3 Emergency Management Functions

4 Preparedness Preparedness is any activity taken in advance of an emergency that improves readiness and develops or expands operational capabilities. PPD8 Preparedness activities are as follows: Education, orientation, training and exercises for agencies and individuals Participation in community disaster planning efforts and creating or developing plans for voluntary agencies Creating a resource guide of agencies and services that may support disaster operations Interaction and collaboration with emergency management agencies

5 Response Response is any action taken immediately before, during or after an emergency occurs to save lives, minimize injuries, lesson property and environmental damage and enhance the effectiveness of recovery. NRF Response activities are as follows: Providing support and human services to primary disaster response organizations Supporting volunteers and volunteer management especially emergent volunteers Participation in donations management

6 Recovery A short or long term activity designed to return the affected people and areas to an acceptable standard of safety and sustainability. NDRF Recovery activities are as follows: Create a Recovery / Unmet Needs committee in the community Support ongoing recovery operations with human services, referrals and resources Support ongoing donations and volunteer management Advocate for those affected

7 Mitigation Mitigation is any activity taken to eliminate or reduce the degree of long term risk to human life, property and the environment from the affects of natural and technological hazards Mitigation activities are as follows: Involvement in the Local Emergency Planning Committee Participation in special mitigation events such as severe weather awareness week Participation in community disaster education Monitoring mitigation efforts in the community Including mitigation elements in rebuilding efforts

8 Prevention Prevention is any activity that enhances capabilities to prevent terrorist attacks and protect against all risks and hazards, including acts of terrorism Prevention activities are as follows: Actions to avoid an incident or intervention to stop an incident from occurring Deterrence operations, heightened inspections, improved surveillance and security operations Public health and agricultural surveillance and testing, immunizations, quarantine Law enforcement activities: preempting, interdicting, disrupting illegal activity

10 When is FEMA able to help? The Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988 State, Tribal, Territorial and local governments have primary responsibility to respond to disaster Federal assistance is designed to supplement State, Tribal, Territorial and Local governments FEMA may task any Federal agency to provide assistance FEMA can not duplicate a benefit provided by another agency

11 FEMA Disaster Assistance Declaration Process Incident occurs Governor s State of Emergency Preliminary Damage Assessment (PDA) FEMA s recommendation President s signature

12 FEMA Disaster Assistance Individual and Household Program (IHP) Up to 18 months from date of declaration Up to $32,900 (adjusted annually by CPI) Housing Assistance Other Needs Assistance (ONA) Can not duplicate benefits of another agency

16 Voluntary Agencies Assisting Disasters The first, last and sometimes only resource for disaster survivors Faith-based, local, state, national voluntary agencies with a disaster role and charter Examples: American Red Cross, The Salvation Army, Southern Baptists Convention, Mennonites Disaster Service, Church World Service, Catholic Charities USA, Buddhist Tzu Chi Foundation, National Baptist Convention and many, many more provide services and help rebuild communities

17 Voluntary Agencies Services and Activities Sheltering, Feeding, Clothing, Supplies, Medical Treatment, Child Care, Pet Care Needs Assessment Rebuilding, Repair Crisis Counseling Funeral expenses, transportation costs Donations Management

18 VOAD Voluntary Organizations Active in Disaster An umbrella organization of voluntary, community and faith based organizations Cooperation Communication Coordination Collaboration

19 VOAD A coordinating body for voluntary non-profit organizations who have the capacity to perform a relief function in the event of a disaster Encourages collaboration of voluntary agencies to maximize their impact during a disaster and avoid duplication of services VOAD is not a service provider; it is nonoperational
