2 Key Events and Findings The Coastal Bend Sector experienced two large marijuana seizures of 3, lbs and 1,677.7 lbs, transported in truck/trailer combinations and co-mingled with produce, one with watermelons in Wharton Co on US-59 and one with cabbages in Falfurrias on US-281. On 08 MAR 2011, the El Paso Sector Border Intelligence Center (BIC) received intelligence of narcotics smuggled in earth rollers. This week the Marfa Sector discovered an industrial steam roller also known as an earth roller abandoned on a ranch with 1,071.5 lbs of marijuana concealed inside. In the last two weeks, the RGV Sector observed two incidences of polyurethane used to cover marijuana bundles in wooden crates. Cameron Co SIU Investigators discovered a wooden crate on a commercial freight line company in La Feria, TX, with lbs of marijuana covered in polyurethane. This week the Coastal Bend Sector reported four large currency seizures of $150,000 USD or higher totaling, $1,522,030 USD. On 06 MAR 2011, the Piloncillo Ranch foreman encountered five DTO members in a white pickup on the property who then fired at foreman in his vehicle and fled. On 09 MAR 2011, Federal Police arrested Marcos Carmona Hernandez, "El Cabrito," jefe de plaza (regional crime boss) for Los Zetas in the southern state of Oaxaca. Investigations revealed that Carmona Hernandez reported directly to Heriberto Lazcano Lazcano, " El Lazca," the head of the Los Zetas. On 05 MAR 2011, the Federal Ministry of Public Safety (SSP/Federal Police) announced the capture of the brothers Gustavo Arteaga Zaleta, "El 85" and Pablo Jesus Arteaga Zaleta, "El Enano," and other alleged members of the Gulf Cartel in the city of Tampico, Tamaulipas.

8 Gang activity Six gang-related incidents were reported during this period involving seven arrests of members from six different gangs. There were seven criminal and one fugitive arrests. The incidents involved: Assault, Robbery, Assault with a Deadly Weapon, Theft, Failure to Identify, and Possession of Marijuana. Aryan Brotherhood Three Six Mafia Revoked Within Society Sureno 13 Barrio Azteca 19 th Street The Aryan Brotherhood is also known as The Brand, AB, the One-Two (for the letters A-B). Tattoos include Sig Runes, Shamrocks, Nazi symbolism, and Celtic icons. They currently have an ongoing alliance with La EME (the Mexican Mafia). Although not very active in El Paso, they do exist. Currently three Aryan group members are confined in the El Paso County Jail Annex. The Barrio Azteca gang uses Aztec-type drawings for their tattoos. They will hide the letters B-A or use the numbers 2-1 for the letters B-A. The Barrio Azteca has spread throughout the United States. The El Paso Police Department s gang data base includes approximately 785 confirmed members.

18 Additional information 25 FEB 2011 CBP-OFO Officers Paso Del Norte POE lbs of marijuana 2002 Chevy Suburban Concealed: Floorboard On 05 MAR 2011, CBP-OFO Agents at the Bridge of the Americas POE seized: 605 ecstasy pills and arrested one subject. The subject was a pedestrian at the POE. The contraband was concealed within a small plastic bag near the subject s groin area and right foot lbs of marijuana and arrested one subject. The subject was in a 1996 Chevy Suburban. The contraband was concealed within the rear cargo area, fuel tank, and spare tire of the vehicle lbs of marijuana. The contraband was concealed in the back area of a 2000 Mercedes Benz Tour Bus. No subjects were arrested. Stock Photo

19 Additional information (cont) On 07 MAR 2011, El Paso PD Narcotics officers seized more than a half-ton of marijuana at a stash warehouse in east El Paso. The seizure, estimated to be between 1,300 and 1,500 lbs, was the largest for the West Texas Stash House Unit this year. Three men were arrested in connection with the raid of a small warehouse in an industrial lot on Rojas Drive near Loop 375. Marijuana bricks were stacked in boxes behind a large garage door. The seized marijuana has an estimated worth ranging from $325,000 locally to more than $1 million at its final destination. Weapon and Magazines concealed within rear seat On 07 MAR 2011, CBP-OFO Officers at the Ysleta POE seized one.308 cal. rifle, two 19 rd magazines, an Aimpoint Optic, and a box of.308 ammunition. The weapon and accessories were concealed with in the rear seat of a 2002 Jeep.

20 El Paso JOIC s Sector Assessment (cont) The El Paso Sector experienced a decrease of marijuana and an increase in cocaine, meth, and currency seizures. Additionally, there was an increase in stolen vehicles (10) and a decrease in the recovery of stolen vehicles (2). Of the total 2,789 lbs of marijuana seized, 1,292 lbs was seized at the Bridge of the Americas (BOTA), 41 lbs at the Ysleta POE, 179 lbs at the Paso Del Norte POE, 710 lbs at FT Hancock, and 506 lbs in the Lordsburg area. There were 41 reported marijuana seizures across the POEs, and one cocaine seizure at the Ysleta POE (9.62 kilos). In the past four weeks there has been a noticeable trend in the concealment of contraband under vehicle flooring; however, quarter panels, tires, and fuel tanks still remain the predominate concealment locations in a wide variety of vehicles. SUVs and pickup trucks appear to be the vehicle of choice for floor concealment at this time. The El Paso Police Department reported 20 marijuana seizures totaling 57 lbs and seven cocaine seizures totaling 0.3 kilos. El Paso PD is in the process of conducting Southbound Operations which will conclude on 12 MAR The El Paso Co SO reported two cocaine seizures totaling 1.3 kilos and no marijuana seizures.

The total reported IA apprehensions within the El Paso Sector from January 5 through March 1 is 1,978, with 136 being other than Mexican (OTM). 22 El Paso JOIC s Sector Assessment (cont) City-wide index crime continues to show a decrease by 12% compared to the same time-frame last year. There is a noted 800% increase (8) in murders, a 100% increase (21) in sexual assaults, a 1% decrease (1) in robberies, a 8% decrease (151) in assaults, a 12% decrease (38) in burglary, a 26% decrease (88) in vehicle theft, and a 15% decrease (71) in vehicle burglary. 26 Additional Information CBP requested assistance from DPS 119 in locating subjects in the wilderness of Terrell Co. Seven suspects were arrested. Subjects walking in desert. Reeves Co SO seized $482,575 USD and apprehended one USC during a traffic stop in Reeves Co, TX. The currency was concealed in the rear quarter panels of a 1998 Acura two door coupe. 27 Additional information (cont) Hudspeth Co SO with assistance from USBP seized 1,071.5 lbs of marijuana found hidden inside an industrial steam roller and apprehended one USC. USBP Agents in Presidio Co seized lbs of marijuana and apprehended one USC at the Presidio Bus Station in Presidio Co. The marijuana and subject was turned over to Presidio Co SO.

