana) and apprehended two USCs. The subjects and marijuana were turned over to Hudspeth Co SO for state prosecution. Synthetic Marijuana. Loose and cut. Big Bend National Park Rangers with assistance from USBP Alpine Agents apprehended five IAs near the Tornillo Creek in Brewster Co. Three subjects were processed for removal. One subject was referred for state prosecution. One subject was transported to Big Bend Regional for medical attention. One of the individuals in the group was found deceased in the desert. USBP Alpine Agents seized lbs of marijuana and apprehended six IAs on foot 21 mi south of Alpine, TX. Two IAs were processed for removal and four subjects and marijuana were turned over to ICE for prosecution. Military duffle bags containing narcotics.

24 Additional information USBP Marfa Agents seized lbs of marijuana near Bear Creek Ranch, 52 miles southeast of Marathon, TX, and apprehended four IAs. The subject and marijuana were turned over to DEA. Marfa Unified Command Sector Assessment Marijuana seizures decreased this week, following a rise over the last three weeks. Seizures were down by lbs compared to last week s total. The decrease may be partially due to temperatures in the 100+ o F range for over a week. Consecutive days of 100+ o F temperatures have set new records in the area. One (1) death has been attributed to dehydration and heat. The largest seizure of marijuana was an abandoned load in Brewster Co on Bear Creek Ranch that totaled lbs. The second largest seizure was lbs also found abandoned in Brewster Co, 21 miles south of Alpine. Backpacking accounted for a majority of the smuggled loads seized this week with many of these seizures found abandoned. Vehicle loads (non-commercial) were second as a method of transportation through the area. IA apprehensions were up this week with 48 arrests, an increase over last week s 41. Criminal arrests were up this week with 62 arrests, an increase over last week s 49. DPS Air 119 responded to the area south east of Big Spring to assist with coordinating firefighting efforts and finding paths for heavy equipment to cut fire lines. DPS 119 was able to guide one firefighter to a location with the helicopter s spotlight so that a fire line could be cleared to protect a neighborhood.

28 Southbound operations The Del Rio Sector Unified Command initiated Operation SOUTHERN EXPOSURE on 19 JUN CBP-OFO Officers working the Del Rio POE observed a green Ford truck make a u-turn prior to entering into the outbound inspection lane and drive away at a high rate of speed. CBP-OFO Officers stopped the subject and upon questioning were informed that the subject had a firearm in the vehicle. The subject was detained while a vehicle search was completed. Officers located a pistol in the driver's seat area, two fully loaded 30-rds magazines, and 70+ rds of ammo. The subject, firearm, and ammo were turned over to ICE for further investigation. CBP-OFO, USBP, and Maverick Co SO are conducting Operation OUTBOUND. Gang activity USBP Agents, utilizing a K-9 unit, followed a group of IAs in Kinney Co on the Moody Ranch near US-277. One of the Agents located the group of nine IAs hiding in the brush. When he approached them, several subjects absconded. Seven subjects were apprehended. One of the subjects has a gang affiliation with PAISAS (LOS PAISANOS) and another subject with MARA SALVATRUCHA (MS-13). Several military type duffel bags containing lbs of marijuana were discovered hidden in the brush. Six adult subjects and the contraband were turned over to the DEA for federal prosecution. A juvenile subject was turned over to Kinney Co SO for state prosecution. 29 Additional information (cont) CBP-OFO Officers working the Eagle Pass POE #1 referred a dark green 1994 Ford Aerostar to secondary inspection. The driver claimed to be coming from Piedras Negras to pick up his brother from school. Officers noted that the vehicle had only one key. A K-9 alerted to the vehicle, and high Buster readings were returned from the rocker/quarter panels. A total of lbs (39 packages) of marijuana was discovered. The subject and marijuana were turned over to ICE. The vehicle was impounded. USBP Agents recovered a total of lbs of marijuana that was abandoned: lbs on Lehman Ranch, Maverick Co lbs near US-277 (mm 584), Maverick Co lbs near Chandler Ranch, Eagle Pass, Maverick Co lbs on Vega Verde Rd, Val Verde Co USBP Agents at the Uvalde Checkpoint on US-90E referred a blue 2000 Dodge Caravan to secondary inspection after initial indications of criminal activity. A K-9 unit alerted to the passenger side and Agents discovered 1.6 lbs of methamphetamine concealed inside the passenger seat. The subject, contraband, and vehicle were all turned over to the DEA for prosecution.

30 Additional information Cocaine only in passenger side quarter panels CBP-OFO Officers working the Eagle Pass POE at Bridge #1 were alerted to a white 2009 Mercury Cougar. Officers noticed the ignition had only one key in it, and a K-9 alerted to the rear quarter panel. Officers then noticed anomalies in the buster readings and VACIS scan. A search of the vehicle yielded ten packages of cocaine hidden in the quarter panels. A total of lbs of cocaine and the driver were turned over to ICE. The vehicle was impounded. Cocaine in removed through speaker opening CBP-OFO Officers working the Eagle Pass POE at Bridge #2 responded to a K-9 alert, and a high buster reading on a red 1996 Pontiac Grand Am GT. The subject works for a body shop in Piedras Negras and had four prior crossings in the month of June. Officers found lbs of cocaine concealed within the rear quarter panel. The cocaine and driver were turned over to ICE. The vehicle was impounded. JOIC NOTE: The cocaine only in passenger side quarter panels Possible branding in cocaine. Similar to X-Men logo.

31 Additional information (cont) USBP Agents received information that a 2003 Chevrolet Tahoe was possibly picking up IAs on FM-481 in Maverick Co. The vehicle traveled on US-57 through La Pryor, TX, to US-83 with Zavala Co SO Deputy in pursuit. The vehicle crashed through a low fence on the River Ranch. Multiple subjects bailed out of the vehicle, and absconded into the brush. Agents, utilizing K-9 teams and CBP Air Ops, located and apprehended ten IAs. All subjects were processed for removal. The vehicle was impounded. Start Total distance approx. 41 miles End End Total distance approx. 43 miles Start USBP Agents working at the Comstock Checkpoint on US-90 in Val Verde Co, encountered a black 2008 Toyota FJ Cruiser. The vehicle failed to yield to the Agents at the Checkpoint, and instead drove around the Primary Inspection Area continuing west on US-90 at a high rate of speed. As the vehicle traveled past Langtry, TX, the subject attempted to hit a USBP Tahoe which was off the highway in the dirt. The subject was apprehended 43 miles west on US- 90, 24 minutes after he initially failed to yield at the Comstock Checkpoint. The subject is being prosecuted for High Risk Flight from an Immigration Checkpoint. The vehicle was released to the registered owner.

32 Additional information (cont) A Kinney Co SO Deputy attempted to perform a traffic stop for speeding on a blue 1998 Chevrolet Venture on US-277 in Kinney Co. The Deputy pursued the vehicle approximately one mile after turning on his emergency lights. The vehicle had been reported stolen out of Eagle Pass. The three juvenile subjects in the vehicle admitted that they stole the vehicle to sell for cash in MX. They also stated that they often steal vehicles to joy ride in Eagle Pass and/or sell in MX, and that they have also stolen vehicles in MX. The subjects were armed with a baseball bat located between the front seats, which they used for protection. The three subjects were arrested, and the vehicle was impounded. Del Rio Sector Unified Command Sector Assessment Within the Del Rio Sector this reporting period, most of the categories decreased. Marijuana was down by 1,126 lbs. For the second week in a row, a seizure of methamphetamine was made in the Del Rio Sector. Due to the recent methamphetamine seizures by the Mexican Military (reported in last week s BOSA), it is unusual to see large methamphetamine seizures in the Del Rio Sector. Two separate cocaine seizures (both concealed in the rear quarter panels) totaled lbs this week. This brings the year-to-date total to lbs, surpassing the total for all of last year. In contrast, marijuana seizures account for only 38% of last year s total. IAs from Honduras continue to be the largest number of OTMs apprehended. Of importance, two separate and normally competing gang members were identified with a load of marijuana. One subject was MS-13 and the other belonged to Los Paisanos. Stolen vehicle recoveries is low for the Sector, but continues to be in line with the decrease in IA apprehension. The Mexican Military (Marines) continue to operate in the Piedras Negras/Acuna areas of Coahuila, Mexico. This continues to impact illegal activity in this area. to change from its usual operating patterns.

