1 CENTRAL KITSAP FIRE & RESCUE POSITION DESCRIPTION MANAGER, FLEET MAINTENANCE Division: Fleet Maintenance FLSA Status: Exempt Reports to: Division Chief Job Status: Permanent Full-time Positions Supervised: Emergency Vehicle Technicians (EVT S), Leads and other staff as assigned. Date: April 2018 (updated) Represented Status: Non-union POSITION SUMMARY: Plans, coordinates, and manages the District s Fleet Maintenance program for vehicles. May also be assigned to manage an external Fleet Maintenance Service Center including outside mobile or fixed facilities. As a member of the District s management team, participates in policy development, planning and oversight within the organization and cooperative endeavors with local, county, state and federal agencies. Interacts closely with other supervisors and managers. Directly supervises the Mechanics, Emergency Vehicle Technicians, Leads and other staff as assigned. This is an exempt position under the Fair Labor Standards Act (FLSA). This position is not an emergency response position. This position may be required to report to work outside of regular working hours in the event of fleet maintenance emergencies. Work is performed under the administrative direction of the Assigned Division Chief and assigned in terms of broad general objectives. This position exercises independent judgment, decision-making and initiative. Work is reviewed for effectiveness and compliance with District policy. All positions within Central Kitsap Fire and Rescue are expected to adhere to the established Core Covenants of the District. ESSENTIAL FUNCTIONS: The following duties are typical tasks included in the principal functions of the job. The list is not exhaustive and does not include miscellaneous, incidental or additional duties that may be assigned by the District consistent with applicable law. The Fleet Maintenance Manager must be able to perform the essential functions of the position with or without a reasonable accommodation. Supervises, evaluates, and participates in the selection of assigned staff and EVT lead(s).
2 Establishes work rules and performance standards and other expectations; initiates, recommends and implements disciplinary actions as warranted. Plans for training of subordinates in order to make full use of individual capabilities and to meet changing demands. Provides ongoing feedback to assigned personnel and timely assistance with performance. Assigns all work to team and coordinates with completion lead(s). Implements and provides accurate documentation regarding preventative maintenance program and repairs to the District s vehicles. Tracks and schedules repair requests to ensure adequate repairs in a timely fashion, including contracts with outside vendors. Submits required reports and documentation of all maintenance work performed. Coordinates with Operations and Division Chief regarding apparatus repair and new apparatus specification development. Submits an annual divisional operating budget requests with documentation. Develops and maintains cost analysis and life expectancies for apparatus, and equipment and a 10 year capital apparatus replacement plan. Supervises and performs inspection, diagnoses, preventative maintenance, testing, and repairs on all types of apparatus and equipment. Ensures the procurement, and stocking of necessary parts, tools, and equipment. Plans fabrication of items needed for repairs, mounting of equipment, or upgrades of vehicles and equipment. Implements programs and training to ensure safe daily operation of apparatus and equipment. Participates as member of the safety committee. Oversees transportation of vehicles to and from the shop for servicing as necessary. Ensures a clean and safe work area for all maintenance personnel. Responds to emergencies and breakdowns to assist with directs repairs of vehicles if necessary. Accepts training opportunities and additional responsibilities as the growth of the District may require, and as new technologies arise.
3 Establishes an enterprise environment accurately tracking shop time, parts inventory, and expendable shop products used on each vehicle. May be directed to solicit outside customers to receive fleet maintenance services. Accurately prepares or oversees preparation of invoices for outside customer services for billing purposes. Other Job Duties: Performs related duties as assigned. PERFORMANCE REQUIREMENTS : Knowledge of: Methods and techniques of developing and conducting an effective fleet maintenance program including potentially providing maintenance services to external organizations partnered with the District. District policies and procedures, as well as City, State and Federal regulations specific to the District s Fleet Maintenance program. Computerized database, spreadsheet, invoicing, graphics and word processing applications. Materials, tools and equipment used in Fleet Maintenance activities and the potential hazards associated with these operations. General knowledge of building construction, materials, and maintenance requirements. Knowledge of emergency vehicle specifications, maintenance, and repair. Principles and practices of program planning, coordinating, budget preparation, monitoring and evaluating. Management theory and practices and the abilities to effectively supervise, evaluate and coordinate the efforts of subordinates. Potential grant acquisition and administration. Written and verbal communication tools to develop and present policies and training material. Ability to: Represent the District in the community and with political leaders in a manner that is consistent with District policies, missions, and values. Solve problems and make decisions in stressful situations. Be adaptable and flexible to meet the needs of differing circumstances. Plan, organize, and implement programs to meet District and customer needs. Make verbal presentations to staff and a variety of groups with diverse backgrounds.
4 Express ideas clearly and concisely, both verbally and in writing. Perform assignments independently with minimal supervision, and as part of a team. Plan, assign, supervise, train, evaluate, and provide guidance to staff including disciplinary action. Establish and maintain cooperative and effective working relationships with coworkers, subordinates, and other organizational groups and individuals. Analyze situations quickly and objectively, determine a proper course of action, negotiate and problem solve. Understand and follow instructions and directions. Physically perform the essential functions of the position. Maintain minimum required certifications. Effectively coordinate, perform and complete duties and assignments in a timely manner. PHYSICAL DEMANDS AND WORKING CONDITIONS Work is generally performed in a maintenance shop, office setting, District owned facility; or at various locations in the field. No activities are conducted in the Immediately Dangerous to Life and Health (IDLH) environment; or that require Personal Protective Equipment (PPE) other than a safety helmet or traffic vest; or that require the use of Self-Contained Breathing Apparatus (SCBA). At times, this position requires work in disagreeable conditions that include inclement weather and exposure to multiple elements (rain, heat, cold, noise), and hazardous pieces of equipment. Finger dexterity is required to use and operate a personal computer and related office equipment. Hand, arm, and foot coordination is required in order to use equipment, levers and foot pedals. Use of eye sight to observe proper equipment operations and to read training aids and props manuals and training materials is required. Will occasionally lift, carry, push, pull, or otherwise move objects weighing up to 80 pounds. Potentially must climb into and on large fire apparatus and equipment. Must safely operate district vehicles and drive to various locations or work sites in all types of weather conditions.
5 The position may also require work during scheduled evening and weekend hours, sometimes in excess of 40 hours per week. Must possess and maintain a valid Washington State Driver s Class B CDL License for regular and daily operation of District vehicles. QUALIFICATIONS: Must have obtained EVT Level 3 certification or have the ability to obtain EVT Level 3 certification within one year of hire. Minimum 3 years management experience. Enterprise experience is preferred. A high school education or GED is required. An AA degree or higher in a related field is preferred. Candidate must have a combination of education and experience equal to five years in the repair and maintenance of emergency vehicles. Experience developing or supervising an outside vendorship preferred, including soliciting business and building partnerships. Experience with Word processing, spreadsheet software and enterprise software related to documentation of fleet maintenance and repairs plus invoicing experience is required.
