2 Key Events and Findings The largest single marijuana seizure occurred in the Laredo Sector where CBP/OFO Officers at the World Trade Bridge seized 2, lbs of marijuana located within a wooden ottoman and a love seat from a 1996 Tractor Trailer. This is the second seizure at the World Trade Bridge involving marijuana (2,341.3 lbs) concealed inside ottomans. The other occurred on 05 APR (Pg. 50) Since JAN 2011, the BOSA has reported on 10 incidences of contraband concealed inside external diesel fuel tanks. Seven of these occurred in the Laredo Sector, three of which were at the FM-1017 Checkpoint near Hebbronville. (Pg. 109) The largest single currency seizure occurred in the Laredo Sector where CBP/OFO Officers at the Lincoln-Juarez Bridge seized $728,647 USD that was concealed inside the rear door quarter panels of a 2002 Chevrolet 1500 pickup. (Pg. 43) In the Laredo Sector, CBP/OFO officers at the Lincoln Juarez Bridge seized 26 lbs of white heroin from the rocker panels of a 2002 blue Honda CRV. (Pg. 49) On 21 NOV 2011, a multi-agency task force was in the process of covertly monitoring a tractor trailer, driven by a confidential informant (CI) in Houston, when a Ford Expedition and two additional vehicles cut off the tanker and sprayed the cab with bullets, killing the CI. A Sheriff s Deputy was shot in the leg by friendly fire. The three suspect vehicles contained four individuals who claimed to be members of Los Zetas. (Pg. 92) A coordinated investigation between US and Mexican law enforcement resulted in the largest marijuana bust at a cross-border tunnel linking San Diego with Tijuana. The tunnel was equipped with a hydraulic lift, electric rail carts and a wooden staircase. (Pg. 105)

8 Gang activity for the week of 17 November 2011 thru 23 November 2011 Nine gang-related incidents were reported during this period involving nine arrests of members from five different gangs. There were two criminal arrests and seven fugitive arrests. The incidents involved: Theft and Aggravated Assault with a Deadly Weapon. One arrest resulted in the seizure of a pistol. There were eight criminal arrests and six fugitive arrests. The incidents involved: Theft, Possession of a Controlled Substance, Resisting Arrest, Attempted Murder, and Assault. 10 Gang activity (cont) Mendoza, Jorge Alexander 08/16/1994 Hernandez, Jose De Jesus 05/17/1993 Perez, Alfredo 11/19/1982 The El Paso PD Gang Unit recently arrested three VARRIO HACIENDA HEIGHTS gang members and charged them with Attempted Murder. On 22 OCT 2011, Jorge Mendoza, Jose Hernandez and Alfredo Perez allegedly shot at a home in the 7600 blk of Mazatlan. Numerous rds were fired from a handgun, and a victim was struck in the left side of his forehead. All three suspects are confirmed VARRIO HACIENDA HEIGHTS gang members through the El Paso PD gang database. 11 Ultralight Aircraft in New Mexico On 29 NOV 2011, AMOC identified and tracked an ultralight aircraft to from Mexico to Deming, NM, where it dropped suspected narcotics in-flight which were loaded into a waiting vehicle. USBP Agents went to the location and discovered tire tracks leading to the impact marks and footprints where the bundles had landed and were retrieved by the criminal elements. 17 El Paso Unified Command Sector Assessment This week s BOSA covered two weeks, NOV 2011 (week 1) and NOV (week 2). The El Paso Sector experienced a decrease in the seizure of marijuana from week 1 to week 2 and a slight increase in the seizure of methamphetamine, heroin and cocaine. There was one reported currency seizure at the Ysleta POE of $26,575 USD during the first week and $30,040 USD was seized the second week. There was an increase in the number of reported stolen vehicles (23 the first week compared to 19 the second), and a decrease in recovered stolen vehicles (1 compared to 8 respectively), as reported by El Paso PD and/or El Paso Co SO. For both weeks, a total of 772 lbs of marijuana was seized at the POEs: 316 lbs was seized at the Ysleta POE, 210 lbs at the Bridge of the Americas POE (BOTA), 209 lbs at the Paso Del Norte POE (PDN), and 36 lbs in the Lordsburg area. There were no reported seizures at the Santa Teresa or Fabens POE. There were a total of nine reported marijuana seizures across the POEs, and no reported cocaine seizures. The predominate concealment methods for marijuana during this reporting period were: vehicle fuel tanks (3), and one each of the following: vehicle dashboard, truck bed sides, tire, quarter panel speaker box, and trunk. The El Paso PD reported four marijuana seizures totaling 5.82 lbs and two cocaine seizures totaling kilos. El Paso SO reported three marijuana seizures totaling 2.16 lbs and one cocaine seizure totaling During this reporting period, 149 IAs were apprehended. IA apprehensions decreased by three from the previous week s 152. Total reported IA apprehensions within the El Paso Sector from 5 JAN through 29 NOV were 9,437 with 678 being Other Than Mexican (OTM). There was a 275% increase (11) in murders, a 27% increase (44) in sexual assaults, a 2% decrease (9) in robberies, a 7% decrease (697) in assaults, a 4% decrease (62) in burglary, a 7% decrease (914) in larceny, a 9% decrease (128) in vehicle theft, and a 1% increase (29) in vehicle burglary. There is a 0% increase in murders, a 14% decrease (15) in sexual assaults, a 27% decrease (6) in robberies, a 6% increase (9) in aggravated assaults, a 5% increase (44) in simple assaults, a 1% increase (5) in burglary, a 33% decrease (81) in vehicle burglary, a 33% increase (43) in vehicle theft, and a 39 % increase (7) in arsons. 22 Additional information Marfa USBP Agents, assisted by CBP Air and Marine, seized lbs of marijuana and apprehended five IAs, including one juvenile, at the Jim Dyer Ranch, nine miles east of Valentine in Jeff Davis Co. The juvenile subject was processed for removal. The four adult subjects and the marijuana were referred to DEA for federal prosecution. Sanderson USBP Agents assisted by CBP Air and Marine seized lbs of marijuana and apprehended one IA at the Hodge Ranch. The subject and marijuana were referred to DEA for federal prosecution. Terrell Co N Sanderson USBP Agents seized lbs of marijuana abandoned five miles east of Sanderson on HWY-90. The marijuana was released to DEA for destruction. Terrell Co N

23 Additional information Presidio USBP Agents seized lbs of marijuana, $1, USD, a Dodge Durango, two (2) cell phones and apprehended two (2) USCs at FM-170 and Casa Piedra Rd. The subjects, currency, vehicle, cell phones and marijuana were referred to ICE for federal prosecution. Presidio Co N

24 Additional information Marfa USBP Agents seized lbs of marijuana and apprehended three IAs approximately one mile south of the Chispa Park on US-90. One subject was seen absconding from the area. 25 Additional information Sierra Blanca USBP Agents seized lbs of hydroponic marijuana, lbs of hashish and apprehended three (3) USCs at the IH-10 Checkpoint 5 miles west of Sierra Blanca, TX. The subject and marijuana were referred to Hudspeth Co SO for state prosecution. Marijuana wrapped as Christmas gifts DPS 119 was contacted by Brewster Co SO concerning a 911 call from a ranch house in a very remote area, east of San Francisco Creek. The caller advised that a Hispanic male was beating on her door and yelling that he had been attacked and was injured. The Brewster Co SO advised that the subject had left the ranch house and was lying down near a windmill. The Aircrew located the subject who appeared to be injured. The subject stated that the group of four men he was traveling with for three days attacked him and left him unconscious the night before. The subject seemed disoriented, vomiting blood, had difficulty standing, and complained of severe abdominal pain. The Aircrew transported the subject to the Alpine Airport and then subsequently transported him by ambulance to Big Bend Regional Medical Center. Injured male being helped to aircraft

26 Marfa Unified Command Sector Assessment Totals for narcotics seized increased slightly this week. IA apprehensions decreased this week to 25, compared to last week s 42. Criminal arrests decreased for this week with 32 arrests, compared to last week s 59. Three juveniles were apprehended backpacking marijuana through the area. These offenders are almost always returned to Mexico with no drug prosecution. All three of the juveniles apprehended this week were processed for removal, to be returned to Mexico. Criminal activity was spread across the sector with backpacking continuing to be the most prevalent method of smuggling. Activity increased in Terrell Co, with two events occurring this week. The area along US-90 west of Marfa continues to report backpacking apprehensions east and west of Valentine along the US-90 corridor. Approximately 6.2 lbs of marijuana was seized wrapped as Christmas gifts. Activity was reported in southern Presidio Co along the river road, with a cash and marijuana seizure. The I-10 Checkpoint at Sierra Blanca continues to report seizures of high quality hydroponic marijuana in the 1 to 6 lb size range, moving from west to east.