36 Gang activity On 13 JUN 2011, Laredo PD Officers arrested three male subjects in the 2100 block of E. Saunders St for Unlawful Possession of Firearm, Unlawful Carrying of Weapon on Alcoholic Premises, Retaliation, Possession of Control Substance (Cocaine). Officers recovered a pistol with magazine, 8 rds of ammo and lbs of cocaine. The subjects were identified as HPL (HERMANOS DE PISTOLEROS LATINOS) gang members and were remanded to the Webb Co Jail. Additional information Laredo PD Officers arrested: On 10 JUN 2011, a male subject, who was wanted for aggravated assault with a deadly weapon in connection with the shooting that occurred in the 4700 blk of San Rafael Ln. The subject was later remanded to the Webb Co Jail. On 10 JUN 2011, a male subject in the 700 Block of E. Travis St and served him with warrants for aggravated assault (2 counts), terroristic threats and discharging a firearm within certain municipalities. The subject was later remanded to the Webb Co Jail. On 14 JUN 2011, a male subject at the 2000 Blk of Cuellar Ct. The male subject was charged with aggravated assault on a peace officer (3 Counts) and discharging a firearm. Officers recovered two handguns at the scene. The subject was remanded to Webb Co. Jail.

37 Additional information On 16 JUN 2011, CBP/OFO Officers working at the Lincoln Juarez Bridge seized 2.5 lbs of cocaine that was concealed inside the tree of two horse saddles. One male subject was arrested. ANALYST NOTE: On 2 MAY 2011, CBP/OFO at the Lincoln Juarez Bridge seized heroin (1.21 lbs) and methamphetamine (2.75 lbs) from a western saddle (with similar characteristics) on a passenger bus. On 18 JUN 2011, CBP/OFO Officers working at the Lincoln Juarez Bridge #2 seized lbs of marijuana concealed within the tires of a grey 1999 Buick Park Avenue. The male driver was not arrested, although the vehicle and marijuana were seized. On 18 JUN 2011, CBP/OFO Officers working at the Lincoln Juarez Bridge #2 seized 3.4 lbs of heroin strapped on to the legs of a 61-year old male subject that was a passenger on Pax Busline. The male subject was arrested and heroin was seized.

38 Additional information On 12 JUN 2011, USBP Laredo West Agents recovered a stolen 2000 Ford F-250 with TXLP reported stolen from Bexar Co. The vehicle was turned over to THP/DPS. On 15 JUN 2011, USBP Cotulla Agents working along RR-133 near Artesia Wells, TX, recovered a stolen grey 2004 Ford F-250 reported stolen on 08 JUN 2011 out of San Antonio. The vehicle was turned over to La Salle Co SO. On 15 JUN 2011, USBP Laredo North Agents responding to possible undocumented alien traffic near the Laredo Community College main campus initiated a traffic stop on a gray 1994 Toyota Corolla. The vehicle came to a stop on Garza St, where the driver bailed out and absconded. The agents seized lbs of marijuana concealed inside the trunk of the vehicle. The marijuana was turned over to DEA. On 20 JUN 2011, USBP Cotulla Agents initiated an immigration inspection stop on a 2001 Ford F-250 on IH-35. After a brief pursuit, the driver bailed out and absconded into the brush on FM-133 near Cotulla, TX. The vehicle was reported stolen out of Houston by Houston PD. The vehicle had fictitious TXLPs and was turned over to La Salle Co SO. On 20 JUN 2011, USBP Laredo North Agents working the riverbank north of the World Trade Bridge encountered a group of suspects who absconded back into Mexico. The agents seized 231 lbs of abandoned marijuana. No subjects were apprehended and the marijuana was turned over to DEA. On 21 JUN 2011, USBP Laredo North Agents, north of the Columbia-Solidarity Bridge, Laredo, TX, seized lbs of abandoned marijuana. No arrests were made. The marijuana was turned over to DEA.

39 Additional information On 16 JUN 2011, USBP Laredo North Agents seized 11.4 lbs of cocaine at the IH-35 Checkpoint. The cocaine was concealed within the modified battery of a grey 1995 Dodge Caravan. Two male subjects, vehicle and cocaine were turned over to DEA. DRIVER: Martinez- Segura, Amet 06/26/1973 PASSENGER: Diaz-Lopez, Ezequiel 10/02/1966 ANALYST NOTE: Cocaine concealment in car batteries continues to be popular, especially in the Laredo Sector. The average seizure tends to be around 11.4 lbs. These two seizures were both at the IH-35 Checkpoint, both were 11.4 lbs and both concealed in AutoZone batteries. (AutoZone.com does not have AutoZone brand batteries for sale) On 21 JUN 2011, USBP Laredo North agents seized 11.4 lbs of cocaine at the IH-35 Checkpoint. The cocaine was concealed within the battery of a 1996 Chevrolet 1500 pickup. The male driver was arrested and the vehicle was seized. Perez-Carbajal, Abel 08/02/1968

40 Additional information On 17 JUN 2011, USBP Laredo North Agents working at the IH-35 Checkpoint initiated a secondary inspection on a white 2005 Chevy Silverado pickup driven by a male. The Agents seized 56.1 lbs of methamphetamine concealed within the backseat. The subject was arrested. The methamphetamine was turned over to DEA. Esparza, Raul Armando 12/14/1983 On 17 JUN 2011, USBP Laredo North Agents, working at the IH-35 Checkpoint, seized 21.3 lbs of marijuana concealed in a black suitcase found in the luggage compartment of an Omnibus Bus. One male subject was arrested. The marijuana was turned over to DEA. On 18 JUN 2011, USBP Hebbronville Agents responded to call from the owner of a ranch regarding suspicious backpacks on his property. Agents arrived at the scene and recovered three abandoned duffel bags containing a total of 37 bundles of marijuana. The marijuana weighed a total of lbs. The marijuana was turned over to the DEA. 41 Additional information On 19 JUN 2011, USBP Hebbronville Agents initiated an immigration inspection stop on a white 1996 Chevrolet Suburban with TXLP on FM-649 near Guerra, TX. A brief pursuit ensued until the driver and several subjects absconded into the nearby brush. A search of the vehicle revealed lbs of marijuana from inside the SUV. No subjects were apprehended. Laredo Unified Command Sector Assessment The Laredo Unified Command had a slight decrease in marijuana seizures this reporting period. The largest single marijuana seizure this week was lbs, seized by USBP Hebbronville Agents. Cocaine seizures more than doubled from 11.8 lbs to 25.3 lbs, with 22.8 lbs concealed within two vehicle batteries. Methamphetamine seizures increased significantly due to the seizure of 56.1 lbs concealed in the rear seat of a Chevrolet pickup. No currency seizures were reported this week. Two common concealment methods continue to be reported in our AOR. Two car batteries containing seven bundles of cocaine and weighing over 11 lbs each were reported, as well as another cocaine seizure (2.5 lbs) concealed within a saddle. There have been seven batteries seized in the Laredo JOIC sector since FEB 2011 [8.95 lbs of meth (Lincoln-Juarez Bridge), lbs cocaine (IH-35), 11.5 lbs of cocaine (IH-35 Checkpoint), 11.4 lbs of cocaine (Hebbronville Checkpoint), 11.4 lbs of cocaine (Freer), and the two 11.4 lbs at the IH-35 Checkpoint this week]. The Laredo JOIC will continue to monitor these methods. Alien apprehensions decreased overall, but the Unified Command referrals remained about the same. Stolen vehicles reported increased considerably from two to eight.

45 Southbound Operations The Pharr PD, in conjunction with CBP, are conducting Southbound Operations at the Pharr International Bridge. Gang activity The Hidalgo Co SO Gang Intelligence Unit reported 45 gang member arrests this reporting period. These arrests were made by 12 different agencies in the RGV sector. The gang members were arrested for offenses such as, parole violation, theft of property, driving while intoxicated, possession of marijuana, assault family member impeding breathing/circulation, robbery, possession of controlled substance, evading arrest w/ vehicle, burglary of a vehicle, burglary of habitation, assault causes bodily injury, speeding, attempt to take weapon from officer, credit/debit card abuse, sexual assault, theft of material, resisting arrest, graffiti, assault class c, public intoxication, criminal trespass, possession of dangerous drug and murder. The arrestees have gang affiliation with: Valluco Partido Revolucionario Mexicanos Tango Blaster Texas Chicano Brothers South Side Folk Paisa Tri-City Bombers Mexican Mafia Hermanos Pistoleros Texas Syndicate Latin Kings Po Boys Sureno 13 Additional information USBP Agents were searching north of the Magic Valley area when they spotted foot prints leading into a brushy area. Agents requested the assistance of DPS Air 108 in locating the suspects. The aircrew quickly spotted two suspects wearing black clothing. Aircrew guided the agents to the suspects location and apprehended them. An additional search resulted in the apprehension of eight more suspects.