28 Marfa Unified Command Sector Assessment Marijuana seizures are up significantly compared to last week s total due to a large single seizure. Approximately 1, lbs of marijuana was seized by the Unified Command in the Marfa Sector. The largest seizure was 1,071.5 lbs at the Sierra Blanca Checkpoint. The second largest seizure was lbs of marijuana seized by USBP at the Sierra Blanca Checkpoint. There was no cocaine seized this week. In addition, 0.3 lbs of Hashish, seven ecstasy pills, and six Xanax pills were seized this week. Weapon seizures were also up with five firearms seized. IA apprehensions were up across the entire area. Reeves Co SO conducted a traffic stop resulting in the seizure of $482,575 USD. This is the largest currency seizure to date in the Marfa Sector and higher than the average seizure totals for 2009 and The Marfa Sector discovered a new method by DTOs to smuggle contraband. A local rancher reported an abandoned truck and trailer hauling an industrial steam roller, also known as an earth roller. A subsequent search lead to the seizure of 1,071.5 lbs marijuana. The marijuana was located inside the roller. NOTE: On 08 MAR 2011, the El Paso Sector Border Intelligence Center (BIC) received intelligence of narcotics being smuggled in earth rollers.

32 Gang Activity A USBP Agent observed two vehicles driving in tandem on US-57. As the Agent began to follow the vehicles at the intersection of US-83 and US-57, when a Zavala Co SO Deputy assisted in attempting to stop one of the vehicles, a GMC Suburban. The Suburban intentionally drove through a fence and continued driving through a ranch before hitting a tree. Several subjects bailed out of the vehicle but all subjects were detained at the scene, placed into custody, and transported to the USBP Uvalde Station for processing. The driver has suspected gang affiliation with TANGO BLAST. The vehicle was turned over to the Zavala Co SO. A Uvalde PD Officer conducted a traffic stop of a vehicle traveling southbound on US-83. Upon making contact with the vehicle's occupants, the Officer observed double lightning bolts on the driver s inner left forearm. The Officer inquired about the tattoo and the subject stated that it was no secret, and immediately admitted to being a member of the ARYAN BROTHERHOOD OF TEXAS, or "A.B.T." The subject stated that he was doing pipeline work in Crystal City. The Officer then observed more tattoos identifying his gang membership. The subject was also wearing a black jersey, with the red letters "ABT" on the back with and two lighting bolts. Photos of the subject were taken. Both the driver and the subject were released without charges.

33 Gang activity (cont) A Uvalde PD Officer assisted in a traffic stop on US-83 in Uvalde Co where the driver admitted to being a member of the LATIN KINGS. The driver stated that he was recently released from prison. The subject allowed the Officer to photograph his tattoos and was released afterwards. The subject is a resident of Uvalde Co. 5-Point crown Latin Kings 830 area code

34 Additional information USBP Agents observed: Several individuals carrying large backpacks crossing the Rio Grande into an orchard south of Eagle Pass. The subjects dropped the five backpacks and attempted to abscond. The Agents apprehended three IAs and seized the backpacks containing lbs of marijuana. DEA took custody of one subject and the contraband. Four individuals carrying large bundles walking up the canal toward La Ruidosa St, El Indio, TX. The Agents apprehended all the subjects and seized 12 bundles of marijuana with a total weight of lbs. Three subjects and the marijuana were turned over to the DEA; a juvenile subject was granted a voluntary return to Mexico. Six individuals approached Broadbent Ave, Val Verde Co, carrying large bundles across a fence line. When confronted, the subjects absconded south leaving five bundles. The five bundles contained 180 packages of marijuana with a total weight of lbs. One juvenile and one adult were arrested. The adult subject was turned over to ICE. A suspicious black Chevrolet Silverado pickup truck on FM The Agent performed an immigration stop on the vehicle, and the female passenger immediately indicated that she was in fear of her life. The passenger stated that there was a rifle in the vehicle; a search of the vehicle yielded one AR-15, two loaded magazines (60 rounds of.223 cal ammo), and a hatchet. The Agent contacted Zavala Co SO for assistance, who subsequently arrested the male driver for domestic violence and took possession of the rifle and magazines. The female passenger was released with the truck.

35 Additional information (cont) Dimmit Co SO Deputies executed an arrest warrant on a residence in Carrizo Springs. With the assistance of a USBP service K-9, 0.18 lb of cocaine, 0.06 lb of marijuana, a.300 cal. rifle, a.22 cal. rifle, a.40 cal. pistol and surveillance equipment were all discovered and seized. A total of four subjects were arrested. A Zavala Co SO Deputy performed a traffic stop on a White 2005 Dodge Stratus on US-57 in La Pryor. When the vehicle stopped, the passenger bailed out and ran into the brush. The driver stayed in the car, and when the Officer approached, he observed a large green duffel bag in the back seat. The duffel bag contained lbs of marijuana and the subject was arrested. A THP Trooper performed a traffic stop on a 2003 GMC truck on US-90, Val Verde Co. The Trooper located lbs of marijuana as well as two weapons, a.357 cal. pistol and a switchblade knife. The subject was arrested, weapons seized, and the vehicle was towed. DPS-Air 116 flew in support of DPS-CID with a stolen vehicle task force in Frio, LaSalle and Dimmit counties. The Aircrew responded to a pursuit involving Dilley PD on a stolen Ford F-350 truck. Officers pursued the truck on FM-117 which then turned onto FM-1581, drove through a fence and continued into the brush. The Aircrew arrived on the scene, and after searching found the stolen truck approximately three miles from the roadway. The Aircrew directed USBP Agents and Officers to the vehicle. The search was finally called off after the suspects failed to be located.

36 Additional information (cont) USBP Agents located a parked vehicle on the irrigation lateral in a pecan grove in Quemado, TX. The Agents located two bundles in the back of the vehicle. A search of the area revealed another bundle located in the brush about 15 feet from the truck. A total of 108 bricks weighing 216 lbs of marijuana was seized. The Agents arrested one subject. 37 Del Rio Sector Unified Command Sector Assessment This reporting period, there was only a small amount of cocaine seized, lbs, as compared to the last reporting period. There have been two cocaine seizures made by DPS-THP between Waco and Dallas on I-35 and one made by Round Rock PD on I-35 that came out of the Del Rio Sector during this reporting period. Two of the seized loads came out of Del Rio and the other one was out of Eagle Pass. The total amount of cocaine seized is lbs. In all three incidents, the vehicles had bridge crossings within the Del Rio Sector. The amount of cocaine that is being shipped through this area remains above average levels for the year. It is possible that that the increased activity by the Mexican Military may have caused a shift in the smuggling routes. Marijuana Seizures 9 Total With the exception of one week in the last two months, the majority of the marijuana seizures have been in Maverick Co along the US-277 corridor.

