Delay stems from Congress s inability to enact authorizing legislation in a timely manner. Possible direction of FY 11 Homeland Security grant funding levels remains speculative pending final Congressional action. Recently released 2010 Census data is being studied to assess impact on existing grant distribution methodologies. Information Technology Progress continues on the next version of EMMA (Emergency Management Mapping Application, our GIS mapping solution both Private and Public facing with the integration of WebEOC for Incident mapping and Maryland s imap/safemap effort. Ongoing WebEOC improvements for data exchange and interoperability with Local, State, and Federal partners continue to include the potential implementation of WebFusion. New SHELTER board has been submitted to the ESF6 group (lead) for review and discussion. Awaiting final approval before implementation to ensure all appropriate information is captured. Deployment of Internet based (IP) emergency radios to various radio stations continues bringing EMNET/EAS to those currently not receiving this information during off-peak, non-manned hours. Communication Interoperability continues to be enhanced. Most recently with the implementation of WAGIN (Washington/Allegany/Garrett Interoperability Network). 3

4 MEMA Operations Directorate Operations On December 10, 2010, Governor O Malley, supported by MEMA s Executive Director Richard Muth and MEMA Individual and Public Assistance officers announced that Maryland received a Declaration of Disaster from the U.S. Small Business Administration as a result of the severe storms and tornado, which struck Baltimore City, and Anne Arundel and Baltimore Counties on November 17, Beginning on December 14, 2010, residents and businesses were able to seek assistance from the SBA Assistance Center located in the W.E.B DuBois High School, 2201 Pinewood Avenue, Baltimore, MD The filing deadline to return applications for physical property damage was February 7, The deadline to return economic injury applications is September 9, MEMA recently revamped its annual Hurricane Guide to a new Maryland Natural Hazards Preparedness Guide. Boasting a new look that includes a new cover and new informative format inside, the guide should better prepare residents for any type of natural disaster. More than 50,000 copies were printed and will be distributed as needed to those in need MEMA, in partnership with the U.S. State Department, recently hosted a delegation of emergency management officials from the Philippines. The delegation had requested an overview of Maryland s Emergency Management and Response capabilities. The daylong event included presentations by MEMA staff on EMAC, SEOC Operations, Logistics, GIS, and the Joint Operations Center, the Maryland State Police, Maryland Department of the Environment, and the Maryland Institute of Emergency Medical Services. On December 16, a similar day-long presentation was made to a group of law enforcement and security officials from Thailand. Many other groups, including several delegations from China, participated in shorter visits to learn about the basics of emergency management in Maryland and the United States and tour MEMA facilities. As a result of a pattern of snow and ice related weather events MEMA experienced an increase in Level 3 activations. Poor, and in some cases, extreme weather conditions impacted Maryland during December 2010 and both January and February MEMA activated to a Level 3 on at least 4 occasions to assist in coordinating the State s response to these weather events. MEMA hosted dozens of weather related conference calls with state and local jurisdictions to insure situational awareness. Additionally, MEMA activated to a Level 3 in support of the Maryland State Police, the Office of the State Fire Marshal and other allied state, local and Federal partners, when incendiary devices were discovered in Annapolis and the Maryland Department of Transportation. On January 20, 2011, MEMA activated an Inaugural Emergency Operations Center in Annapolis and the State s Emergency Operation Center at MEMA in support of Governor Martin O Malley s Gubernatorial Inauguration. Several months of intense operational and safety planning resulted in an incident free ceremony. New to this 4

5 operation was the utilization of the Maryland coordination and Analysis s Center Virtual Command Center (VCC). This new Internet based software the Operations Section to monitor law enforcement intelligence side by side with emergency management s WebEOC in order to maintain real-time operational situational awareness. Special Projects and Planning As a result of recent weather events, MEMA Planning staff is reviewing the Winter Notice Checklist. MEMA is waiting to see if there will be an introduction of the bill in this legislative session to allow the use of school buses in the event of emergencies. MEMA Planning staff is working with Maryland National Guard in a coordinated all hazard planning effort. Invitations to the Severe Storm Conference will be going out shortly. Regional Administrator Program Presently, all MEMA Regions have Administrators in place. The latest version of the Regional Administrator Map with contact information can be found on the MEMA website. Regional Administrators are available for presentations, attendance at events and support for items such as exercise/training and information & referral services. Exercise and Training Tarmac Take-Back TTX December 8, 2010, MEMA Exercise and Training Branch provided full exercise support for the tabletop exercise. The exercise was sponsored by the FBI, TSA and the MAA (BWI Operations). The purpose of this exercise was to provide participants with an opportunity to evaluate current response concepts, plans and capabilities for a response to a terrorism incident at Baltimore/Washington International Thurgood Marshall Airport. The exercise focused on command and control coordination, critical decisions and notifications among private, local, state and federal agencies and organizations. It examined the integration of private, local, state and federal assets necessary to save lives and protect public health and safety. MEMA continues to coordinate Emergency Management Training throughout Maryland for both State partners and local jurisdictions. This forum provides opportunities for local jurisdiction and state agency collaboration in Exercises and Training. Through the MSFA Training Sub-committee, MSFA has been offered a seat on this panel. 6