46 Additional information DPS Air 108 was flying along the Rio Grande south of Peñitas, TX, when the Aircrew spotted a jon boat hidden in some tall grass on the Mexico side. The Aircrew spotted numerous bundles of marijuana scattered in the vicinity. The Aircrew notified USBP and requested them to advise Mexican authorities. After approximately fifteen minutes, a red, 2-dr, Ford pickup traveling in Mexico approached the area at a high rate of speed. There were approximately 6 8 DTO suspects in the vehicle. The vehicle stopped at the boat, quickly loaded up all the bundles into the truck, and left the area. San Juan PD Officers responded to a residence in north San Juan where a shooting had just occurred. As officers were responding, the suspects fled in a gold colored SUV. San Juan PD requested assistance from DPS Air 108 which searched the area for the vehicle. One of the vehicles involved was located at a nearby restaurant. The shooting victim was shot several times and was transported to the local hospital. San Juan PD later arrested one of the suspects and continue searching for a second suspect.

47 Additional information Weslaco PD and THP engaged in a pursuit of a stolen Ford F-350 pickup on US-83W. The DPS Aircrew intercepted the pursuit as it was travelling southbound underneath the Anzalduas Bridge. The Aircrew observed two suspects bail out of the vehicle and flee on foot along the riverbank. The Aircrew maintained visual of the suspects with the FLIR camera and eventually guided a USBP Agents to a suspect. The suspect was turned over to Mission PD. The passenger of the truck was unable to be located.

48 Additional information Starr Co SO requested assistance from DPS Air 108 with a vehicle pursuit of a late model blue Ford pickup on Energy Road, north of FM Upon arrival, the Aircrew located the vehicle and began a search, as USBP set up a perimeter. USBP Agents and Starr Co Deputies began to track a large group of occupants that had bailed out. One hour later, USBP Agents located a group of 10 suspects hiding in thick brush approximately one mile east of the truck.

49 Additional information USBP Agents requested assistance from DPS Air 108 in searching for a group of suspects near the Falfurrias area, west of US-281. The Aircrew arrived on scene and searched a large wooded area with the FLIR camera. The Aircrew eventually located the group hiding underneath some trees. Agents were guided to the group and nine suspects were apprehended. The suspects were aggressive in evading and put up lengthy fights with Agents before being detained. DPS Air 108 was called to search just east of the Hidalgo Port of Entry Bridge, where USBP Agents were searching for a large group of IAs. The Aircrew arrived on scene and began searching the area. A total of four subjects were apprehended and approximately 10 were recovered by a raft and taken back to Mexico. USBP Agents from the Rio Grande City Station seized 769 lbs of marijuana and one vehicle near Fronton. No arrests were made and the narcotics were turned over to DEA. USBP Agents from the Sarita Checkpoint seized 29 lbs of cocaine. No arrests were made and the narcotics were turned over to DEA.

50 Additional information (cont) USBP Agent at the Edinburg bus station encountered a male subject who was preparing to board a bus with two duffel bags. Agents questioned the subject who could not produce any identification. A K-9 positively alerted to two duffel bags, and an inspection of his luggage revealed 61.7 lbs of marijuana. Edinburg PD arrested the subject. USBP Agents and Hidalgo Co SO raided a suspected stash house and arrested a male suspect at the house in Palmview, TX, after finding 40 illegal immigrants including a young child inside. The immigrants came from Guatemala, El Salvador, Honduras and Mexico. CBP Officers at the Brownsville B&M Bridge inspected an inbound Ford Explorer with TX license plates driven by a female USC. A secondary inspection revealed 4.44 lbs of marijuana concealed in rocker panels. The driver was arrested and vehicle was seized. Concealment locations

51 Additional information (cont) CBP Officers at the Brownsville Gateway Bridge interviewed an outbound female pedestrian. An inspection of her belongings revealed $92,576 USD concealed in a shampoo bottle and a potato chip can. The subject was arrested and currency was seized. ANALYST NOTE: Cereal boxes and potato chip bags have been used to conceal all types of contraband. CBP Officers at the Pharr POE interviewed an inbound Dodge Status. A secondary inspection of the vehicle revealed lbs of cocaine concealed in the vehicle bumper. The Mexican driver was arrested and the vehicle was seized.

The suspect attempted to make a southbound turn onto FM-886 from Military, but slammed into the guardrail. The driver bailed out and fled on foot but was quickly apprehended by pursuing officers. Two illegal alien suspects situated in the back seat of the vehicle were taken into custody. The passengers were taken by USBP. The driver was placed under arrest by La Grulla PD. 53 Additional information (cont) USBP Agents were searching for a Chevrolet Blazer suspected of transporting marijuana and requested assistance from DPS Air 108. The Aircrew located the vehicle in some thick brush by the riverbank. Multiple subjects were seen off-loading bundles from the vehicle and onto a jon boat on the bank. As the Aircrew was maneuvering overhead, the subjects set the vehicle on fire. The Aircrew notified Agents but the vehicle was totally engulfed by the time they arrived. The jon boat retreated up river for several miles and off-loaded narcotics in Mexico. Roma PD responded to Hit and Run accident. Officers located the suspect vehicle and detained the driver who was found to be in possession of a pistol and was determined to be a convicted Felon. The driver was charged with Unauthorized Use of a Motor Vehicle and Felon with firearm. The vehicle was reported stolen out of Rio Grande City, TX. Palmview PD Officer engaged in a pursuit on US-83 after the vehicle failed to stop for officers. During the pursuit, Officers deployed stop sticks, disabling the vehicle which stopped west of Los Ebanos Road. Palmview and Mission PD Officers engaged in a short foot pursuit with the suspect driver, who was captured and arrested. No contraband was found in the vehicle. A second pursuit was initiated in Peñitas, TX, minutes later. It was determined that the first vehicle may have been a decoy. This week s incident 01/25/2011

54 Additional information USBP Agents requested assistance from DPS Air 108 in the search for a group of suspects on Puerto Rico Rd, north of FM The Aircrew flew over the area and located two suspects north of a USBP Agent and three south of his location. All five subjects were apprehended by USBP Agents. USBP Agents requested assistance from DPS Air 108 in locating several subjects that were observed being dropped off by a green minivan on Puerto Rico Rd. The Aircrew flew in front of ground Agents and located 20 suspects. Aircrew led three Agents to the subjects location and after a short foot pursuit, Agents were able to apprehend all 20 subjects.

55 Additional information (cont) USBP Agents from the Rio Grande Valley Sector saved the lives of 13 illegal immigrants over the weekend and earlier this week. The first incident occurred when Agents assigned to the Falfurrias Station rescued eight illegal aliens who had fallen victim to harsh conditions in the brush near San Manuel, TX. The Agents were assisted by a CBP helicopter spotted the group and guided agents to their location. Another two illegal aliens were rescued near Encino after the Starr Co SO received a 911 call from two people who said they were lost and needed help. Agents from the Falfurrias Station responded with the assistance of CBP helicopter and were able to locate the two men using GPS coordinates obtained from the phone call. A CBP helicopter spotted two people struggling to swim across the Rio Grande. Agents assigned to the McAllen Station, who were patrolling the river by boat, responded to the area and were able to pull a man from the water. They also spotted a woman clinging to a tree and rescued her. Brownsville PD Special SIU Investigators arrested a male subject after he was found in unlawful possession of 265 lbs of marijuana at his residence in Brownsville. Agents also discovered a stolen handgun and a ballistic vest inside the defendant s bedroom. The defendant was charged with Unlawful Possession of Marijuana, Felon in Possession of a Firearm, and Theft by Poss. of a Firearm. 9mm Kimber Hidalgo PD Officers were assisted by USBP Agents during a search of a house in Hidalgo. As a result of the search, officers seized 812 lbs of marijuana and arrested a juvenile resident. Hidalgo PD took custody of the marijuana and the subject.

56 Additional information (cont) Harlingen SIU Investigators conducted an investigation at a local mechanic shop. A Harlingen narcotics K-9 was utilized and positively alerted to the scent of narcotics coming from the front double garage doors of the shop. A search warrant was provided, and two plastic chemical containers filled with concrete were seized. The two containers were cut open and a total of 429 lbs of marijuana was recovered from the barrels. Two persons of interest that were at the mechanic shop during the seizure were questioned but no arrests were made. JOIC NOTE: This is a new concealment method in the RGV sector.

