Integration of safety culture into regulatory practices and decision making process The Greek Atomic Energy Commission experience Sotirios Economides Department of Licensing & Inspections Greek Atomic Energy Commission

EEAE: Regulatory body Competent national regulatory authority in the fields of radiological protection and nuclear safety Decentralized (autonomous) public service

Responsibilities Regulatory work Inspections and licensing of facilities Radiation monitoring Individual monitoring of occupationally exposed workers Monitoring of environmental radioactivity levels Response to radiation emergencies Combating of radioactive materials illicit trafficking Radiation protection Calibrations of ionizing radiation instruments Education and training Research and development International cooperation Nuclear safety Public information

Main tasks EEAE sets the radiation safety rules and ensures compliance mainly through: inspections and measurement controls, monitoring of the environmental radioactivity, monitoring of the radiation doses of the occupationally exposed workers, providing continuous education and training, informing the public and other State Authorities. Having safety as first priority, EEAE: provides high level quality services and operates state of-the-art laboratories prepares for and responds to radiological/nuclear emergencies promotes the radiation protection safety culture and commits itself to scientific excellence.

Radiation uses: medicine, research, industry, telecommunications Radiotherapy: 58 e.g. linear accelerators, 60Co systems, brachytherapy systems Nuclear medicine: 180 e.g. γ-camera systems, PET/CT Diagnostic/interventional radiology: 1190 e.g. CT, X-ray systems Dental laboratories: Veterinary: 159 Research and education applications: 223 Industrial applications: 240 Research reactor Mobile phone base stations All types of lines and substations of the national power grid Audio, radio and television antennas Radar systems and satellite earth stations

Relation between Management System and Safety Chernobyl, 1986 Safety culture Fukushima, 2011 "Our safety culture, skills and ability were all insufficient. We must humbly accept our failure to prevent the accident, which we should have avoided by using our wisdom and human resources to be better prepared", TEPCO

IRRS Mission SARIS Self-Assessment was carried out before the IRRS mission: - Preparation phase for the mission - Team work necessary for the assessment to be carried out - Determination of strengths, weaknesses of the regulatory framework effective oversight

IRRS Mission MANAGEMENT SYSTEM OF THE REGULATORY BODY R8: When developing the integrated management system, EEAE should ensure that it is aligned with GS-R-3. R9: EEAE should foster staff commitment to the quality systems and to the integrated management system. R10: EEAE should make sufficient resources with the appropriate authority available when developing and implementing the integrated management system. R11: EEAE should include a specific process for the management of organizational change in the integrated management system. R12: EEAE should explicitly address safety culture in the integrated management system.

Fundamental principle: Safety The Management System for Facilities and Activities is based on Safety Culture. It includes actions for: the promotion and support of a strong safety culture through the development and the enhancement of proper attitudes and behaviors of individuals and groups, in order to perform their duties with safety.

Safety Culture in EEAE Behavior model Safety Culture is considered as: part of the corporate culture fundamental principle of the administration system major safety index for ionizing radiation facilities a mean to avoid accidents and incidents. Regulatory Authority = ΕΕΑΕ = Individuals involved in the radiation protection system Us Licensed Facilities

Working group on Safety Taking into consideration the IRRS mission recommendations on safety culture, a working group was created in order to propose specific actions. The Integrated Management system should support the enhancement of safety culture by: o specific references to the term and the basic elements o references to the target of safety in procedures, job descriptions etc., o procedures for managing organizational changes, o methods for the evaluation of implemented procedures regarding safety culture Safety culture should be integrated in decision making process and information dissemination activities A special questionnaire should be prepared in order to evaluate EEAE s personnel awareness on safety. think safely, behave safely

Working group on Safety Assignment of responsibility regarding safety supervision in EEAE (health and safety advisor) Occupational physician Assessment of the risk related to EEAE s activities The above were incorporated in think safely, behave safely

Integrated Management System ISO 9001 ISO individual monitoring of occupationally exposed workers gamma spectrometry measurements radon measurements calibration of ionizing radiation instruments non-ionizing radiation measurements ISO Inspections body of type Α ISO Design, development and provision of non-formal education and training in radiation protection and nuclear safety

Policy Policy 1. Internal procedures 2. Internal organization 3. Internal control 4. Friendly and safe working environment 5. Effective communication 6. Continuous training Examples: Written internal procedures Internal organization ensuring safety at all levels Systematic collection and analysis of data concerning safety When carrying out activities, safety is always taken into account Policy and targets are well known to the personnel Proper scheduling of educational needs

Management actions Management 1. Management as an example 2. Localization of problems 3. Control - Supervision 4. Education 5. Motivation 6. Rewards solutions Examples: Meetings on safety enhancement are carried out on a regular basis with the participation of EEAE s personnel Written procedures on safety are reviewed and updated regularly Educational programme and its results are checked by the management Encouraging the reporting of gaps as well as bad/good practices Good practices and lessons learned are disseminated to the EEAE s personnel

Personnel response Personnel 1. Questioning attitude 2. Personal responsibility 3. Commitment 4. Satisfaction from work 5. Communication Examples: Seek assistance in case of a serious problem during work Always follow the existing procedures even if there is a shorter but not approved procedure Report to the management cases of no safe practices Daily workload is manageable Be aware of changes concerning the management systems

Safety culture elements in the Integrated Management System Administration + Personnel = Commitment Us Communication Continuous training Perception of safety Education Devotion Clear allocation of Responsibility Working conditions

Our identity Mission The protection of the public, the workers and the environment from ionizing radiation and artificially produced non-ionizing radiation. Vision To be a modern regulatory authority, in the areas of radiological protection and nuclear safety, enjoying trustfulness and recognition nationally and internationally, and a model public service fulfilling its tasks with responsibility. Va l u e s Integrity and Impartiality, Competence, Quality and Credibility, Transparency, Social Responsibility, Scientific Excellence, Openness

Promoting safety culture to the stakeholders Incorporating appropriately safety culture, in the new radiation protection regulations implementation of IAEA GS-R-3 and European BSS. Education & training Dissemination of information Research & Development International cooperation

Education & Training Inter University Postgraduate Course in Medical - Radiation Physics education and training courses to occupational exposed workers the last 2 years more than 2300 non medical staff members have been trained in radiation protection training to workers of the organizations participating in the national emergency response planning (police, military, fire brigade, first responders, EKAB, customs, airports, radiological installations and big hospitals) on the job training The only Training Centre in Europe, in English language, in radiation, transport and waste safety Long term agreement with IAEA, ratified by Law

National Policy on E&T 2. Adequate number of trained personnel 1. Effective and sustainable RP system 3. Implementation of a National Strategy on E &T

Implementation of the National Strategy on E&T As the medical sector in Greece covers more than the 90% of ionizing radiation applications E&T in Medical Radiation Protection is decisive in achieving safety culture in the country The involvement of MPs in E&T programmes, is a key element for the establishment and implementation of the E&T national strategy in the medical field

Public information website: applications forms, protocols, basic protection measures, FAQ, etc. events/seminars/ lectures research and technology exhibitions conferences organization information material (series of brochures and videos, protection measures) recommendations to the public for radiological emergencies press releases press conferences media relations establishment of cooperation with stakeholders.
