First is the Queen Anne's Priority letter which identifies the top transportation related improvements the Commissioners would like to see considered for inclusion in the State of Maryland Consolidated Transportation Plan. Second is a letter relating to the Chestertown bypass. The letter acknowledges the Kent Commissioners interest in creating the Chestertown bypass. Due to other transportation priorities Queen Anne's has not identified the creation ofthe bypass as a priority. Please review the draft documents so we may discuss any changes you recommend. Rahn, Secretary Maryland Department of Transportation Post Office Box Corporate Center Drive Hanover, Maryland Queen Anne s Transportation Priority Letter Dear Secretary Rahn: The safety and mobility for our citizens is the driving factor towards the establishment of our local transportation priorities. Attached is a listing of the transportation priorities for Queen Anne s for inclusion in the Consolidated Transportation Plan. Specifically we wish to call your attention to our highest priorities which include funding final engineering and construction of the US Route 50 & MD 213 interchange, funding for additional capacity for the Bay Bridge, critical transportation improvements on Kent Island due to Bay Bridge congestion and improvements for operations of local transit. US Route 50 & MD 213 Interchange Construction of an interchange at US Route 50 & MD 213 is a long standing priority for Queen Anne s. Over the last 20 years land acquisition and design work has occurred clearing the way for final engineering and construction of the project. As Route 404 is being dualized to add capacity and the trough traffic on US Route 50 continues to increases, this overpass becomes essential to safely move traffic between US Route 50 & MD 213 as well as providing safe access to Chesapeake College, our regional Community College serving five counties. This project is the number one component of the long-range US 50 Ocean Gateway project. William Preston Lane, Jr. Memorial Bay Bridge As projected in the Bay Bridge Life Cycle Cost Analysis, completed by MDOT in December 2015, traffic impacts and congestion within the Bay Bridge Corridor will continue to deteriorate. The increase in traffic and limited capacity of the Bay Bridge as the single crossing of the Chesapeake Bay in Maryland will result in continued and consistent delays if not addressed now. The delays on this primary transportation and freight corridor impacts the daily operations of many Maryland residents and businesses but impacts a disproportionate number of Queen Pg 2

3 Anne s residents making it a top priority. It is vital to the safety and mobility of Queen Anne s Citizens that steps be taken now to move forward with the NEPA process, design and funding of Bay Bridge improvements. Due to both the local impact and regional significance of this facility it is essential that the planning and funding for additional safety and capacity improvements begin now. Maryland Route 18 Recognizing that the NEPA study, design and funding improvements to the Bay Bridge will take time, Queen Anne s has identified vital interim improvements in the 2016 Kent Island Transportation Plan to improve the movement of traffic on Kent Island. The top priority of the many improvements identified in the Kent Island Transportation Plan is to enhance the safety and capacity Maryland Route 18. The specific project is to initiate comprehensive roadway and pedestrian improvements from Castle Marina Road to the Kent Narrows. As the only alternative route to using Route 50/301 this project will serve to increase mobility and eliminate routine congestion as well as seasonal traffic gridlock. The Kent Island Transportation Plan is posted on our website at Transit The requests continued support of our transit services and hope for increases in our two services as we have had level funding for eight years. We would request continued support of the Capital Preventative Maintenance assistance which is essential to our transit service. Also, we appreciate additional funding to purchase vehicles to help replace our aging fleet, computers, Front End Alignment Machine and miscellaneous mounting hardware for new Ipads. The would like to add our appreciation for supporting the bus wash rehab program. To better serve the mobility of our citizens our local government is assisting with staff to help expand our northern service and we would like to ask for additional assistance with operating funds to help with that expansion. The Board of Queen Anne s Commissioners appreciates your consideration of our priorities and inclusion of them in the Consolidate Transportation Plan. The bypass would provide an alternative route to the existing MD Route 213 beginning near MD Route 544 and create a second Chester River crossing approximately one mile east ofthe existing bridge. We do not oppose the Kent Commissioners or their efforts to create the Chestertown Bypass. However, Queen Anne's Commissioners cannot identify the Chestertown bypass as a priority given the current transportation challenges the faces with the Bay Bridge, the MD 18 Corridor on Kent Island and the US Route 50 corridor. Grasonville Hospitality Request for Sewer and Water Allocation Grasonville Hospitality Management, LLC, is proposing to construct two restaurants, with floor areas of 4,550-ft2 and 6,400-ft2, on lands immediately adjacent to the Sleep Inn on VFW Road in Grasonville. The water and sewer allocation required for this development is 4,052-gpd. Cost ofthe allocation, at 2016 rates, is $204,875. Ifyou will recall, you previously granted 26,424-gpd to Mears Point Apartments and 2,786-gpd to KRM so there is 20,790-gpd remaining ofthe 50,000-gpd to allocate this calendar year. We received two bids for each contract as summarized below. The total of the three low bids are above the respective engineers' estimates for this phase of the project by 17.2-percent. While the construction bids are over estimate, there are several significant variables that will not be finally set until the special benefit assessment is levied. This action will occur near the conclusion ofphase 1 construction. As all of the remaining variables become established, a final cash-flow template will be completed which will be used to levy the benefit assessment. In order to meet our target assessment charge of$1 00 per month, we do anticipate adjusting the following financial parameters: 1. Increase the payback period ofthe special assessment from 20 to 30 years 2. Increase the Economic Benefit Premium value from $25,600 to $27,500 In addition to the above variables: 3. The final special benefit assessment must be levied based on the "actual cost" of construction. This cost will not be fixed until the project (phase 1) is complete. 4. We will continue to investigate additional grant opportunities (above the allocated $11.8 million) for homeowner connections. 5. The number ofvacant infilliots could increase to maximum of 632 (our estimate remains at 560 new homes) The contract documents have been reviewed and approved by the Attorney and the Maryland Department ofthe Environment (MDE). Staffrecommends a conditional award be givento the three low bidders with the condition being the approval ofeach bid by MDE.