57 Additional information (cont) Mission PD Officers attempted to conduct a traffic stop on a maroon Silverado truck for possible narcotics. The truck had come out of the Butterfly Park area at a high rate of speed. The suspect vehicle failed to stop and led officers in a vehicle pursuit. The suspects began tossing out bundles of narcotics. During the pursuit, CBP Aviation TFO observed the driver point a weapon at the aircraft. The TFO fired his weapon at the truck and disengaged from the pursuit. A THP Trooper also fired two rds at the vehicle during the pursuit and Mission officers fired one rd. While engaged in the pursuit, a second vehicle, a green Avalanche tried to ram one of the Mission PD units. Both suspect vehicles led the pursuit next to the Anzalduas International Bridge where the Silverado load truck plunged (splashdown) into the Rio Grande River and two suspects swam across into Mexico. While Officers were at the river bank, two rds were fired from Mexico in the direction of the Officers. Mexican soldiers responded and apprehended a male subject. Officers recovered lbs of marijuana from the partially-submerged truck. Officers arrested the female driver of the green Avalanche truck. The Silverado load truck was confirmed stolen out of Edinburg.

58 Cross Border Shooting Incidents near Mission, TX Reynosa Diaz 06/09/2011: A stolen red Dodge Durango led Texas Ranger Recon Team and USBP Agents in a pursuit ending at the Rio Grande, just south of Abram, TX. Texas Ranger, TPWD, and USBP Marine Units were struck by rocks and fired up on by subjects on the Mexican side of the river. All four LEA boats returned fire. It is unknown what, if any, injuries the suspects sustained. Two LEOs received minor injuries from rocks that were thrown at the boats. ANZALDUAS POE Madero 09/11/2010: A stolen white 2005 F-250 pickup led USBP Agents in a pursuit from the river, through south Mission, TX, and back to the river, upriver from Anzalduas POE. The vehicle attempted a splashdown but became immobilized by rocks. The USBP Marine Unit was fired upon by one subject on the Mexican side of the river. No officers were struck by the numerous rounds fired, but one subject was killed by USBP Marine Agents, who returned fire. Granjeno N 06/19/2011: Mission PD attempted to conduct a traffic stop on a maroon Chevrolet Silverado pickup for possible narcotics. The vehicle led officers on a pursuit. During the pursuit, a second vehicle (green Chevrolet Avalanche) attempted to ram Mission PD units. The Chevrolet Silverado executed a splashdown just downriver of the Anzalduas POE. While at the Rio Grande, two shots were fired into the US from the Mexico side. CBP Air observed a subject on a jon boat with a long barrel firearm, likely a rifle.

60 ALBERTO BETIN CASTRO TCO AREA of OPERATION Madero N ANZALDUAS POE ANALYST NOTE: The Alberto Betin CASTRO Transnational Criminal Organization (TCO) bases their criminal operations out of Mission and Madero, TX. The TCO steals cars, which are then utilized to run narcotic loads (cocaine and/or marijuana) from the river to stash houses. The TCO utilizes large rafts to smuggle the narcotics. The Castro TCO area of operation may extend further and even overlap into territories of other TCOs.

61 Additional information (cont) Pharr PD responded to a residence on Scarlett Dr, in reference to a large amount of marijuana that was being stored at location. Upon arrival, a very strong odor of marijuana was detected emitting from within the residence. Officers attempted unsuccessfully to make contact with the residents. Officers deployed a drugdetecting K-9 and conducted a free-air search around the residence. The K-9 indicated a positive alert to the presence of narcotics and Officers obtained a search warrant. Upon entry, Officers detained two male subjects and found 387 lbs of marijuana wrapped in 11 large and 81 small bundles. The subjects were arrested and charged with Possession of Marijuana.

62 Additional information (cont) USBP Agents requested assistance from DPS Air 108 in a search south of Los Ebanos area. The Aircrew observed numerous suspects dragging a raft from the river into Mexico. The suspects loaded the raft onto a pickup and left the river. USBP Agents seized approximately 1,200 lbs of marijuana in a van that was leaving the area.

63 Additional information (cont) CID Narcotics Agents received information about suspicious activity at a warehouse in McAllen. Agents conducted surveillance of the warehouse and observed five subjects working inside. A maroon Peterbilt truck tractor with refrigerated trailer later arrived and was seen being loaded with produce. The truck was allowed to leave and was stopped by a Trooper. Consent was given to search the trailer. The Trooper located 3,967 lbs of marijuana comingled with the produce. Four of the subject who were seen loading the trailer departed the warehouse in a black Camaro. The vehicle was also stopped and the occupants were arrested. The fifth subject at the warehouse was also arrested. CID Narcotics Agents received information on a warehouse in McAllen that was being used to ship large amounts of contraband. Surveillance was conducted at the suspect warehouse where Agents observed two large wooden crates being loaded into a freight company trailer that had arrived at the location. The suspect was detained while leaving the warehouse. The Agent obtained a state search warrant for wooden crates which resulted in the seizure of 1,964 lbs of marijuana. The subject that was in the warehouse was also arrested. A THP Trooper conducted a traffic stop on US-281 near San Manuel, TX. During the roadside interview, trooper observed criminal indicators and requested a consent to search, which was granted. During the search, the Trooper discovered 40 lbs of marijuana in bundles behind the seat.

64 Additional information (cont) A THP Trooper attempted to conduct a traffic stop on a 2006 Chrysler Pacifica on Mile 5 Rd and Moorefield Rd near Alton, TX. The driver refused to stop and a pursuit ensued. The vehicle turned onto a private road and hit a residential gate. The driver and passenger bailed out and absconded. While conducting a search of the vehicle, Trooper found lbs of marijuana wrapped in several bundles, in the rear seat and cargo area. A THP Trooper conducted a traffic stop on a 2004 Ford Explorer on US-83 near Rio Grande City, TX. The Trooper made contact with the driver and observed several bundles in the backseat and floorboard areas. The Trooper seized a total of 602 lbs of marijuana wrapped in 24 bundles. The driver was arrested without incident. A THP Trooper conducted a traffic stop on a white pickup pulling a horse trailer on FM-2085 near McCook. After a short pursuit, the driver bailed out again and fled on foot. The Trooper pursued until he sustained a minor injury. The driver was not found. While securing the suspect vehicle, Troopers discovered 2,356.2 lbs of marijuana in the bed of the truck and in the horse trailer.

65 RGV JOIC Sector Assessment The RGV Unified Command agencies were responsible for the seizure of over 28,000 lbs of marijuana. This is a 16% decrease from last week. Cocaine seizures increased from lbs reported last week to lbs this week. A small amount of Heroin was confiscated. Currency increased to a total of $95,976 USD. The USBP, CBP OFO, DPS Aviation, DPS THP and CID, Texas Rangers, Texas Parks and Wildlife, Roma PD, Rio Grande City PD, Pharr PD, Mission PD, CBP Air and Marine, Starr Co SO, Weslaco PD, Palmview PD, Mercedes PD, and Harlingen PD contributed significantly to the narcotic seizures. IA apprehensions increased for the reporting period up from 1,287 to 1,215 this week. The OTM count also increased from last week to a total of 457. The Gulf Cartel and Zetas continue to engage each other in a violent turf war in the cities of Matamoros, Reynosa and Miguel Aleman. Several other Mexican towns such as Valle Hermoso, Diaz Ordaz and San Fernando, all within 50 miles of the US border, witnessed confrontations as well. These violent encounters drew the attention of the Mexican Military and once this entity arrived on the scene, the battles intensified. There were at least 12 reported deaths of cartel members with minor injuries to military personnel. No civilian casualties were reported to date. Outstanding coordination continues between the USBP International Liaison Unit and the Mexican Military that has resulted in the dispatch of a Mexican Army helicopter and ground units to locations near the Rio Grande adjacent to Matamoros and Reynosa, Mexico. A number of DTO suspects were taken into custody in Mexico and several bundles of narcotics were seized.

66 Operation Flying Knight National Guard Counter Drug Aviation assets participated in Operation Flying Knight in the Cameron Co area as part of a USBP initiative to maximize TMF aviation capabilities in assisting local, state, and federal Border Star agencies. TMF Aviation assisted in tracking and locating illegal aliens as well as deterring DTOs and aliens from entering the United States.

The female driver and male passenger were traveling on US-281N from Pharr, TX, to San Antonio. THP Brooks Co seized lbs of marijuana concealed in the trunk of a 1996 Ford Taurus. The female driver and male passenger were traveling on US-281N from Edinburg, TX, to Houston.

