1 Name: Objectives and Targets Procedure ISO Standard: EMS Manual: EMS Revision #: 3 Prepared By: Cynthia I. Walters, Utility Systems Technician 06/17//2002 Effective Date: 06/17/2002 Page 1 of Purpose To identify, develop and review environmental objectives and targets, and associated improvement programs. 2.0 Scope ISO 14001, sub clause requires a documented process to establish the EMS objectives and targets. This procedure requires the analysis of operational details, environmental impacts, regulatory standards, technological options and financial resources in the establishment of objectives and targets to meet the policy statement. 3.0 Responsibility & Authority It is the responsibility of the Steering Committee to assure an appropriate analysis is conducted in the formulation and setting of objectives and targets. 4.0 Procedure 4.1 Procedure for the Identification and Communication of Objectives & Targets Using the Policy Statement To meet the environmental policy, measurable objectives and associated targets will be identified based upon consideration of the WWTD s and WTD s analysis of operational requirements, significant environmental impacts, regulatory standards and compliance, technological options and financial resources Considering the Legal Requirements The major site-specific regulatory requirements, such as obtaining a permit to initiate an operation, permit limits, and other legal requirements will be identified Considering the Impacts Operational controls to minimize waste and to reduce adverse environmental impacts of facility operations will be identified Considering the Input of Interested parties This can be accomplished through EMS MRB meetings, or unsolicited comments expressed by customers, agencies, environmental groups, or affected individuals. Those reasonable views or comments will be considered for initiating departmental objectives and targets.
2 Name: Objectives and Targets Procedure EMS Revision #: 3 06/17/2002 Effective Date: 06/17/2002 Page 2 of Communication of Objectives and Targets The objectives and targets will be communicated to appropriate staff members within WWTD and WTD relevant departments Modification of the Objectives and Targets The objectives and targets will be modified when changes occur in the departments activities, products, or services. 4.2 Objective and Target Tracking System The Department Supervisor(s) and/or the Steering Committee are responsible for developing the objectives and targets The Plant Operations Superintendent is responsible for each Object and Target Improvement Plan The Department Supervisor(s) are responsible for reporting their progress to the Management Review Board (MRB). 5.0 Related Documentation 5.1 City of Shelby Environmental Management System Manual (EMS ) 5.2 Significant Environmental Aspects 5.3 Legal and Other Requirements
3 SWWTD ENVIRONMENTAL MANAGEMENT SYSTEM Improvement Plan: EMS A Name: PM System Improvement Plan Prepared By: Jerry D Turner, Maintenance Supervisor Improvement Plan for PM Program EMS A 1.1. The purpose is to review the current Preventative Maintenance (PM) program and to develop an improved and better performing program. 2. Development process, to be completed by 7/31/ The Plant Operations Maintenance Supervisor and Chief Mechanic will review the Preventative Maintenance (PM) section of the Plant O & M Manual and any equipment not included in this manual Have Chief Mechanic note any discrepancies in the schedule PM listed in the O & M Manual and add to the list any equipment not included or added after O & M was published Both shall review the present PM schedule and amend as needed to create a current and complete written PM Schedule Chief Mechanic to make final refinements to PM List and create schedule, making the best use of material and personnel available. 3. PM Work Order Tracking Process, to be completed by 11/1/ Plant Operations Maintenance Supervisor will write PM Work Orders as per new PM Schedule Chief Mechanic shall assign work orders and schedule projected completion time Chief Mechanic shall Check Off on all completed work orders and returns them to Plant Maintenance Supervisor as Completed Supervisor may check for completion and then mark work order as Closed 3.5. Maintenance Supervisor shall keep all completed work orders in a Hard Copy form on file and will also enter all work orders into a Computerized Database. 4. Training for all Maintenance Staff and Program Review, to be completed by 2/1/ The Plant Operations Maintenance Supervisor shall train all Maintenance Staff on the New PM Program The Plant Operations Maintenance Supervisor shall review the program and all training needs and shall determine if the program is complete and operating as designed.
4 SWWTD ENVIRONMENTAL MANAGEMENT SYSTEM Improvement Plan: EMS B Name: Improvement Plan for Prepared By: John E. Rhom, Plant Operations Superintendent Improvement Plan for Handling of 2000 Lbs. Chlorine Cylinders EMS B 1.1. The purpose is to review the current procedure for handling 2000-Pound Chlorine Cylinders and develop an improved Standard Operating Procedure and to train Plant Personnel on new SOP. 2. Development process, to be completed by 4/30/ The Plant Operator in Responsible Charge (ORC), with the assistance of his chief operator shall review the current procedure for changing out Cl2 cylinders and note any discrepancies and/or updates that may be needed After reviewing this procedure both personnel shall create an up to date, current SOP for Changing Cl2 Cylinders. 3. Training for Designated Plant Staff and Program Review, to be completed by 6/30/ All procedures that follow shall be conducted annually after being established The Plant Operator in Responsible Charge (ORC) shall review all plant personnel responsibilities to determine as to whether or not this training is needed The ORC shall then develop a list of plant personnel that need to be trained on the new SOP This training shall also include SCBA (Self Contained Breathing Apparatus) training The ORC shall contact the City of Shelby s Fire Department to schedule this training The Plant Operator in Responsible Charge (ORC) shall review all training and maintain records of said training for his records and communicate this training to the EMS coordinator The Plant Operator in Responsible Charge (ORC) shall review program to insure that it is correct and complete annually.
5 Improvement Plan: EMS C Name: Improvement Plan for WAS (Sludge) Prepared By: John E. Rhom, Plant Operations Superintendent Improvement Plan for Handling of Waste Activated Sludge (WAS) EMS C 1.1. The purpose is to review the current procedure for handling Waste Activated Sludge (WAS) and develop an improved Standard Operating Procedure and to train Plant Personnel on new SOP. 2. Development process, to be completed by 4/30/ The Plant Operator in Responsible Charge (ORC), with the assistance of his chief operator shall review the current procedure for wasting sludge from the plant and note any discrepancies and/or updates that may be needed After reviewing this procedure both personnel shall create an up to date, current SOP for wasting sludge from the plant. 3. Training for Designated Plant Staff and Program Review, to be completed by 6/30/ The Plant Operator in Responsible Charge (ORC) shall review all plant personnel responsibilities to determine as to whether or not this training is needed 3.2. The ORC shall then develop a list of plant personnel that need to be trained on the new SOP The Plant Operator in Responsible Charge (ORC) shall review all training and maintain records of said training for his records and communicate this training to the EMS coordinator The Plant Operator in Responsible Charge (ORC) shall review program to insure that it is correct and complete.

The purpose is to review the current procedure for Staff Training on the plants SCADA System (Supervisory Control and Data Acquisition) and develop an improved Standard Operating Procedure and to train Plant Personnel on new SOP. 2. Development process, to be completed by 4/30/ The Plant Operations Maintenance Supervisor shall review the current procedure for training plant staff on the SCADA System and note any discrepancies and/or updates that may be needed After reviewing this procedure the Plant Operations Maintenance Supervisor shall create an up to date, current SOP for Staff SCADA Training. 3. Training for Designated Plant Staff and Program Review, to be completed by 6/30/ The Maintenance Supervisor shall review all plant personnel responsibilities to determine as to whether or not this training is needed The Maintenance Supervisor shall then develop a list of plant personnel that need to be trained on the new SOP The Plant Maintenance Supervisor shall review all training and maintain records of said training for his records and communicate this training to the EMS coordinator. The Plant Maintenance Supervisor shall review program to insure that it is correct and complete annually.
