1 MINUTES 12 th Meeting of thecoomet Technical Committee 1.9 IONISING RADIATION AND RADIOACTIVITY April 2014 Tashkent, Uzbekistan CONTRIBUTIONS ABOUT THE INTERNATIONAL METROLOGY ORGANIZATIONS ACTIVITY COOMET - S.Korostin CCRI N.Moiseev, S.korostin. During the discussion the problem of CMCs creation for non-si units development appeared (in particular, for exposure dose). The discussion resulted by decision about impossibility creation of these CMCs because MRA CIPM based on SI. However, if it needed traceability dosimeters calibrations against non-si units (exposure dose) can obtained by reference to air kerma CMC and ICRU recommended factors.. THE MAIN DISCUSSED TOPICS: THE CMC REVIEW Reviews were made effectively enough during 2013/14. However it was reveals that not all messages had been received by expert WG members Resolutions: 1. Restricted web-page for CMC experts on the TC web-site of the COOMET web-portal should be created. All information for CMC reviewing should be posted on the web-page. (S.Soroka) 2. The web-page should be tested with CENTIS (Cuba) CMCs. THE PROJECT FULFILLMENT 410/UА/07 COOMET Regional comparisons of National standards of Co-60 gammaradiation absorbed dose to water (Pilot VNIIFTRI, coordinator V.Berlyand, Russia) Suggested participants VNIIFTRI (Russia), CPHR(Cuba), BelGIM(Belarus), SMU (Slovakia), PTB (Germany), IEAE Resolutions: 1. VNIIFTRI should prepare the draft Technical protocol and traveling standards for the next TC Meeting (autumn 2015). Start of measurements is planned for VNIIFTR recommended to use PTB experience for TP preparation. L.Buermann should give to V.Berlyand documents of the COOMET.RI(I)-K1 and COOMET.RI(I)-S1 comparisons. 389/RU/07 Comparison of the re-entrant ionization chamber (IC) calibrations factors for the medical radionuclides ("Dosecalibrators") (Pilot VNIIFTRI, Russia) VNIIM s suggestions for the comparison future were discussed (Appendix 2). CENTIS (Cuba) and SMU (Slovakia) were interested in the comparison. Discussion revealed that effecivness of the comparison depends on the VNIIM results in the BIPM.R(II)-K4.Tc-99m and BIPM.R(II)- K1.F-18. Resolutions: 1. VNIIM should present on the next TC Meeting (autumn 2015) the results of participation in the comparisons mentioned above, the draft Technical protocol and traveling standards 2. Participants of the comparison should choice the comparison method (see Appendix 2); 3. Re-registration of the project could be usefull.
2 445/DE/08 Comparison of the national standards of air kerma for Cs-137 at protection level (L.Buermann, PTB) Participants: PTB (Germany), BelGIM (Belarus), CPHR (Cuba), GEOSTM (Georgia), NISM (Moldova), NSC IM (Ukraine), SMU (Sliovakia), VNIIM (Russia), BIM (Bulgariaя), VMT/FTMC (Lithuania), IAEA. Comparison is completed. Results published Metrologia, 2014, 51, Tech. Suppl., L.Buermann should close the project COOMET 445/DE/ /DE/08, 447/DE/08 Comparison of the national standards of air kerma for low- and medium energy x-rays (L.Buermann, PTB) L.Buermann suggested to make the comparisons as on-going like BIPM comparisons. VNIIM should appreciate its capability to be the pilot lab of these comparisons. In the case of the positive decision VNIIM should present draft Technical protocol at the next TC Meeting (autumn 2015). 635/DE/14 Comparison of the national standards of air kerma for x-radiation qualities used in radiation protection, general diagnostic radiology, computed tomography and mammography (L. Buermann, PTB, G.Walwyn, CPHR) The presented information was taken into the account. 641/RU/14 Comparison of the national standards of air kerma for x-radiation qualities used in radiation protection and diagnostic radiology (S.Soroka, BelGIM) Suggested participants: PTB (Germany), BelGIM (Belarus), CPHR (Cuba), GEOSTM (Georgia), NIM (Moldova), NSC IM (Ukraine), SMU (Sliovakia), VNIIM (Russia), IAEA. The presented information was taken into the account. Decisions: 1. Participants should confirm their participation by written message to pilot; 2. Coordinator of the comparisons S.Soroka should transfer the project 641/RU/14 to agreed state after dtetrmination of the participants list; 3. BelGIM should prepare the draft Technical protocol and traveling standards for the next TC Meeting (autumn 2015). RECOMMENDATIONS FOR FUTURE TC ACTIVITY. 