2 Nuclear Security: IAEA Official Documents Nuclear Security Plan : Contribute to global efforts to achieve worldwide, effective security wherever nuclear or other radioactive material is in use, storage and/or transport, and of associated facilities, by supporting States, upon request, in their efforts to establish and maintain effective nuclear security through assistance in capacity building, guidance, human resource development, sustainability and risk reduction. NSP adopted in 2013 to continue to focus on human resource development, education and training, assisting states to meet their national responsibilities and international obligations 2013 International Conference on Nuclear Security Ministerial Declaration: welcome the IAEA's support for capacity building in States, upon request, including regulators, law enforcement agencies and industry, developed in cooperation with Member States, and recognize the importance of the collaborative International Nuclear Security Education Network (INSEN) and Nuclear Security Support Centre (NSSC) network.
3 2013 GC(57)/RES/10 Underlining the importance of IAEA programmes for education and training in nuclear security, as well as other international, regional and national efforts to this end "Encourages the Secretariat, in cooperation with Member States, to continue its training and train-the-trainers programmes, and to adapt the courses as appropriate, within its mandate, to meet the needs of Member States, and further encourages ongoing initiatives of Member States, in cooperation with the Secretariat, to foster nuclear security culture through nuclear security education and training and collaborative networks, including through the establishment of Nuclear Security Support Centres (NSSCs) and through the International Nuclear Security Education Network (INSEN);
4 Human Resource Development Objectives IAEA Efforts for Nuclear Security Education Objective: Support the development of nuclear security experts through development of teaching material, professional development of faculty and promotion of nuclear security education in collaboration with the academic and scientific community Comprehensive Training Programme Objective: To raise awareness, to fill gaps between the actual performance of personnel and the required competencies and skills and, to build-up qualified instructors/trainers Ultimate Goal: To develop capabilities to support the sustainable implementation of the international legal instruments and IAEA guidelines for nuclear security worldwide and to foster nuclear security culture. 2-Dec-13

8 INSEN membership is informal and open to any educational and research institution already involved or planning to be involved in nuclear security education in the future, or any competent authority that is interested or involved in nuclear security education.
9 INSEN Structure: Working Groups Develop Educational Materials Promote Faculty Development and Student Exchange Promote Nuclear Security Education Exchange information and develop materials for nuclear security education Coordinate the development of peerreviewed textbooks and instructional materials Incorporate results of nuclear security research in instructional materials Promote faculty development and cooperation among educational institutions. Develop tailored curricula for in depth courses Establish a mechanism to facilitate the exchange of students, teaching staff and researchers Promote nuclear security education Identify requirements for nuclear security specialists Assist in the development of nuclear security job descriptions Provide materials to be uploaded on the NUSEC portal

12 Achievements Briefly Over 90 members in total (74 institutions from 38 member states, +10 International Organizations, +4 Observers) Development and peer review of teaching material 14 courses out of 23 are completed three INSEN textbooks (Introduction to NS, Security of Nuclear and Other Radioactive Material in Transport, and IT-/Cyber Security four more textbooks are scheduled to be developed in Mentor/Protégé program with King s College London for professional development of faculty in the areas of Nuclear Security NSS 12 Educational Programme in nuclear Security is to be revised on the basis of input from INSEN members, who used its curriculum and structure to teach nuclear security courses at their institutions. INSEN members are currently holding the pilot M.Sc. degree course in NS (TU Delft, TU Vienna, FH Brandenburg, and University of Oslo) INSEN members organised a series of professional development courses, which reached out to over 140 faculty and instructors from 31 member states.