71 Additional information THP Trooper Wharton Co seized $23,023 USD, lbs of marijuana and a stolen pistol during a traffic stop on a 1997 Ford Passenger Van. The marijuana was on the floor between the seats, the pistol was concealed under one of the bench seats, and the currency was concealed on the person of one of the occupants. The male driver and three male passengers were traveling on US-59S from Houston, TX, to Hidalgo, TX. THP Matagorda Co seized 5 lbs of marijuana which was thrown from a 1994 Lincoln Town Car during a traffic stop after pursuit. The male driver was traveling on TX-35N from Markham, TX, to Bay City, TX. THP San Patricio Co seized $10,000 USD concealed in the underwear of a male subject in a 2006 Nissan Altima. The male driver and two male passengers were traveling on US-77S from Murfreesboro, TN, to McAllen, TX. The subject was taken into custody. The driver and one passenger were released.

72 Additional information (cont) Victoria Co SO seized 58.0 lbs of marijuana concealed in body panels of a 2004 Dodge Ram 2500 pickup. The male driver was traveling on US-59N from Edinburg, TX, to Dallas. Kleberg Co SO and USBP seized 50.2 lbs of marijuana concealed inside quarter panels of a 2009 Pontiac G5 (rental car). The male driver was traveling on US- 77N from Harlingen, TX, to Dallas. Yorktown PD and DeWitt Co SO seized 187 Pseudoephedrine pills, 50 Zantrex pills, 0.07 lbs of cocaine, and lbs of methamphetamine during the execution of a warrant at a residence. One male and one female subject were apprehended.

73 Additional information (cont) Refugio PD, acting on a BOLO issued through the Coastal Bend JOIC, seized $38,950 USD concealed in various locations in a 2005 Ford Taurus. The currency was recovered from a plastic file folder, a postal cardboard box, and on a suspect s person. The female driver and male passenger were traveling on US-77S from Houston, TX, to Monterrey, MX. Brooks Co SO seized 30 lbs of cocaine concealed in the bed liner of a 1997 Ford F-150 pickup. The female driver and three female passengers were traveling on US-281N from Brownsville, TX, to San Antonio, TX.

74 UNDOCUMENTED ALIENS CARRYING WEAPONS There have been two recent cases of undocumented aliens carrying weapons at the time of apprehension. The following two examples occurred in the Coastal Bend Sector and the RGV Sector. On 15 JUN 2011, a THP Trooper working IH-10 in Gonzales Co attempted to stop a stolen Ford F-250 pickup (stolen in Houston). The pickup continued on for about one mile before intentionally driving off of the roadway and crashing into a tree. Approximately people exited the vehicle and ran into a wooded area. The Trooper apprehended one subject who was identified as an undocumented foreign national from Brazil. Also found on the ground by the passenger door was a loaded pistol. The firearm was not reported stolen. The one subject apprehended was transported to a local hospital by EMS and released to USBP. Location of weapon after bailout. Weapon dropped during bailout: Hi-Point Model C, 9mm. The following Situational Awareness report was released by the RGV Border Intelligence Center. On 15 JUN 2011, USBP working in the Mission, TX, area encountered an undocumented alien with a loaded pistol. The handgun was found during a pat down search of the suspect. The weapon was safely secured without incident.

75 US NAVY PLANE CRASH IN McMULLEN CO Stock Photo THP McMullen Co responded to the crash of a US Navy T-45 Goshawk aircraft in an empty field 21 miles S/E of Tilden. The investigation revealed the pilot lost control of the aircraft following an engine stall. The pilot ejected and parachuted to safety, sustaining only minor injuries. THP Troopers secured and turned the scene over to Navy officials from Naval Air Station Kingsville.

76 BROOKS CO WILDFIRE Wildfires in Brooks Co continue to burn this week. The fire is now estimated to be 50% contained and has burned approximately 35,000 acres. TX-285 was closed most of the afternoon of 20 JUN 2011 and remained closed overnight. The fires threatened the small community of Sejita, TX, where a voluntary evacuation was initiated. The residents sought shelter at the Conception Civic Center and returned home after the threat was cleared. Most fire assets are released in the evening while local agencies monitored the fire during the night time hours. Operations resumed each morning. On 21 JUN 2011, crews continued attacking the fire front, while other crews hit hot spot flare ups. By the afternoon, the fire was reduced to approximately 30,000 acres. Crews located the body of a 27-yr-old male illegal immigrant, who likely succumbed to heat exhaustion. Responding agencies include fire departments from Falfurrias, Southern Brooks Co, Alice, San Diego, Benavides, Ingleside, and Palmview. Other agencies and assets include TXDPS, DPS Aviation, TFS, TxDOT, Brooks Co, San Patricio Co, Duval Co, and Coastal Bend MACC.

77 Coastal Bend JOIC s Sector Assessment Marijuana seizures showed a slight decrease in the Coastal Bend Sector over the last reporting period from lbs to lbs. There was an increase in cocaine seizures from 9.64 lbs to lbs. Three currency seizures totaling $71,973 USD were an increase from $44,918 USD reported in the Coastal Bend Sector last week. IA referrals increased from 31 to 48. OTM referrals and absconds increased while gang-related criminal arrests decreased this period. US-281N, US-59N/S, US-77N/S, and TX-35N were the locations of narcotic and currency seizures. A review of the Falfurrias Checkpoint on US-281N indicated that between JUN 2011 there was 3, lbs of marijuana and 0.03 lbs cocaine seized. This is a decrease from last week s total of 7, lbs of marijuana. The Falfurrias Checkpoint reports indicate that four tractor trailers were seized attempting to conceal marijuana loads totaling 2,500 lbs. One commercial bus was located with lbs of marijuana concealed in luggage. A review of the Sarita Checkpoint on US-77N indicated lbs of marijuana and lbs of cocaine was reported as seized. This was a slight decrease from last week s total of lbs of marijuana and a increase from 8.4 lbs of cocaine seized. One commercial bus was located with 2.28 lbs of cocaine concealed in luggage. No tractor trailers were found to conceal contraband at the Sarita Checkpoint during this reporting period. Tractor/trailer combinations continue to be seen in the Coastal Bend Sector smuggling very large loads of marijuana along US-281N.

79 11 JUN 2011: THP assisted CID-Austin in conducting a traffic stop on a vehicle leaving a suspected narcotics distribution location. A consent to search revealed two false compartments behind the rear jump seats, which were accessed electronically by depressing the brake and the cargo lamp switch simultaneously. Approximately 92 bundles, totaling $107,320 USD, was located in one of the hidden compartments. Louisiana Georgia 17 JUN 2011: THP Tyler conducted a traffic stop on a 2011 Chevrolet HHR, bearing NC registration. Following a positive K-9 free air alert, a probable cause search revealed two white grocery bags containing $58,800 USD. The money was traveling from Hephzibah, GA, to Shreveport, LA. ANALYST NOTE: Subject stated final destination was Louisiana despite the fact that he was arrested in Texas.

80 16 JUN 2011: With the assistance of Nacogdoches Co SO, THP Nacogdoches conducted a traffic stop on a 2004 Ford Expedition, bearing TX registration. Following a positive K-9 free air alert, a probable cause search revealed two bundles of currency, totaling $55,538 USD, concealed in a duffle bag in the third row seat. Following a consent to search, Liberty Co SO assisted in searching the vehicle and discovered 43 bundles of currency, totaling $1,501,251 USD, in a natural void behind the wall panels between the sleeper and the driver s seat. The money was traveling from Dallas to Laredo, TX. Although there have been cash seizures in the past wrapped in colorful packaging, this is the first time to observed such fluorescent colors.

81 Dallas Methamphetamine 15 JUN 2011: THP Corsicana conducted a traffic stop on a 2004 Ford EPT, bearing TX registration. While searching the passenger for weapons, the subject resisted arrest and threw an object away from the officer. The object was recovered and found to be methamphetamine. A probable cause search revealed additional methamphetamine concealed in luggage, for a total of 132 grams of methamphetamine. The vehicle was traveling within Dallas, TX. 18 JUN 2011: THP Vega conducted a traffic stop on a 2011 Buick Regal, bearing CA registration. A consent to search revealed 2.79 lbs of methamphetamine concealed within the left rear passenger door. The contraband was traveling from Dallas, TX, to Calhoun, LA.

