3 Deepwater Horizon Incident Action Plan Operational Period: 0700hrs to 0700hrs Mission: To support county operations and the distribution of information to the public. Areas of Operation: Bay County Bay County Actions: The County Emergency Operations Center remains activated at Level 2. On May 6, 2010, the Bay County Board of County Commissioners declared a state of emergency for Bay County. The Panama City staging area moved from Port of Panama City to Panama City Marina. Panama City staging area to be operational Thursday morning, May 6, Placement of boom will be based on tides and where the oil is threatening and according to the Coast Guard Sector Mobile Area Contingency Plan. To view the plan visit Plan, visit MOBACP/StartHere.html. The booming strategy focuses on identified environmentally sensitive areas. Estuaries and inlets are at the top of the list, not the beach areas. This is to protect sensitive habitat that support wildlife and fish. Note that booms are not a failsafe solution. They can become ineffective in high seas, strong winds, or currents over one knot. Developing strategies for possible impacts to area beaches. GIS support deployed to staging area. Staging call center at EOC. 10 positions manning center Animal Control Officers attending training for wildlife rehabilitation. Training opportunities and schedules to be posted at Posting IAP and ESF updates on Work continues on the beach containment and disposal plan. Staff is working to identify points of containment. Aerial operations to survey beaches and other waterways took place Friday. County staff participated in a flyover conducted by the Bay County Sheriff s Office. Current beach and waterway conditions documented with digital photography. EOC staff continues to follow up on logistic request to the State Emergency Management Division. Call center activated. Air monitoring operations initiated along the Thomas Drive / Front Beach Rd. areas using Safesite Monitors (see attached map). Baseline readings were taken on May 8, 2010 at 7:54PM. All readings yielded 0.0 across the board. Secondary readings were obtained this morning May 9, Monitoring of all Safesite equipment will take place daily. The Incident Commander and EOC staff will be updated on a daily basis prior to the 10:00AM briefing. County berm plan set to the Department of Environmental protection for review and recommendations. DEP review was favorable. Emergency Medical Services (EMS) staged at Panama City Marina to provide advanced life support, rapid transport, and minor care to personnel and contractors at the staging area. As boom is staged, the public is cautioned not to tamper with or displace booms. All watercraft should keep a safe distance from booms. Bay County Sheriff s Office coordinating use of helicopter with USCG. EOC staff providing contact information to USCG staff EOC staff conducting meeting today with potential contractors for the Beach Berm Protection Plan. BP will be responsible for the hiring of contractors. EOC staff working with Chambers and TDC to craft a communication strategy for beachfront businesses and homeowners should the implementation of the Beach Berm Protection Plan become imminent. Training at Gulf World for local boat owners and crews. The training is part of BP s Vessels of Opportunity program. The first part of the training focuses on Safety and the second module on contracting with BP. Interested contractors must attend the attend to be eligible to participate in the program. Training information is posted at and will be updated daily. Red Cross reports 1300 volunteers in database. EOC staff continues to work on information exchange with the state EOC. EOC staff welcomed Asst. Director Boudreaux of the DEP s Pensacola office. Met with contractors to discuss implementation of Beach Protection Strategy Submitted Beach Protection Plan to state Department of Emergency Management Bay County Sheriff s Office providing security for air monitoring sites.

4 Bay County Actions: A press briefing will be held Wednesday, May 12 at 1:00 p.m. In attendance will be Federal Incident Commander Capt. Steven Poulin (USCG, Sector Mobile) and State Incident Commander Phil Wieczynski (Florida DEP, Bureau Chief). A representative from WRS Compass will visit the EOC. WRS Compass is an environmental and construction company based in Tampa, FL. WRS has been retained to oversee the boom, beach protection, remediation, and clean-up operations related to the Deepwater Horizon event. Formulated solution for training gap concerning beachfront commercial and business interests. Training of employees and volunteers will be offered via Gulf Coast Community College. Extension of Bay County Declaration of State of Emergency requested. Request to procure boom approved. EOC staff to identify type and quantity and work to obtain boom in coordination with Unified Command. An additional Staging/Decontamination location has been proposed for Bay County and is currently under review EOC staff had productive meeting with GCCC staff. EOC staff spoke with GCCC President, Dr. Jim Kerley, and has assurances of his support. EOC staff and GCCC staff identifying instructors for beachfront businesses. Chief of Emergency Services Mark Bowen briefed Commission May 18, 2010 on ongoing staff response to Deepwater Horizon. Mission uploaded to State Emergency Management Division to assist in developing a plan to link Beach Protection Plan to the Waste Management Plan. Mission uploaded to State Emergency Management Division requesting that WRS verify all ACP Tier 1 triple diamond areas in the county. Bay County is also requesting photographic documentation with corresponding GIS/GPS coordinate data. BP has opened a claims office at 7938 Front Beach Road PCB, near the Bay Street Deli. Affected businesses need to still file a claim at , but can follow up with the claims office. Level 2 Activation 48 Hour Operational Period Briefings as needed. Bay County EOC working with Coast Guard on City of Panama City s request to reopen Marina boat ramp. SCAT #4 reports area clear from Crooked Island Beach to Gulf County. No confirmed tarballs on Florida s Gulf Coast. WRS working on estimate for implementation of Beach Protection Plan. Mission #342 received approval for WRS to verify and document ACP Tier 1 booming. All Tier 1 booming for Bay County is complete. Panama City Marina Boat ramp was re-opened Friday, May 21. Indications are State will approve supplemental boom plan and oversight request. WRS Compass made first hand assessment of pass Saturday for purposes of reviewing high angle boom plan as listed in ACP Plus. Two areas of subtropical disturbance are not expected to impact our area. USCG liaison has been released from our EOC but can return whenever it becomes necessary. Salvation Army support at EOC has been discontinued. Air, water and beach monitoring continue by local, state and federal agencies Mission #365 to request WRS assistance with development of Local Action Plan. Bay County is requesting assistance from WRS in reviewing current protective measures and development of additional strategies as needed. Beach Berm plan changed in accordance with state recommendations and resubmitted for funding authorization. Local State of Emergency extended until June 03, 2010.