38 Del Rio Sector Unified Command Sector Assessment (cont) The majority of the stolen vehicles recovered continues to be in Dimmit Co, followed by Zavala Co. In the majority of the cases where a stolen vehicle is involved in a pursuit/bailout, the smuggled load is illegal aliens and not narcotics. The majority of the stolen vehicles recovered continue to be from the Austin and San Antonio areas. The only other significant change is in the number of IAs apprehended. Last week there were 208 apprehended and this week there were 421 apprehended. This may be due to the seasonal springtime work that is available. Southbound operations continue with CBP- OFO and USBP conducting Operation OUTBOUND and Maverick Co SO conducting Operation MAVERICK at the Eagle Pass POEs. 42 Gang activity On 4 MAR 2011, Laredo PD Officers arrested: A male subject identified as a TANGO BLAST gang member for possession of cocaine and terroristic threats. The Officers recovered lb of cocaine at scene. A male subject identified as a SURENO 13 gang member with extensive criminal history and charged with aggravated robbery. A male subject identified as a ZETA gang member was served with a warrant for unlawful carrying of a firearm. The Officers recovered a.9mm and.40 cal. pistols,.223 cal. rifle and assorted magazines and ammunition. A male subject charged with possession of firearm. Officers recovered a.357 Magnum revolver and.22 cal. rifle at the scene. The subject was identified as a MEXICAN MAFIA associate gang member. A male subject with a warrant for robbery. The subject was identified as a LATIN KING gang member. All subjects was remanded to Webb Co Jail. On 6 MAR 2011, USBP Laredo South Agents working the Masterson Rd Area near the river apprehended a Honduran illegal alien male, who was also an MS-13 gang member. Expedited Removal is pending. 43 Additional information USBP Hebbronville Agents: On 02 MAR 2011, working on FM-2295 approximately six miles west of Benavides, TX, were traveling eastbound behind a 2000 Silver Lincoln Towncar, when the vehicle executed an illegal traffic maneuver and several subjects absconded into the brush. The Agents recovered lbs of marijuana, and 1.85 oz of methamphetamines. The contraband and vehicle were turned over to DEA. On 08 MAR 2011, USBP Hebbronville Agents working at the area of Malapie Pipeline on Hwy 359 near Bruni, TX, seized lbs of abandoned marijuana. The marijuana was turned over to the DEA. On 07 MAR 2011, CID Agents initiated a traffic stop on a white 2006 Ford F-450 on SH-97. The driver of the vehicle refused to stop and a short pursuit ensued. The driver absconded after the vehicle was driven through a fence. The vehicle was located but driver absconded. The vehicle was reported stolen out of San Antonio.

44 Additional Information (cont) On 4 MAR 2011, USBP, assisted by DPS AVN 148, tracked: A large group of subjects near the rest area off of US-83 approximately seven miles south of Laredo, and observed three subjects abscond into Mexico. A total of 19 subjects were apprehended. A group of 15 subjects south of El Cenizo, TX, between the river and US-83 and observed eight subjects abscond back to Mexico. A total of seven subjects were apprehended. A group of four subjects south of the Laredo POE on an island in the middle of the Rio Grande and observed the four subjects abscond back to Mexico. On 5 MAR 2011, USBP, assisted by DPS AVN 148: Tracked a group of seven subjects south of Laredo, north of Rio Bravo, near US-83. A total of seven subjects were apprehended. And THP, with a vehicle pursuit on IH-35 from Cotulla, TX, headed toward Dilley, TX. A total of eight subjects were apprehended. On the La Mesa Ranch, near the intersection of US-83 and SH-44 with the search of a group of unknown number of subjects that drove through a deer proof fence line in a white Chevrolet half ton pickup. The Aircrew arrived and established a search profile using the thermal imager and located the suspect vehicle abandoned on the ranch. However, the search for the suspect(s) from the vehicle yielded negative results.

45 Additional information La Salle Co SO Deputies: On 08 MAR 2011, assisted DPS CID Agents with a vehicle that was possibly being used for smuggling on SH-97. The Agents observed three vehicles heading westbound near Los Angeles, TX. One vehicle changed directions and stopped on Old Fowlerton Rd, where all occupants bailed out and absconded. The vehicle was listed as stolen out of Live Oak, TX. The other two vehicles were not located. On 06 MAR 2011, initiated a traffic stop on a maroon 2004 Ford F-250 pickup truck stolen out of Hays Co. The driver refused to stop and a pursuit ensued until the vehicle came to a stop about ten miles south of Cotulla and unknown number of passengers absconded. The vehicle was taken to the La Salle impounded yard and no subject were apprehended. Webb Co Deputy: On 4 MAR 2011, assisting Crime Stoppers and ICE Agents, took custody of a male fugitive from justice at a residence in 300 block of Hidalgo, Laredo, TX. The subject, wanted for Parole Revocation, was remanded to Webb Co Jail. On 4 MAR 2011, were dispatched to the Galvan Ranch on US-83N, Laredo, TX, in reference to an abandoned vehicle. The Deputies located a white 2002 Ford F-350 Dually pickup truck. The vehicle was reported stolen out of San Antonio. On 02 Mar 2011, detained 4 male subjects in Rio Bravo, TX, for illegal entry. The four subjects were turned over to USBP Agents.

46 Additional information USBP Agents: On 09 MAR 2011, observed nine subjects, walking from the Rio Grande on the Garcia's Ranch, Webb Co, TX. Six of the subjects were observed carrying bundles. The Agents seized six bundles of marijuana weighing 349 lbs and arrested the six subjects. The subject and marijuana were turned over to DEA. Three subjects absconded. (Laredo West) On 07 MAR 2011, working at the De Leon Ranch, Laredo, TX near the riverbank seized 75.7 lbs of abandoned marijuana. The marijuana was turned over to DEA. (Laredo South) On 03 Mar 2011, working the riverbank near the Santa Rita Subdivision seized lbs of abandoned marijuana. The marijuana was turned over to DEA. (Laredo South) On 02 MAR 2011, recovered one bundle of abandoned marijuana weighing 64.6 lbs near the riverbank of Laredo, TX. The contraband was turned over to DEA. (Laredo South)

47 Additional information USBP Agents working the US-59 checkpoint near Freer, TX, initiated a secondary inspection: On 03 MAR 2011, a green 1997 Chevrolet pickup truck with MS plates driven by a male driver. The agents seized 59.4 lbs of marijuana discovered in the tool box located in the bed of the truck. The subject was released. (Freer) On 05 MAR 2011, a rental 2010 silver Chevrolet Cobalt driven by a male. The agents discovered 33.8 lbs of marijuana concealed in the rear quarter panels. The male subject was arrested. The vehicles were not seized. The marijuana was all turned over to the DEA. Texas Parks and Wildlife On 02 MAR 2011, a TPWD Game Warden was patrolling US-83S near Tigre Grande Bridge and observed an individual on the side of the road. After a foot pursuit, the subject was apprehended and he identified himself as an illegal alien. The subject was turned over to the USBP station in Zapata.