82 Houston New Orleans 16 JUN 2011: THP Baytown conducted a traffic stop on a 2008 GMC Yukon, bearing GA registration. During interview with the driver, the Trooper smelled the odor of burnt marijuana. A probable cause search revealed 13.5 lbs of marijuana within a false roof compartment in the vehicle. The marijuana was traveling from Houston, TX, to New Orleans, LA. South Padre Island San Antonio 22 JUN 2011: THP Jourdanton conducted a traffic stop on a 1998 Ford Expedition, bearing TX registration. Upon contact with the driver, the Trooper observed several signs of criminal activity. A verbal consent to search revealed lbs of cocaine inside of the transmission of the vehicle. 84 Significant Events in Mexico CHIHUAHUA On 15 JUNE 2011, Mexican Federal Police arrested Marco Antonio Guzman Zúñiga, aka El Brad Pitt" or El Dos, in the city of Chihuahua. He is identified as one of the leaders of La Linea, the armed enforcement arm of the Vicente Carrillo Fuentes cartel (VCF), aka Juárez Cartel. Guzman is a key figure in the VCF, who worked directly under Jose Antonio Acosta Hernandez, aka El Diego. Acosta is one of the men most wanted by the government of Mexico. Guzman was a native of Cd Juarez and a former municipal police officer. He is identified as one of the alleged perpetrators of the car bomb and the attack on the facilities of the federal police in Cd Juarez in JUL After the Federal Police developed several leads, an operation was implemented that led to his capture. Guzman has been implicated in the attack on Gihon Guillermo Prieto, deputy director of operations for the Chihuahua Municipal Police, that killed two of his bodyguards on 08 JUNE 2011 in Chihuahua, and in the 14 JUNE 2011 execution of Commander José Alfredo Hernández Portillo, commander of the Delicias municipal police station in Cd Juárez. Intelligence reports state that Guzman acquired the explosive material that was seized by the Federal Police on 25 APR 2011 in Cd Juarez. José Antonio Acosta Hernandez El Diego The Mexican government has set up wanted billboards in Chihuahua offering a reward of 15 million pesos (about $1.2 million) for information that leads to the capture of José Antonio Acosta Hernandez, El Diego. He is also sought by the US government for his alleged involvement in the killing of three people linked to the US Consulate in Juárez.

85 Significant Events in Mexico (cont) CD CHIHUAHUA - On 16 JUN 2011, soldiers assigned to the 5th Military Zone arrested a La Linea operator identified as Jose Guadalupe Rivas Gonzalez, aka the Frosted Flakes, El Zucaritas, in Cd Chihuahua, Chihuahua. La Linea is the armed wing of the Vincente Carrillo Fuentes Cartel, aka the Juárez cartel. At the time of his arrest, he was in possession of a rifle and ten lbs of marijuana. Rivas Gonzalez is believed to be the right hand man of Jose Antonio Acosta Hernandez, aka El Diego, the leader of all La Linea cells operating in Chihuahua and Cd Juárez. Rivas Gonzalez was allegedly worked for Patricia Gonzalez Rodriguez, a former Chihuahua state attorney general, accused of having ties to drug traffickers. Her boss, former Governor Jose Reyes Baeza, was also suspected of drug related corruption, but has never been proven guilty. ANALYST NOTE: It was reported that Rivas has a degree in Industrial and Systems Engineering and worked as a Ministerial Police Agent from 01 SEPT 1998 to 21APR CD. JUÁREZ On 17 JUNE 2011, two young men were shot and killed, then run over, and a female was wounded near the corner of Manuel Gómez Morín and Camino de la Esperanza streets in front of the entrance to La Muralla and Florida sub-divisions. Eight 9mm shell casings were found near the bodies.

86 Significant Events in Mexico (cont) CHIHUAHUA - On 16 JUN 2011, José Luis Martinez Limas, the Commander of the Policia Unica of Chihuahua, was gunned down in the Guadalupe neighborhood of Chihuahua, Chihuahua. The attack occurred as Martinez Limas had just completed his shift. At the time of the attack, he was traveling in his 1995 Ford Bronco. CD. JUÁREZ On 21 JUNE 2011, a guard from the Municipal CERESO was shot and killed as he was traveling home from work on his motorcycle. The attack occurred on Rodolfo Fierro Street near the junction of Panamericana Avenue and the Casas Grandes Highway. CD. JUÁREZ On 20 JUNE 2011, a man was shot and killed on the sidewalk near Social Security Clinic 35 near the intersection of Valentín Fuentes y Benemérito de las Américas streets in colonia Infonavit Casas Grandes. ANALYST NOTE: Last week two men were shot at this same clinic. CD. JUÁREZ On 19 JUNE 2011, two men were shot and killed near the intersection of Puente Yáñez and Aurelio Páez Chavira streets in colonia Zaragocita. Their hands and feet were bound and their faces covered with adhesive tape.

JUÁREZ On 16 JUNE 2011, the body of a woman was discovered in a vacant lot behind a reform school at the end of Atrás Quedó la Huella Street on the boundary of colonias Olivia Espinoza and Carlos Chavira. The woman s head was covered with a plastic bag. CD. JUÁREZ On 17 JUNE 2011, the body of a young woman was located in a vacant lot close to a school near De la Paz and Oasis Revolución streets in the Oasis Revolución sub-division. The severely beaten body had been wrapped in a sheet and dragged to the lot. CD. JUÁREZ On 21 JUNE 2011, a black plastic bag containing the head and genitals of a man was thrown from a car onto the sidewalk behind a church near the intersection of Ignacio Mejía and Partido Romero streets in colonia Hidalgo. The rest of the body was found the following morning on a sidewalk in front of an abandoned house five blocks away. The man s torso was inside one plastic bag and his extremities in another bag inside a cardboard box.

The Public Safety Commission of the conference will publish reports every fifteen days, and create a special commission to be responsible for the common database of information obtained throughout the country.

89 Significant Events in Mexico (cont) An enforcement operation led to a total of 3,918 arrests made for various crimes, the execution of 892 arrest warrants, 1,534 vehicles recovered, and 170 weapons seized, which included 96 hand guns, 41 long arms and three fragmentation grenades. The operation had solid results in the state of Chihuahua with 251 recovered vehicles, 11% of weapons seized, 10% of the nearly four thousand arrests made, 7% of the arrest warrants served, and 8% of the of kidnappers arrested were in Chihuahua. The results were based on the participation of 2,000 local, state, and. federal officers. Seizures Made by Mexican military near Nuevo Laredo: At an inspection checkpoint 26 km south of Nuevo Laredo, the Mexican military seized 97 bundles of marijuana, totaling 2,070 lbs, from a white 1998 Freightliner tractor-trailer. On 13 JUN 2011, Mexican Marines near the Rio Grande in Nuevo Laredo inspected two vehicles and subsequently seized two loaded handguns and approximately lbs of marijuana, in addition to, 4,000 MX pesos and $1,100 USD. Four men were detained and turned over to federal officials in Nuevo Laredo. On 16 JUN 2011, Mexican Marines responded to a report of suspicious activity at a home in Colonia Francisco Villa located southwest of Nuevo Laredo, MX leading to the arrest three men. The Marines also seized four handguns, six magazines and 1,200 rds of ammo. Items seized also included $960 USD, 94,000 pesos, radio communication devices and other military equipment.

90 Significant Events in Mexico (cont) MATAMOROS Mexico authorities confirmed that a shootout took place on 17 JUN 2011 in Matamoros with reports of automatic weapons fire, grenade explosions, after a large number of Los Zetas made their way into the city. Officials claim that at least a dozen bodies were scattered around the city's streets while gunmen recovered others that were carted off in SUVs. Reports confirmed that the shootout was between members of the Gulf Cartel and members of Los Zetas (approx gunmen) who tried to make a push into the city. Officials also confirmed that various public transportation buses were hijacked and parked in the downtown area and in Colonia Jardin in an effort to block the response from the Mexican military. MONTERREY - Mexican Military Officials report they detained Raul Martinez Lugo, aka La Chiva, a plaza leader of Los Zetas, in an operation in the city of Monterrey that also netted the detention of other suspects and the seizure of weapons and ammo. Martinez Lugo was in charge of criminal activity in the plazas of El Carmen, Salinas Victoria, Abasolo, Hidalgo and Mina. Mexican soldiers seized six assault weapons, 19 magazines, 367 rds of ammo, 57 small packets of marijuana, 14 small packets of cocaine, communications equipment, tactical equipment and two vehicles. REYNOSA - On 21 JUN 2011, Mexico Officials announced that approximately 2,000 Mexican troops are headed for border cities in Tamaulipas MX. Two-hundred of those are being sent to Reynosa, where the troops will assume the duties of the Reynosa Municipal Police. The police officers will undergo drug testing and training. Officers that fail the drug test will be relieved of duty. MIGUEL ALEMAN On 21 JUN 2011, Mexican soldiers were patrolling the riverbanks near Miguel Aleman when they spotted thirty-three packages of marijuana, weighing about a ton. The soldiers seized the marijuana and are trying to find out who abandoned the load.