5 Bay County Actions: Mission 238: Cost estimate provided by WRS Compass uploaded to state. Mission 410: County requested that the Innovative Technology Cell consider proposal for remediation of oil spill impacts to Gulf Coast beaches. An Emergency CCCL Permit Application was submitted by Coastal Planning & Engineering, Inc. on behalf of Bay County on 6/1/2010 to FDEP for permission to implement our Beach Protection Plan. Currently identifying trigger points when berm will be constructed. Press Conference conducted Wednesday to update media. Commissioners updated on Thursday, June 03, Local state of emergency extended until June 10, Monitoring actions and responses of western Panhandle Emergency Operations staff. GIS generating maps with the most current boom strategies and placement for Unified Command. GIS generating maps to support state request for possible parking lot locations for qualified community responders (QCR). Purchasing Director sent out a draft contract for the berm construction as a Request For Information (RFI). From the RFI, staff will determine a fair and reasonable price and identify which contractors are available to do the work. Ashbritt mobilizing contract with DEP for booming unprotected sensitive areas WRS Compass beginning Tier 1 boom verification June 07, Bay County HazMat team responded to calls for suspected tarballs and collected items. None were related to Deepwater Horizon oil spill. Requesting permission from state for AshBritt Environmental to begin Tier 3 booming. Working to eliminate redundancies between Tier II and Tier III booming plans. Received DEP emergency berm permit. BP deploying reconnisance teams along Bay county beaches. Staging locations for roll off collection containers being verified as usable by BP, DEP and Unified Command. Tier 2 booming operations started this weekend with approximately 13,500 of boom in the water. All 24,000 feet should be complete today. Tanks believed to be related to the Deepwater Horizon Incident washed ashore this weekend in Bay and Walton Counties; they have been secured by contractors for further investigation. Bay County Engineering along with other contractors are exploring design criteria for a robust steel pipe boom system with steel curtain similar to the system being built in Perdido Pass. Requesting near shore and off shore skimmers to move east consistent with NOAA trajectories for areas of possible sheen. Contracting for additional skimmers and working vessels to capture product prior to landfall. Staging crews beachfront for quick deployment concerning reports of any product landfall. Deploying SCAT Team #4 in Bay County for reconnaissance and additional resources concerning wildlife rescue. Local State of Emergency extended until June 24, Bay County requested the deployment of 200 National Guard troops with full command and control support to assist with operations associated with the Deepwater Horizon response. Bay County requested personnel for Public Affairs, Planning, Finance and other essential Emergency Support Functions to support Bay County EOC. Bay County can provide at no charge through Gulf Coast Community College required OSHA Haz Mat training to all units staged in our County. Additionally we would be able to host any other necessary training for these units in one of our 9 classrooms. Facilitated nighttime operations for BP work crews in coordination with the FWC to ensure protection of sensitive species.

6 Bay County Actions: Responded to several reports of seaweed/seagrass that were mistaken for oil product. As of June 18, 2010, there is no confirmation of oil in local waters. Pirate s Cove Marina at 3901 Thomas Dr., Panama City Beach and Lighthouse Marina at 5325 N Lagoon Dr., Panama City Beach will serve as decontamination points for our area Priority continues to be beach monitoring, reporting and cleanup of product. Portable radio delivered to Staging Area for USCG/EOC communications. All Divisions will continue operations monitoring at assigned muster points. June 20, 2010: Bay County Division 1 continued cleanup operations Sunday, June 20, 2010 near Pier Park. Received reports of light, intermittent product at Crooked Island East (northern most tip), Shell Island and at the mouth of St Andrews sound. Bay County Division 1 (Bay County Line to West PC Pass): 75 personnel performing day operations commence at 0600 at 920 Front Beach Road. Crews picked up 250 garbage bags worth of product at sunset. Bay County Division 2 (Shell Island to Crooked Island W): 39 personnel performing day operations commenced at 0600 at Panama City Staging Area. Bay County Division 3 (Crooked Island E to Mexico Beach): 44 personnel performing day operations commenced at 0600 at Mexico Beach. Crews were notified of light tarballs on beach at Crooked Island East, collected a few garbage bags of product. Chief of Emergency Services joined USCG on an offshore monitoring mission. June 23, 2010: Work on a reinforced, "robust" booming system for the St. Andrew Pass will begin after the Bay County Commission unanimously approved the plan at a special meeting Tuesday afternoon. June 21, 2010: Overflight w/ Chief Bowen, LT Kocher, and SWS completed with no findings on visible surface sheen. June 21, 2010: Responded to reports of light tarballs/sheen at the west jetty, commenced clean up at St. Andrews State Park and collected 112 bags of product. June 22, 2010: Bay County Division 1 & 2 rec d light reports of tarballs at St Andrew State Park, product was minimal with only 7 bags retrieved June 22, 2010: All Divisions will continue day operations monitoring at assigned muster points. Steadily increasing personnel and training. CG Team 2 patrolling St. Andrews State Park and observing boom. SCAT (Shoreline Cleanup Assessment Team) 10 conducting patrols. EPA on site with CG Team 2 at Tyndall AFB to observe boom at St Andrews Sound. Bay County has made third request for 70,000 feet of additional Tier 3 boom for protection of St. Andrew Bay. Bay County has requested funding from state/federal to employ light, medium, and heavy duty skimming vessels to protect St. Andrews Bay. June 25, 2010: Local State of Emergency extended until July 1, Bay County is requesting funding for additional tier 3 boom to cover the environmentally and federally protected sensitive areas depicted on the attached map. On page 2 of the attached pdf are descriptions of areas from original ACP and ACP+ and their protected wildlife or habitat attributes. West Bay is surrounded by federally protected wetlands. The funding would be to cover approximately 70,000 feet of boom. All night crews performing cleanup at night will be coordinating with a certified Wildlife Watch Liaison to prevent any negative impact to animals. US Fish and Wildlife will conduct Wildlife Watch training and morning briefs for day crews. Approximately 250 personnel performing day operations. All Divisions will continue day operations monitoring at assigned muster points. Steadily increasing personnel and training. June 22, 2010, responded to very light and intermittent tarballs at Beach Access 39, cleanup commenced at dawn with 3 bags of product recovered. June 25, 2010: Hands Across the Sand will be holding an event on the beaches on 6/26/10 at 12:00. SOURCE: June Weekend impact was marginal with only 7 bags of oil product recovered in Bay County. June 30, 2010 Marginal impact over previous two days with 7 bags of oil product and one bag of oily debris. Approximately 425 personnel performing day operations. Approximately 250 personnel on night operations.

