2 INSAG Forum 2012 Monday, 17 September 2012 Austria Center Vienna ACV Hall E2 2:00 p.m. 4:00 p.m. INSAG FORUM: Assessing Progress in Worldwide Nuclear Safety The INSAG Forum 2012 will consider the progress made toward strengthening global nuclear safety in the light of the accident at TEPCO s Fukushima Daiichi nuclear power station. The Forum will be conducted as a roundtable discussion of invited panellists led by INSAG Chairman Mr Richard Meserve, with suitable time available for audience participation..
3 Technical Workshop on the Accident at TEPCO s Fukushima Daiichi Nuclear Power Station Monday, 17 September 2012 Austria Center Vienna ACV Hall E2 4:30 p.m. 6:30 p.m. Technical Workshop on the Accident at TEPCO s Fukushima Daiichi Nuclear Power Station At this event the Government of Japan will provide further information on the impact of the nuclear accident at the Fukushima Daiichi nuclear power station as well as on the efforts of the Government to mitigate the consequences. A team of senior Japanese experts will give presentations and answer questions. This event is co-sponsored by the Agency.
4 Nuclear Security Education and Training Tuesday, 18 September 2012 M Building Meeting Room M4 8:30 a.m. 9:30 a.m. Nuclear Security Education and Training The event seeks to make States aware of the developments over the past year in the fields of nuclear security education and training, in particular the development of the European Master s Degree in Nuclear Security, the establishment of the nuclear security support centres network and assistance available to States wishing to set up support centres. The event will give examples of training courses delivered through the Agency.
5 Development of a Metal Recycling Code of Conduct Tuesday, 18 September 2012 M Building Meeting Room M4 9:45 a.m. 10:45 a.m. Development of a Metal Recycling Code of Conduct The metal recycling sector has a large international dimension involving substantial transboundary movement of scrap metal and semi-finished products of the metal recycling industries. Unfortunately, radioactive material is often inadvertently incorporated into scrap metal and semi-finished products that are subsequently shipped across national borders without the knowledge of the exporting or importing State. Since 2010, the Secretariat has been facilitating the development for Member States of a Metal Recycling Code of Conduct that is intended to assist in establishing an international consensus on provisions to prevent such transboundary movement. A draft Metal Recycling Code of Conduct that was the product of the second openended meeting on its development was circulated to Member States for comment in April The objective of this side event is to inform Member States about this important initiative and to allow the Secretariat to receive feedback from its Member States. This event is being hosted by the Government of Finland.
6 15th Anniversary of the Ibero-American Forum Tuesday, 18 September 2012 Austria Center Vienna ACV Hall E2 9:30 a.m. 12:00 noon Fifteen Years of the Ibero-American Forum of Radiological and Nuclear Regulatory Agencies (FORO) Sharing Practices and Experiences in Radiological Protection and Nuclear Safety The event marking the 15th Anniversary of the Ibero-American Forum of Radiological and Nuclear Regulators (FORO) will review the activities and achievements of this Association of regulators in promoting a high level of radiation and nuclear safety and security in the Ibero-American region. It will also look at the future by promoting discussions on regional needs and sharing experiences. The session will end with a round-table discussion. The language of the event will be Spanish.
7 Nuclear Security Peer Reviews and Advisory Services Tuesday, 18 September 2012 M Building Meeting Room M4 11:00 a.m. 12:00 noon Nuclear Security Peer Reviews and Advisory Services as a Tool for Needs Identification The purpose of this event is to make Member States aware of the value of IAEA peer reviews and advisory services, inter alia, for identifying nuclear security needs and best practices. The meeting will also highlight the outcome of recent IPPAS missions.
8 Event Reporting for Medical Exposures Tuesday, 18 September 2012 M Building Meeting Room M4 12:45 p.m. 2:45 p.m. Event Reporting for Medical Exposures There is a gross lack and even an absence of reporting of radiation events in medical exposure in most countries, despite regulatory requirements to report. Events leading to injuries to patients have been occurring in many countries, not only in radiotherapy but also in the use of procedures that replace surgery (interventional procedures using fluoroscopy). The objectives of this event are: (1) to review the importance of learning lessons from radiation events in medicine in order to enhance safety for the patients; and (2) to review opportunities to share information in practice, through IAEA-developed international voluntary reporting systems for educational purposes in interventional procedures (SAFRAD) and radiotherapy (SAFRON).