48 Additional information Laredo PD Officers arrested: On 5 MAR 2011, a male subject at the IH-35 Checkpoint and charged him with Aggravated Assault with a Deadly Weapon (2 counts). The Officers recovered a.22-cal. handgun with ammunition. On 5 MAR 2011, a male subject with an extensive criminal history and charged him with Aggravated Assault on a Peace Officer (2 counts). On 5 MAR 2011, a male subject and charged him with Possession of a Controlled Substance (Cocaine). Officers recovered 13 doses of cocaine weighing lbs. On 6 MAR 2011, two male subjects and charged them with Aggravated Assault with a Deadly Weapon F/2. Officers recovered a 9mm stainless steel handgun and a knife at the scene. On 6 MAR 2011, a male subject in Laredo, TX and charged him with Aggravated Assault on a Public Servant, Resisting Arrest and Criminal Mischief. All subject were remanded to Webb Co Jail.. On 02 MAR 2011, a THP Trooper conducted a traffic stop on a 2003 Dodge Durango on IH-35 near Devine, TX. The Trooper observed several bundles of marijuana in the rear seat and cargo area under blankets. The female driver granted consent to search the vehicle. The Trooper discovered 219 lbs of marijuana. The female subject was arrested and the vehicle was seized.

49 Additional information CBP/OFO Officers and USBP Agents : On 07 MAR 2011, working at the Gateway to the Americas Bridge in Laredo, TX, seized a.25 cal. handgun and 219 rds of ammunition concealed within the rear seat of a vehicle. The male driver was not arrested. On 07 MAR 2011, working Outbound Operations at the Lincoln Juarez Bridge (POE 2) in Laredo, TX, seized $120,134 USD concealed within the 4x4 transfer case compartment and also seized 4.6 lbs of heroin from a red 2001 Nissan Xterra. The male driver was arrested and the vehicle was seized. Webb Co Deputy: On 8 MAR 2011, initiated a traffic stop on a suspicious vehicle on Cielito Lindo, near El Cenizo, Texas. The driver was cited for a traffic violation. Two passengers were found to be in this country illegally and were turned over to USBP. On 6 MAR 2011, located an abandoned Ford F-150 (Harley Davidson Edition) in Laredo, TX. The vehicle had been reported stolen out of Laredo.

50 Laredo Unified Command Sector Assessment The Laredo Unified Command had a significant decrease in all contraband for this reporting period with the exception of currency seized and illegal alien apprehensions that saw a slight increase. There was also an increase in stolen vehicles recovered, up from one to six this period. IH-35 and US-83 remain active for illicit drug traffic. The Hebbronville areas of FM-1017 and SH-16 continue to see activity, especially at or near the checkpoints. The significant seizures this period were: $120,134 USD and 4.6 lbs of heroin seized by USBP Agents and CBP/OFO Officers from the vehicle transfer case of a 2001 Nissan Xterra at the Lincoln Juarez Bridge (POE2) southbound on 07 MAR There has been an increase in stolen vehicle apprehensions in the northern counties of the Laredo AOR. It is expected that use of stolen vehicles for transporting IAs in this area will continue. The decrease in activity this period is directly related to small, single seizures, even as seizure events increased. Seizures totals are, however, expected to increase throughout this month as predicted by CBP trend analysis. See following slide.

52 Webb County Dimmit County Border Security 06 MAR 2011 Rancher Engaged by DTO Members Operations Center Summary The Laredo and Del Rio JOICs responded to the shooting incident. Approximately 1800 hrs, Mr. Phil Reddock, Piloncillo Ranch foreman, drove upon a white Ford Extended Cab pickup with approximately five subjects suspected of loading narcotics on the Piloncillo Ranch property. The suspects fired shots at Mr. Reddock with at least one rifle and Mr. Reddock returned fire with a shotgun. Mr. Reddock was treated for an injury sustained from broken windshield glass from incoming gunfire imbedded in his eye. Dimmit Co SO requested backup from USBP (Laredo West) at the Piloncillo Ranch on US-83 at the Webb County/Dimmit Co line. The Laredo Border Intelligence Center relayed a regional BOLO on the white Ford extended cab truck and ground Agents identified a brokenfence line as the likely exit point for the suspect vehicle. 58 Additional information Texas Parks and Wildlife Wardens supported operations on the river in response to cartel smuggling activity in the RGV AOR. Game Wardens manned two boats in the Rio Grande River in support of the Unified Command during recent special operations. DPS Air 108 supported McAllen PD which had engaged in a pursuit with a subject near 7 th St. and Cedar St. The Aircrew arrived on scene and began searching the area. The suspect bailed out on foot and ran into a neighborhood. After a combined search effort between air and ground assets the suspect was apprehended by McAllen PD. DPS Air 108 while patrolling the Rio Grande border area scanning the US and Mexico banks, observed a raft with approximately four to five subjects on board making landfall on the US side. The Aircrew notified US Border Patrol Agents of the activity. Ground and Marine Agents arrived on scene and took over the call.

59 Additional information (cont) USBP Agents requested assistance from DPS Air 108 to: Conduct a criminal search for multiple suspects that were attempting to cross the floodway with narcotics near Bensen Rd south of Mission, TX. The Aircrew located four suspects, one of them with a large bundle, hiding near a ravine and guided ground Agents to their position. The four suspects were labeled high priority by the arresting USBP Agents. Search for a large group of suspects that had entered the US illegally just downriver from the Hidalgo POE. The Aircrew arrived on scene near McColl St. and Military Rd and began searching the area. A large group of suspects were located hiding in a thick wooded area. The aircrew utilized the laser designator and guided Agents to their location. A total of 13 suspects were apprehended and approximately 15 suspects were pushed back to Mexico.