30 Southbound Operations On 16 NOV 2011, CBP-OFO Officers approached a gray 1997 Chevrolet pickup at the Eagle Pass POE, Bridge 1. The Officers noticed tampering on the air filter. Upon inspection, Officers discovered a compartment containing six bundles of currency wrapped in fabric softener sheets and cellophane; the bundles contained $62,500 USD. The driver was arrested and the currency seized. The vehicle was impounded pending disposition. Gang activity On 26 NOV 2011, a Dimmit Co Deputy Constable from Precinct 3 conducted a traffic stop on a tan 2000 Lexus RX300 on SH-85 at Franklin, Big Wells, TX. The driver was found to be intoxicated and stated that he had been a member of TANGO BLAST while previously imprisoned. The driver was arrested and transported to the Dimmit Co Jail. The vehicle and a passenger were released.

31 Gang activity On 26 NOV 2011, a Uvalde PD Officer conducted a stop on a tan 2007 Mitsubishi Galant in the 2000 blk of East Main St, Uvalde, TX. Upon making contact with all three occupants, the Officer observed known gang tattoos on the front passenger. The front passenger freely admitted to affiliation with TANGO OREJON. The rear passenger was recently released from federal penitentiary and had tattoos indicative of affiliation with the MEXICAN MAFIA, but stated he did not have affiliation with any gang. Both subjects were photographed; all three subjects and the vehicle were released. San Antonio Spur Indicative of Tango Orejon Aztec sun & pyramid - commonly associated with Mexican Mafia Subject likely served time in prison from ANALYST NOTE: TAGIT (TDCJ Gang Database) checks yielded negative results on both subjects.

32 Additional information On 18 NOV 2011, DPS Air 116 assisted USBP Agents searching for Illegal Aliens in the area near Normandy, Maverick Co. The Aircrew utilized NVG and FLIR to locate two subjects. The Aircrew then guided the Agents to the two IAs, who were subsequently arrested. On 23 NOV 2011, a DPS AVN Aircrew was on patrol over Progresso St in Eagle Pass, TX, when the Aircraft was twice struck by a green laser. The Aircrew contacted Maverick Co SO and directed Deputies to a trailer in the 1000 blk of Progresso St, the apparent source of the strikes. The Aircrew continued to patrol the area and the pilot received another direct frontal strike from the laser. The Pilot was momentarily blinded by the brightness of the laser but was able to accurately identify the location of the strike. Deputies found a male subject at the residence who admitted to the laser strikes. The subject was arrested. ANALYST NOTE: Shining a laser at an aviation element is a felony with a maximum sentence of 20 years in prison, $250,000 fine, $11,000 civil fine, or all three at once depending on the severity of the event.

33 Additional information On 16 NOV 2011, Edwards Co SO Deputies, with the assistance of the Real Co SO, responded to a report of kidnapping and assault in the Camp Wood Hills subdivision in Edwards Co, TX. The suspect allegedly kidnapped an individual in retaliation for a theft. The suspect reportedly threatened to shoot the victim, and fired three shots at/towards the victim. The victim was later released by the suspect following a car accident. Two pistols were seized. On 23 NOV 2011, USBP Agents stopped a black 2002 Daewoo Leganza on Steven Dr near Eagle Point Ranch in Eagle Pass, TX. The vehicle appeared to be heavily laden. The Agents performed an immigration inspection the three subjects in the vehicle; one subject was identified as an Illegal Alien and the other two were found to be USCs. The Agents also found three duffel bags containing lbs of marijuana. The two USCs were arrested and turned over to the DEA, along with the narcotics. The vehicle was impounded. On 20 NOV 2011, USBP Agents observed eight subjects carrying large backpacks, crossing the Rio Grande near the Cinco Ranch in Eagle Pass, TX. The subjects were observed on the United States side of the river as they dropped their bundles and absconded back to Mexico. Agents located six backpacks containing 184 bricks which tested positive for marijuana, weighing lbs. The marijuana was turned over to the DEA.

34 Additional information (cont) On 16 NOV 2011, a Dimmit Co Deputy Constable attempted to stop a tan 1999 GMC truck on FM-468 and Johnson Ranch Rd. The vehicle exited the road; 12 Illegal Aliens bailed out and absconded from the area. Two IAs were apprehended and turned over to the USBP. The vehicle was impounded. Prayer cards found inside vehicle On 17 NOV 2011, USBP Agents near Quemado, TX, received intelligence from DPS of possible narcotics in the area. With the assistance of CBP-Air, Agents searched the fields and discovered three bundles. Agents apprehended four IAs near the bundles,. The IAs all had strap marks on their shoulders, indicative of carrying heavy bundles. The bundles were determined to be 120 individual packages of marijuana weighing lbs. The marijuana and four IAs were turned over to DPS. On 17 NOV 2011, USBP Agents working the Piloncillo Ranch near the Dimmit Co/Webb Co discovered a group attempting to conceal themselves. Agents apprehended one subject and the remaining subjects scattered; a search of the area yielded two large duffel bags of marijuana. With the assistance of CBP-Air, Agents located eight more duffel bags and ten more subjects, all Illegal Aliens. Eleven IAs and a marijuana with a total weight of lbs were turned over to DEA. Foot sign indicated the use of carpet on many of the subjects shoes, attempting to avoid detection.

35 Additional information (cont) On 19 NOV 2011, CBP-OFO Officers referred a silver 1987 Chrysler Fifth Avenue to secondary inspection which revealed abnormalities in the rear seat area. A subsequent search of the vehicle with a K-9 revealed multiple bundles of marijuana. In total, 10 bundles weighing 19.4 lbs were recovered. The subject was arrested; the subject and marijuana were turned over to the Maverick Co SO. The vehicle was impounded. Hidden Bundles On 28 NOV 2011, USBP Agents observed a suspicious blue 2004 Chevrolet Silverado near Weyrich Farm Rd in Eagle Pass, Maverick Co. The vehicle flashed its headlights to signal six subjects, five of whom were carrying large feed sacks. The Agents approached the vehicle and identified themselves to the subjects. All five subjects carrying sacks dropped them and absconded from the area along with the subject not carrying a sack. The Agents found lbs marijuana in the feed sacks and apprehended two subjects in the vehicle. The subjects, narcotics, and the vehicle were turned over to DPS.

36 Additional information (cont) On 24 NOV 2011, CBP-OFO Officers working Bridge #1 at the Eagle Pass POE referred a blue 1985 GMC Sierra to secondary inspection following a K-9 alert. Imaging revealed anomalies in the gas tank. An inspection of the area revealed 24 bundles of cocaine weighing lbs. The subject and cocaine were turned over to HSI-ICE, and the vehicle was impounded. Mud splattered on gas tank Trap door on gas tank Markings on packages On 29 NOV 2011, a Maverick Co SO Deputy responded to the Eagle Pass POE, Bridge #2, regarding a USC subject who was attempting entry with a gunshot wound. The subject stated that he was pulled over in Piedras Negras by a police officer when two unmarked vehicles showed up with subjects carrying assault rifles. The victim fled the area and was shot once in the arm. The victim made entry at the POE seeking medical treatment. Photos of the subject's vehicle were taken and the subject was transported to a hospital. Driver side seat Passenger side door with bullet hole

37 Additional information (cont) On 26 NOV 2011, USBP Agents observed multiple subjects crossing the river with bundles consistent with marijuana smuggling, walking towards FM-1664 just south of Quemado, TX. The subjects were observed loading the bundles into a black 1988 Chevrolet Agents responded and attempted to the stop the vehicle, which failed to yield. A single passenger bailed out of the vehicle and absconded. The driver attempted to flee the area in the vehicle, heading north on US-277, and bailed out. With the assistance of DPS Air, Agents apprehended the subject; a search of the vehicle led to the seizure of five large double bundles of marijuana. The bundles contained 400 individual packages of marijuana, weighing lbs. The marijuana, vehicle, and subject were turned over to the DEA. On 23 NOV 2011, CBP-OFO Officers at Eagle Pass POE, Bridge #2, referred a red 1999 Dodge Ram 1500 to secondary inspection following a K-9 alert to the spare tire. An inspection of the tire revealed 24 packages of marijuana, weighing lbs. The driver, passenger, and marijuana were turned over to HSI-ICE, and the vehicle was impounded pending disposition.