9 Visits to the Individual Monitoring Lab Tuesday, Wednesday and Thursday, 18, 19 & 20 September 2012 Registration and Assembly Point: Information Desk/M Building Maximum of 20 visitors daily 1:00 p.m. 2:00 p.m. Visits to the Accredited Testing Laboratory for Individual Monitoring Delegates (or persons designated by them) will have the opportunity to visit the Accredited Testing Laboratory located in the VIC for individual monitoring. The Radiation Monitoring and Protection Service assesses the occupational exposure of IAEA staff and contracted experts for external sources of radiation and intakes of radionuclides, and provides assistance to Member States through fellowships and technical advice. The visit offers a view of the Whole Body Counter as well as all other laboratories, for instance those used for urine analyses and gamma, alpha and beta spectrometry. Registration for this visit should be made at the Information Desk, M Building entrance, ground floor. The assembly point for delegates is the Information Desk at the entrance to the M building. Owing to space constraints, a maximum of 20 visitors, can visit the laboratory each day.
10 ANSN Plenary Meeting Wednesday, 19 September 2012 M Building Meeting Room M0E79 2:00 p.m. 5:30 p.m. ANSN Plenary Meeting The objectives of the ANSN Plenary Meeting are: (1) to facilitate the establishment of safety infrastructures for nuclear power programmes within individual Member States and capacity building within the region via strong commitment from high level management within ANSN member states; (2) to serve as a top decision making authority and assist in the formulation of national strategies related to implementation of The Vision of ANSN for the Year 2020; and (3) to provide a forum to discuss needs and perspectives as well as to disseminate and share good practices and achievements.
11 Coastal and Shipping States Meeting Wednesday, 19 September 2012 M Building Meeting Room M6 2:30 p.m. 4:30 p.m. Coastal and Shipping States Meeting This side event provides a forum for discussion of communication between relevant shipping and coastal States, including IAEA involvement.
12 Visits to the Incident and Emergency Centre Wednesday and Thursday, 19 & 20 September 2012 Assembly Point: Information Desk/M building 3 p.m. 4 p.m. on Wednesday 2 p.m. 3 p.m. on Thursday Visits to the Incident and Emergency Centre Delegates (or persons designated by them) will have the opportunity to visit the IAEA s Incident and Emergency Centre (IEC), which is situated in the VIC. The IEC serves as the IAEA s focal point for responding to nuclear or radiological incidents and emergencies and for promoting improvement in Member States emergency response and preparedness. The visit will present the activities, infrastructure and communication procedures of the IAEA s IEC. Registration for the visits should be made at the Information Desk, M building entrance, ground floor. The assembly point is the Information Desk at the M building entrance, ground floor, at 2:45 p.m. on Wednesday, 19 September 2012, and at 1:45 p.m. on Thursday, 20 September The planned duration of each visit is 1 hour.
13 Senior Regulators Meeting Thursday, 20 September 2012 Austria Center Vienna ACV Hall E2 9:00 a.m. 5:30 p.m. Senior Regulators' Meeting Organized each year during the General Conference, this meeting is a forum for senior government officials from Member States to exchange information and experience on current policy and technical issues and challenges related to regulatory matters in the fields of nuclear, radiation, transport and radioactive waste safety and nuclear security. Session I: Best Practices in Planning for Remediation; Session II: Specific Challenges in Implementing Remediation with a panel discussion on: Overall Decision Making in Planning for Remediation; Session III: Regulatory Challenges in Nuclear Security.
14 Regulatory Cooperation Forum, Friday, 21 September 2012 M Building Meeting Room M4 & M6 10:30 a.m. 1:00 p.m. The Regulatory Cooperation Forum (RCF): Helping Member States Build Effectively Independent and Robust Regulators of Nuclear Power The Department of Nuclear Safety and Security, together with concerned Member States, will provide an overview of the RCF, including background and objectives, recent activities and results from the RCF Programme evaluation. The IAEA will present its support activities for countries embarking on nuclear power. In addition, RCF members will provide their perspectives on the benefits of the RCF. The RCF aims to facilitate and promote the coordination, collaboration and exchange of regulatory knowledge and experience among Member States involved in nuclear power, and to effectively facilitate the channelling of resources from Member States willing to provide support to those Member States building independent and robust regulators of nuclear power.
