3 Sindh Irrigation & Drainage Authority A-Introduction The SIDA is an organization playing an outstanding role in a major transition process in the irrigation and drainage sector of Sindh. The tasks and responsibilities of SIDA are: To supply water from the barrages to the canals. These canals will be operated by Area Water Boards. Levy water charges from the Area Water Boards and other water users Construct, operate and maintain irrigation, drainage and flood protection infrastructure. Sindh Water Sector Improvement Project (SWSIP-I) The Sindh Water Sector Improvement Project (SWSIP-I) is the World Bank funded project. The overarching objective of SWSIP-I is to improve the efficiency and effectives of the irrigation water distribution in three AWBs (Ghotki, Nara, Left Bank), particularly with respect to measures of reliability, equity and user satisfaction. This would be achieved by: a) Deepening and broadening the institutional reforms that are already underway in Sindh, b) Improving the irrigation system in systematic way covering key hydraulic infrastructure, main and branch canals, and distributaries and minors, and c) Enhancing long-term sustainability of the irrigation system through participatory irrigation management and developing institutions for improving operation and maintenance of the system and cost recovery. The improved water management would lead to increased agricultural production, employment and income over some about 1.8 million ha or more than 30 percent of the irrigated area in Sindh, and one of the poorest region of the country. In order to achieve above objectives SDC-Transition planned following activities: FO Re-Elections & making FO offices functional FO Training & Capacity Building Facilitating FOs for conducting their Audits Developing FO Business Plans Developing Channel O&M Plans 3
4 B- SOCIAL MOBILIZATION ACTIVITIES AT GLANCE 1- Institutional Strengthening of Farmers Organizations 1.1- FO Formation: Overall Status of FO Formation in AWBs is given as under: AWB To be formed Total Formed Balance GFCAWB NCAWB LBCAWB LBCAWB: Shadi Wah Small Minor: Mobilization started on Shadi Wah Small Minor and get positive response from water users, especially Syed Hamid Ali Shah (active Farmer/Grower) supporting our social team in meetings with different water user groups. It is expected that this FO Formation will be completed at earliest as reported by field team. GFCAWB: GFCAWB have already completed 3 FO Formations out of 5 remaining minors. Details are as under: 1. FO formation is in under process on Imam Wah, 75 water course associations formed out of 100 water courses Associations have been formed. 2. FO formation process on Desert Minor, is completed, 13 water course associations have been formed out of 13. There is still conflict in GB members regarding meeting of GB for election of BoM. NCAWB: As such the target of FO Formation has been reduced from 22 to 10 in NCAWB and it was agreed that 10 new FO Formation will be formed. The staff has started mobilization efforts for new FO formation but no any formation held and reported Assistance in Re-Election Overall Status of Re-Election of FOs in AWBs till Dec

The re-election FO RD-130 R/S is expected in the first week of January While reelection on RD-159 L/S and RD-136 L/S expected in the last week of January Re-Election process is already underway at FO Ashabo minor in Lower NCAWB. In GFCAWB, FO Re-Election is in under process on FO Lund Minor, Re-election on WCA completed 25 out of 40 water course associations, now due to tribal conflict between Lund community and Bozdar community further process is in pending (Still Same Situation). Re- Election on FO Gaji Lower Minor is under process, Re-election on WCA completed 25 out of 43 water course associations. Re-election process on FO Masu minor, 18 WCAs have been formed out of 22 water course associations. Re-election on FO Chandia minor, meeting will be held within a day s for nomination of election committee and issuing NOC to RA for election process. Re-election on FO Nara Minor, 12 WCAs completed and GB meeting will hold soon for the 3 rd tenure. Re-election process on FO Dingro Minor is under process, Re-election on WCA completed 20 out of 35 water course associations. FO Re-election on FO Saeed Khan Minor is in under process, Re-election on WCA completed 3 out of 6 water course associations. FO Re-election on FO Bukhari Minor meeting will held during end of Dec 2014 for nomination of election committee and issuing NOC to RA for election process. Moreover, Re-Election on FO Sonan Minor was announced on 21 August 2014 but before one day of Re-election date, election committee announced the postponed of Re-election of FO Sonan Minor due to internal conflict between FO general body and said that next date will announce after resolve the conflict. Re-Election on FO Makie Minor was announced on 22 October 2014 but election committee announced the postponed Re-election FO Makie Minor due to internal conflict between FO general body and said that next date will announce after resolve the conflict. 5
