The department issued a total of 6 permits that included a pool and spa (1), temporary steel building (1), public notification sign (1), garage floor replacement (1), demo pool plaster and pavers (1) and gas line (1). 2. The total Single Family Detached and/or Guest House totals 1 to date for this calendar year. The amount of Single Family Attached is 0. The total amount of Single Family units whether detached or attached (multi-unit buildings) is 1 to date for this calendar year. Permit Applications 1. The department received 7 applications including R/R garage floor (1), demo pool plaster and pavers (1), wall (1), sign and lighting (1), pool and spa (1), solar powered A/C system (1) and a public notification sign (1). This brings the total number of new permit applications to 102 for this calendar year. 2. The total applications for this week included 5 Over-The-Counter applications for expedited review. 3. There were 11 applications transferred to engineering for their review & 7 applications transferred to zoning for their review. 4. We received 12 applications from engineering & 8 applications from zoning to continue reviews with other departments. Inspections 1. Staff conducted inspections totaling 120. There were 95 building construction inspections during 40 site stops. Zoning inspections totaled 25. Staff conducted no Right of Way inspections. These building and zoning inspections included 19 finals. 2. There was one investigation inspection in response to possible unauthorized construction. Page 1 of 2 Building Safety Weekly Staff Report

2 Plan Reviews 1. Staff conducted 14 construction plan reviews. First reviews totaled (10). Of these, (10) were approved and (0) require additional review. There were (4) reviews on resubmittals. Of these, (3) were approved. 2. Staff reviewed and completed (2) requests for water meter size evaluation. Meetings attended 1. Staff held a departmental meeting to discuss processes within the department. Customer Service 1. There were 28 customer service interactions at the counter to assist with construction, code and plan review questions. Continuing Education 1. 3 MEMORANDUM To: Usama Abujbarah, Town Manager From: Engineering Department Date: May 7, 2009 Re: Weekly Report of Engineering and Public Works Department Activities April 30, 2009 through May 6, 2009 A. ROADWAY ITEMS 1. Staff removed more boxed trees from the nursery on 32 nd Street. 2. Staff dismantled boxed tree wood and took to landfill. 3. Staff watered trees. 4. Staff delivered the box from the 3-ton truck to the nursery on 32 nd Street for a weekend boy scout project. 5. Staff changed the oil and all filters on the International Water Truck. 6. Staff moved trees from the nursery on 32 nd Street to Hidden Valley for Streetscape. 7. Staff lushed sewers and filled up the 10,000 gallon water tank at the Minesite and also watered trees at the Minesite. 8. Staff moved trees from Cahava Springs to Hidden Valley Road for Streetscape. 9. Staff water trees at the Minesite, Hidden Valley Road and Cahava Springs. B. MAINTENANCE ITEMS 1. Staff is installing irrigation for trees at the Phoenix Minesite. 2. Staff worked on clean up at Gateway Park. 3. Staff watered trees at Gateway Park. 4. Staff trimmed trees in front of El Encanto. 5. Staff continues grease trap sampling. 1

4 6. Staff cleaned sidewalks in front of Town Hall, Court and the Sheriff s office. 7. Staff dug 10 holes at Gateway Park in preparation for planting cacti. C. WASTEWATER TREATMENT 1. Staff received no new sewer hookup permits this week. D. RIGHT-OF-WAY PERMITS AND ABANDONMENTS 1. Staff issued one (1) new ROW permit this week. E. DEVELOPMENT REVIEW 1. Staff completed two (2) reviews; of these 2, there was one (1) OTC review; one (1) review was approved and one (1) sent back for further review. There were no Utility reviews or Subdivision reviews this week. F. MISCELLANEOUS 1. Staff attended Design/Build weekly meeting. 2. Staff attended weekly Engineering/Public Works Staff Meeting. 3. Staff met with representatives of Infinia to discuss possible solar power for the new WWTP. 4. Staff met with representatives from Chevron and HDR to discuss an energy plan for the new Water Ranch property. 5. Staff met with a representative from Bobcat to discuss repairs to our existing equipment. 6. Staff attended All Staff Meeting held at the Cave Creek Museum. 7. Staff attended day long APS workshop regarding EECBC Block Grants; deadlines for submission estimated to be mid-may Discussions regarding draft of new Franchise Agreement with Southwest Gas; waiting for final draft copy to send to attorney for cursory review prior to presenting to Town Council for approval. LONG RANGE PLANNING ACTIVITIES 1. Open Space Management Plan on-going meetings with Open Space Advisory Group. 2. Map Atlas project being updated by professional consultant as per original contract. on going. 3. Economic Development Committee on-going meetings. B. CURRENT PLANNING ACTIVITIES 1. Staff processing four lot-line adjustment/lot split applications. Awaiting corrections from redlines. 2. Staff is processing one Site Plan Review Case, SPR Thorstenson Gallery & Retail Center. 6 3. Staff has received four Major General Plan Amendment applications. The following is a list of the applications: a. Case No.: AGP-09-01: Thurston The applicant, C. Harry Thurston, is requesting a change in the General Plan Land Use from Desert Rural to Mixed Use. The site is comprised of three parcels on approximately 3.82 acres, A, C and D and generally located at the NE corner of48th Street and Carefree Highway. b. Case No.: AGP Town of Cave Creek Request to change the General Plan Amendment Process. Currently the process specifies that all parcels or contiguous parcels totaling one (1) acre or greater are deemed a Major Amendment. The proposed change to the General Plan Amendment Process would increase the acreage threshold to twenty (20) acres. c. Case No: AGP Pearson, et al The applicants are requesting a change in the General Plan Land Use from Desert Rural to Mixed Use. The site comprised of 13 parcels on acres generally located in the southwest corner of Cave Creek Road and Carefree Highway. d. Case No. AGP Pew & Lake for Walmart Stores The applicants are requesting a change in the General Plan Land Use from Desert Rural to Mixed Use. The site comprised of three parcels on approximately acres is generally located south of the southeast corner of Cave Creek Road and Carefree Highway. Per ARS H.. All major amendments to the general plan proposed for adoption by the governing body of a municipality shall be presented at a single public hearing during the calendar year the proposal is made. The cases are scheduled for public hearing before the Planning Commission at a Special Session on Thursday, June 4, 2009 at 7:00 p.m. in the Town Council Chambers and before the Town Council on Monday, June 15, Staff is processing one request for a rezoning (Case Z-09-01). The applicants, Pew and Lake for Walmart Stores, Inc. are requesting the subject parcels associated with the General Plan Amendment be rezoned from Desert Rural (DR- 43) to General Commercial (GC). The rezoning case will be considered by the Planning Commission following the Major Amendment to the General Plan Public Hearing on June 4, 2009 and will be considered at the Town Council public T:\WEB PAGES\Weekly Reports\Planning DOC 2