38 Del Rio Sector Unified Command Sector Assessment (cont) During the two-week period, marijuana seizures remained average. There were three marijuana seizures of significance, two for 411 lbs and one of lbs. There was one significant cocaine seizure of lbs. Additionally, there was one currency seizure of $62,500 USD made outgoing at the Eagle Pass POE. Criminal arrests, fugitive arrests, and weapon seizures all decreased over the reporting period. Stolen vehicles recovered decreased over the two week s time. A change in the recovery trend has been noted, previously the recoveries were predominately Ford. Over the past two weeks, half of the recoveries were GM products (Chevrolet/GMC). There were four gang contacts during the previous week, two in the Big Wells area and one (with two subjects) in the Uvalde area. The stop with two subjects were from gangs that are normally not associated, being TANGO OREJON and MEXICAN MAFIA. One USC subject wounded in a shooting incident in Piedras Negras, Coahuila, made entry to the Eagle Pass POE seeking medical attention and assistance due to an injury.

42 Gang Activity On 16 NOV 2011, USBP Laredo South agents working near the TX-MEX railroad bridge in Laredo, TX, apprehended a group of IAs and a male Mexican subject identified as a SUR- 13 gang member. Subject was turned over to ICE. On 17 NOV 2011, Laredo PD Officers arrested a male subject identified as a TEXAS SYNDICATE Gang Member in the 400 blk of Jarvis Ave in Laredo, TX. Officers recovered lbs of heroin. The subject was remanded to Webb Co. Jail. On 18 NOV 2011, Laredo PD Officers arrested three male subjects, one identified as a TEXAS SYNDICATE gang member in the 100 blk of S. Loring Ave in Laredo, TX. The subject was charged with Deadly Conduct, Engaging in Organized Criminal Activity and Criminal Mischief. The subjects were remanded to Webb Co. Jail. On 20 NOV 2011, Laredo PD Officers arrested a male subject identified as a LA MOVIDA gang member in the 400 blk of Shiloh Ave in Laredo, TX. The subject was charged with Burglary of a Vehicle and Theft. The subject was remanded to Webb Co. Jail. On 22 NOV 2011, USBP Laredo West Agents apprehended a male subject identified as a SURENO gang member. The subject was found to be in this country illegally. On 23 NOV 2011, USBP Freer Agents working at the US-59 checkpoint seized 21.9 lbs of marijuana during a secondary inspection after a K-9 alert. The driver, claiming to be a former HERMANOS DE PISTOLEROS gang member, was arrested and turned over to Webb Co.SO. The passenger was a minor and was released to his father. The vehicle was seized by USBP, and the contraband was turned over to DEA. Additional Information On 11 NOV 2011, Webb Co. SO Deputy observed two male subjects sitting on the bus stop bench located at 1522 Passo De Tibe in Rio Bravo, TX. Both subjects were found to be in this country illegally and were turned over to USBP.

43 Southbound Activity On 24 NOV 2011, CBP/OFO Officers conducting joint Operation Cooperation seized $728,647 USD at the Lincoln-Juarez Bridge in Laredo, TX. The USD was concealed inside the rear door quarter panels of a silver 2002 Chevrolet 1500 pickup bearing IN temporary tags. The male driver was arrested. The currency and vehicle were seized. On 22 NOV 2011, CBP/OFO Officers seized $111,815 USD at the Lincoln-Juarez Bridge, in Laredo, TX. The currency was concealed within the seat rests of the front seats of a 2008 Cadillac SUV. The male driver was arrested. The vehicle and contraband were seized. Additional information 18 NOV 2011: Laredo PD Officers arrested a male subject in the 2000 blk of Rosario Ave in Laredo, TX. Officers recovered 1,326 lbs of marijuana at the scene. The subject was remanded to Webb Co. Jail. 27 NOV 2011: a THP Trooper initiated a traffic stop on a green Ford F-250 traveling on US- 83N. After a brief pursuit, the vehicle veered off the road and traveled through a fence on the Cactus Jack Ranch. The vehicle was located abandoned and had been reported stolen out of San Antonio, TX. No apprehensions were reported.

44 EXTERNAL DIESEL TANKS 16 NOV 2011: Hebbronville USBP Agents on TX-16 seized 257 lbs of marijuana concealed inside an external diesel tank located in the bed of a white 2006 Ford F-250. The male driver, female passenger, vehicle and contraband were turned over to DEA. Tina Marie McDonald, DOB 11/05/1981 James Douglas Arnold, DOB 05/30/1958 A THP Trooper initiated a traffic stop on a 2007 Chevrolet 3500 HD pickup traveling IH-35S in Medina Co. The Trooper noticed a strong odor of marijuana emanating from vehicle and received consent to search the vehicle in which a false compartments was discovered in the bed and external diesel tank of the vehicle, as well as the side tool boxes. No marijuana was discovered, but trooper located $12,000 USD in the glove box. The male driver was arrested. The currency originated in Dallas and was destined for Laredo. 23 NOV 2011: USBP Zapata Agents seized lbs of marijuana that was concealed within the auxiliary diesel tank of an abandoned tan 2003 Chevrolet Silverado off of US-83 near San Ignacio, TX. The vehicle was seized and the narcotics were turned over to DEA.

45 USBP HEBBRONVILLE 17 NOV 2011: Agents seized lbs of marijuana on the Taylor Ranch approximately ten miles north of Hebbronville, TX. Agents apprehended two subjects believed to be transporting the narcotics. The marijuana was turned over to DEA. 18 NOV 2011: Agents at the Montalvo property on FM-1017 near Hebbronville, TX, encountered two abandoned backpacks with four bundles of marijuana weighing 45.1 lbs. The narcotics were turned over to DEA. 21 NOV 2011: USBP Hebbronville Agents, south of Hebbronville, TX, observed a suspicious white 1999 Ford F-250 and a blue 2003 Ford F-150. As Agents were attempting to get a closer look at the Ford F250, the vehicle came to a stop and all occupants bailed out. Agents apprehended two USC drivers and 15 IAs. Subsequent search of the two vehicles revealed two rifles with scopes, a pistol, and miscellaneous rds of ammo. 28 NOV 2011: Agents observed a gold 2001 Chevrolet Tahoe near Hebbronville, TX. As Agents attempted to get a closer look at the vehicle the vehicle veered of the road and several subject bailed out with bundles and absconded into the nearby brush. The driver was apprehended and the search of the area revealed seven bundles of abandoned marijuana weighing lbs. None of the other subject were apprehended, the vehicle and narcotics were turned over to DEA.

46 USBP LAREDO SOUTH 17 NOV 2011: Agents, near Masterson Road in Laredo, TX, located lbs of abandoned marijuana in the brush. The contraband was turned over to DEA. 17 NOV 2011: Agents discovered six bundles of abandoned marijuana, with a total weight of lbs, near El Cenizo, TX. The marijuana was turned over to DEA. USBP LAREDO WEST 18 NOV 2011: Agents discovered six bundles of abandoned marijuana near the International Commerce Center in Laredo, TX. The marijuana, weighing a total of lbs, that was turned over to DEA. No apprehensions were made. Additional Information USBP assisted by DPS Air 148 located six IAs near the US-59 Checkpoint. Three IAs were apprehended by USBP. USBP assisted by DPS Air 148 located IAs near the OKM Ranch in Encinal, TX. Seven IAs were apprehended by USBP. USBP, assisted by DPS Air 148 attempted to locate seven IAs south of the US-59 Checkpoint. The Aircrew and USBP ground units were able to apprehend four suspected IAs as they attempted to elude capture.