7 Bay County Actions: July 02, 2010 Minimal impact over previous two days with 7 bags of oil product recovered. 13 miles patrolled each day. Performing boom maintenance to be in line with minimizing damage to seagrass. 2 Wildlife Watchers present with 30 beach walkers at night. Applicant briefing attended by County and Municipal representatives. July 05, 2010 Minimal impact over the past two days 8 bags recovered in BC1. Total Deployed Boom in Bay County: Tier 1 Boom 100% Completed ft of boom moved to cover Lake Powell. All Divisions will continue day operations monitoring at assigned muster points. Boom maintenance is limited due to high boating traffic. July 07, 2010 Minimal impact over the past two days 6 bags recovered in BC1. July 09, 2010 State of Emergency extended until July 22, Minimal impact over the past two days. Due to small amount of oiled product, clean-up workers are now removing trash. On July 8, 3 bags of oiled product were recovered and 95 bags of trash picked up. Contractors began attaching the first stretch of boom to pilings in the pass. Six of eight dolphin pilings have been completed, and the pile driving is currently ahead of schedule. Boom construction is slightly behind schedule. Crews began driving sheet piling on either side of the project on Thursday. Responders continue to receive reports of oil sheen and mousse that were ultimately determined to be naturally occurring substances. July 12, 2010 Friday, July 09, 2010: Cost and Approval briefing attended by EOC representatives, County Administration, DEP Secretary Michael Sole, and the Deputy Incident Commanders for BP and the USCG. Sunday, July 11, 2010: Oil Spill Commission meeting attended by County, Municipal, and business representatives. Minimal impact: 20 bags of tarballs, 9 bags of oiled product. Additionally, 75 bags of trash picked up. July 14, 2010 Finance Unit preparing reimbursement requests to send to BP. Command Branch 3 located at Front Beach Road, Panama City Beach, Florida. Command trailer set-up and operational. Battalion Chief to be operational liaison for Command Branch 3. Briefings held to discuss the integration of response operations with Bay County at 1400 and boom procedure for the pass. Minimal impact: 8 bags of oiled product. Additionally, 74 bags of trash picked up. July 16, 2010 Briefings held to discuss the equipment, pass protection, and beach protection strategies. Clean up of sporadic tar balls west of the Pier Park area along an estimated 100 yard stretch of shoreline. 15 bags of oiled product collected. Additionally 137 bags of trash collected. July 19, 2010 Weekend impacts of oiled product remained minimal. July 21, 2010 Minimal impact over last two days. July 23, 2010 State of Emergency extended until July 29, Received wire from BP in amount of $3.1 million. Minimal impact over last two days. July 26, 2010 Shoreside clean-up suspended due to TS Bonnie. Shoreside operations will resume today.

9 Situation Currently Deepwater Horizon is not discharging any oil into the Gulf of Mexico. BP will continue the well integrity test for another 24 hours. The independent analysis of the Flow Rate Technical Group has determined that the overall best initial estimate for the lower and upper boundaries of flow rates of oil is in the range of 35,000 and 60,000 barrels per day. Deepwater Horizon continues to discharge an estimated million gallons per day. BP has completed construction of a dome, expected to be in place as early as next week, which will be used in an attempt to contain the oil discharge. BP has also begun drilling a relief well to eliminate the discharge. Work continues to collect and disperse oil that has reached the surface of the sea. More than 260 vessels are being used, including skimmers, tugs, barges and recovery vessels. BP will be handling all waste disposal through a contract Waste Management Controlled burns successfully burned up to 1,000 gallons of oil. Additional burns will be conducted today. Currently, there are no impacts to the state or county projected in the next 72 hours; however, Florida continues to make preparations to safeguard the state s shoreline. The state of Florida reminds its residents and visitors that the state s coastline has not been impacted at this time and remains open for public enjoyment. The U.S. Department of Transportation (DOT) has issued a Declaration of Regional Emergency, allowing motor carriers transporting response-related materials exemption from hours of service requirements. The National Park Service activated 2 incident management teams with approximately 78 people in the Gulf region on 5/6/10. There are 8 national parks in the Gulf area. Air monitoring was conducted between Venice, LA and Panama City, FL to address public concern for crude oil vapors. Air monitoring results show that crude oil vapors were not detected throughout residential and commercial areas between Venice, LA and Panama City, FL. BP was successful at inserting a Riser Insertion Tube Tool (RITT) tube into the damaged riser pipe. While not collecting all of the leaking oil, this tool is important in reducing the amount of oil being released into the water. The oil and gas captured is being siphoned to the drill ship on the surface. The riser insertion tube tool (RITT) containment system that was put into place in the end of the leaking riser is operational. It is estimated to be collecting and carrying about 2,000 barrels a day (b/d) of oil to flow up to the drillship Discoverer Enterprise on the surface 5,000 feet above. Produced oil is being stored on the drillship while produced gas is being flared. Plans continue to develop a so called "top kill" operation where heavy drilling fluids are injected into the well to stem the flow of oil and gas, followed by cement to seal the well. Most of the equipment is on site and preparations continue for this operation, with a view to deployment in a few days. Work on the first relief well, which began on May 2, continues. The DDII drilling rig began drilling the second relief well on May 16. Each of these wells is estimated to take some three months to complete from the commencement of drilling. The volume of oil and gas being collected by the riser insertion tube tool (RITT) containment system at the end of the leaking riser is estimated to be about 3,000 barrels a day (b/d) of oil and some 14 million standard cubic feet a day of gas. The oil is being stored and gas is being flared on the drillship Discoverer Enterprise, on the surface 5,000 feet above. At this time, there are no plans to use dispersants in Florida. If dispersants are ever considered in state waters, the determination to use the chemical would be evaluated by DEP with input from the Florida Fish and Wildlife Conservation Commission's Florida Wildlife Research Institute and EPA. At this time, there are no plans to use dispersants in Florida. A series of diagnostic tests are currently underway on the Deepwater Horizon s failed BOP to improve understanding of the status and configuration of the BOP and determine whether a top kill procedure can be successfully executed. These tests involve pumping drilling fluids into the BOP to measure pressures and validate flow paths. When complete, a decision will be made on the execution of the top kill procedure itself. Should the top kill not succeed in fully stopping the flow of oil and gas from the well, BP would then intend to move forward to deployment of the LMRP cap containment system. Operations on the top kill procedure continue. Heavy drilling fluids were pumped under pressure into the BOP starting May 26 at 1300CDT, and top kill operations continue through 2400CDT on May 27. It is estimated that the full top kill procedure could extend for another 24 to 48 hours. Top kill unsuccessful. The next step of the plan first involves cutting and then removing the damaged riser from the top of the failed Blow-Out Preventer (BOP) to leave a cleanly-cut pipe at the top of the BOP s LMRP. The cap is designed to be connected to a riser from the Discoverer Enterprise drillship and placed over the LMRP with the intention of capturing most of the oil and gas flowing from the well.