7 hearing on June 15, 2009 following the Request for a Major Amendment to the General Plan. 5. Staff is processing 2 special event applications: Silver Spur Memorial Weekend Celebration May 23, 24 & 25, th of July Events July 4, The Town Council held a public hearing on Monday, December 1, 2008 to consider four rezoning requests. Council unanimously approved the rezoning requests and gave first reading of the associated rezoning ordinances. Staff presented a report to the Town Council and the community on Monday, December 15, 2008 regarding the annexation, the annexation process and the rezoning of the annexed lands. The Town Council gave 1 st reading of the Ordinances to extend and increase the corporate limits of the Town by annexing into the Town certain territory identified as the Willow Springs Area, the Rogers Wash Area, and the Apache Wash Area, which is contigu0ous to the existing Town limits on May 4, Town Council will give second reading to the Ordinances at the May 18,m 2009 meeting and will give second reading to the Rezoning Ordinances May 18, More information on the cases can be found on the Town s website, or at Town Hall. 8 D. CODE ENFORCEMENT 0 E. CUSTOMER SERVICE/PUBLIC OUTREACH 1. Staff holds various meetings throughout the week with property owners, home owners, realtors, developers, builders/contractors, planning commissioners, board of adjustment members & town council members. These meetings are often nonscheduled and can take place in the Planning Department Meeting Room or in the field. Staff members attended 9 scheduled meetings and 7 unscheduled meetings as well as the Town Council meeting. F. MISCELLANEOUS/ADMINISTRATIVE 1. Staff attended weekly Planning Staff Meeting. Tanks are at 82% on both systems (CC & DH). 2. Summer heat hasn t had much affect yet. 3. Meter reads in Desert Hills and rereads in Cave Creek. B. LEAKS/ SERVICE ORDERS 1. Leak on Kohuana. 2. Leak on Arbuscula. 3. Leak on Carriage. C. WATER TRANSFERS 1. Carefree delivered water for this week. Last week read 171,050,000 This week read 173,034,000 = MG. Carefree Highway read ,000. Water we took from Carefree- 0,000 gallons Vermeersch Well was on 4/27 and supplied MG to the Golf Course. 2. Desert Hills 4 Meter read: April 29= 246,419,000 May 6= 248,550,000 Total = MG 3 Meter read April 29= 590,307,000 May 6= 590,307,000

10 D. CONSTRUCTION 1. Construction meter at 24 St. (new light) th Street in DH water line extension. E. DISTRIBUTION SYSTEM OPERATIONS 1. Desert Hills a. Water Tanks are 60% filled b. Meter reads. 2. Sabrosa a. Well pumps working. 3. Cave Creek a. Water tanks 84% filled or better. b gpm running up CAP. F. ISSUES/CONCERNS 1. Well running dry at 10 th St. in Desert Hills. Turned off for 4 days. G. TRAINING H. NEW SERVICES 1. No. of new meter sets in Cave Creek- (0) 2. No. of new services/utility service agreements in County, Desert Hills & Carefree- (0) I. WATER TREATMENT PLANT OPERATIONS & MAINTENANCE CAP supply was 40.5 A-ft = 13.2 MG. from 4/29 to 5/6. Well water supplied to golf course was MG. Backwash water to golf course was MG. Total water supplied to golf course B/W & wells= MG. J. BILLING 1. Staff issued water system work orders for Cave Creek and Desert Hills. 2. Staff handled orders for new customer water service accounts with the new rates and security deposits, change of address requests and account closures. 3. Staff posted payment checks. 4. Staff sent out CCWC bills, active and finals. 5. Staff sent out hydrant and tie meter bills. 6. Staff worked on code changes for rate increase. 7. Staff printed past due notices for CCWC. 8. Staff sent out final billings on the old rates.

11 9. Staff sent out DHW disconnect notices and working on the CCWC disconnect notices today. 10. Ready to send off the first ACH payment request to the bank next week. K. MISCELLANEOUS 1. Staff wrote articles for Town newsletter. 2. Staff met with Habitat for Humanity regarding outstanding hydrant meter bill. 3. Staff met in the field with homeowners in Desert Hills that want to do a line extension to serve 5 homes at 15 th Avenue & Restin Road. 4. Staff met with consultants regarding solar power project at Water Ranch site. 5. Staff attended 3 all day meetings regarding the CAP ADD water process developing criteria for sharing and paying for new water supplies for the State of Arizona, and the Town of Cave Creek for build out water supply. 6. Staff met with Carefree Water Company to discuss adjusting the CAP wheeling agreement rate that they are charged by the Town. 7. Staff met with Garney, Parsons, and Burns & McDonnell regarding the Water Ranch project GMP and change order finalization.