47 29 NOV 2011: Laredo South USBP Agents working at a tactical checkpoint on US-83S arrested one male subject, and seized 32.8 lbs of marijuana, a handgun, 12 rds of ammo, and a white 2001 Chevrolet 2500 (welding truck) with TX LPs. The vehicle was taken to a secondary inspection after a K-9 alerted to an aftermarket compartment. The subject, vehicle, weapon and contraband were turned over to DEA.

48 17 NOV 2011: Agents working at the IH-35 Checkpoint recovered 6.8 lbs of methamphetamine concealed within the frame, behind the front bumper, of a black 1997 Nissan Maxima. The driver, narcotics and vehicle were turned over to DEA. 18 NOV 2011: Agents seized 312 lbs of abandoned marijuana near the 6100 blk of Riverside Dr. in Laredo, TX. 20 NOV 2011: Agents working the IH-35 Checkpoint recovered eight bundles of marijuana totaling lbs concealed in two duffle bags in the sleeper compartment of a white 1996 Freightliner tractor/ trailer after a K-9 Alert. The driver and narcotics were turned over to DEA. Miguel Angel Garcia 12/29/1986 USBP LAREDO NORTH 28 NOV 2011: Agents working at the IH-35 Checkpoint seized two small bundles of abandoned heroin weighing a total of 7.2 lbs during a secondary inspection of a commercial bus. The heroin was concealed in a lunchbox that none of the passengers claimed. The contraband was turned over to DEA.

49 Additional information On 29 NOV 2011, USBP Laredo West Agents working on the Petty Ranch in Encinal, TX, apprehended five illegal aliens and seized lbs of marijuana. The marijuana was turned over to DEA and the illegal aliens were processed for removal. On 30 NOV 2011, USBP Laredo West agents working at the Needmore Ranch, west of Laredo, TX. seized lbs of abandoned marijuana. A search of the area for subject was negative and the marijuana was turned over to DEA. On 19 NOV 2011, CBP/OFO officers working at the Lincoln Juarez Bridge in Laredo, TX, seized 2.8 lbs of crystal meth from inside the bus driver's suitcase lining. The bus driver was arrested and vehicle was released. On 20 NOV 2011, CBP/OFO officers working at the Lincoln Juarez Bridge in Laredo, TX, seized 26 lbs of white heroin from the rocker panels of a 2002 blue Honda CRV. The vehicle was seized, driver and passenger were arrested. ANALYST NOTE: As of 2004, roughly 87% of the world supply of opium and its derivatives, including heroin, was thought to be produced in Afghanistan. However, production in Mexico has risen six-fold from 2007 to 2011, changing that percentage and placing Mexico as the second largest opium producer in the world. Generally, black tar and brown heroin are seized crossing from Mexico into Texas, while white heroin is a rarity. The varying colors of heroin are representative of the cooking process. In the past, white heroin, also known as China White, is believed to be brought to North America via the Pacific Ocean.

50 Additional information On 28 NOV 2011, CBP/OFO Officers working at the World Trade Bridge in Laredo, TX, seized 2, lbs of marijuana (990 bundles) after a service K-9 alerted to a 1996 Tractor Trailer. The marijuana was located within a wooden ottoman and a love seat. The vehicle and the narcotics were seized by DEA and the Mexican National driver was released.

51 Laredo Unified Command Sector Assessment For the Laredo Unified Command during this reporting period, week one resulted in 3,456 lbs of marijuana seized and the second week 3,826 lbs, for a total of 6, lbs. Both weeks resulted in very little cocaine seized with a total of 0.01 lbs seized in the first week. A significant white heroin seizure of 26 lbs occurred the first week of this reporting period, while 7.2 lbs of heroin was found on a commercial bus the second week. The first week of this reporting period resulted in 9.6 lbs of methamphetamines seized, while the second week zero. Week one of this reporting period saw 650 IAs apprehended, while week two resulted in 422. Both weeks nearly 200 IAs respectively were OTMs for each week. There was a decrease from last BOSA s 16 stolen vehicles to seven during each of the past two weeks, totaling 14. Only four were recovered. During the first week, the largest single marijuana seizure was 1,326 lbs by Laredo PD. During the second week, the largest single marijuana seizure was 2, lbs concealed within furniture by CBP/OFO. USBP Laredo North Agents seized 6.8 lbs of methamphetamine at the IH-35 Checkpoint. At the Lincoln-Juarez Bridge, CBP/OFO Officers seized $111,815 USD the first week and $ 728,647 USD the second.

55 Gang activity The Hidalgo Co SO Gang Intelligence Unit reported 73 gang member arrests this reporting period. These arrests were made by 24 different agencies in the RGV sector. The gang members were arrested for offenses such as: aggravated robbery, assault causing bodily injury, parole violation, possession of marijuana, possession of marijuana in drug free zone, public intoxication, burglary of habitation, aggravated kidnapping, driving while intoxicated, assault on a public servant, theft of property, burglary of building, resisting arrest, unlawful possession of firearm by felon, burglary of building, unauthorized use of vehicle, assault family member impeding breathing/circulation, evading arrest/detention with vehicle, robbery and indecency with a child/sexual contact. Portales, Edinburg, TX, in reference to a burglary of a vehicle in progress. During the course of their investigation two individuals were arrested. One suspected identified himself as a CHICANO gang member and the second suspected identified himself as a VALLUCO gang member. Harlingen PD Officers responded to a residence on Knox Ave in reference to shots fired where a male subject was observed lying on the street unresponsive with a bullet wound to the left side of his chest area. EMS transported the victim to the hospital where he later died as a result of the gunshot wound. Witnesses reported seeing a light colored four-door pickup leaving the area at a high rate of speed and heard approximately 4 shots fired. Four days later investigators executed a search warrant on a residence where they arrested a male subject and recovered.40 cal Glock handgun and additional pieces of evidence. Investigators also determined that the subject is a VALLUCO gang member.

57 Kingsville USBP Agents, along with a service K-9, seized lbs of heroin (216 balls) at the Sarita Border Patrol Checkpoint. The heroin was disguised as lollipops (candy) and concealed in a suitcase onboard a bus. One legally admitted adult male Guatemalan subject was arrested. DEA assumed custody of the narcotics and the subject. ANALYST NOTES: In the 05 AUG 2011 BOSA, Marfa Sector reported Sierra Blanca USBP Agents seized lbs of marijuana (1,050 marijuana lollipops and 1 marijuana treat) and apprehended two USCs at the IH-10 Checkpoint.

58 Additional information (cont) McAllen PD requested assistance from DPS Air 108 with a search for an armed robbery suspect near McColl and Jackson Rds. The robbery occurred at a local Credit Union in Pharr, TX. The vehicle was located abandoned in McAllen. THP Troopers requested assistance from DPS Air 108 with a pursuit near Sam Fordyce Rd where THP Troopers attempted to stop a vehicle that attempted to run over a Trooper. The Trooper fired a shot at vehicle and the suspect was transported to hospital after sustaining a gunshot wound to the leg. USBP Agents requested assistance from DPS Air 108 in a criminal search of illegal alien suspects in the Falfurrias area, just northwest of the checkpoint. The aircrew arrived on scene and located a group of 11 suspects hiding in thick brush. The aircrew guided ground agents to the suspects location. Ten illegal aliens were apprehended. Sullivan City PD along with La Joya PD and McAllen PD, requested assistance from DPS Air 108 in reference to a vehicle pursuit on Pinto Rd. The suspects bailed out and were both apprehended. A search of the vehicle revealed a total of 222 lbs of marijuana. Ground units recovered a cell phone tossed by the suspects. The driver was arrested.