60 Additional information (cont) USBP Agents requested assistance from DPS Air 108: To conduct a criminal search of the area of Guerra Rd. and 23 rd St in the Hidalgo area for a group of suspects that were heading northbound on foot. The Aircrew arrived on scene and began searching large crop fields and brush lines. The Aircrew located six suspects hiding in brush on the east side of the levee wall. Ground Agents were guided into the area and all six suspects were apprehended by USBP. On a criminal search near the Cavazos area just upriver from Chimney Park. Aircrew began searching the area and quickly located multiple suspects running towards the river, leaving behind 17 large bundles. The Aircrew alerted USBP ground Agents of the location. All suspects were able to retreat back to Mexico, ground Agents were able to seize 1,117 lbs. of marijuana.

61 Gang activity The Hidalgo Co SO Gang Intelligence Unit reported 46 gang member arrests during this reporting period. These arrests were made by 12 different agencies. The gang members were arrested for offenses such as, parole violation, aggravated robbery, theft of property, driving while intoxicated, possession of marijuana, possession of marijuana in a drug free zone, assault causing bodily injury, failure to ID, accident involving damage to vehicle, contempt of child support, unlawful possession of firearm by felon, theft by check, failure to register as sex offender, assault on public servant, evading arrest w/ vehicle, burglary of a vehicle, public intoxication, possession with intent to deliver controlled substance, unrestrained child under 17, aggravated assault w/ deadly weapon, aggravated sexual assault, robbery w/ bodily injury, prohibited weapons switchblade/knuckles, and possession of controlled substance. The arrestees have gang affiliation with: Vallucos Sureño 13 Hermanos Pistoleros Latinos Texas Syndicate Norteño 14 Texas Chicano Brotherhood Loco Trece Latin Kings Bloods Po Boys Tri-City Bombers South Side Bandito CBP Officers from the Pharr POE inspected an inbound 1999 Chevy Astro Van being driven by a male USC. The inspection revealed lbs of marijuana concealed in the gas tank of the vehicle. The driver was arrested and the vehicle was seized.

62 Additional information CBP Officers from the Hidalgo POE: Inspected an outbound 2003 Volvo 9700 being driven by a female Mexican Citizen. The inspection revealed $277,556 USD concealed inside two throw pillows and two stuffed animals. The driver was arrested and the vehicle was seized. Inspected an outbound 1992 Ford F 150 being driven by a male Mexican Citizen. The inspection revealed 13 Assault Rifles concealed in the gas tank of the vehicle. The driver was arrested and the vehicle was seized.

63 Additional information (cont) CBP Officers: From the Brownsville Gateway POE inspected an inbound 1998 Chevy Cavalier being driven by a male USC. Inspection of the vehicle revealed six lbs of heroin concealed in the brake booster of the vehicle. The driver was arrested and the vehicle was seized. CBP Officers from the Brownsville B&M POE inspected an inbound rail box car. The inspection revealed lbs of marijuana mixed within the load.

64 Additional information (cont) CBP Officers from the Brownsville B&M POE: Inspected an inbound 1995 Nissan Sentra being driven by a Mexican Citizen. The inspection revealed lbs of cocaine concealed in the rocker panels of the vehicle. The driver was arrested and the vehicle was seized. Inspected an inbound 1999 Ford Windstar being driven by a male Mexican Citizen. The inspection revealed 66.9 lbs of marijuana concealed in the rear quarter panel of the vehicle. The driver was arrested and the vehicle was seized.

65 Additional information (cont) Hidalgo PD Officer conducted a traffic stop on a 2001 Ford F-150 pickup truck in Hidalgo. During the interview, the driver stated to the officer that he was being paid to cross the vehicle to the plaza in Reynosa, Tamaulipas. Initial inspection of the vehicle revealed tampering with the gas tank and the undercarriage. With the assistance of CBP, the vehicle was taken to the POE for further inspection where an imaging system revealed anomalies in the gas tank. The gas tank was found to contain 11 assault weapons and 16 magazines. The weapons consisted of ten AK 47 style rifles, and one.223 cal. rifle. Also seized were 10- AK-47 magazines, five.308 magazines, and one.223 magazine.

66 Additional information (cont) Starr Co SO Deputy observed a white van speeding on Old Sauz Rd in Rio Grande City. The Deputy attempted to conduct a traffic stop. The Deputy eventually spotted the stationary van in a residential area with two males standing nearby. As the Deputy approached the vehicle, approximately six to eight males fled on foot to a nearby wooded area. USBP was immediately notified. As the Deputy was securing the vehicle, he discovered lbs of marijuana in seven green sacks inside the van.

67 Additional information (cont) Starr Co SO Deputies, assisted by Texas DPS, CBP, and USBP, conducted a search of a residence in Rio Grande City, TX, that was suspected of storing narcotics. Upon entering the residence, Deputies seized 31.2 lbs of marijuana in 12 bundles along with several items used in packaging and wrapping marijuana for transport. Mission PD Officers responded to a Home Invasion call in Mission. Upon arrival, the officers made contact with the victim, who reported that numerous subjects forced themselves into her residence while she was asleep. She further stated that one subject pointed a weapon at her face, threw her on the floor and covered her face with a blanket, and stomped on her head, while ordering her to stay down. Once the suspects left, the victim called for help. Officers found that the bedrooms had been ransacked, and the victim reported a 42 Vizio LCD television, a laptop, and $1,000 USD had been taken. The victim described one suspect as being dark complected, wearing sun glasses and dark clothing. La Joya PD Officer conducted a traffic stop on 1999 GMC Suburban vehicle. The driver exited the vehicle and the Officer noticed several individuals trying to conceal themselves in the back of the vehicle. The Officer called for assistance from USBP. The BP Agents arrived and took custody of the driver and 14 other individuals. The vehicle was seized and impounded. The vehicle came back registered to female out of Penitas, TX.

68 Additional information (cont) The Brownsville PD received a Crimes Stoppers Tip and conducted a traffic stop on a green Chevrolet Pickup on N. IH-77. A K-9 conducted a free airsearch of the vehicle and alerted to the engine compartment of the truck. The Officers had the vehicle x-rayed by Customs Inspectors at the Veterans POE. The x-ray revealed anomalies in the radiator compartment. The Officers conducted a further search of the radiator and seized 13.1 lbs of cocaine in 5 bundles inside a compartment at the center of the radiator. One male and one female were arrested and booked for possession of cocaine with intent to deliver. THP Trooper conducted a traffic stop on a 1995 Buick Regal on US-83 near Roma, TX. The driver attempted to evade and pulled into a local store parking lot. As trooper entered the parking lot, the driver exited the vehicle and began walking towards the Trooper s unit. The Trooper immediately noticed a strong smell of raw marijuana emitting from the driver. The Trooper observed several bundles in the back seat of the vehicle. A total of lbs was found in the vehicle. The driver was arrested.