7 MEMA Exercise and Training Branch Manager, Paul Hajek, is the chair of the Exercise and Training Operations Panel (ETOP) for the National Capital Region. MEMA continues to meet your NIMS/ICS needs by offering numerous ICS and related courses. Mitigation and Recovery MEMA hazard mitigation staff has completed the process of soliciting notices of interest for the estimated $12 million that the state will receive under the Hazard Mitigation Grant Program as the result of the two winter snowstorms. The first Mitigation Advisory Committee (MAC) meeting was held at MEMA on November 22, 2010 to discuss the 2010 Hazard Mitigation Grant Program (HMGP) Notice of Interest applications. A total of 49 NOI applications were received by MEMA, totaling $28,742, The MAC identified 37 of the 49 NOI applications to be considered for further review. A second MAC meeting was held at MEMA on January 5, 2011 to further discuss and rank the Notice of Interest applications. The MAC anticipates that HMGP applicants that have been given a notice to proceed will be able to provide MEMA with a complete FEMA HMGP project application and supportive information by April 15. This will allow MEMA staff one month to review the application and coordinate any concerns with the applicant. The next MAC meeting will be held on May 16, The 2010 Unified Hazard Mitigation Assistance (HMA) Grant Application awards have been announced by FEMA. Eight mitigation planning applications for approximately $370,000 have been awarded. MEMA Mitigation Staff have completed sub-grantee briefings for all planning grant recipients. Two Legislative Pre-Disaster Mitigation grants have been earmarked for the State of Maryland. These include a $650,000 grant for two generator installations (a police station and health care facility Rockville) and numerous stormwater improvement projects. A second grant for $1million was awarded for a state-wide alert and warning system. MEMA Staff has worked with the City of Rockville to develop and submit an application to FEMA. MEMA staff is currently working to develop an application for the state-wide alert and warning system application for submittal to FEMA. Public Assistance and Individual Assistance: Individual Assistance o The updated State Administrative Plan, Individuals and Households Program, Other Needs Assistance (ONA) Plan (Section 408 of the Stafford Act Catalog of Federal Domestic Assistance ), was submitted and approved by FEMA Region III Recovery Division for Individual Assistance, and is awaiting final signature from FEMA Region III s Regional Administrator. 7

8 The Individual Assistance (IA) Program continues to work collaboratively with MEMA Plans Section to engage recovery stakeholders to create a comprehensive State coordinating structure that will enhance our ability to work together and effectively deliver long-term recovery assistance, in cooperation with the following emergency management partnering agencies: o Maryland Department of Human Resources o Governor s Office of Community Initiatives o Maryland VOAD (Voluntary Organizations Active in Disaster) Key long-term recovery member agencies o Citizens Corp o CART, CERT o FEMA Region III Disaster Recovery The IA Program will attend the Faith Leaders Disaster Response Workshop, sponsored by the United Way of Central Maryland and World Relief Disaster Response, scheduled for February 8, 2011 in Baltimore to further collaborative work within the faith-based community. The Congressional Research Service (CRS) an Emergency Management Policy analysis of FEMA s Disaster Declaration Process, which can be viewed on the following link: This publication discusses factors considered for Individual Assistance in major disaster declarations. Public Assistance MEMA Public Assistance continues to process Project Worksheets and reimbursements for the December Major Disaster Declaration FEMA-DR-1875-MD. This disaster was declared on February 19, 2010 for Public Assistance Category A Debris Removal and Category B Emergency Protective Measures for 12 Maryland jurisdictions and subdivisions. MEMA received 346 Requests for Public Assistance for this declaration. 372 Project Worksheets have been completed with a total of 378 total Project Worksheets projected for the disaster. Corresponding reimbursements for these Project Worksheets are being processed by MEMA and disbursed to applicants. Joint Field Office (JFO) operations for FEMA-DR-1875-MD were transitioned to the FEMA, Region III Office in Philadelphia until completion and closure of the disaster. To date, total obligated Federal Share of Public Assistance funding for this declaration is $24,541,262 in reimbursement for eligible applicants. This disaster is 99% complete. Major Disaster Declaration FEMA-DR-1910-MD was declared May 6, 2010 for the February Severe Winter Weather. All categories of Public Assistance Category A Debris Removal and Category B Emergency Protective Measures in addition to Categories C-G of the Permanent Work Categories were included in this Declaration. 56 local jurisdictions and subdivisions of the State were deemed eligible. Five 8

9 jurisdictions were eligible for an additional 24 hours of snow assistance for a total of 72 hours of snow removal activities. 703 Requests for Public Assistance were received for the February Disaster Declaration. 1,149 Project Worksheets have been completed with a total of 1,169 Project Worksheets being projected for this disaster declaration. Corresponding reimbursements for these Project Worksheets are being processed by MEMA and being disbursed to applicants. To date, total obligated Federal Share of Public Assistance Funding for this declaration is $59,131,966 in reimbursement for eligible applicants. The total federal share obligated is expected to increase as the total projected project worksheets are completed. All Joint Field Office operations for this disaster have transitioned to the FEMA, Region III Office in Philadelphia until completion and closure of the disaster. This Disaster is approximately 90% complete. Applicants have 18 months to from the date of the declaration to complete all Permanent Work Category construction projects under this declaration. Major Disaster Declaration FEMA-DR-1652-MD - The floods of June 2006 has been closed. Federal Public Assistance Funds totaling $8,321,077 were disbursed to State and local applicants in the Maryland jurisdictions of Caroline, Dorchester and Montgomery for this disaster. Maryland Joint Operations Center (MJOC) The MJOC provides dispatch and communications services to the Office of the State Fire Marshal, Maryland Department of Environment, Maryland Occupational Safety & Health (MOSH) and the Maryland Department of Agriculture to facilitate twenty-four hour emergency response operations. Shift Supervisor Nathan Durman completed the FEMA/USAR Communications Specialist Course held in November at College Station, Texas. He was also named the COM-L for this year s Gubernatorial Inauguration in January. The MJOC worked with multiple state and federal agencies and their respective mobile command vehicles during the Polar Bear Plunge to perform voice and video interoperability exercises.