59 Additional information (cont) CBP Officers from the Hidalgo POE inspected an inbound 1999 Chevrolet Silverado with TX license plates occupied by one female Mexican citizen and one female USC. A secondary inspection revealed lbs of methamphetamine located in the trouser pant legs of the two females. The subjects were arrested and the vehicle was seized. CBP Officers from the Brownsville Gateway Bridge inspected an outbound 1997 Chrysler LHS with TX license plates occupied by one male USC. A secondary inspection revealed lbs of marijuana concealed within the speaker box located behind the rear passenger seat. The vehicle was seized. CBP Officers from the Pharr POE inspected an inbound 2006 Chevrolet Equinox with TX license plates driven by a female USC. A secondary inspection revealed lbs of cocaine concealed in a man-made compartment on the front end frame rails that hold the vehicle s bumper. The vehicle was seized.

One adult male Mexican national was arrested. ICE assumed custody of the narcotics, the subject, and the vehicle. During a secondary inspection of a 2007 Chrysler Sebring, Falfurrias USBP Agents seized lbs of cocaine (28 bundles) near Falfurrias, TX. One adult female USC, with $460 USD on her person, was arrested. DEA assumed custody of the narcotics, the vehicle, currency, and the subject. During a secondary inspection of a 2005 Freightliner tractor hauling a 2002 utility trailer, Falfurrias USBP Agents seized 1,125.1 lbs of marijuana (48 bundles), and a loaded handgun at the Falfurrias USBP Checkpoint. Two adult male USC s were arrested. DEA assumed custody of the narcotics, the vehicles, the loaded hand gun, and the subjects. Falfurrias USBP Agents along with a service K-9 seized lbs of cocaine (12 bundles) at the Falfurrias Border Patrol Checkpoint from a 2009 Mercedes Benz C300. During further inspection, a loaded handgun was discovered in the glove box. One female subject was arrested. ICE/HSI assumed custody of the narcotics, firearm and the subject.

DEA assumed custody of the narcotics, and the subject. Kingsville USBP Agents seized 3.19 lbs of cocaine (4 bundles) at the Sarita Border Patrol Checkpoint. A service canine alerted to a trash can inside a Valley Transit bus. Kenedy Co SO assumed custody of the narcotics. Kingsville USBP Agents seized 26.4 lbs of methamphetamines (26 bundles) at the Sarita Border Patrol Checkpoint. The meth was located in the dashboard of a blue Mercury Grand Marquis after a service K-9 alerted during primary inspection. DEA assumed custody of two subjects, narcotics and the vehicle. Brownsville PD Narcotic Agents received information in reference to a 2003 Cadillac loaded with several bundles of marijuana. Agents conducted a traffic stop on the vehicle and made contact with the driver. Agents requested and were granted consent to search the vehicle. The search revealed a total of 72.5 lbs of marijuana. The driver and passenger were arrested. Both subjects were charged with possession of marijuana.

64 Starr Co Deputy Border Interdiction Investigators attempted to conduct a traffic stop on a white Ford F-150 with TX LP. The driver refused to stop and a pursuit ensued. Vehicle drove into a wooded area and wrecked into a wooden fence. Driver bailed out and absconded. A search of the vehicle revealed lbs of marijuana in 34 bundles. Border Interdiction Deputies conducted a traffic stop on FM-649 by Las Escobas Rd. A Deputy made contact with the driver who stated that he was in possession of three firearms, a handgun and two rifles. A check of the weapons revealed a handgun had been stolen from Claiborne Co. Observed two male subjects walking south of FM-755. The Deputy made contact with the male subjects. Deputy was advised by both subjects (IAs) that they were lost and the coyote had left them a while back. Both subjects were referred to USBP. Responded to the Rio Grande City USBP Station to assist Agents. Agents stated that they had two male subjects in custody who were loading up a vehicle with 174 lbs of marijuana on FM-650 in Fronton, TX. The Deputy arrested both male subjects for possession of marijuana and assumed custody of the marijuana and seized the vehicle. Border Interdiction Investigators conducted a traffic stop on a 2003 Ford Expedition with TX LP for a traffic violation. Investigators approached the vehicle and observed one male subject in the front passenger seat, one male subject in the rear seat and three male subjects lying in the rear interior cargo area. Investigators determined that all five subjects were in the US illegally. All five UAs were referred to USBP Agents.

65 San Benito PD Officers responded to the Los Indios Bridge in reference to a male with outstanding warrants for assault on a peace officer, burglary motor vehicle, resisting arrest, and evading arrest. The subject had been hiding out in Mexico and turned himself in at the Los Indios Bridge. Officers confirmed the subject to be a Texas Syndicate gang member. The subject had old wounds to his head, and body, and indicated that he had gone through some beatings by the cartel while in Mexico. It is believed he may have some ties to the cartels. La Joya PD Officer attempted to conduct a traffic stop on a grey Ford Focus with Texas license plates on US-83. The driver refused to stop and a pursuit ensued. The driver bailed out and absconded. The Officer found the vehicle and observed several bundles of marijuana in plain view. The Officer seized a total of lbs of marijuana and impounded the vehicle. Harlingen PD Investigators conducted a search warrant at a residence located at FM-507 in Harlingen. During the search, approximately grams of marijuana was seized, as well as two handguns. The two subjects were arrested for marijuana possession, and firearms possession. Hidalgo Co Pct. 3 Deputy Constable attempted to stop a vehicle. A pursuit continued before the vehicle became disabled after the driver struck a curb under a freeway overpass. The driver attempted to flee on foot but was apprehended after a brief foot chase. The Deputy seized 361 lbs of marijuana inside vehicle and driver was arrested. Cameron Co SO SIU Investigators received information in reference to narcotics being stored at a residence on Wentz St. Investigators obtained a search warrant and upon execution seized 2.5 lbs of cocaine and arrested a male subject.

66 Additional information (cont) THP Trooper conducted a traffic stop on a 1998 Ford Escort on US-281 near San Manuel, TX. The Trooper received verbal consent to search the vehicle which revealed 35 lbs of marijuana in13 bundles concealed inside the vehicle quarter panel. The driver was arrested. THP Trooper conducted a traffic stop on a 2000 Honda Civic on US-83 near Sullivan City, TX. The Trooper received verbal consent to search the vehicle which revealed 44 lbs of marijuana in 4 bundles concealed inside the trunk. The driver was arrested. THP Trooper attempted to conduct a traffic stop on a 1995 Ford Thunderbird. The driver refused to stop and following a short pursuit the subject bailed out of vehicle and absconded into the brush. The Trooper conducted a search of the vehicle and found a total of 247 lbs of marijuana inside the trunk. THP Trooper conducted a traffic stop on a 1997 Jeep Grand Cherokee on US-83 near Roma, TX. The Trooper conducted a search of the vehicle and found a total of 282 lbs of marijuana in the back seat and rear cargo area. The driver was arrested. THP Trooper conducted a traffic stop on a 2005 Chevrolet Silverado on US-83 near Sullivan City, TX. The Trooper requested and was granted consent to search the vehicle. The search revealed a total of lbs of marijuana concealed in the gas tank of the vehicle. The driver was arrested.

67 OPERATION CONTINUATION FROM LAST BOSA: In a joint operation, the Texas Department of Public Safety (Ranger Recon Team, SWAT, AVN, CID, THP, and BSOC), USBP, ICE, CBP, TPWD, Texas Military Forces Special Operations Detachment, and other local law enforcement agencies, targeted rural areas being exploited by drug traffickers and alien smugglers in the Hidalgo Co area. The RGV JOIC provided coordination efforts prior to, during, and after the mission. CUMMULATIVE OPERATION TOTALS Suspected smugglers arrested 4 Marijuana seized/recovered 1,995 lbs, valued at $1,099,524* Vehicles seized/recovered 5 Illegal Aliens apprehended 45 * Values based on NDIC mid-2010 average of Texas cities retail prices: $551/lb marijuana McAllen PD and Texas Rangers, assisted by DPS Air 108, executed a search warrant on a house occupied by two kidnapping suspects and two victims in McAllen, TX. The Aircrew provided the Night Sun and FLIR coverage to prevent any suspects from fleeing the area. As Officers entered the house, the victims were located and the suspects fled into the attic. Officers utilized tear gas to coerce the suspects to surrender.

