A confeence to discuss system was held at FCDA Staff College, June 14-15, Among confeees wee State enginees, Staff College technicians, and epesentatives of the Bueau of the Census and Lehigh Univesity Institute of Reseach. Release of system fo detemining shelte in existing buildings maked the fist phase of the shelte pogam.