69 Additional information (cont) Cameron Country SIU Investigators received information of a suspicious wooden crate that had been picked up by a commercial freight line company in La Feria, TX. A K-9 quickly alerted to the crate. A search warrant was obtained and Investigators found lbs of marijuana in 13 bundles covered in polyurethane inside the box. ANALYST NOTE: Polyurethane has a variety of commercial forms and uses. In this instance, the smugglers may have believed that it would cover up the smell of the marijuana from K-9 detection. A THP Trooper conducted a traffic stop on a Chevrolet Malibu on US-281 near San Manuel, TX. The driver stated that he was destined for Baytown, TX, and gave conflicting stories about the purchase of the vehicle. A consensual search of the vehicle revealed 41 lbs on marijuana concealed in the fuel tank.

70 Additional information (cont) A THP Trooper requested assistance from DPS Air 108 to provide overwatch support with the Night Sun for a traffic stop near the intersection of FM-493 and FM-2812 where the trooper was out with five subjects and was waiting for a backup unit. THP Trooper conducted a traffic stop on a 2005 Dodge Neon on US-83 near Rio Grande City, TX. Upon stopping, the driver bailed out and fled on foot. As the Trooper made contact with the passenger, he noticed several bundles in the back seat. A total of 308 lbs of marijuana was found in the back seat, floorboards, and trunk. THP Trooper conducted a traffic stop on a 1998 Mercury Sable on US-83 near Rio Grande City, TX. Upon stopping, the driver bailed out and fled on foot. The driver was not found. During the inventory of the vehicle, the Trooper discovered 253 lbs of marijuana in the trunk.

71 RGV JOIC Sector Assessment The RGV Unified Command agencies were responsible for the seizure of over 13,000 lbs of marijuana. This is a 66% decrease from last week. Cocaine seizures increased from last week to a combined agency total of lbs. The USBP, CBP OFO, DPS Aviation, CBP Air and Marine, Mission PD, Texas Parks and Wildlife, DPS THP and CID, Cameron Co SO, ICE, La Joya PD, Hidalgo PD, and Brownsville PD contributed significantly to the marijuana seizures. A total of 24 assault rifles and a number of magazines were seized in two southbound seizures. One seizure occurred in the city of Hidalgo, the other took place at the Hidalgo POE. Two significant reports of possible cartel presence in the area of Roma, TX, resulted in the dissemination of a Situational Awareness Bulletin to the RGV UC. A 911 call was made to the Roma PD last week by an energy employee working near La Casita, advising he had seen a group of men carrying long arms get into a car near the river on the US side. A search yielded negative results. On 09 MAR 2011, Roma PD again received information from a different source that several vehicles transporting armed men may attempt to kidnap or attack rival DTO members living in Roma, TX. The intelligence source stated that this action is a move to take over smuggling routes in the area. There were numerous gun battles in the Mexican cities of Matamoros, Reynosa, Ciudad Mier, Diaz Ordaz, and Miguel Aleman. These locations are adjacent to US cities along the international border. RGV Unified Command agencies were placed on high alert in anticipation of possible spillover violence. The Mexican Military entered the fight after the engagements had commenced between the Gulf Cartel and the Zetas. There were multiple casualties suffered by these rival cartels and they lost numerous weapons and a large cache of ammunition to seizure.

Robstown PD seized lbs of cocaine concealed inside a natural void in a 2005 Toyota SUV. The driver was traveling northbound on US-77 from McAllen, TX to Houston, TX. 79 Additional Information (cont) THP-Nueces Co seized lbs of marijuana from a 1988 Jeep Cherokee that was concealed inside a steel box inside the fuel cell. The driver and two occupants were traveling from Brownsville to San Antonio, TX, on US-77N. Dewitt Co SO seized a meth lab and made several arrests from a search warrant on a local residence. Small amounts of marijuana and methamphetamine were recovered. Officers discovered the narcotics hidden in a cardboard box with holes in it and a padlock through the holes which was intended to secure the box. Cardboard shoe box. Holes in the box were for a padlock that was intended to lock the box.

80 Additional Information THP Wharton Co seized 3,690.2 lbs. of marijuana co-mingled with a load of watermelons in a 2000 GDAN Reefer Trailer towed by a 1999 Freightliner truck/tractor. The driver was from Edcouch, TX, and the female occupant was from Weslaco, TX. They were traveling on US-59N from Weslaco, TX to Plant City, FL.

81 Additional Information Mustang Island Park Rangers seized 22.5 lbs of marijuana found on the shoreline of the state park. The bundle was given to the Corpus Christi PD for destruction. USCG was also alerted. Location of washed up marijuana

87 Coastal Bend JOIC s Sector Assessment Marijuana seizures decreased in the Coastal Bend Sector over the last reporting period from 5, pounds to 4, pounds. Cocaine seizures increased significantly from 4.57 lbs to lbs. Three major cocaine seizure totaling lbs all took place on US-77 N. Cash seizures have increased significantly for the past five reporting periods. This reporting period US currency seizures (7 total) increased from $206, to $1,532, THP Jim Wells Co US-281 South $151, Corpus Christi PD City Limits - $300, THP Refugio Co on US-77S - $368, Kingsville PD City Limits - $701, In June 2010, through numerous multi-agency seizures, $7 million USD was seized, which is the only week that has surpassed this week for Coastal Bend Sector US currency seizures. 88 Coastal Bend JOIC s Sector Assessment (cont) IA referrals, absconds, bailouts and stolen vehicles have decreased this reporting period, while recovered stolen vehicles have more than doubled. A review of the Sarita and Falfurrias Checkpoints revealed that between 4 MAR 2011 and 8 MAR 2011 there were 2, lbs of marijuana and lbs cocaine seized at the Falfurrias Checkpoint (US-281/N). Marijuana seizure totals decreased by 72.2% over the last reporting period. One truck/trailer combination was seized with a large load of marijuana (1, lbs.) comingled with a load of cabbage. In addition, there were three small marijuana seizures from northbound commercial buses. At the Sarita Checkpoint on US-77N there were 167 lbs of marijuana and no cocaine reported as seized. This is an 86.6% decrease in marijuana seizures and mirrors a similar decrease at the Falfurrias Checkpoint and the entire reporting area of operation. The large truck/trailer seizure of marijuana by THP Wharton Co for 3,690.2 lbs on US-59N (two in the last few weeks) and the Falfurrias seizure for 1, lbs. on US-281N, continues to indicate that there is an increase in truck/trailer combinations transporting large amounts of marijuana along US-77, US-281, and US-59 northbound to the Houston area and co-mingling the loads with produce such as watermelons, cabbage, limes, etc. Overall, marijuana smuggling continues to travel along US-77N, US-281N, and US-59N from the RGV area to Houston and has continued to increase over the last several weeks. Large cash loads continue to be smuggled along US-77S and US-59S.