6 FO Re-Election on FO Nihal Wah, concerned AS (SM) continuously tried to mobilize them to start re-election process for 2 nd tenure but due to unwillingness of FO BoM members re-election process didn t start for 2 nd tenure. However concerned AS (SM) keep close coordination with them for conducting re-election process. In LBCAWB the social team of SIDA and AWB took joint efforts to hold meetings with General Body of FO Bulri Distry, Ali Wah Large, Kamaro Distry, Dokia Wah, Murad, Sorhadi, Bhawali and Golarchi Distry regarding re-election of FOs. The resources limitation to AWBs field staff including Mobility/Transportation and allowances are the major cause of slow pace of work as reported by AWB Social team was found. Moreover, Revised PC1 has been approved; additional positions of social mobilization in AWBs, which will be advertised and recruited accordingly FO Meetings The Social Development Cell of SIDA is actively involved in growth and development of AWBs, FOs, Social Development, Social mobilization, FO training and capacity building. The cell is also monitor and supervises all social activities being carried out by AWBs in project area. In this regard Social Mobilization staff of SIDA & AWB jointly assist FOs in organizing General Body and Board of Management meetings as per provisions of (SWMO)-2002 as well. During the reporting months, more than 35 GB and 15 BoM meetings were held by the FOs. Other administrative issues discussed regarding water distribution, Abiana assessment & collection and de-silting as well. These meetings were held at FO offices. S. The purpose of these visits was to meet with the Members and Representatives of FOs after Rehabilitation Works. The Officials of the SIDA Field Team Ghotki participated in the Field Visits, met with the Members and Representatives of the FOs and Visited the Channels also. These meetings with FOs were held as the part of Exit Strategy. Gaps in the performance of FOs and issues were widely discussed, such as Regular Meetings of their General Bodies (GBs) and Boards of Management (BoMs), seeking the due share of Irrigation Water for their respective Channels (Distributaries & Minors) from the Parent Channels (Main Canals / Branch Canals) & getting support of GFCAWB in this matter, Equal & Equitable distribution of irrigation water among and across the growers of the respective channel, special attention to the Tail Reach etc. Moreover, FOs were informed by the Social Mobilization Team that SIDA and AWB will take all their efforts to build their capacity so that FOs could perform much better and stand as Institutions in the Water Sector as the part of Reforms being made under the Concept of Participatory Management System. Capacity of the FOs will be built through their Trainings, Exposure Trips and through providing them literature etc. Meetings with FOs took place also in order to strengthening them in terms of Organizational and Financial Record Keeping. Discussions were also made regarding Financial Audit of FOs and preparation of their Annual Business Plans. 7
8 NCAWB: During the month of December 2014 field team Choondko visited on FOs, Gandahu, Santrao, RD-203 L/s, RD-136 L/S, RD-159 L/S, RD-130 R/S, Faiz, Luck Turko, Kiriri, Pir Bux, Choondko, Kamrahu, Naoabad, Sorah, RD- 214L/S, RD-205 R/S, Taj and Kathore regarding re-elections, meetings, abiana collection, conflict resolution and hands on support Assistance in Conflict Resolution During the month, the SDC Field Team Umerkot facilitated along with Mr. Zaid Sipio remained successful to resolve the conflict between the farmers of Boilo minor on the issue of re-election process. The field team assisted both groups and motivated & mobilized to sit together to resolve this issue finally he succeeded to resolve issue and GB meeting for re-election will call in coming month. At FO Bhan minor there was an issue regarding abiana collection. SDC Field team visited the FO and conducted the BOM meeting to resolve the matter. With the efforts of SDC field team, the matter was resolved and on same day 22nd of October the amount RS.85694/= was deposited in NCAWB Account. In GFCAWB, re-election on FO Makai Minor was announced on 22 October 2014 but due to internal community conflict on eleventh hour, the election committee postponed the re-election of FO Makai Minor. 