1 PROCEEDINGS OF THE PLATTE COUNTY BOARD OF SUPERVISORS Columbus, Nebraska April 17, 2018 Tuesday, A.M. Pursuant to adjournment the Platte County Board of Supervisors met in session beginning at 9:10 a.m. Deborah A. Backman, Deputy County Clerk, Jerry Engdahl, Chairman Roll Call and the following members present: Supervisors Martens, Micek, Olk, Pfeifer, Lloyd, Scow and Chairman Engdahl The Chairman informed the public of the posting of the open meeting laws. The Affidavits of Publication were presented. The meeting notice was published in the Columbus Telegram on April 10, 2018 and the Humphrey Democrat on April 11, Chairman Engdahl stated that the agenda be approved as written. Chairman Engdahl stated that the minutes for April 3, 2018 be approved as written. Motion, Supervisor Micek, seconded Supervisor Pfeifer, to open the hearing at 9:33 a.m. for additional funding for the Platte County Self-Funding Insurance Fund, and vote was as follows: Voting Ayes: Supervisor Micek, Olk, Pfeifer, Lloyd, Scow, Martens and Chairman Engdahl Motion, Supervisor Micek, seconded Supervisor Pfeifer, to close the hearing at 9:35 a.m., and vote was as follows: Voting Ayes: Supervisors Micek, Olk, Pfeifer, Lloyd, Scow, Martens and Chairman Engdahl The following resolution was presented: RESOLUTION NO WHEREAS, the Platte County Board of Supervisors have declared an emergency in the County within the Self-Funding Insurance Fund as state in State Statute ; WHEREAS, an appropriation was made to the Platte County Self-Funding Insurance Fund for start-up costs of operations on August 22, 2017; WHEREAS, a need of an additional appropriation of five hundred thousand dollars ($500,000.00) exists for the remainder of the fiscal year; BE IT HEREBY RESOLVED by the Board of Supervisors of Platte County, Nebraska on this 17 th day of April, 2018, that said Board of Supervisors authorize the transfer of five hundred thousand dollars ($500,000.00) from the Inheritance Tax Fund to the Platte County Self-Funding Insurance Fund for the remainder of the fiscal year. 2 The County Treasurer asked the County Board to approve the pledging for Pinnacle Bank. Motion, Supervisor Scow, seconded Supervisor Micek, to approve the new pledging for Pinnacle Bank as presented by the County Treasurer, and vote was as follows: Voting Ayes: Supervisors Scow, Martens, Micek, Pfeifer, Lloyd and Chairman Engdahl Abstain: Supervisor Olk Marlene Vetick representing the County Safety Committee is requesting the County Board to purchase seven (7) AED machines for the following Platte County building facilities. Motion, Supervisor Micek, seconded Supervisor Martens, to purchase seven (7) AED machines to be distributed as Marlene presented for the following Platte County buildings facilities: three on each floor of the Platte County Courthouse, one for the probation office, one for the Highway Department, one for the Extension Office and one for the Juvenile Services building and apply for grant from NIRMA by November of this year, to be paid from the Building and Grounds budget, and vote was as follows: Voting Ayes: Supervisors Micek, Olk, Pfeifer, Lloyd, Martens and Chairman Engdahl Voting Nays: Supervisor Scow Motion, Supervisor Lloyd, seconded Supervisor Scow, to authorize the Chairman to sign the utility application for Midstates Data Transport MS65 fiber optic, and vote was as follows: Voting Ayes: Supervisors Lloyd, Scow, Martens, Micek, Olk, Pfeifer and Chairman Engdahl The list for of inventory to be declared surplus equipment and/or materials to be sold was not provided by the Assistant Highway Superintendent. Jane Cromwell, Highway Department informed the County Board of the application fee of $1, for Project C-71(813) E 29 th Avenue to work in the UPRR right of way that is included in the claims. The following bids were presented and voted on as follows: Motion, Supervisor Lloyd, seconded Supervisor Scow, to accept all gravel bids for the best price in the area of the county as recommended by the Road and Bridge Committee, and vote was as follows: Voting Ayes: Supervisors Lloyd, Scow, Martens, Olk, Pfeifer and Chairman Engdahl Absent: Supervisor Micek Motion, Supervisor Lloyd, seconded Supervisor Pfeifer, to accept the culvert bid from Midwest Service and Sales for $54, as recommended by the Road and Bridge Committee, and vote was as follows: Voting Ayes: Supervisors Lloyd, Scow, Martens, Olk, Pfeifer and Chairman Engdahl Absent: Supervisor Micek Motion, Supervisor Lloyd, seconded Supervisor Pfeifer, to accept the material bid from Midwest Service & Sales for Projects C-71 (782), (814) and (815) as recommended by the Road and Bridge Committee, and vote was as follows:
3 Voting Ayes: Supervisors Lloyd, Scow, Martens, Micek, Olk, Pfeifer and Chairman Engdahl Motion, Supervisor Pfeifer, seconded Supervisor Scow, to accept the material bid from Pavers Inc. for Project C -71 (813) E 29 th Avenue resurfacing for $283, as recommended by the Road and Bridge Committee, and vote was as follows: Voting Ayes: Supervisors Pfeifer, Lloyd, Scow, Martens, Micek, Olk and Chairman Engdahl Motion, Supervisor Pfeifer, seconded Supervisor Scow, to accept the material bid from Gehring Construction for Project C-71 (759) Humphrey Spur for $253, as recommended by the Road and Bridge Committee, and vote was as follows: Voting Ayes: Supervisors Pfeifer, Lloyd, Scow, Martens, Micek, Olk and Chairman Engdahl Tim Hofbauer, Emergency Manager asked the County Board to approve and authorize the Chairman to sign the FEMA Siren Grant. 4 Platte Co Sheriff Breath analyzer Law Enforcement Fund- Sheriff Total $99, and vote was as follows: Voting Ayes: Supervisors Micek, Olk, Pfeifer, Lloyd, Scow, Martens and Chairman Engdahl Committee Reports: Supervisor Engdahl reported he received a letter from DEQ regarding the viaduct site. Supervisor Olk reported that she went to presentation on the Blue Zone Project went away with a really good outlook on our hospital. The Building and Grounds Committee is working with probation trying to come up with a new amount for the next fiscal year $143,000 will be recommended. Attended the Extension meeting, they are extremely busy. Called Todd Drapal to find out when he will be coming to review insurance renewal. Will attend NorthStar meeting this week. Supervisor Pfeifer stated that the Finance Committee is meeting Thursday and they will follow up on the audit report. Supervisor Scow reported that the City/County Committee met with the Visitors Bureau. Last week attended 911 Technical Committee meeting, received final numbers from RVW, voted to move forward. The Road-Bridge Committee is up to speed with E 12 th Avenue.