10 Situation Drilling of the first relief well continues and is currently at 17,864 feet. Drilling of the second relief well is at 15,874 feet. Work on the first relief well, which started May 2, continues. The well reached a depth of 16,275 feet on June 23 before the drillstring was removed from the well to carry out the first 'ranging' run using wireline. During the ranging run, the MC252 well was successfully detected. Subsequent ranging runs will be needed to more precisely locate the well. Drilling and ranging operations will continue over the next few weeks towards the target intercept depth of approximately 18,000 feet, when 'kill' operations are expected to begin. The second relief well, which started May 16, is drilling ahead at a measured depth of 10,500 feet. Both wells are still estimated to take approximately three months to complete from commencement of drilling. Operations to skim oil from the surface of the water now have recovered, in total, approximately 610,000 barrels (25.6 million gallons) of oily liquid. In addition, a total of 275 controlled burns have been carried out to date, removing an estimated 239,000 barrels of oil from the sea's surface. Approximately 37,000 personnel, more than 4,500 vessels and some 100 aircraft are now engaged in the response effort. The total length of containment boom deployed as part of efforts to prevent oil from reaching the coast is now almost 2.8 million feet (530 miles), and about 4.2 million feet (800 miles) of sorbent boom also has been deployed. The lower marine riser package (LMRP) containment cap, installed on June 3, continues to collect oil and gas flowing from the well and transport them to the Discoverer Enterprise drillship on the surface. On June 5, a total of 10,500 barrels of oil was collected and 22 million standard cubic feet of natural gas was flared. From June 3 through June 5, the volume of oil collected was 16,600 barrels and 32.7 million standard cubic feet of natural gas was flared. On June 7th, a total of approximately 14,800 barrels of oil were collected and 30.6 million cubic feet of natural gas was flared. For the first 12 hours on June 8th (midnight to noon), approximately 7,850 barrels of oil were collected and 15.2 million cubic feet of natural gas was flared. On June 8th, a total of approximately 15,000 barrels of oil were collected and 29.4 million cubic feet of natural gas were flared. In the first 12 hours of June 13 (midnight to noon), approximately 7,720 barrels of oil were collected and 16.9 million cubic feet of natural gas were flared. On June 12, a total of approximately 15,000 barrels of oil were collected and 32.9 million cubic feet of natural gas were flared. For the first 12 hours on June 15 (midnight to noon), approximately 5,610 barrels of oil were collected. There were two operational upsets June 15, 2010: 1) approximately 30min collection was shut down due to a faulty sensor and 2) a direct lightening strike on the Enterprise caused oil collection to be down from 9:25 to 14:15 CDT. For the last 12 hours on June 17th (noon to midnight), approximately 8,020 barrels of oil were collected and approximately 4,770 barrels of oil and 24.5 million cubic feet of natural gas were flared. Optimization of the dual recovery system continues; on June 17th, total oil recovered was approximately 25,290 barrels. approximately 16,020 barrels of oil were collected, approximately 9,270 barrels of oil were flared, and approximately 50.3 million cubic feet of natural gas were flared. On June 19, a total of approximately 11,050 barrels of oil was collected and 25.6 million cubic feet of natural gas was flared on the Discoverer Enterprise. This is less than recent averages because process facilities were shutdown for part of the day. In the same 24hour period, 9,990 barrels of oil and 17.8 million cubic feet of natural gas were flared on the Q4000. Preparations continue for the next step in containment operations. Construction of the first floating riser remains on schedule for the end of June. The Helix Producer vessel then will be connected to this riser and it is currently anticipated that this system will be available to begin first operations around the end of June or early July. For the last 12 hours on June 22 (noon to midnight), approximately 8,470 barrels of oil were collected and approximately 5,180 barrels of oil and 27.2 million cubic feet of natural gas were flared. The June 22 rate for the first 12 hours (midnight to noon) for the Q4000 was understated yesterday, actual flared volume was approximately 5,245 barrels. On June 22, total oil recovered was approximately 27,090 barrels: -approximately 16,665 barrels of oil were collected, -approximately 10,425 barrels of oil were flared, -and approximately 54.4 million cubic feet of natural gas were flared. Oil and gas collection through the LMRP cap containment system was suspended for approximately 10 hours on June 23 following an unexpected release of seawater from the Discoverer Enterprise. Capture of oil and gas through the system connected to the Q4000 continued throughout the day. On June 23, a total of approximately 16,830 barrels of oil were collected or flared by the two systems and 36.7 million cubic feet of gas were flared. Specifically, the LMRP containment system connected to the Discoverer Enterprise collected 8,300 barrels of oil, and the Q4000 flared an additional 8,530 barrels of oil.