9 1.6- Updating of Registration Data and FO Profiles SDC is continuously engaged in updating the FO registration data and FO Profiles. Previously, the FO profiles were updated during 2009 later on it wasn t deemed as continued process. However SDC realized the need & importance and has resumed it again. All FOs which are recently re-registered there profiles have also been updated Preparation of Comments on various reports, presentations and Compliance Status During the reporting quarter SDC was actively involved in preparing feedback/comments for various reports (FO Performance Evaluation etc.) Assist in Land Acquisition Matters of B1 Component SDC is also involved in land acquisition matters of B1 Component. Initially focused on NC-01 contract and during reporting months mainly focus made on NC-02 contract. One of the Institutional Specialist (IS) of SDC had been given an additional assignment to look after the matters of land acquisition and provide support and assistance in resolution of community issues of land acquisition. The (IS) is actively pursuing the matters under the guidance of SDS with DPD, Director NCAWB and Consultants. A meeting held at the office of Assistant Commissioner / Land Acquisition Officer Sanghar on 16 December 2014 to discuss and finalize the compensation amount for each land owner whose land acquired for permanent land acquisition at NC-02. Representatives from NCAWB, PIC, Revenue and SIDA and land owners participated in the meeting. Mr. Shahnawaz Umrani Institutional Specialist SIDA Sanghar participated in the meeting and prepared detail minutes of the meeting and shared to DPD, Director NCAWB and SDS SIDA Assist in Abiana Collection During the reporting month, all the Field Teams of SM mobilized FOs for depositing of Abiana (water charges) to AWB. The Field Teams held 12 special meetings with the FOs for collection of Abiana from the members and deposit in the account of AWB as 60% share. In the result of these meetings, FO Doso Distry Deposited dues of Rabi 2013, 14 FO Khai, FO Tagusar Minor, FO Jageer FO Rohro Minor, FO Hathongo Minor, and FO Hingorno Minor, FO FO, Kangni Minor. FO, FO Boilo Minor, FO Lal Khan, FO Kahu minor FO Bagi Minor collected from the members and deposited in the account of AWB, The remaining FOs are in the process of collection of Abiana from the farmer members and deposit to AWB. With efforts of field team Choondko, FO Luck Turko minor has assessed and started abiana collection of Kharif season At this time they have collected fifty thousand. FO Chairman told that at the end of October abiana collection of Kharif season would be completed and abiana would be deposited in the first week of November Field team Umerkot and Sanghar assisted FO Doso, FO Kunri Distry, FO Bhan Minor, FO Juma Distry, FO Ashabo Minor, FO Rind, FO Sinjhoro & FO Kandiaro minor regarding the Abiana Collection. It was decided that FOs will try to deposit some amount of Abiana in AWB Account. Due to cotton, onion and rice crop FOs has good opportunity to collect the abiana from farmers. 9
10 1.10- Visit Reports of SIDA/AWB Officials Visits of Social Development Specialist Honourable Vice Chairman SIDA received the complaint from FO Chairman Jam Wah regarding the poor quality of rehabilitation works carried out on the minor under contract package WSIP/B2/LB/47 and directed to General Manager Operation (GMO SIDA) to conduct enquiry and submit report. In compliance of above directives of Vice chairman SIDA, General Manager Operation GMO SIDA requested SDS SIDA and PIC to carry out a joint visit of Jam Wah on 24 th Dec 2014 in order to investigate the complaint of FO Chairman and verify/inspect the quality of rehabilitation works carried out along the minor and submit the detailed report as desired by Vice Chairman SIDA. The Social Development Specialist (SDS) SIDA, Field team SIDA Badin, Resident Engineer & Senior Engineer PIC, FO Chairman & Representative of contractor jointly visited the rehabilitation works of Jam Wah of Contract Package WSIP/B2/LB/47 under B2 component. Details of Contract Package WSIP/B2/LB/47 The above contract was awarded to M/s Technologist on dated 8th August 2012 with following details. Package comprises 02 channels Bahwli Distry and Jam Wah. Contract Amount Rs: 64,429,006/=. Revised Contract Amount Rs: /=. Actual date of completion: 31st December 2013 Completion Certificate Issued dated: 17th March It is further informed that after the joint visit of minor a meeting was held under the chairmanship of SDS SIDA participated by all the stakeholders including PIC, FO Chairman, Contractor and field team SIDA Badin.Durring the meeting it was mutaully decided that defective works pointed out by FO Chaiman under his compaint and verified by field team will be rectified by the contractor durring the extended defect liability period.fo Chairman demanded for the construction of retaining wall at the downstream of Head Regulator. Social Development Specialist (SDS SIDA) informed to the FO Chairman that the construction of new retaining wall is not included in the scope of contract. Structure Work was completed while the over head water tank, Senitary and electrcity works are still remaining. 10