68 OPERATION USBP Agents requested assistance from DPS Air 108 on a criminal search west of the Donna Port of Entry Bridge for a group of six suspects that had crossed the Rio Grande. The Aircrew arrived on scene and quickly located the suspects running towards the river. Agents were able to apprehend five suspects but believe there was one outstanding suspect, likely the guide. Subjects hiding in the brush DPS Air 108 was advised of possible illegal alien and/or narcotics traffic. The Aircrew began searching a heavily wooded area with the FLIR camera. The Aircrew guided USBP Agents toward the group and a total of 12 suspects were apprehended along with three bundles of marijuana totaling lbs.

69 RGV JOIC Sector Assessment The RGV Unified Command agencies were responsible for the seizure of over 43,000 pounds of marijuana during the previous two weeks. This is an average of a 40% increase from BOSA statistics reported on November 16th. Cocaine seizures decreased from pounds reported two weeks ago to pounds this week. A total of 38.3 pounds of Methamphetamine was seized in the last two weeks. Heroin seizures totaled pounds for the week. Currency increased to a total of $3, During the last two weeks, a total of eight handguns and two long guns were seized. The USBP, CBP OFO, DPS Aviation, DPS THP, Texas Rangers and CID, Starr Co SO, Cameron Co SO, Hidalgo Co SO, Brownsville PD, Harlingen PD, San Benito PD, Edinburg PD, La Joya PD, Sullivan City PD, and McAllen PD contributed significantly to the narcotic and currency seizures. Illegal Alien apprehensions slightly decreased for the reporting period down from 1,112 last week and 1,004 this week. The OTM count increased from two weeks ago to a total of 653 this week. The Mexican Military had several engagements with the drug cartels that resulted in gun battles in the cities of Matamoros, Miguel Aleman and Reynosa. The Mexican authorities continued its crackdown on cartels through increased patrols in the western corridor to target Zeta factions in the cities of Nuevo Guerrero, Ciudad Mier, and Camargo. The USBP International Liaison Unit and the Mexican Military collaboration has resulted in the arrest of DTO members and seizure of narcotics. The exchange of intelligence and information has proven invaluable to operations.

The male subject is a confirmed member of the SURENOS TRECE street gang. Corpus Christi PD arrested the male driver of a 2005 Chevrolet Colorado pickup following a pursuit for evading arrest and outstanding warrants. The male subject is a confirmed member of the LOS ZETAS cartel organization. Alice PD seized lbs of cocaine and arrested the male driver of a 2000 Lincoln sedan during a traffic stop. The male subject is a confirmed member of the MEXICAN MAFIA gang. Alice PD seized a handgun and arrested the male driver of a Lexus sedan on warrants during a traffic stop. The male subject is a confirmed member of the MEXICAN MAFIA gang. Alice PD seized three Hydrocodone pills and arrested the female driver and male passenger of a Dodge Ram 1500 pickup during a traffic stop. The male passenger is a confirmed member of the MEXICAN MAFIA gang.

74 Gang Activity Alice PD seized lbs of marijuana, lbs of cocaine, a stolen.40 cal Sig Sauer pistol (stolen from a Federal Agent), and arrested eight (8) male subjects and two (2) female subjects during an investigation into a disturbance at a residence. Two of the male subjects were confirmed RANCHO ALEGRE street gang members, one male subject was a confirmed LATIN KING gang member and one male subject was a confirmed MEXICAN MAFIA gang member. 75 Gang Activity ANALYST NOTE: Through open source articles, the BSOC identified the following suspects as Juan Manual MATA Jr (MEXICAN MAFIA), Simon SALINAS (LATIN KING), Scott Lee SALINAS (TEXAS SYNDICATE), Gilbert SANDOVAL (RANCHO ALEGRE), MIGUEL TEODORO CRUZ (RANCHO ALEGRE), Roxanne VILLAGRAN (suspected RANCHO ALEGRE), and Isaac VELA. The three other suspects were juveniles and not named in the open source article. The RANCH ALEGRE is a small gang located Alice, TX. Further research into the arrested subjects identified Scott Lee SALINAS as a confirmed TEXAS SYNDICATE within TDCJ databases. Several of the arrested subjects have TEXAS SYNDICATE ties. Scott Lee SALINAS and Simon SALINAS are believed to be brothers. Intelligence sources in the Alice, TX, area indicate that the LATIN KINGS, MEXICAN MAFIA, and RANCHO ALEGRE gangs generally are not allies, but it is believed that the MEXICAN MAFIA member VELA may have been the drug supplier of the RANCHO ALEGRE gang. Additionally, the police responded to the location after a report of shots fired. At this time, it is unknown which person fired the shots, although the RANCHO ALEGRE members were found inside the residence where the handgun was seized. Checks of subjects through CBP and USBP databases returned negative results for border crossings or criminal interactions with the arrested subjects. 76 Additional Information DPS 103 was assigned to assist THP operations in Jim Wells Co. DPS CID agents called for aerial surveillance of a vehicle reported to be stolen. An attempt to stop the vehicle was made by a Jim Wells Co SO unit. The suspect vehicle began to flee at a high rate of speed. DPS 103 maintained close observation of the suspect vehicle during the pursuit. The suspect vehicle left the roadway and drove through a barbed wire fence into an open field where seven subjects bailed out. Two suspects were quickly arrested by the pursing Deputy. DPS 103 guided officers to four other suspects that were hiding in the brush. The remaining suspect was located by DPS 103 and arrested. All seven subjects were apprehended and the stolen 2006 Ford F-250 pickup was recovered. Checkpoint DPS 103 assisted Victoria Co SO with Operation "Hide and Seek. Officers set up a DL checkpoint about 12 miles northwest of Victoria, TX, where several human trafficking events had occurred. 79 Additional Information Kleberg Co SO and USBP seized 64.2 lbs of marijuana concealed in the sleeper cab of a 2003 Freightliner tractor truck. The male driver was traveling on US- 77N from Brownsville, TX, to Houston, TX. Assault on Female IA in Brooks Co Brooks Co received a report from a female IA from Honduras. She stated that after arriving at the border on the MX side on 04 NOV 2011, she was taken to a stash house. On 08 NOV 2011, she and a group of other IAs crossed the river into the U.S. After being picked up by a vehicle, they drove until stopped by law enforcement. The group eluded law enforcement and dispersed into the brush. The female IA ended up walking alone for approximately 15 hours. She stated that she came upon a group of four men in the brush; three were carrying marijuana and one food, water and a pistol. After stopping for the night, the IA awoke to find two of the men holding her down, and assaulting her. She said she was able to escape and run into the brush and was eventually picked up by USBP and taken to a hospital in Kingsville, TX. She said she had not been sexually assaulted, but just beaten. The assailants were described as undocumented aliens between the ages of YOA, wearing black jeans, jackets, shirts, and shoes, and in one report wearing black ski masks. USBP agents located what appeared to be two lay-up areas on the ranch near Beeville, TX. 85 20 NOV 2011: THP Panhandle attempted to conduct a routine traffic stop on two vehicles observed traveling together. The follow vehicle (a 2003 Honda Civic, bearing SC registration) would not allow DPS between the two vehicles, and when a second Trooper attempted a stop, the Honda swerved and attempted to ram the first DPS unit. The Trooper avoided collision and both the Honda, and a 2012 Mazda (bearing FL registration) were stopped. The odor of marijuana was emitting from both vehicles and a probable cause search revealed a total of 155 lbs of marijuana. The load vehicle contained 64 bundles in the trunk, while the follow vehicle contained only a pipe. The driver of the follow vehicle advised that he was being paid to follow the marijuana and to prevent the load vehicle from being pulled over, even if it meant disabling LE vehicles. 90 29 NOV 2011: During a routine commercial vehicle inspection of a 2004 Freightliner truck (bearing TX registration), pulling a 2006 Utility trailer (bearing ME registration), a CVE Sulphur Springs Trooper noticed the VIN plate on the trailer was missing. A criminal history of the driver indicated multiple drug trafficking charges, and a subsequent probable cause search revealed 340 lbs of marijuana within several boxes in the trailer. In addition, 60 Dell computers were seized until determined if stolen. The marijuana was traveling from El Paso, TX to North Carolina. 91 30 NOV 2011: THP Jourdanton conducted a traffic stop on a 1995 Ford F-350, bearing TX registration. A consent to search was obtained and the K-9 Unit called to the scene. The K-9 hit on an acetylene tank in the bed of the truck and the Trooper discovered the odor of fresh paint and Bondo. Once the tank was removed from the truck, the Bondo was visible on the bottom. The Trooper broke the Bondo, unscrewed it and took out six screws to access a compartment holding 30 bundles of marijuana, totaling 74 lbs. 92 21 NOV 2011: A multi-agency task force was in the process of covertly monitoring a tractor trailer, driven by a confidential informant (Lawrence Chapa) in a suburban area of Northwest Houston, when a Ford Expedition appeared out of nowhere and blocked the tanker truck in. The truck, containing 300 lbs of marijuana, was en route to a controlled delivery destination when the SUV and two additional vehicles cut off the tanker and sprayed the cab with bullets, killing Chapa. During the confusion, a Sheriff s Deputy was shot in the leg by friendly fire, as multiple agencies descended on the scene. JUÁREZ On 17 NOV 2011, a 15-yr-old boy was shot and killed in front of a residence located near the intersection of 8 de Octubre and Batalla de Santa Clara streets in colonia Che Guevara. Neighbors said the boy lived in the area for a short time and did not know much about him. CD. JUÁREZ On 22 NOV 2011, the bodies of three men were discovered in an arroyo at the end of Avenida de las Torres in colonia Praderas del Sol. The bodies displayed signs of torture and their hands and feet were bound. CD. JUÁREZ On 22 NOV 2011, two municipal police officers were executed while driving home from work. The homicides occurred near the intersection of Riberas del Norte and Riberas Peñasco streets in the Riberas del Bravo etapa 7 sub-division. Forty-four shell casings in 7.62 x 39 mm were recovered at the scene. CD. 97 Significant Events in Mexico (cont) On 22 NOV 2011, Mexican military soldiers seized a weapons cache and 2 tons of marijuana in the municipality of Cd Miguel Aleman, Tamaulipas, which is a major smuggling route for drugs into the US in deep South Texas. The Cd Aleman "plaza" is currently controlled by the Metro faction (M3, M4) of the Gulf cartel. Army troops seized the weapons cache from an unoccupied building in the small community of Los Guerra. On 23 NOV, Army troops seized 518 packages in the outskirts of Miguel Aleman containing more than 2 tons of marijuana. Mexico's military has seized a total of 5 tons of marijuana this month in Miguel Aleman. 98 .50 Caliber Barrett Rifles Desired by Mexican Cartels On 24 MAY 2001, gunmen working at the service of La Familia Michoacán (LFM) forced a police helicopter to make an emergency landing in Michoacán State after firing on it with a.50 caliber Barrett rifle. Since MAY 2001, Mexican authorities have noted an increase in the use of.50 caliber Barrett rifles by drug cartels operating in Mexico. The use this weapon is has the capacity to give cartel operators an edge over authorities, given its destructive capability. Between 2009 and 2010, 20 Barrett weapons were seized by ATF Agents just before crossing the border from the US into Mexico. Thirty-four (34) Barrett rifles sold by weapons dealers located along the US Mexican border are known to have been smuggled into Mexico. Of these, only 4 have been recovered. Forty-two (42) Barrett rifles were seized by Mexican authorities between 2007 and 2011 in Sinaloa, Baja California, and Jalisco. In 2010 alone, 13 Barrett rifles were seized. Since JAN 2011, 14 Barrett rifles have been seized. The areas from which Barrett rifles have been seized have been identified as prime Plazas and highly disputed areas to include: Cd. Juárez, Culiacán, Tijuana, Reynosa, Apatzingán, Veracruz, Durango, and Nogales. In recent years, the Barrett has been utilized by cartels to assassinate prominent officials traveling in armored vehicles, to kill members of rival criminal organizations, and even attack helicopters. During an operation conducted by Federal Police on 29 MAY 2011 near Michoacán State, four Blackhawk helicopters were fired upon while performing landing procedures. Police subsequently returned fire from the helicopters, loaded their men, and withdrew after damage inflicted on one of the helicopters left a gaping hole in the cockpit, narrowly missing the pilots head. Items seized following this operation included a.50 caliber Barrett rifle, 70 other rifles, and multiple tactical vests.