11 Situation For the last 12 hours on June 27 (noon to midnight), approximately 8,340 barrels of oil were collected and approximately 4,100 barrels of oil and 28.8 million cubic feet of natural gas were flared. On June 27, total oil recovered was approximately24,450 barrels: -approximately 16,275 barrels of oil were collected, -approximately 8,175 barrels of oil were flared, -and approximately 56.2 million cubic feet of natural gas were flared For the last 12 hours on June 29 (noon to midnight), approximately 8,545 barrels of oil were collected and approximately 4,065 barrels of oil and 28.7 million cubic feet of natural gas were flared. On June 29, total oil recovered was approx. 25,220 barrels: -approx. 17,025 barrels of oil were collected, -approx. 8,195 barrels of oil were flared, -and approx million cubic feet of natural gas were flared. For the last 12 hours on July 1 (noon to midnight), approximately 9,515 barrels of oil were collected and approximately 4,150 barrels of oil and 28.6 million cubic feet of natural gas were flared. On July 1, total oil recovered was approx. 25,150 barrels: -approximately16,915 barrels of oil were collected, -approximately8,235 barrels of oil were flared, -and approximately57 million cubic feet of natural gas were flared. On July 3, a total of approximately 25,198 barrels of oil were collected or flared by the two systems and 57.0 million cubic feet of gas were flared. Specifically, the LMRP containment system connected to the Discoverer Enterprise collected 17,022 barrels of oil, and the Q4000 flared an additional 8,176 barrels of oil. Preparations continue for the next step in containment operations. Work on the first floating riser containment system planned to be connected to the Helix Producer was delayed by heightened sea states caused by Hurricane Alex as it passed through the Gulf of Mexico. The floating riser system is designed to allow more rapid disconnection and reconnection of the system, reducing the time that collection may be impacted in the case of, for example, inclement weather. It is currently anticipated that this first floating riser system will be available to begin first operations towards the end of the week Operations to skim oil from the surface of the water were temporarily placed on hold for approximately three days because of the effects of Hurricane Alex. To date, these operations have recovered, in total, approximately 673,497 barrels (23.5 million gallons) of oily liquid. In addition, a total of 275 controlled burns have been carried out to date, removing an estimated 238,000 barrels of oil from the sea s surface. The total length of containment boom deployed as part of efforts to prevent oil from reaching the coast is now almost 2.9 million feet (550 miles). For the last 12 hours on July 6 (noon to midnight), approximately 8,425 barrels of oil were collected and approximately 4,115 barrels of oil and 28.7 million cubic feet of natural gas were flared. On July 6, total oil recovered was approximately24,760 barrels: -approximately16,535 barrels of oil were collected, -approximately 8,225 barrels of oil were flared, -and approximately 57.5 million cubic feet of natural gas were flared. On July 8, total oil recovered was approximately 24,395 barrels: -approximately 16,305 barrels of oil were collected, -approximately 8,090 barrels of oil were flared, -and approximately 55.5 million cubic feet of natural gas were flared. Total oil collected since the containment system was implemented is approximately 826,800 barrels. The first planned addition, to operate in addition to the LMRP cap system, will take oil and gas from the choke line of the failed Deepwater Horizon blow-out preventer (BOP) through a separate riser to the Q4000 vessel on the surface. Both the oil and gas captured by this additional system are expected to be flared through a specialized clean-burning system. This system is intended to increase the amount of oil and gas that can be captured from the well and is currently anticipated to begin operations in the next few days. The free standing riser installation is progressing for the long term containment option. Oil and gas is flowing through a second containment system attached to the Deepwater Horizon rig s failed blow out preventer (BOP). This second system supplements the lower marine riser package (LMRP) cap containment system, which remains in operation. The new system is connected directly to the BOP and carries oil and gas through a manifold and hoses to the Q4000 vessel on the surface. The Q4000 uses a specialised clean-burning system to flare oil and gas captured by this second system Preparations are also underway for more permanent and flexible containment system employing floating risers. A manifold has been deployed on the seabed and a suction pile to anchor a riser has been installed. It is currently anticipated that this system will be available to begin first operations around the end of June/early July. Further analysis to be carried out before integrity test commences on MC252 well. Ramping up of the Helix Producer continues after start up at 11:35am on July 12.

12 Situation For the last 12 hours on July 13 (noon to midnight), approximately 5,085 barrels of oil were collected and 12.6 million cubic feet of natural gas were flared on the Helix Producer, and approximately 4,000 barrels of oil and 9.8 million cubic feet of natural gas were flared on the Q4000. On July 13, total oil recovered was approx. 17,060 barrels: -approximately 9,175 barrels of oil were collected on the Helix Producer, -approximately 7,885 barrels of oil were flared on the Q4000, -and approx million cubic feet of natural gas were flared. The well integrity test is ongoing. Currently the well remains shut-in with no oil flowing into the Gulf; any significant change to this operation will be announced via a press release. Pressure continues to rise and is currently above 6700 psi. Due to the well integrity test, no oil was recovered during the last 12 hours on July 15 (noon to midnight). On July 15, total oil recovered was approx. 9,305 barrels: - approximately 5,875 barrels of oil were collected, - approximately 3,430 barrels of oil were flared, - and approximately 22.5 million cubic feet of natural gas were flared. As of July 19, 2010: The well integrity test is ongoing and active monitoring continues. Currently the well remains shut-in with no oil flowing into the Gulf; any significant change to this operation will be announced via a press release. Pressure continues to slowly increase and is approximately 6800 psi. The next update will be provided at around 9:30am CDT on July 20, With the guidance and approval of the National Incident Commander (NIC) and the leadership and direction of federal government, relief well activities at the MC252 well site will be temporarily suspended because of potentially adverse weather associated with Tropical Storm Bonnie, which is projected to track into the Gulf of Mexico. The MC252 well remains shut-in at this time. The well has been shut-in for integrity testing the past seven days. BP will continue to monitor the MC252 well as long as weather permits. Duration of the suspension of relief well activities will be dependent on the weather Following the passing of the weather system, the DDIII drilling rig returned to the relief well site on July 24 and is taking steps necessary to reconnect with the well and resume drilling operations. These steps are expected to take a number of days. The DDII drilling rig is moving back into position, and will take steps necessary to reconnect to the second relief well. However, work on the second relief well has been suspended so as not to interfere with the first. On July 10, BP began replacing the existing lower marine riser package (LMRP) containment system with a new capping stack procedure, designed to capture greater quantities of oil. BP also is in the process of connecting a third vessel, the Helix Producer, which will increase collection capacity to an estimated 53,000 barrels per day by bringing up additional oil up through the kill line. On July 10, total oil recovered was approximately 15,200 barrels. Areas of tarballs, tar patties, and sheen have been confirmed approximately 10 miles from the Escambia County shoreline and 6 miles from Navarre Beach. Escambia County staff imbedded with Perdido recon teams. Tar mats & tar balls reported at Ft. Pickens between 3-5 cm in size. No oil reported on Perdido Key at this time. Escambia County is preparing for additional on shore impact. Daily beach reports at 7:30 am and 2:30 pm. Vessels of opportunity to monitor entrances of Perdido pass and Pensacola pass. Any potential impacts to Florida s shoreline will be highly weathered, in the form of tar balls, oil sheen, tar mats or mousse a pudding-like oil/water mixture that could be brown, rust or orange in color. Skimmers have been deployed near Pensacola with the hopes of removing that oil from near shore waters and preventing and minimizing any potential impacts to Florida. Escambia County reporting sporadic tar mats and tar balls. Incidents are increasing in frequency. 13 Situation Boom Placement: Booming operations are presently on hold after tropical activity. Planners are revaluating proposed booming operations due to rightsizing. Approximately 120,560 feet of boom has been placed in Florida along the most sensitive areas of the Panhandle, and counties in the region are moving forward with supplemental booming plans. 14 State Actions: The State Emergency Operations Center remains activated at a Level 2 or Partial activation. On April 30, 2010, Governor Charlie Crist declared a state of emergency (Emergency Order 10-99) for Escambia, Santa Rosa, Okaloosa, Walton, Bay and Gulf Counties. On May 3, 2010, Governor Charlie Crist extended a state of emergency declaration (Emergency Order ) for the coastal counties of Franklin, Wakulla, Jefferson, Taylor, Dixie, Levy, Citrus, Hernando, Pasco, Pinellas, Hillsborough, Manatee and Sarasota. DEP has conducted water and sediment sampling to use as a baseline for ongoing monitoring. DEP is continuously monitoring air quality data. The public can view this data at or DEP, the Florida Fish and Wildlife Conservation Commission (FWC), county governments, water management districts and several federal agencies continue to conduct pre-impact assessments, including sampling of water, fish, shellfish and habitats along the Florida coastline and into the Gulf of Mexico. Live operators will assist callers with questions and direct them to the appropriate source of information on the oil spill from 8:00 a.m. to 6:00 p.m., 7 days a week. The Florida Oil Spill Information Line phone number is This number replaces the Florida Emergency Information Line in order to better serve Florida s residents and visitors. A list of tips for homeowners was released. That list will be uploaded to the Bay Count website. DEP issued Emergency Final Order which provides Emergency Authorization for Proactive Measures, Restoration, and Certain Other Measures Made Necessary by the Deepwater Horizon Spill. Governor s Executive Order established the Gulf Oil Spill Economic Recovery Task Force, which will facilitate efforts by Florida businesses and industries to recover from the loss of commerce and revenues due to the oil spill. Additionally, Governor Crist requested that the United States Small Business Administration (SBA) make low-interest loans available to impacted businesses in the same counties. The Governor also requested $34.75 million from BP to enable VISIT FLORIDA to create an immediate marketing campaign to counter the negative, widespread and false information potential visitors to Florida are receiving about the oil spill s impact on Florida s beaches and waters. The hotline is On May 17, 2010, Governor Charlie Crist announced that BP will provide Florida an additional $25 million for a national tourism advertising campaign. These funds are in addition to the $25 million Florida has already received for preparation efforts. On Monday, May 17, 2010, the US Coast Guard obtained the tar balls found in the Keys and sent the tar balls for analysis to determine if they are related to the Deepwater Horizon oil spill. On Wednesday, May 19, the Coast Guard received a report that stated the tar balls collected from Fort Zachary Taylor State Park are not related to the Deepwater Horizon incident. To view the United States Coast Guard's press release, visit doc/586/554303/ In 2008 and 2009 there were 667 and 681 reports respectively of oil and petroleum incidents along Florida s waterways and beaches so these types of occurrences are not as unusual as one might think. On Tuesday, May 19, 2010, the Office of the Governor released a fact sheet entitled What Floridians Should Know About Reporting Oil. The fact sheet provides photos and information on tar balls, tar patches, and oil sheen and may be accessed at Shoreline Cleanup Assessment Team #4 is in Bay County. SCAT #4 is operating on Crooked Island proceeding eastward, continuing to survey the beaches for tarballs and oil on the shoreline today. Shoreline Cleanup Assessment Team #4 released maps of the areas surveyed by the team.

15 State Actions: Governor Charlie Crist announced Florida has received $25 million from BP for Visit Florida and local tourist development councils to air a tourism marketing campaign with ads reflecting the accurate condition of Florida s beaches. In addition, Governor Crist announced the finalization of a Memorandum of Understanding between the State of Florida and BP. Through a combination of live video-camera feeds, social marketing and television and online advertising, potential travelers will learn that Florida s beaches and world-renowned fishing grounds are open for business and free from any affects from the Deepwater Horizon incident in the Gulf of Mexico. The campaign will focus first on the Panhandle region, and then on all coastal counties experiencing economic impact from the Deepwater Horizon event. BP is providing a $100,000 grant through a Memorandum of Understanding with Volunteer Florida to maintain a database for the registration of volunteers: vieweventdetails.do?eventid=31601 Governor Charlie Crist announced two free fishing weekends to help draw visitors to the beautiful beaches of the Sunshine State. Both residents and nonresidents in Florida can fish for saltwater species around the state without a license during the upcoming Memorial Day weekend, May 29 to May 31, and the weekend of June 5 and 6, which is the first weekend after the popular red snapper season opens in the Gulf on June 1, All other fishing rules apply. Florida Fish and Wildlife Conservation Commission (FWC) is conducting regular reconnaissance flights to monitor Florida s shoreline for impact. State EOC activated at Level 1 The governor has requested that the U.S. Commerce Department take action under federal law to provide aid to commercial fishermen, charter boat operators and coastal fishing communities. The governor has requested that BP provide an additional 50 million for response and protection of Florida waters and shorelines. EPA's air monitoring conducted through June 1, 2010, has found that air quality levels for ozone and particulates are normal on the Gulf coastline for this time of year. All Florida Waters Open to Fishing - The state s recreational and commercial fisheries have not been affected by the oil spill. The only closed areas are well offshore in federal waters where oil has been spotted. Fishing continues to