Field Team Comments Quality of material used for the construction of modules found satisfactory. During the visit it was observed that 02 Nr of outlets damaged due to over toping of water. Construction of Water course was not in the scope of works under the package. Contarctor has completed all the works as per Scope of package. It was notice by the team that all Foot Bridges constructed were in Good Condition and only required proper construction of approaches. 03 out of 08 Nr newlly constructed Washing Ghats found damaged Durring the field visit It was notice that the Earth work not carried out as per specification and scope under the contract. 12 Visit of SDS SIDA along with her team to FO Dosso Distry on the complain of water shortage To enquire about a complaint regarding water shortage at tail portion of FO Dosso Distry, SDS SIDA visited FO along with her team and conducted meeting with GB members and representatives of FO on 05th of November 2014 at FO Office Dose Distry. In this meeting SDS- SIDA, Manager (SM&G)-SIDA, Perwaiz Shaikh, Sikandar Mangrio & Field Team Umerkot participated. GB members discussed FO matters regarding the water distribution. It was informed that there were 40 watercourses but then after the water courses of Girhore minor and Tagusar minor were included and some other watercourses were also sanctioned politically so now there are 67 WCs at Dosso Distry. Due to more watercourses distribution of water decreased and the shortage of water occurred in the tail. In this situation FO has tried their level best to supply the water in the tail. It was further discussed that at the head regulator due share of water is not been provided to FO so shortage of water is occurred. It was the demand of farmers that desilting of doso distry should be done as water can be reached at each farmer easily. It was further discussed regarding FO abiana collection and it was assured that they will collect the abiana from all the farmers and the target of this season last Rabi and this Kharif will be collected till December Farmers also demanded that the specialized trainings should be provided to FO on regular basis because they are newly elected and they want to learn more technically regarding water discharge measurement etc. In the end Mr. Naseer Khan Mari said that at FO doso distry about 36 women farmers were identified and we want to mobilize them to include in the FO Hands on Support The Farmers Organizations (FOs) are essential institutions for the empowerment, poverty alleviation and advancement of farmers and the rural poor. Governments and development agencies can create more appropriate and sustainable agriculture and rural development policies and programs, to identify and benefit small and poor farmers more effectively, by working with, supporting and involving FOs in the planning, design and implementation of agricultural and rural policies and programs, and by supporting them in implementing farmers own agendas. During the month of December 2014, Field Team Choondko has given hands on support to FOs Sorah, Mumtaz, Faiz, RD-130 R/S, RD-159 L/S,RD-203L/S, RD-136 L/S, Santrao and Gandahu in corresponding, resolving conflicts and different issues. Field team umerkot provided hands on support at FO Hingorno minor regarding Abiana Collection. In this regard field team conducted meetings with farmers and support to FO. It was also discussed that new body should get initiative to collect abiana and all the farmers should play their role regarding abiana collection. Field team Sanghar supported FO Duthro minor in coordination and linkages with other nongovernmental organizations for getting some projects. The Institutional Specialist SIDASanghar participated a meeting of FO Duthro with a representative of an organization CABI Bio sciences. After detail discussion and briefing about the works of FOs the representative of CABI Bio Sciences agreed to work with FO Duthro on an agriculture project. 12
13 In term of Abiana assistance to FOs Field Teams SDC visited Dadu, Kiriri and Luck Turko minors and due to assistance FOs started abiana collection of Kharif season 2014.According to FO chairmen in the month of January 2015 some amount would be deposited in Area Water Board account. Moreover, Field team Umerkot and Sanghar visited FO FO Bilalani minor, FO Bhan Minor, FO Kunri Distry, FO Ashabo Minor, FO Kandiaro mino, Bhiro minor and Sinjhoro minor regarding the Abiana Collection Capacity Building of FOs Refresher training held on Luck Turko and Kiriri minors held on December 18, 2014 at village Qadirdad Aradin. The topic of the training was Organizational Management and assessment & collection of Abiana. General Body members and active hatedars of both FOs participated. In this refresher training Mr. Waqar Hussain Khokhar I.S SIDA and Mr. Kosar Ali Mangi AEN were resource persons and delivered the sessions. The detail is given below table. They assist and facilitated to the FOs in term of their internal & external conflict and Abiana assessment & collection. Apart of this social mobilization teams had also taken the efforts to conduct GB & BoM meetings to activate the FOs. The social team is giving their full inputs to achieve their targets of social Mobilization by focused on FO Audit and Preparation of Channel O&M Plans. 3- Recommendations In SDC SIDA field offices there is no any provision of Office Boy and Office Assistant. Such staff should be provided in office New Computers, Printers and Scanners should be provided to Field Offices Internet facility should be provided to field offices. The limit of PoL & R&M for field mobilization in LBCAWB & GFCAWB should be enhanced for SM Staff of AWB 13