1. TC discussed expediency of workshops for actual IR metrology problems. However type of organization of the workshop (conference with fee, workshop under sponsorship og anything organization etc.). All suggestions for subject and organization of the workshop should be sent to TC Chairman and Secretary in anytime. 2. For the better TC activity coordination S.Soroka should create the forum on the TC webpage on the COOMET web-portal and put list of the TC experts from COOMET NMIs. TC members should send proper information to the web-page administrator S.Soroka. 3. Actuality of the comparisons of radon and radon progenies specific volume activity discussed. BelGIM (Belarus) and VNIIM(Russia) the most interesting in the comparison. It was said that uncertainty of radon and radon progenies achieved 30-40%; however reasons of this high uncertainty are unclear. Importance of PTB participation in the comparisons was noted. Possibility of future prolongation for routine measurements was also discussed. VNIIM (Russia) and BelGIM(Belarus) should agreed concept and technical requirements of the comparison in June One of the agreed institutes from mentioned above should initiate the COOMET project. L.Buermann should inform radon measurement lab of PTB.
3 ORGANIZATION TASKS 1. TC discussed current member list. It was found that current list corresponds to actuall one except members from NIM(Moldova). NIM representative should decide the problem of TC member from Moldova. 2. In accordance with the letter by TC Chairman V.P.Yarina (Appendix 3) the new TC Chairman was discussed. In accordance with COOMET Memorandum of Understanding (paragraph 5, item 12) The TC Chairman appointed by the COOMET Committee( decision of the TC members is recommendation. During the discussion nominated by V.Yarina person O.Kovalenko was approved by by TC members from Belarus, Germany, Cuba, Slovakia and Uzbekistan. Discussion was resulted by suggestion to send the V.Yarina s letter to all TC members (Appendix 4) for examination and discussion. OTHE BUSINESS IAEA represtntation I.Gomola suggested to publish information about the TC activity in the SSDL NewsLetters. The brief information for publishing in the nearest SSDL NewsLetters issue and general information about TC activity for autumn issue should be given to I.Gomola. NEXT MEETING In 2015 (autumn) Meeting is scheduled in Baku (Azerbaijan). TC Cahirman and Secretary should prepare proper letters. Dr. Sergey Korostin Secretary

5 Appendix 2 Comparisons (calibration) of the dosecalibrators (secondary activity standards) for Tc-99m Well-type ionaziation chambers (dosecalibrators) are commonly used for activity measurements of radioactivite drags used in the hospitals for diagnostic purposes. Declared error of the activity measurements in the drag injected to patients is 10 % for p=0,95. For metrological supporting of the activity measurements of radioactivite drags national metrological labs provides dosecalibrators calibration for traceability to the National Standards. Since 2010CCRI and BIPM have provides key comparisons of the medical radionuclides (BIPM R(II).K4.Tc-99m in particular) for KCRV establishing as the best SI value of the activity unit. VNIIM activity measurements lab plans to participate in the key comparison BIPM R(II).K4.Tc-99m. Purpose of the COOMET comparison: to establish tracebility of the TC-99m activity measurements in the COOMET national metrological labs to KCRV of the key comparison BIPM R(II).K4.Tc-99m Comparison type: - Comparisons of the Russian National Activity Standard with COOMET national standards or - COOMET countries dosecalibrators calibration as the secondary standards refereed the Russian National Activity Standard Comparison device: dosecalibrator the VNIIM secondary standard which can used as the comparator for national standards comparison or as the secondary standard for dosecalibrators calibrations. Comparison schedule: - on-site visit of the VNIIM staff member with the secondary standard dosecalibrator in the national lab and comparison making with Tc-99m solution obtained by the National lab - transfer of the dosecalibrator to VNIIM and comparison (calibration) in VNIIM.