be open in the vast majority of Gulf of Mexico waters, and all related saltwater fishing regulations remain in effect. TDC received $1.1 million check for emergency marketing. Emergency Road Use Permit in place authorizing the movement of Overweight and/or Overdimensional Commercial Vehicles Transporting Emergency Equipment, Services and Supplies Responding to the crude oil leaking from the Deepwater Horizon drilling platform and well. In response to Governor Crists request: Commerce Secretary Gary Locke declared positive commercial fishery failure determination under section 312(a) of the Magnuson-Stevens Fishery Conservation and Management Act on May 24, 2010, for the States of Louisiana, Mississippi, and Alabama. I am extending that declaration to include a fishery resource disaster for affected fisheries in waters off the State of Florida. On June 5, DEP began operating a mobile command post at Henderson Beach State Park in Destin for reconnaissance missions. A team of staff on 25 all-terrain vehicles will monitor the coastline for potential impacts. Each all-terrain vehicle will monitor five miles of shoreline. Reconnaissance missions are being coordinated daily from the State Emergency Operations Center in Tallahassee using air, land, and sea assets from the Florida Fish and Wildlife Conservation Commission, the Florida Department of Environmental Protection (DEP), the Florida Civil Air Patrol, and the Florida National Guard. ESF 8 Syndromic surveillance has been heightened in 6 coastal counties from Escambia to Gulf, monitoring for potential health effects. Florida CFO Alex Sink launched a webpage allowing Floridians to track state expenditures in response to the Deepwater Horizon oil spill, and to provide transparency in how BP grant dollars are distributed to Florida counties to reimburse their costs in responding to the oil spill. 16 State Actions: The Florida Fish and Wildlife Conservation Commission (FWC) issued a partial harvesting closure of saltwater fish and marine vertebrates (does not apply to oysters, clams, and mussels). This closure covers state waters from the Alabama state line east to the Pensacola Beach water tower (23 miles east and out 9 nautical miles from coastline) from 6/14/10 until modified by a subsequent FWC executive order. Recreational catch and release is allowed. A SERT Toxicological Data Analysis Cell is mobilizing at the SEOC to provide consistent scientific analysis and assessment of collected data sampling to inform local and state decision making. An additional 20 FDEP personnel are now trained and available to rotate into the Shoreline Cleanup Assessment Technique (SCAT) teams. The State Emergency Operations Center s reconnaissance monitoring moved its main operations branch from Henderson Beach State Park in Destin to St. Andrews State Park in Panama City. Division offices are in operation at the FWC field offices in Pensacola and Carrabelle, and at Henderson Beach State Park. Night time beach clean-up began June 16, due to daily high heat index. Florida Gulf Recovery Jobs, found at is a dedicated portal through Florida s official online job bank, the Employ Florida Marketplace, currently listing more than 3,500 positions related to response and recovery efforts, with additional positions posted regularly. Floridians can also call to learn more about available jobs related to response and recovery efforts. The DOH Environmental Health Division has provided a listing of beach names and the county in which they are located. This may be a useful tool when trying to identify where a beach is located. Governor Crist requested the data needed to evaluate the claims process and measure the economic impact of the losses to all level of governments throughout Florida. Governor Crist also asked Suttles to begin working with the Governor s legal office, Office of Policy and Budget and the Florida Department of Revenue to provide a complete electronic file of every business, individual, and government claim, to be updated weekly, with indications whether the claim has been approved, denied, or is still pending a decision. A US Coast Guard representative for Unified Command Mobile is on scene at the state EOC coordinating response efforts as the Deputy Incident Commander for Florida. The state has provided a Contingency and Continuity of Operations (COOP) Plan, in the event of an additional activation, in conjunction with the Deepwater Horizon response activation. This plan provides guidance and procedures to relocate and transition operations with minimum disruptions from the State Emergency Operations Center (SEOC) to an alternate facility. 95 Florida National Guard personnel on duty; the 10 most recent are Liaison Officers serving Escambia, Santa Rosa, Gulf, Bay, and Leon Counties. Florida National Guard soldiers under the Florida DEP direction will be performing reconnaissance activities on UTVs on all public beaches in Bay County and the State Park lands on Shell Island. Continuing its commitment to recovery efforts in the Gulf of Mexico, the Florida Department of Environmental Protection (DEP) is hosting an innovative technology review event. The event will evaluate technologies that might offer additional capabilities to clean impacted beaches along Florida s coastline. Florida Agriculture and Consumer Services Commissioner Charles H. Bronson announced the extension of the licensing period for the Apalachicola Bay Oyster Harvesting License. This license (in addition to the Saltwater Products License) is required to commercially harvest oysters from the Apalachicola Bay System. Under normal circumstances, licenses for the fiscal year that begins July 1 have to be obtained between May 17 and June 30, or applicants face a $500 late fee. This action extends this year s licensing period through August 31, 2010, meaning that no late fee will be imposed until after that date. In response to rapidly changing conditions along Florida s beaches from the Deepwater Horizon oil spill, the Florida Department of Health (FDOH) in coordination with Gulf coast impacted counties has established new Oil Impact Notice guidance to provide beach visitors with health information when visiting Florida s beaches. First Florida Oil Spill Response Branch Office opened in Pensacola. The Escambia/Santa Rosa branch office will be followed by three additional branch offices that will serve the Panhandle region. A new site is available that integrates the latest data the federal responders have about the oil spill s trajectory with fishery area closures, wildlife data and place-based Gulf Coast resources such as pinpointed locations of oiled shoreline and current positions of deployed research ships into one customizable interactive map: June 14, 2010, a Food and Drug Administration official said seafood from the Gulf of Mexico available to consumers in stores and restaurants now is safe for consumption. Assistant to the President for Energy and Climate Change Carol Browner met with BP executives Bob Dudley, Lamar McKay, David Nagel and Karen St. John to discuss a number of key issues, including containment, redundancy, the claims process and scientific monitoring. Dudley recently assumed the lead role for BP in the Gulf restoration. Browner reiterated the President s commitment to the people of the Gulf that the administration will not rest or be satisfied until the leak is stopped at the source, the oil in the Gulf is contained and cleaned up, and the people of the Gulf are able to go back to their lives and their livelihoods and reminded them that their work and response will be based on that bar. Coast Guard Captains Steven Poulin and Roger Laferriere, the Regional Incident Commanders for the Mobile and Houma sectors, respectively, provided operational updates to inform