1 CHICKASAW COUNTY JOB DESCRIPTION Name: Department: Emergency Management Title: Emergency Management Coordinator FLSA: Non-Exempt Date: January 1, 2017 Reports To: Emergency Management Commission PURPOSE OF POSITION The Emergency Management Coordinator will be under the general direction of the Chickasaw County Emergency Management Commission. The coordinator will be responsible for implementing the responsibilities of the Chickasaw County Emergency Management Commission as authorized in Iowa Code Chapter 29C and Iowa Administrative Code by coordinating the mitigation, preparedness, response, and recovery efforts. They will be responsible to respond to natural or manmade disasters. His/her duties are to provide such Emergency Management programs as may be necessary for the protection and improvement of public Safety to all citizens of Chickasaw County. ESSENTIAL DUTIES AND RESPONSIBILITIES The following duties are normal for this position. These are not to be construed as exclusive or all inclusive. Other duties may be required and assigned. Be on call 24 hours per day and to respond to any major emergency or disaster, multiagency or multi-casualty response or hazardous materials response and carry a company cellular phone. Prepare and maintain the annual budget for approval and submits such other reports as required. Attend all work related meetings, conferences, seminars and maintain all certifications as required. Serves as director of the Chickasaw County Rescue Squad/first responders. Responds to major accidents, fires, tornadoes, floods, or disaster which affects life and or property and or the environment. Ensures the operation of the Rescue/first responders adhere to the responsibility and duties of their License issued to them from the Iowa Department of Public Health. Maintains and administers countywide emergency management office, emergency operations center, equipment and programs. Determines by risk vulnerability assessment based on historical data, research and analysis of possible threats both natural and technological. Prepares detailed responses and plans, including preparedness, mitigation, response and recovery for a wide variety of catastrophic scenarios, establishing mutual aid agreements, emergency operation strategies, and resource management. Serves as liaison between state, county and city emergency response agencies and staff, the media general public and other interested partners in day to day operations or public educational situations.
2 + Advises and informs the Emergency Management Commission of activities, concerns, training courses and operational matters. + Plans, coordinates, conducts, and participates in emergency exercises in schedule order, as required by the federal performance partnership agreements. + Coordinates response efforts, training and preparedness plans between a variety of response organizations and agencies. + Develops SARA title Ill extremely hazardous substance county wide plans, implements this plan and maintains Tier II computer based files and records, assures compliance with filing requirements and risk management for public and private reporting facilities. + Disseminates information on emergency management and hazardous materials to the public under the "Right to Know II Law. + Assist with the development and management of the emergency warning system for all political jurisdictions within the county. Coordinates the Emergency Broadcast System and weather warnings countywide. + Maintains the Chickasaw County Emergency Management computers and associated files insure preservation of required records. + Notifies State and Federal Emergency Management of revisions of plans and required documents, state of emergency or disaster declarations advises local officials on when and how to declare a state of emergency or disaster declaration. + Prepares, manages, tracks and provides physical oversight of the county emergency management budget. Insures compliance with state and federal mandates for level of service to receive state, federal and private grant programs and funds. + Makes applications for state, federal and private grant programs, provides fiscal oversight for funds received. + Must understand damage assessment techniques and be able to train additional team members in emergency conditions. + Coordinates and oversees all applications for state and federal relief, provides location for disaster assistance centers in a state of emergency or post disaster. + Attends a variety of local regional, state or national meetings or conferences and serves on various boards and task forces relevant to emergency preparedness I response and public safety. But not limited to + Northeast Iowa Local Emergency Planning Commission + Northeast Iowa Response Group + Chickasaw County Enhanced 911Service Board + Chickasaw County Court House Safety Committee + Chickasaw Ambulance Council REQUIRED KNOWLEDGE, SKILLS AND ABILITIES + Knowledge of local, state and federal laws/regulations in regard to Environmental Health. + Knowledge of incident command and NIMS. + Knowledge of local government budgeting/financial management procedures. + Knowledge of general accounting principles. + Knowledge of planning/project management principles and practices. + Familiarity with the structure/purpose of local, state and federal environmental health agencies
3 Skill in the use of personal computers and word processing/spreadsheet/database software applications including Word, Excel, PowerPoint and mapping programs. Ability to develop/present an effective public relations campaign. Ability to conduct research, gather/analyze data, observe/evaluate trends, draws logical solutions, and makes sound recommendations. Ability to collaborate effectively with a broad scope of agencies. Ability to prepare comprehensive technical reports including use of maps, charts and complex graphics. Ability to comprehend, interpret and apply regulations, procedures, and legislation related to emergency communication systems. Ability to make clear/understandable presentations of technical information to governmental agencies/departments, professional organizations, and to the general public. Ability to express oneself clearly/concisely in both oral and written communications. Ability to use tact, diplomacy and persuasion to resolve disputes/gain consensus. Ability to establish/maintain effective working relationships/rapport with various municipalities, government agencies, County department representatives, vendors, service providers and others Ability to obtain/maintain a valid Driver's License issued by the State of Iowa. TRAINING AND EXPERIENCE