14 Compliance Monitoring and Enforcement On-site verification of licensees compliance to standards, rules and regulations and commitments in the license application - annual inspection program was revised to apply the risk- informed and performance-base inspection strategy procedures in IAEA- TECDOC Unannounced inspections increased, resulted to more noncompliances - Planned annual inspections Enforcement of corrective actions/measures based on inspection findings through inspection reports and notices of violations Revocation, modification or suspension of license in accordance with PNRI AO No. 3, Series of 2004.

25 Specific Infrastructure Infrastructure for Radiological Emergency Preparedness Emergency planning and preparedness is part of the licensing process lead agency in the development, updates and maintenance of a National Radiological Emergency Preparedness Plan (RADPLAN) Nuclear Response Support Center (RSC) which is located in one of the rooms (ground floor) at PNRI NART Building was inaugurated last December 2008
26 Cont Infrastructure for Radioactive Waste Management Proposed House Bill No is an Act providing for a Comprehensive Hazardous and Nuclear Waste Management that outlines the principal guidelines in the safe management of nuclear and radioactive waste in the country CPR Part 23 Licensing Requirements for Land Disposal of Radioactive Waste, issued in May 2005 PNRI operates and maintains a centralized Radioactive Waste Management and Storage Facility (RWMSF) for collection, aggregation, and treatment of wastes Inter-agency committee currently selecting a site for national near surface repository for the disposal of low to short lived intermediate radioactive wastes
27 Cont expert mission from the IAEA assisted and guided the PNRI in drafting and establishment of national policy on radioactive waste management Infrastructure for Safe Transport of Radioactive Materials CPR Part 4 Regulation for the Safe Transport of Radioactive Material in the Philippines, was published in the Official Gazette on 25 October 2004 Authority to Transport is issued by PNRI for every shipment of radioactive materials transport safety and security, the Global Threat Reduction Initiatives Project by US-DOE facilitated for the installation of portal monitors at two major sea ports
28 Cont Infrastructure for Services Personal Dosimetry Service for External Exposure Control PNRI acts as the principal national service provider for individual external dose monitoring DOH provides a service for its own Manila-based staff only, regional staff are monitored by PNRI there is no accreditation process for the current and future service provider Internal Dose Monitoring Currently internal monitoring is only performed for staff working in the dispensing laboratory and radiation protection service of PNRI (urine and thyroid uptake analysis).
29 Cont Secondary Standard Dosimetry Laboratory (SSDL) Radiation Protection Services provides a calibration service for all instruments used for radiation safety and clinical radiation measurements calibrations are traceable to secondary standards through the IAEA SSDL participating in the IAEA inter-comparison SSDL network and the Asia Pacific Metrology Program (APMP). The DOH also provides an SSDL services. Provisions for the Maintenance of Radiation Monitoring and Dosimetry Equipment.

32 Challenges harmonizing the two regulatory bodies and creating one independent nuclear regulatory body in the country Bill was filed at the House of Representatives (Congress) in 2007 Substitute Bill to House Bills (HBs) 3155 & 3254 Creating the Philippine Nuclear and Radiation Safety Commission, providing for the regulation and control of nuclear and other radioactive materials, facilities and radiation generating equipment
33 Conclusion Philippines legal and governmental infrastructure and activities are mostly compliant to IAEA s GS-R-1, except for the real independence of the regulatory bodies Urgent need to pass the Comprehensive Nuclear and Radiation Safety Regulation Act to resolve the issue of effective independence.