Gulf Coast residents on the progress of the administration-wide response to the BP oil spill. SBA has approved 101 economic injury assistance loans to date, totaling more than $6 million for small businesses in the Gulf Coast impacted by the BP oil spill. Additionally, the agency has granted deferments on 481 existing SBA disaster loans in the region, totaling more than $2.2 million per month in payments. All fishing, including catch and release is prohibited in the closed area. The U.S. Navy MZ-3A Airship is en route to Gulf Coast and expected to arrive after July 6 at Jack Edwards National Airport in Gulf Shores, Ala. The airship was requested by the U.S. Coast Guard to support Deepwater Horizon Response operations of the Unified Area Command. The airship will be used to detect oil, direct skimming vessels, and look for wildlife that may be threatened by oil. The airship began the flight to the Gulf Coast last month in Yuma, Ariz. The airship is a commercial A-1-70 series blimp, manufactured by the American Blimp Corporation. The National Institutes of Health (NIH) announced that $10 million will be devoted to research the potential human health effects of the oil spill. The NIH National Institute of Environmental Health Sciences (NIEHS) will recruit clean-up workers and Gulf residents to collect biological samples, health histories, and information about the clean-up work they performed and the nature of their oil exposure. In the near term, NIH will establish a baseline of such information, and then monitor the oil spill workers for respiratory, immunological and neurobehavioral effects. NIEHS will work with other federal partners, local communities and universities to assess and implement its research plan. NOAA is working closely with its state and local partners to monitor and assess the impacts of the BP oil spill on coastal populations of bottlenose dolphins, conducting aerial and boat-based surveys to document potential changes that represent physical or behavioral signs of distress. The National Commission on the BP Deepwater Horizon Oil Spill and Offshore Drilling announced that members of the Commission will conduct site visits of affected coastal communities in Louisiana, Mississippi, Alabama and Florida during the weekend of July 10 and 11.As part of this tour, Commission Co-Chair Sen. 19 Federal Actions: First Lady Michelle Obama to visit area Monday, July 12, The U.S. Coast Guard has instituted a 65-foot safety zone around deployed or staged oil boom and oil response vessels. Violators could face a civil penalty of up to $35,500 and the violation could be classified as a Class D felony. In an effort to provide transparency and ensure that the American public is not held accountable for the costs of the BP oil spill, the Obama Administration today sent a fourth bill for $99.7 million to BP and other responsible parties for response and recovery operations relating to the spill. The Administration will continue to bill BP regularly for all associated costs to ensure the Oil Spill Liability Trust Fund is reimbursed on an ongoing basis. As a responsible party, BP is financially responsible for all costs associated with the response to the spill. This is the fourth bill the Administration has sent to date. BP and other responsible parties have paid the first three bills in full totaling $122.3 million. As a precautionary measure to ensure the safety of seafood from the Gulf of Mexico and protect consumers, NOAA has expanded the closed fishing area in the Gulf of Mexico. The closed area now represents 83,927 square miles approximately 35 percent of federal waters in the Gulf of Mexico. This closure does not apply to any state waters. This leaves 65 percent of Gulf federal waters available for fishing. Details can be found at With another opening in Port St. Joe, the Florida Panhandle now has four branch offices dedicated to providing coordinated and rapid oil spill response efforts to nearshore and inland waterway areas. NOAA re-opened 26,388 square miles of Gulf waters to commercial and recreational fishing on Thursday, July 22, The reopening of a third of the overall closed area was announced after consultation with FDA and under a re-opening protocol agreed to by NOAA, the FDA, and the Gulf states. Since mid-june, NOAA data have shown no oil in the area, and United States Coast Guard observers flying over the area in last 30 days have also not observed any oil. Additionally, trajectory models show the area is at a low risk for future exposure to oil, and fish caught in the area and tested by NOAA experts have shown no signs of contamination. Click here for press release. Admiral Allen Directs Vessels and Rigs to Prepare to Move Out of Harm s Way Due to the Risk Posed by Tropical Storm Bonnie. National Incident Commander Admiral Thad Allen provided a briefing to inform the American public and answer questions on the administration-wide response to the BP oil spill. Admiral Allen discussed the remobilization of response vessels at the well site to resume drilling the relief wells and performing acoustic and seismic monitoring to ensure the integrity of the wellbore no anomalies have been detected and reported on reconnaissance flights happening today to search for oil and boom that may have been displaced during the storm. Allen also provided a revised estimated timeline for the static kill procedure and the relief well based on a series of recent meetings with the federal government science team, led by Energy Secretary Chu, and BP representatives in Houston.

20 Health Effects: At this time, there are no indications of any health risks to Floridians due to the Deepwater Horizon incident. The Department of Health (DOH) and DEP are closely monitoring health and environmental impacts to Florida s beaches and will notice an advisory if conditions become unsafe. Consider the following tips for avoiding negative health impacts from an oiled shoreline: Avoid entering areas where oil can be seen or smelled. Avoid direct skin contact with oil, oil-contaminated water and sediments. Do not swim or ski in areas affected by the oil spill, and if traveling through the area by boat, take precautions when hoisting the boat anchor. If oil makes contact with skin, wash it off with soap and water. Do not fish in oil spill-affected waters. Do not harvest or eat dead fish, fish with oily residue or fish that have a petroleum odor. Avoid boating through oil slicks or sheens. Young children, pregnant women, people with compromised immune systems, and individuals with underlying respiratory conditions should avoid the area. Impacts to Florida s coastline could include tarballs fragments or lumps of oil weathered to a semi-solid or solid consistency. Tarballs feel sticky, and are difficult to remove from contaminated surfaces. Impacts could also come in the form of an oil sheen or tar mat a sheet of oil that is thicker than a sheen. Should individuals observe tarballs or other evidence of oil on Florida s coastline, they should leave the area and report the incident to (866) Those near Florida s Gulf Coast may detect an odor because of the oil spill. Some people are more sensitive to these odors and may experience nasal irritation and feelings of nausea. In combination with seasonal allergies, such as sensitivity to pollen or pre-existing respiratory conditions such as asthma, some people may experience more severe symptoms. Moderate east-southeasterly winds of knots will persist through today before a shift to a southwesterly flow on Tuesday. Waves will also be out of the southeast through tomorrow with both nearshore and offshore seas around 1-3 feet. Rain chances along the northern Gulf coast will be 50-60% today, decreasing from west to east, and will be around 40% on Monday and Tuesday.
