NATIONAL SECURITY FILE (NSF) This file was the working file of President Johnson's special assistants for national security affairs, McGeorge Bundy and Walt W. Rostow. Documents in the file originated in the offices of Bundy and Rostow, and their staffs, in the various executive departments and agencies, especially those having to do with foreign affairs and national defense, and in diplomatic and military posts around the world. More than two-thirds of the National Security File has been processed. The NSC staff prepared the histories in 1968 by photocopying key documents in the National Security File and other White House files. The NSC History on the Non-Proliferation Treaty has been processed and substantial portions have been declassified. 10 NSF, Files of Chester Cooper: Chester Cooper began working for the White House in the summer of 1964 and became a regular member of the NSC staff soon after the November 1964 election. He served as a senior staff member until April 1966 with responsibilities for Far East issues, Vietnam, and Canada. This collection consists mainly of letters to Cooper from representatives of various organizations and some private individuals commenting on US policy in Vietnam, with special sections for correspondence with HERO and SANE members. Hamilton: Edward Hamilton was a senior staff member of the NSC on detail from the Bureau of the Budget from October 1965 until December His areas of responsibility included Africa, South Asia, and aid problems in general. 11 NSF, Files of Spurgeon Keeny: Spurgeon Keeny was a part-time senior member of the NSC staff from 1963 to He divided his time between the NSC and the Office of Science and Technology. His areas of responsibility were military technology and arms control. Box # 1-8 NSF, Files of Robert W. Komer: Robert Komer was appointed an NSC staff assistant to McGeorge Bundy in In 1965, he was named Deputy Special Assistant to the President for National Security Affairs, and the following year he was made Special Assistant to the President. In 1967, he left the NSC to become Deputy for Pacification in Vietnam. While three-fourths of the meetings deal mainly with the Vietnam War, there is some material on Arms Control. 12 TOM JOHNSON'S NOTES OF MEETINGS This collection includes notes for close to 120 meetings that President Johnson held with his senior civilian and military foreign policy advisors during 1967 and 1968, including 45 Tuesday luncheons. In addition, the collection includes notes for more than 80 meetings that President Johnson held with House and Senate leaders, correspondents, his Cabinet, the National Security Council, businessmen, and other groups. W. Thomas Johnson, who took the notes, has retained his copyright in these notes, but they are open for research. See the Personal Papers finding aid for the folder title list. Cabinet Meeting, 5/17/67 [Non-Proliferation] 9 Cabinet Meeting, 6/28/67 [Glassboro] 9 JOHN McCONE MEMORANDA This collection, part of the Papers of Lyndon B. Johnson, consists of notes of sixty-eight Presidential meetings attended by Director of Central Intelligence John McCone between November 23, 1963, and McCone's resignation on April 28, In addition, there are notes for four Presidential meetings which one or more of McCone's key aides attended in his stead. Ranging from NSC meetings to smaller gatherings of foreign policy advisers to McCone's meetings alone with the President, the meetings concern a great variety of international issues, with Vietnam a prominent topic. McCone himself prepared the notes for fifty-seven of the meetings. In the other fifteen cases, the notes were prepared by one of the aides (such as William Colby, Desmond Fitzgerald, Marshall Carter, or Ray Cline), who attended the meeting with McCone or in his place. - 12

13 Mr. McCone gave the collection of notes to President Johnson in 1969 to assist the former President with the preparation of his memoirs, The Vantage Point. Meetings with the President Box # 23 November December January April April May January April DAILY DIARY AND PRESIDENT'S APPOINTMENT FILE (DIARY BACKUP) The Daily Diary is a log of the President s activities, appointments, and phone calls. Occasionally, it includes information on the substance of meetings and conversations. This file of backup material for the President s appointments includes schedules, briefing materials, memoranda of conversations, and other sources. Organized by date, there is a folder for almost every day of the administration. The Diary Cards in the Reading Room provide an alphabetically arranged name index to the President s appointments. Once the date of an appointment has been determined, check the Diaries and Logs finding aid for the number of the appropriate box in Diary Backup. 23 LYNDON BAINES JOHNSON ARCHIVES In 1958, the Johnson staff instituted a records management program in the office which included a plan to dispose of noncurrent files. They set up the Lyndon Baines Johnson Archives (LBJA) to house items to be permanently retained rather than scheduled for disposal. Johnson files from the House and Senate period were screened, and selected items and files were moved to the LBJA file. Between 1958 and 1963, the staff continued to add to the file. Occasionally items were added during the White House period.