91 Significant Events in Mexico (cont) MICHOACÁN On 21 JUN 2011, federal authorities apprehended Jose de Jesus Mendez Vargas, alias El Chango, or "The Monkey, the leader La Familia Michoacán (LFM). Mendez Vargas was arrested in the central state of Aguascalientes without confrontation or casualties. With the death of La Familia founder and leader Nazario Moreno Gonzalez in DEC 2010, Mendez was the last remaining head of LFM responsible for homicides, kidnappings, extortion, corruption and attacks on the authorities and civilian population. The leader of a violent splinter group, known as the Knights Templar, remains at large. LFM was born in Calderon's home state of Michoacán in 2006, prompting him to deploy thousands of federal police there and warning that LFM was corrupting local officials, extorting businesses and terrorizing the population. According to the reward statement issued by the Attorney General's Office, Mendez was "responsible for the transfer and sale of cocaine, marijuana, crystal methamphetamine in various states of Mexico and the US. Mendez had been arrested nine years ago in the city of Apatzingan on suspicion of killing gang members, but was let go, said the federal attorney general's office. He then was the chief of a group of hit men that worked for the Gulf cartel before LFM. He had a security team known as the "Twelve Apostles." LFM first appeared four years ago when it rolled five severed heads into a Michoacán nightclub, vowing to protect local citizens from rival cartels. La Familia was part of the Gulf Cartel but later became an independent drug-trafficking organization, which ignited a rivalry between the two gangs. Moreno, the leader, set a code of conduct for its members that prohibited the use of hard drugs or dealing them within Mexican territory, even as they decapitated foes and sold cocaine and methamphetamine by the ton. After his death, LFM split into warring factions. Mendez was believed to have remained the leader of the LFM faction, according to federal police, while messages appeared in MAR 2011 that the Knights Templar sought to replace LFM. That name alludes to a Christian order of knights founded in 1118 in Jerusalem to protect pilgrims in the Holy Land after the First Crusade. Former school teacher and LFM leader Servando "La Tuta" Gomez is believed to lead the Knights Templar.

92 Significant Events in Mexico (cont) On 17 JUN 2011, narcobanners were hung in public areas and over roadways in Morelia, the state capitol of Michoacán, and the municipalities of Apatzingan, Patzcuaro and Erongaricuaro, and several others within the state. The banners warn of an alleged alliance between La Familia Michoacán (LFM) and Los Zetas. The banners, included death threats to anyone supporting LFM, and were signed by Los Caballeros Templarios (the Knights Templar), the self appointed guardians of the state. The banners read: WE ASK FOR THE ATTENTION OF ALL MICHOACÁN SOCIETY We express our gratitude to all of Michoacán society for granting us the opportunity to intervene with the problems you have had with the criminal organization of Chango Mendez (La Familia Michoacán), and we also ask that you pay attention to our suggestions and recommendations that any person who is discovered and proven to be providing support or communicating with the people of Chango Mendez will suffer punitive measures up to the death penalty based on the infraction. For us Chango Mendez and all the group that follows him are traitors to the fatherland based on their decision to unite with Los Zetas. And we all know that every traitor to the fatherland deserves the death penalty. Attn: the Knights Templar GUARDIANS OF MICHOACÁN After the death of La Familia s leader, Nazario Moreno el Chayo or el Mas Loco during a Federal Police operation in the Apatzingan region DEC 2010, leaders of LFM loyal to El Chayo and Servando Gomez Martinez la Tuta split from LFM and formed Los Caballeros Templarios. Rumors persist in Michoacán that Moreno was not killed by Federal forces but, in fact, is leading the effort to cleanse Michoacán of el Chango Mendez s followers. According to Mexican authorities, Los Zetas were involved in the battles between Los Caballeros and LFM in late MAY in the rural areas surrounding Apatzingan and neighboring municialpities. Ten Zetas and 36 members of LFM were detained and presented by the Federal Police during the fighting.

93 Significant Events in Mexico (cont) Morelia, Michoacan, was the scene of intense security as the under-17 FIFA World Cup Group Tournament began on 18 JUN The sporting event occurred with the threats of violence announced on narcobanners by Los Caballeros Templarios on 17 JUN On 18 JUN 2011, before the inaugural game, the bodies of nine execution victims were discovered in three separate locations in the coastal municipality of Lazaro Cardenas. All nine victims were bound and blindfolded, showed signs of torture and were killed by gunshot wounds to the head. Some of the victims had messages staked to their bodies and signed by Los Caballeros Templarios that read this will happen to everyone that supports El Chango. One of the victims with a message was reportedly found alive but died of his injuries. Later that day, Patzcuaro, MX, was the scene of a shootout between gunmen and Federal Police that left at least eight vehicles burning as public transport passengers and motorists were robbed and attacked. No fatalities were reported. Federal Police captured eight criminals in the Patzcuaro area and seized several weapons. The incidents began when a police convoy ran into a convoy of gunmen on the Patzcuaro-Tzurumutaro turnoff. On 19 JUN 2011, fourteen execution victims were reported in the Cuenca Lerma-Chapala region of Michoacán. Four of the victims were executed with gunshots to the head in the municipality of Sahuayo. A message signed by los Caballeros Templarios-Guardia Michoacán was left at the site that said the men were executed for supporting Chango Mendez and Los Zetas and that all thieves, extorionists and rapists will be next. Two more victims were discovered in the municipality of Cojumatlan de Regules and two others were reported in the municipality if Jiquilpan. The municipalities of Villamar and Brisenas reported one execution each. Like the victims in Sahuayo, all the victims were executed with a gunshot to the head. The last four execution victims were reported in the municipality of Tanhuato. These victims were left with messages signed by Los Caballeros Templarios-Guardia Michoacán.

94 Significant Events in Mexico (cont) MONTERREY At least 22 people were killed in a string of attacks, including a shooting at a bar in Monterrey just hours after the opening of soccer's under-17 World Cup on 18 JUN Gunmen stormed the bar in Monterrey and executed three people, wounded another, and kidnapped a security guard at the bar who was later found dead, according to an official of Nuevo Leon state's investigation agency. On 19 JUN, four other people, were killed in Guadalupe, adjacent to Monterrey. Reports are that the victims were gathering in front of one of their homes when armed men showed up in several vehicles and shot them. Monterrey is one of the host cities for FIFA's Under-17 football tournament. The relatively prosperous industrial hub of northern Mexico was until recently considered a near-safe haven as drug violence increased in many parts of the country, but a bloody turf war between the Gulf cartel and its former armed wing Los Zetas has spilled into the state in less than two years, producing daylight shootouts, grenade attacks and a climate of fear. On 15 JUN, 33 violent killings were recorded in and around Monterrey, making it the area's most violent day in recent history. XALAPA On 20 JUN 2011, a gunmen killed journalist Miguel Angel Lopez, his wife and their 21-yr-old son after entering into their home in Veracruz. He was a columnist with the local daily Notiver and wrote frequently about politics and the climate of violence surrounding Mexico's drug wars. Since JAN 2007, 40 journalists have been murdered in Mexico, according to the official National Human Rights Commission. Since 2003, 15 Mexican journalists have disappeared. In JUN, a UN report on freedom of expression said Mexico was the most dangerous country for journalists in the western hemisphere.

95 Significant Events in Mexico (cont) JALISCO - Maria Celeste Mendoza was among six teenage suspected gang members arrested this week by police after a shoot-out with authorities in central Mexico. She was taught how to use Kalashnikov assault rifles and other weapons in her training as a hitwoman by Los Zetas. Mendoza said she was paid 12,000 pesos ($1,000) for two weeks' work, more than three times the national average. She and the other suspects, six of whom were women aged 21 or below, were presented to the media by police after their capture in San Cristobal de la Barranca, near Guadalajara. Women are being rapidly recruited to work as assassins, a reflection of the cartels desperation. Rising unemployment among youths, easy access to drugs and the quick cash, are all blamed for fuelling the delinquency. Because of recordbreaking unemployment, organized crime is fast becoming the top employer for youth 18 and younger.

