1 EXECUTIVE DIRECTOR/HEALTH OFFICER The Kanawha-Charleston Board of Health is seeking a physician to serve as executive director/health officer for the Kanawha-Charleston Health Department located in Charleston, West Virginia. The Health Department is responsible for public health services in Kanawha County and has a contractual relationship to provide services in adjoining Putnam County (total population of 240,000 people in a 1,200 square mile area). The position requires an individual who is a physician, has at least five (5) years of public health experience, a Masters in Public Health, and is eligible for a license to practice medicine in West Virginia. Preference is given to specialists certified by the American Board of Preventive Medicine. The Department employs a staff of 35 and has an annual budget of $3.4 million. Salary is commensurate with experience. The range is $105,612-$189,096. Outstanding medical, dental and vision plans, as well as an excellent retirement program. Description: Manages activities and operations within the Kanawha-Charleston Health Department, including providing direction for programs involving physical health, environmental health, and planning and evaluation. Supervises assigned staff, including assessing program results, addressing employee concerns, counseling and disciplining employees, and evaluating work performance. Responsible for the departmental budget, monitors expenditures, and analyzes costs. Serves as executive secretary for the Board of Health and implements policies and procedures established by the Board. Identifies county health program needs and develops and changes programs to meet projected needs. Develops policies, regulations, and procedures to ensure the protection of public health. Coordinates health programs and services with other county departments, governmental agencies, and community stakeholders. Prepares articles on health care issues and concerns for publication in professional journals. Resumes will be accepted until the position is filled. 2 Kanawha-Charleston Health Department Job Description Classification: Physician Director Position #: AD-001 Working Title: Executive Director/Health Officer Division: Executive Reports to: Board of Health Department Employment Spec. # 9643(exempt) FLSA Full-time Status: Pay Grade: 99 Status: Exempt Position Summary: Appointed by the Kanawha-Charleston Board of Health to serve as the Executive Director/Health Officer (ED/HO) of the Kanawha-Charleston Health Department. The Board of Health prescribes the terms and conditions of appointment in accordance with West Virginia law. The incumbent manages the overall day-to-day operations and personnel of the health department to assure the successful achievement of the department's vision, mission, and program objectives. The ED/HO promotes and supports population health in Kanawha and Putnam Counties by providing management, leadership and public health expertise. The incumbent promotes individual and population public health by providing the essential services of public health within a variety of settings, ensures compliance with a broad range of local health regulations, state code, rules and policies. The Director provides mentoring, supervision and technical assistance. Essential Duties: Administer the provisions of public health laws, rules, regulations, ordinances, or orders as they pertain to the functions charged to the health officer and/or the local Board of Health. [WVC , ] Serve as executive officer and secretary for the local board of health. [WVC (a), - (a)(1)] Provide management by supervising and directing the activities of the Board of Health s services, employees and facilities. [WVC (a)(2)] Provide leadership by promoting a mission, vision, and values for the Health Department, and by promulgating strategic plans, policies, procedures, staffing plans, and budgets. Ensure the quality of services delivered and direct continuous improvement of all processes. Ensure the health department meets the requirements of national accreditation as established by the Public Health Accreditation Board. Actively participate in a wide variety of activities involving community organizations, whose goal it is to address health, environmental, social and emergency response needs and issues. Advises the community with respect to public health matters. Serve as spokesperson and representative for the Health Department with news media and in public forums; represent the Health Department on public or private boards, committees, etc., which have bearing on public health. Act as a liaison between the Health Department and the community.
3 Other Duties & Responsibilities (Optional) July 23, 2018 Performs public health emergency response duties as assigned and consistent with job classification and training provided, in response to threats to the public s health. Participates in department and community emergency response training and drills in support of disaster preparedness consistent with job classification. As applicable to the employee s position, participates in the department s continuous quality improvement processes. Minimum Qualifications: TRAINING: Graduate of an LCME or COCA accredited school of medicine with an MD or DO degree and possess the ability to be licensed to practice medicine in the State of West Virginia. Master s Degree in Public Health from a CEPH-accredited academic program EXPERIENCE: Five years of public health experience OTHER: Ability to obtain a valid West Virginia s driver s license Key Competencies: 1. Analytical/Assessment Skills Reviews health status assessments of populations and their related determinants of health conducted by the Board of Health and other organizations Expands access to public health data and information for the Board of Health, staff and public Ensures the application of ethical principles in the collection, maintenance, use, and dissemination of data and information Integrates the findings from quantitative and qualitative data into organizational operations Determines community specific trends from quantitative and qualitative data Uses information technology effectively to collect, store, and retrieve data 2. Policy Development/Program Planning Skills Evaluates information relevant to specific public health policy issues Identifies policy options for the organization using knowledge of West Virginia State Code. Develops policy for the organization with guidance from the Board of Health Ensures public health programs are consistent with public health laws and regulations Ensures that public health laws are enforced fairly and consistently Ensures the consistency of policy integration into organizational plans, procedures, structures, and programs Integrates emerging trends of the fiscal, social and political environment into public health strategic planning 3. Communication Skills Communicates in writing and orally, in person, and through electronic means, with linguistic and cultural proficiency Ensures that the health department seeks input from other organizations and
4 individuals Ensures a variety of approaches are considered and used to disseminate public health information Applies communication and group dynamic strategies in interactions with individuals and groups Communicates the role of the local health department to other entities within the public health system 4. Cultural Competency Skills Ensures that the organization has strategies for interacting with persons from diverse backgrounds Ensures the consideration of the role of cultural, social, and behavioral factors in the accessibility, availability, acceptability and delivery of public health services Promotes diversity in the public health workforce 5. Community Dimensions of Practice Skills Establishes linkages with key stakeholders Ensures the collaboration and partnerships of key stakeholders through the development of formal and informal agreements Maintains partnerships with key stakeholders, especially elected officials from the townships and municipalities served by the Board of Health Integrates the role of governmental and non-governmental organizations in the delivery of public health services Negotiates for the use of community assets and resources through MOUs and other formal and informal agreements Defends public health policies, programs, and resources 6. Public Health Sciences Skills Incorporates the Core Public Health Functions and Ten Essential Services of Public Health into the practice of the public health sciences Applies the basic public health sciences (including, but not limited to biostatistics, epidemiology, environmental health sciences, health services administration, and social and behavioral health sciences) to public health policies and programs Integrates a review of the scientific evidence related to a public health issue, concern, or, intervention into public health practice 7. Financial Planning and Management Skills Assists the Board of Health in managing its governance, proceedings and member orientation. Ensures that programs are managed within current and forecasted budget constraints Critiques strategies for determining budget priorities Recommends budgetary priorities for the organization Establishes a performance management system 8.