A Bachelor's degree and/or three years' experience is required. Minimum certification of an EMT and will also have to comply with the education requirements set In Iowa Administrative Code Chapter 605 chapter 7.4 MINIMUM PHYSICAL AND MENTAL ABILITIES REQUIRED TO PERFORM ESSENTIAL FUNCTIONS Physical Requirements Some sedentary work involving the ability to operate a variety of standard office equipment including computer entry, word processing, typewriter, ten-key calculator, fax, copy machine, and telephone skills. Requires reaching (horizontal and vertical), bending to retrieve documents from files and walking and standing. Requires clarity of vision to see and process paper documents and visually inspect well and septic installations. Ability to move hands easily and skillfully, move fingers and manipulate small objects rapidly and accurately. Outdoor work includes being able to safely move around a construction site for septic and well inspection. At times walking distances on unstable ground and around heavy equipment will be required. Cognitive Demands Capacity to solve mathematical equations; measure, GPS, photograph and accurately map sites; problem solve and make decisions complying with Iowa Code and requiring interpretation and judgement; apply basic accounting principles and practices in the review, processing and payment of bills, records and balancing of accounts. Requires knowledge of basic office practices, business forms, the creation and maintenance of databases and the use of guides and reference materials; ability to perform diverse computer tasks; ability to plan and organizework flow; ability to follow oral and written instructions accurately and efficiently. Well organized, memory for details and ability to work independently.
4 (29C) Local emergency management coordinator. 7.4(1) Each commission shall appoint a local emergency management coordinator who shall serve at the pleasure of the commission. The commission shall delegate to the emergency management coordinator the authority to fulfill the commission's and coordinator' s duties as provided in Iowa Code sections 29C.9 and 29C.10, as further described in subrule 7.3(4), and as otherwise assigned and authorized by the commission. 7.4(2) Political activity. a. A member of a commission shall not be appointed as the local emergency management coordinator. b. An individual serving in a full-time or part-time governmental position incompatible with the position of coordinator shall not be appointed as the emergency management coordinator. c. Any employee of an organization for emergency management shall not become a candidate for any partisan elective office. However, the employee is not precluded from holding any nonpartisan elective office for which no pay or only token payment is received. 7.4(3) Local emergency management coordinator qualifications. Each person appointed after July 1,1990, as a local emergency management coordinator shall meet the following requirements with regard to education, abilities, experience, knowledge and skills: a. Demonstrate a knowledge of local, state, and federal laws and regulations pertaining to emergency management. b. Demonstrate an understanding of communications systems, frequencies, and equipment capabilities. Demonstrate a knowledge of basic accounting principles and practices. d. Express oneself clearly and concisely, both orally and in writing. e. Establish and maintain effective working relationships with employees, public officials, and the general public. f. Prepare accurate reports. g. Write plans, direct the use of resources, and coordinate emergency operations under extraordinary circumstances. h. Exercise good judgment in evaluating situations and making decisions. i Coordinate with agencies at all levels of government.
5 j Have graduated from an accredited four-year college or university and have two years of responsible experience in emergency management, public or business administration, public relations, military preparedness or related work; or have an equivalent combination of experience and education, substituting 30 semester hours of graduate study for each year of the required work experience to a maximum of two years; or have an equivalent combination of experience and education, substituting one year of experience in the aforementioned areas for each year of college to a maximum of four years; or be an employee with current continuous experience in the state classified service that includes the equivalent of 18 months of full-time experience as an emergency management operations officer; or be an employee with current continuous experience in the state classified service that includes the equivalent of 36 months of full-time experience as a local emergency management assistant. 7.4(4)Local emergency management coordinator continuing education requirements. Each local emergency management coordinator shall meet the following educational development requirements The director may extend the time frame for meeting these continuing education requirements upon request from the commission. a.within two years of appointment as a local emergency management coordinator, the person must complete a set of study courses prescribed by the director and developed in consultation with the Iowa Emergency Management Association. The listing of courses shall be maintained on the department's Web site. b. Within two years of appointment as a local emergency management coordinator, the person must complete the professional development series of courses as prescribed by the Federal Emergency Management Agency. c. Upon completion of the requirements established in paragraphs "a" and "b" of this subrule, a person must complete annually a minimum of 24 hours of state-approved emergency management training. Since completion of the annual training will follow the federal fiscal year, October 1 to September 30, the requirement to complete 24 hours of annual training will commence on the next October 1. d. The local emergency management coordinator must document completion of courses by submitting a copy of the certificate of completion, a letter indicating satisfactory completion, or other appropriate documentation.
6 e. The Iowa homeland security and emergency management department, in consultation with the Iowa Emergency Management Association, may substitute courses when deemed appropriate. f. An emergency management coordinator who has met the baseline requirements prior to October 1, 2006, will not be required to take any of the study courses prescribed by the director in accordance with paragraph "a" to reestablish the person's baseline.