90 5 MAR 2011: THP Panhandle, with the assistance of DEA, conducted a traffic stop on a 1999 Jeep Grand Cherokee and arrested two suspects. A consent to search revealed 4 bundles of crystal methamphetamine (totaling 1.70 lbs) concealed in the front axles. The vehicle was traveling from Phoenix, AZ, to Oklahoma City, OK.

View through fiber optic scope inside gas tank 2 MAR 2011: THP Waco was assisted by McLennan Co SO in conducting a traffic stop on a 2008 Ford pickup and arresting one suspect. A consent to search revealed 28 bundles of cocaine (totaling lbs) concealed in the gas tank. The vehicle was traveling from Acuna, MX, to Dallas. 6 MAR 2011: THP Waxahachie conducted a traffic stop on a 2003 Ford F-250 and arrested two suspects. A probable cause search revealed 62.9 lbs of cocaine inside the gas tank. The truck was traveling from Eagle Pass, TX, and destined for Dallas.

92 7 MAR 2011: THP Mt. Pleasant conducted a traffic stop on a 2006 Dodge pickup and arrested one suspect. A consent to search revealed one kilogram of methamphetamine concealed in false compartment constructed in the vehicle s fire wall. The vehicle was traveling from Austin, TX, to North Carolina.

93 1 MAR 2011: THP Alice conducted a traffic stop on a 2002 Dodge Stratus and arrested one suspect. A consent to search revealed 10 bundles of marijuana (totaling 23 lbs) concealed in the side panel. The vehicle was traveling from Donna, TX, to Iowa. 7 MAR 2011: THP Sulphur Springs conducted a traffic stop on a 1997 Chevrolet 1500 pickup truck and arrested one suspect. A consent to search revealed 7.9 lbs of cocaine concealed in the engine intake. The vehicle was traveling from McAllen, TX, to Chicago, IL.

94 3 MAR 2011: While conducting an indoor marijuana grow investigation, CID Houston, Harris Co SO, Houston DEA and Harris Co Pct 5 Constables Office, executed a search warrant at a residence in northwest Houston. A subsequent search resulted in the seizure of 188 hydroponic plants and processed marijuana.

95 23 FEB 2011: THP McLean, with the assistance of DEA and Oklahoma City PD, conducted a traffic stop on a 2001 Ford Escape and arrested two suspects. A consent to search revealed 11.2 lbs of cocaine concealed inside a false compartment in the floor of the vehicle. The cocaine was traveling from Riverside, CA to Oklahoma City, OK. 25 FEB 2011: THP Gainesville, with the assistance of Valley View PD, conducted a traffic stop on a 2007 Chrysler 300 Touring and arrested two suspects. A probable cause search revealed 3 lbs of marijuana, 95 grams of cocaine, 100 grams of methamphetamine and two handguns hidden in the trunk. The vehicle was traveling from Ft Worth, TX, to Walker, MN.

98 Significant events in Mexico Left, Federico Trujillo Cruz El Lurias Right, Ricardo Sigala Arona El Richie CD JUÁREZ -- On 02 MAR 2011, two suspected members of criminal group La Linea" were arrested by Federal Police while in possession of several vehicles, weapons and at least $109,500 USD during a raid at a home in colonia El Colegio. The detainees are Sigala Ricardo Arona, alias The Richie, 46, originally from Ciudad Juarez, and Federico Trujillo Cruz, alias El Lurias, 45, native of Santa Isabel, Chihuahua. The arrest were made at a location that was reported anonymously to have frequent visits by armed persons. Among the items seized were a.40 caliber pistol, a.22 caliber pistol, 10 rds of ammunition, a balance scale, communication equipment and two money counting machines. Agents also seized an H2 Hummer with TX plates DPB509, a Jeep Limited with unspecified TX plates, a Yamaha motorcycle and a Suzuki 600. It also secured a set of TX license plates 812HJD and a set of Chihuahua state license plates EEB1229. Federal Police reported that the detainees were mainly involved in modifying vehicles by manufacturing hidden compartments intended to hide drugs destined for US, and to smuggle drug money into Mexico. CD JUÁREZ On 02 MAR 2011, soldiers of the Mexican Army destroyed 1,536 kilos of marijuana and a small quantity of cocaine and other drugs during a ceremony attended by military and civilian authorities at the district military headquarters.

99 Significant events in Mexico (cont) CD. JUÁREZ On 07 MAR 2011, a man whose hands and feet were bound was removed from a vehicle and shot and killed. The homicide occurred near the intersection of Rodolfo Ogarrio and Doctor Arroyo streets in colonia Nueva Galeana. CD. JUÁREZ On 08 MAR 2011, a young man was removed from the trunk of a vehicle then shot and killed in an alley near Lucio Blanco and Gustavo Orrantia streets in colonia Emiliano Zapata. Eleven.40 caliber shell casings were found near the body. CD. JUÁREZ On 07 MAR 2011, a man was shot and killed on the sidewalk near Lopez Mateos Street in the Córdova- América subdivision of the city. The man s head was covered with adhesive tape. A message left near the body called the man an extortionist.

100 Significant events in Mexico (cont) After fleeing Mexico to request asylum in the US, the young police chief from Juárez Valley was released from a detention center in El Paso and moved north of the U.S. border. The location of Marisol Valles García, 21, and her family is not being disclosed. Valles left her post in Praxedis G. Guerrero, a town of 4,700, on 2 MAR after receiving death threats. Valles brought her infant son, her husband and her parents. "Marisol Valles García is in the US, and she will have the opportunity to present the facts of her case before an impartial immigration judge," said an official with Immigration and Customs Enforcement. The number of DTO-related homicides in Ciudad Juárez and surrounding communities continues to increase. 101 Significant events in Mexico (cont). VALLE HERMOSO - On 10 MAR 2011, the Mexican Army was involved in two clashes with armed gunmen in Valle Hermoso, Tamaulipas. The fighting resulted in six gunmen killed. Soldiers captured one male and one female suspect. Soldiers were also able to seize 4.53 kilos of marijuana, 404 grams of cocaine, 13 long arms, 2,128 rounds of ammunition, 155 magazines, one fragmentation grenade, four vehicles, and communications equipment among other things. Other military operations in Reynosa, Matamoros, Ciudad Mante, Camargo, and Ciudad Mier resulted in the seizure of 91 kilos of marijuana, 93 magazines, 3,529 rds of ammunition, 19 long arms, two handguns, one fragmentation grenade, one gas grenade, 76 military-style uniforms, five vehicles, and assorted communications. equipment. CHINA - Two mutilated and partially burned bodies were found on the Monterrey to Reynosa Highway by motorists near the town of China. Mexican soldiers and police arrived to find the bodies with their heads burned and one of the bodies with a small note attached. 102 Significant events in Mexico (cont) TAMAULIPAS - On 07 MAR 2011, a family traveling from Tampico to Matamoros on the Matamoros-Cd. Victoria highway, in an area known as "Las Yescas," was attacked by gunmen who fired on the van in which they were traveling in, killing two of the passengers. The deceased were identified as a female 36 years of age and her 60-year old father. Wounded at the scene was the husband of the deceased. The armed men also fired at two buses injuring five of the passengers when the driver pulled over to the side of the road to avoid the narco checkpoint ahead. Last week a gunmen engaged the military in a gunfight at the exact location of the attack that is located not far from a customs checkpoint. On 04 MAR 2011, Mexican authorities are investigating reports of two shootouts and blockades in Matamoros. Matamoros police confirmed they received reports of two shootouts and said one the shootouts took place near a Chedraui supermarket off Avenida del Niño and the other took place off the Sendero Nacional. Investigators could not confirm if anyone was wounded or killed.