99 Significant Events in Mexico (cont) GUADALAJARA On 24 NOV 2011, Mexican authorities discovered the bodies of 26 victims murdered by Los Zetas found inside three abandoned vehicles, near the Milennium Arches in Guadalajara. The murder rate has soared in the state of Jalisco as La Nueva Generacion (Cartel de Jalisco Nueva Generacion - CJNG) and La Resistenica (a La Familia faction group) fight to control the plaza. Analysts have said there is some indication that La Resistencia will join Los Zetas, which would produce a coalition threatening Sinaloa's methamphetamine operations. The assassins left behind a message directed at the Sinaloa cartel with the 26 bodies. Los Zetas claims that the leaders of the Joaquin El Chapo Guzman Ismael El Mayo Zambada Garcia Sinaloa cartel Joaquin El Chapo Guzman and Ismael El Mayo Zambada Garcia are informants for the US government. They also claim that the governors of Jalisco and Sinaloa are in the pockets of the Sinaloa cartel. The message states that Los Zetas are well established in the state of Jalisco and do not need or have the support of the Mexican army, Marines, or any federal or state authority. On 25 NOV 2011, the website of the weekly Mexican newspaper Riodoce was taken down by a cyber attack. The distributed denial-of-service (DDoS) attack follows the murders of two unidentified twitter users in Nuevo Laredo and the slaying of two workers of an Internet news site and blog. According to Riodoce s Director, the DDoS attack began 25 NOV at noon. The publication is known for its incisive reporting, and recently received New York s Columbia University Maria Moors Cabot Award for heroically struggling to report the news in the face of increasing violence from organized crime. The newspaper covers Sinaloa s drug trade but has always managed to avoid provoking the wrath of drug traffickers. It has now been three days since the website riodoce.com.mx disappeared from the web. Riodoce found out about the attack when their US-based internet host Dreamhost, warned them about a big attack that also affected some of their other clients. The internet hosting company is now refusing to host Riodoce. Sinaloa, where Riodoce was founded in 2003, is home to the Sinaloa Cartel, but has recently been hit with a wave of unprecedented violence due to battles between different organized crime groups.

100 Synthetic Drug Labs Dismantled in Sinaloa On 17 NOV 2011, Mexican military discovered a synthetic drug lab in an area overgrown by bushes near La Chicayota village in Culiacan, Sinaloa. Those items seized from this lab included: 746 kg (1,641 lbs) of solid methamphetamine 953 liters of methamphetamine 175 kg (385 lbs) of tartaric acid 325 kg (715 lbs) of caustic soda 150 liters of toluene 150 liters of hydrochloric acid 100 liters of acetone 340 liters of an unknown substance 5 organic reactors Other items used in the production of synthetic drugs Culiacan No arrests were made in conjunction with the dismantling of this drug lab. On 14 NOV 2011, Mexican military dismantled a synthetic drug lab while conducting land reconnaissance in an area overgrown by bushes in the Chapala village of Cosala, Sinaloa. Those items seized from this area included: 190 kg (418 lbs) of solid methamphetamine 69 kg (151.8 lbs) of tartaric acid 97.5 kg (214.5 lbs) of an unknown white powder 150 kg (330 lbs) of sodium hydroxide 200 kg (440 lbs) of caustic soda 600 liters of toluene No arrests were made in conjunction with the dismantling of this drug lab. ANALYST NOTE: With the decline of La Familia Michoacana (LFM), it appears that the Sinaloa Cartel has stepped up as the largest distributor of methamphetamine to the US. Culiacan Cosala