96 Significant Events in Mexico (cont) Although authorities have arrested teenage hitmen in the past few years, it is highly unusual for women to work as killers for the cartels. In DEC 2010, Mexican soldiers captured suspected hitman Edgar Jimenez Lugo, aka "El Ponchis," a 14- yr-old USC, for the Cartel of the South Pacific (CPS), a branch of the splintered Beltrán Leyva cartel. Authorities stated that Jimenez had admitted killing several people while under the influence of drugs. He claimed to have been kidnapped by CPS at the age of eleven and forced to work for the cartel. Coupled with the fact that youth unemployment in Mexico is now double what it was ten years ago and a growing population that is one of the youngest in the Americas, the trends present the cartels with a rich source of cheap labor. Youths are recruited because they're potentially more aggressive and less likely to care about the consequences than adults. Young men who get mixed up in organized crime will, on average, be dead within three or four years. With Mexico struggling to clean up its justice system or create more decent jobs, some young people see working for the cartels as attractive. 97 Significant Events in Mexico (cont) On 16 JUN 2011, a group of hitmen attacked the Ministerial Investigation Police Station located in Chilapa, Guerrero. Following this initial attack, a gunfight ensued at which time three hitmen were killed and one police officer was seriously injured. During the same confrontation, Ministerial Police Commander, Trinidad Zamora Rojo, was kidnapped. Hours later, his dismembered body was recovered near a bridge on Del Sol road along the Mexico-Acapulco federal highway. His severed head had been skinned. Two messages left at the scene read as follows: 1.) This will happen to those who play dirty. Humberto, Miranda, and Commander Guacho are the leaders of a kidnapping gang. Do your job, and stop extorting. If not, this is how you will end up. This will happen to all the extortionists, kidnappers, robbers, and all those who don t want to side with us. You will either toe the line, or we will make you tow the line. 2.) We don t care who you are, if you are a snitch or a traitor, we will get you. Sincerely, The strongest color, 100% red. On 17 JUN 2011, a group of armed men exited vehicles and launched (3) 40mm grenades at the PGR (Office of the General Prosecutor) installations in Escobedo, Nuevo Leon. Only one grenade detonated resulting in minor damages to the building's façade. Minutes after this first attack, the same group attacked a building utilized by the federal police located one km away from the PGR installations.

98 Significant Events in Mexico (cont) Columbia: On 14 JUN 2011, authorities arrested Reynaldo Antonio Bedoya Zapata, aka Rey, in Cali, Colombia. Bedoya Zapata is linked to the Sinaloa Cartel, and is said to have been responsible for shipping an estimated 50 tons of cocaine to the US, Mexico, and Europe. He was arrested after returning from a trip to Ecuador where he was allegedly planning to ship three metric tons of cocaine from the Manta Port. He is also said to have been involved in money-laundering operations from cash generated through drug trafficking activities in Mexico and Panama. Authorities believe Bedoya Zapata has ties to Juan Carlos Usuga, aka El Enano, the leader of the Manuel Cepeda Vargas FARC (Revolutionary Armed Forces of Colombia) Front. ANALYST NOTE: FARC is a Marxist-Leninist revolutionary guerilla organization based in Columbia, which is involved in an insurgent war against Bogotá. The organization currently represents the principle narco-player in Columbia. FARC is composed of an estimated 71 fronts (factions) with approximately 9,000 combatants. The Manuel Cepeda Vargas Front is one of FARC s strongest factions in Cali. El Salvador: El Salvador's president Mauricio Funes made a statement that members of the Los Zetas have gone on scouting missions to his country in an attempt to obtain weapons from corrupt police officers and soldiers. President Funes says there are a lot of weapons left over from El Salvador's 12-year civil war and that the flow of guns there is "shocking." Los Zetas has not settled in El Salvador like they have done in Guatemala but some local gangs are working for them. Mexican drug cartels have been increasingly moving to Central America as Mexico cracks down on them. President Funes contends there needs to be a regional approach to fighting drug cartels in Central America.

A maroon Peterbilt truck tractor with refrigerated trailer arrived and was seen being loaded with produce. Shortly after leaving the warehouse, a DPS Trooper conducted a traffic stop on the tractor trailer. A consent to search was granted resulting in the seizure of 3,967 lbs of marijuana among the produce. In a second seizure at another warehouse, DPS- CID Agents discovered 1,964 lbs of marijuana concealed in wooden crates loaded in a freight company trailer. In APR 2011 in the RGV Sector, Cameron Co SIU Investigators made two separate seizures of wooden crates concealing marijuana at a commercial freight company. 102 OBS Weekly Assessment (cont) Horse Trailers Since NOV 2010, the BOSA has reported seven incidences of smugglers utilizing horse trailers to transport currency or marijuana. This week THP McAllen seized 2,356.2 lbs of marijuana from the bed of a 2004 Ford F-150 and inside the horse trailer. Except for two of the seizures, no horses were in the trailer. In the 03 JUN 2011 seizure, the horse appeared to be malnourished, and the horse in this week s seizure had a large wound on the base of its tail. Generally, a horse will not be saddled in a trailer unless travel to the destination is short. The method of concealment varied, but on three occasions the contraband was found in various types of luggage. All of the RVs had out-of-state license plates. A total of three occurred on IH- 20. The most recent two seizures occurred near Tyler, TX on IH-20. 106 OBS Weekly Assessment (cont) OFFICER SAFETY During a traffic stop in Los Angeles, CA, a Los Angeles PD Officer encountered a suspect who had affixed strong magnets under his vehicle, placed a gun in a ski mask, and attached it to the magnets. The gun was reachable by the driver when the driver door was open.

107 OBS Weekly Assessment (cont) Opana is a prescription drug manufactured by Endo Pharmaceuticals to manage moderate to severe pain and may replace OxyContin as the drug of choice for recreational users. Opana is available in an Instant Release (IR) or Extended Release (ER) tablet, and is the trade name for the drug oxymorphone, a Schedule II narcotic. Opana, like OxyContin, is an opioid analgesic. The reformulation of OxyContin in an effort to make it harder for addicts and other people to abuse the drug has resulted in many people that are addicted to OxyContin switching to other opiates such as Opana, which is twice as strong as OxyContin. A 40-mg dose of Opana is comparable in strength to an 80-mg tablet of OxyContin and provides a more intense high. If an Opana pill is crushed or mixed with liquid, it begins to gel, which then defeats the timing mechanism if snorted. When Opana is abused, the full 12-hr dose is generally taken into the body all at once. Methods of abuse include putting the tablet in one s mouth until the coating dissolves; using a damp washcloth and wiping the coating off; shaving the coating with a razor blade; and freezing the tablet. After the coating is either dissolved or rendered ineffective, the pill can be crushed and snorted. Some severe side effects include tightness in the chest; swelling of the mouth, face, lips, or tongue; confusion; fainting; fast, slow, or irregular heartbeat; fever; hallucinations; mental or mood changes; seizure; severe or persistent dizziness or drowsiness; severe or persistent headache or vomiting; and shallow, slowed, or difficult breathing. An Opana overdose is characterized by respiratory depression, stupor or coma, constricted pupils, muscle flaccidity, cardiac arrest, and death. 108 This Week: Statewide Significant Events Reputed Juárez Cartel Co-Founder to Get 18 yr Term in San Antonio Court Juan José Quintero Payán, a purported co-founder of the Juárez Cartel, is to plead guilty in San Antonio to federal racketeering conspiracy charges that will send him to prison for more than 18 yrs. Quintero Payán signed a plea deal last week that lays out a three-decade biography of his drug trafficking activities as well as that of several associates in his well-known crime family. The agreement never calls Quintero, 69, a boss of one of Mexico's most powerful cartels as Mexican officials repeatedly have but it paints him as a principal force in a criminal enterprise whose operations stretched from South America to Mexico, the Cayman Islands and the United States. (San Antonio Express News, June 19, 2011) String of Raids In Mission, TX Federal and local authorities conducted several raids in the Mission area 19 JUN One led to a nightclub near Benson Palm and Mile 5 1/2. Mission PD, US CBP officials, and Hidalgo Co SO deputies are investigating. Sources say the raids may have been a direct result of an early morning chase that turned into a shootout near the Anzalduas Bridge. (KRGV.com, June 20, 2011) Official Says Cartels Trying to Recruit People Police Won t Suspect Jenny Eloisa Gonzalez, a Mission teenager with a spotless record, is facing charges for her alleged role as a decoy in a drug smuggling case. She worked in the mortgage department at a Valley bank. Police say she tried using her SUV to ram a police officer involved in a drug chase. Court records reveal Gonzalez got a phone call from a man named Daniel Garza Garcia. Investigators say the voice on the other end asked for help. He was caught in drug chase and needed help getting away. "Females have been used before for smuggling, however, the use of women as decoys is uncommon. Drug smuggler are reaching for those police would least expect - people with legitimate jobs and women looking for easy money. (KRGV.com, June 21, 2011) Two More Illegal Immigrants Found Dead in Brooks County Two more illegal immigrants have been found dead in Brooks Co, victims of the heat. There is a fire raging west of Falfurrias that has burned more than 30,000 acres. Firefighters have it mostly contained. Over the last few days, they have found three dead illegal immigrants, including two from Mexico, in the fire zone. Authorities believe they died from the hot temperatures before the blaze came through the area. For the year, 21 illegal immigrants have died in the brush in Brooks County. (KRGV.com, June 22, 2011)