103 Significant events in Mexico (cont) TAMPICO - On 05 MAR 2011, the Federal Ministry of Public Safety (SSP/Federal Police) announced the capture of the brothers Gustavo Arteaga Zaleta, "El 85" and Pablo Jesus Arteaga Zaleta, "El Enano," and other alleged members of the Gulf Cartel in the city of Tampico, Tamaulipas. The brothers are wanted on charges of kidnapping, extortion, arms and drug trafficking for the Gulf Cartel in the states of Tamaulipas and San Luis Potosi. SSP intelligence reports indicate that Gustavo Arteaga Zaleta is a former municipal policeman from Ciudad Madero, Tamaulipas, and is the jefe de plaza, or local organized crime boss in the municipality of El Ebano, San Luis Potosi. The Arteaga Zaleta brothers are allegedly responsible for coordinating arms and drug trafficking as well as collecting large sums of money from the extortion of businesses in the city of Ciudad Valles and the towns of Tamuín, San Vicente, Ponciano and El Ebano in the state of San Luis Potosi and in Tampico, Tamaulipas. Also seized were a 5.56 mm AR-15 type rifle, a handgun and a Ford Pickup truck. The Arteaga Zaleta brothers were placed under the custody of a federal prosecutor pending an investigation and formal arraignment.

104 Significant events in Mexico (cont) OAXACA - On 09 MAR 2011, Federal Police arrested Marcos Carmona Hernandez, "El Cabrito," jefe de plaza (regional crime boss) for Los Zetas in the southern state of Oaxaca. Investigations revealed that Carmona Hernandez reported directly to Heriberto Lazcano Lazcano, " El Lazca," the head of the Los Zetas. Carmona Hernandez is 29 years old and originally from Piedras Negras, Veracruz. According to intelligence reports, he joined "Los Zetas" in 2006 in the state of Tamaulipas, at first focusing on security functions and as the head of a group of halcones (informants). In 2009, he began operating as a jefe de plaza. Within the Los Zetas hierarchy, Carmona Hernández was responsible for criminal operations in the main cities of the state of Oaxaca, which included the collection of profits from the retail sales of drugs, kidnapping, extortion, prostitution, giros negros (gambling houses, table dance bars),car theft and the sale of pirated contraband. Carmona Hernandez ordered and participated in the kidnapping of some individuals, as well as the killing of several men in the state of Oaxaca whom he hanged, beheaded, or shot for refusing or being unable to pay ransom and extortion fees. Carmona Hernandez allegedly had the support of certain members of municipal, state and ministerial police forces who provided protection and advance warning about operations and actions against Los Zetas. According to information obtained from Carmona Hernandez, the Los Zetas maintain non-aggression and collaboration agreements with the remains of the Beltran Leyva organization, Vicente Carrillo Fuentes aka the Juarez Cartel, and Fernando Sánchez Arellano, El Ingeniero, and the Arellano Felix Cartel.

105 Significant events in Mexico (cont) On 07 MAR 2011, an operation carried out by Jalisco State Police (SSPE) agents led to the destruction of a clandestine drug lab and the seizure of high caliber weapons in Zapopan, Jalisco. SSPE agents located a synthetic drug lab on the Colonias de Martel Ranch situated near the 5 km mark along the Guadalajara Colotlán Highway in Zapopan, Jalisco. Authorities arrested two individuals working at the site identified as Gabino Rios Ramos, 44, and Francisco Javier Medina Miranda, 38, five other individuals managed to escape, and 150 kg of crystal meth were seized from this ranch. The five men that escaped were subsequently pursued by officers which led to the confrontation on the San Ignacio Ranch located at the 8.2 km mark. Those items seized following this confrontation were reported as follows: (1) 7.62x51mm NATO anti-aircraft weapon (1) Barrett.50 caliber weapon (100).50 caliber armor piercing rounds Incendiary rounds (quantity not specified) 4 late model Silverado pickups (level 5 armored) 2 white Suburbans 7.62x51mm NATO anti-aircraft weapon

106 Significant events in Mexico (cont) On 04 MAR 2011, heavily armed commandos pulled up to the dispatch center for a local taxi service in colonia Emiliano Zapata and killed a driver who was standing outside the building. The assailants also tossed several black trash bags from their vehicle, they contained the remains of a man who had been dismembered. At this time, Mexican authorities believe that both the execution of the taxi driver and the dismemberment of the second victim were both related to a shooting that occurred earlier in colonia Benito Juárez, on the outskirts of the Acapulco-Zihuatanejo Federal Highway. On 02 MAR 2011, another taxi driver was also murdered outside of his dispatch center on Vicente Guerrero Blvd. Drug traffickers in Aca often recruit taxi drivers as halcones or spies, and this can lead to rivals targeting these lookouts as a way to disrupt the cash flow of the established group. Without the halcones, drug operators cannot keep their stash houses from being hit by sicarios (hitmen) or the police in general.

Polyurethane has a variety of forms and uses. The smugglers may have believed that it would cover up the smell of the marijuana from K-9 detection. This week, Cameron Co SIU Investigators discovered a wooden crate on a commercial freight line company in La Feria, TX, with lbs of marijuana covered in polyurethane. This week s seizure USBP Agents seized 16 lbs of marijuana hidden among 26 bundles of hay, similarly wrapped and found in wooden crates with polyurethane in the trailer of a commercial truck.