101 Synthetic Drug Labs in Mexico According to the 2011 World Drug Report compiled by the United Nations on Drugs and Crime, that within Mexico, the largest number of synthetic drugs labs have been when dismantled include: Sinaloa, Jalisco, and Michoacán. During 2011, SEDENA, SEMAR, and SSP reported that the number of labs dismantled in these states were 67, 65, and 25 respectively. Jalisco has been noting as being a primary production site because of its proximity to the Port of Manzanillo. Other statistics reported regarding synthetic drugs in Mexico included: Seizures of methamphetamines along the US-Mexico border increased by 87% (from 1,860 kg to 3,478 kg) between 2007 and The price per gram of methamphetamine decreased from $284 USD to $119 USD between 2007 and ANALYST NOTE: The city of Manzanillo, located on the Pacific Ocean, contains Mexico s busiest port. It is also home to the Mexican Navy s Pacific Naval Force. In 2007, the port moved 1.4 million TEUs (twenty-foot equivalent unit, which represents the cargo capacity of a standard intermodal container) and 18 million tons of total cargo. 102 Significant Events in Mexico (cont) COAHUILA - The Mexican Army has dismantled a sophisticated communications system used by Los Zetas, considered to be worth roughly $350,000 USD. Military personnel discovered the communications network in a building in a residential neighborhood of Torreon, as part of Operation Safe Laguna. Authorities seized 63 digital radios, 59 analog radios, 24 cell phones, 22 radio phones, four laptops, three digital repeaters and two hard drives, as well as drugs and documents. Four people were arrested in connection with the network's operation. ANALYST NOTE: On 08 SEPT 2011, the Mexican Navy broke up a sophisticated communications network used by Los Zetas in the eastern state of Veracruz. The drug cartel was using the equipment to coordinate drug trafficking, kidnap, extortion, murder, and overall communication between the gang s cells across much of the state. Ezequiel Cardenas Rivera MATAMOROS - On 25 NOV 2011, Ezequiel Cardenas Rivera, aka El Junior, son of deceased top Gulf cartel boss Antonio Ezequiel Cardenas Guillen, aka Tony Tormenta, was captured by Marines along with four associates while attending a party at a house in Matamoros, Tamaulipas, directed across the border from Brownsville, TX. The following are the other subjects detained: Jose de Jesus Garcia Hernandez (32) - Suspected of being the Gulf cartel s boss in Matamoros Rene Alberto Munguia Elizondo (43) - Accountant for Gulf Cartel Javier Enrique Farias Garcia (49) - Accountant for Gulf Cartel Erasmo Garcia Galvan (37)

103 Significant Events in Mexico (cont) BAJA CALIFORNIA - Mexico's Ministry of National Defense (SEDENA) has announced the seizure of $15,350,000 USD, 6 kg of cocaine and 4 weapons from a home in Tijuana, Baja California on 17 NOV In a press conference, SEDENA spokesman announced the seizure occurred in the colonia Cumbres de Juárez and that the money, drugs and weapons belonged to the Sinaloa cartel headed by Joaquin "el Chapo" Guzman. No arrests were mentioned in the press conference. The seizure was the latest action in the Army's ongoing Operation Zorro, a regional counternarcotics offensive in Baja California and Baja California Sur. This is the second largest cash seizure by Mexico's Army in its fight against the drug cartels. The Army's largest cash seizure, more than $26 million USD, occurred in SEPT 2008 in Culiacan, Sinaloa. The Army was also active in Tijuana with the seizure of lbs of cocaine and the arrest of one individual on 20 NOV 2011in the Sonora neighborhood. The cocaine seized also belonged to the Sinaloa cartel. According to SEDENA analysts, the Sinaloa cartel now dominates the entire Baja California peninsula. Four other persons were arrested over the weekend by Army troops in Tijuana. At the time of their arrest the individuals had 14 weapons, 10 kg of marijuana and 458 grams of crystal meth in their possession. Cartel Influence on Mexican Elections MICHOACAN In an audio tape with PRD supporters, La Familia leader, Horacio Morales Baca, aka El Perro, warns supporters that if they vote for PRD Candidate, Javier Lopez Yanez, La Familia will kill a member of their family and burn their houses. Morales Baca states that everyone has to vote for Julian Rodriguez Rosales. Morales Baca took over operations in Tuzantla, Michoacan, to prevent the arrival of Los Caballeros Templarios.

104 Significant Events in Mexico (cont) SINALOA - On 23 NOV 2011, police officers responded to a report regarding a Nissan pickup in flames in the Antonio Rosales neighborhood of Culiacan, Sinaloa. Once the fire was extinguished, police recovered the bodies of 12 incinerated individuals (11 males and 1 female) from the vehicle. Shortly after the first incident, a white Ford Ranger was set on fire (plates UB and reported stolen in Guamuchil) in the Tres Rios complex in Culiacan. Recovered from the interior of this vehicle were four incinerated bodies. Of those victims, all were bound at the hands, while one had been decapitated. Three of the victims were identified as police officers. These incidents have not yet been linked to a specific cartel. On 29 NOV 2011, Mexican Federal authorities confiscated 911 guns from a container ship in the port of Lazaro Cardenas. The guns were found on board a cargo ship en route from Turkey to Nicaragua. According to Mexican authorities, this is the largest seizure of illegal weapons in the country s history. The cache included several varieties of handguns and more than 750 shotguns. Organized crime groups generally prefer to use semi-automatic and assault weapons, like the AK-47 or AR-15. One variant on the AK-47, the WASR-10, is the gun most commonly seized within Mexico.

105 Cross-Border Tunnel from Mexico to California The largest marijuana bust at a cross-border tunnel was recently discovered linking San Diego with Tijuana. An investigation into the tunnel which began in May and ended in November, linked warehouses in San Diego and Tijuana. The tunnel was equipped with a hydraulic lift, electric rail carts and a wooden staircase. For three years, authorities have found sophisticated tunnels on the US-Mexico border shortly before the winter holidays in what officials speculate is an attempt by drug smugglers to take advantage of Mexico's fall marijuana harvest. Two weeks ago, authorities seized 17 tons of marijuana in connection with a tunnel linking warehouses in San Diego and Tijuana. Authorities began investigating that passage in June, according to court filings. Tuesday's find netted more than 32 tons of marijuana nearly 17 tons at a warehouse in San Diego's Otay Mesa area, and about 11 tons inside a truck in the Los Angeles area and 4 tons in Mexico. According to the DEA, it ranks as the second-largest marijuana bust in US history if the drugs found on the Mexican side of the tunnel are counted and the third-largest without the Mexican stash. US authorities have detected more than 75 cross-border smuggling tunnels over the last four years, mostly in California and Arizona. Shoes hanging on the wall appear to be cleats.

109 External Diesel Fuel Tanks Since JAN 2011, the BOSA has reported on 10 incidences of contraband concealed inside external diesel fuel tanks. Seven of these occurred in the Laredo Sector, three of which were at the FM-1017 Checkpoint near Hebbronville. Gas tank concealments are common in most sectors, particularly in El Paso and RGV Sectors. The external diesel tanks allow for larger amounts to be transported and easier access than the conventional ones under a vehicle. During the last two reporting periods, there were three seizures involving external diesel tanks in the Laredo Sector and one in the Coastal Bend Sector. Date. 111 Horse Saddles On 15 NOV 2011, Federal Agents uncovered $500,000 of Atlanta-bound cocaine inside a horse saddle as it crossed the Mexican-US border through the US Postal Service. They immediately launched "Operation Urban Cowboy" and tracked it as it made its way to a tack store in Georgia. Agents informed the owner of the business where the parcel was due to be collected and were at the store when a man and woman came to pick up the package. Inside the saddle, police found 11 lbs of cocaine. The man and his female companion were arrested and charged with drug trafficking. The bust was part of an ongoing operation to identify drugs coming into the Georgia and the US through postal services. On 16 JUN 2011, CBP/OFO Officers working at the Lincoln Juarez Bridge seized 2.5 lbs of cocaine that was concealed inside the tree of two horse saddles. On 02 MAY 2011, CBP/OFO at the Lincoln Juarez Bridge seized heroin (1.21 lbs) and methamphetamine (2.75 lbs) from a western saddle (with similar characteristics) on a passenger bus.

The largest single seizure occurred in the Laredo Sector where CBP/OFO Officers at the Lincoln-Juarez Bridge seized $728,647 USD that was concealed inside the rear door quarter panels of a 2002 Chevrolet 1500 pickup. In the Del Rio Sector, CBP-OFO Officers at the Eagle Pass POE seized $62,500 USD wrapped in fabric softener sheets and cellophane concealed inside a compartment behind the air filter of a 1997 Chevrolet pickup.
