1 NORWIN SCHOOL DISTRICT JOB DESCRIPTION JOB ANALYSIS The is responsible for the development, implementation, and management of policies and procedures as they relate to the District-wide technology program. The Coordinator of Educational Technology will provide the expertise to establish and coordinate a District-wide technology plan; plan and implement a curriculum to accommodate the educational needs of the District students and staff; continue to increase his/her knowledge to ensure the School District keeps pace with the ever-changing growth in technology; provide professional development to support staff, professional staff and Administration; develop and implement policies and procedures relative to technology; and seek, promote, apply for, distribute and manage District grants to provide funding to initiate and improve educational programs and services. ESSENTIAL FUNCTIONS 1. Recommends, prepares and provides educational technology staff development programs for District professional and support staff. 2. Develops a cadre of teacher technology leaders who assist in the implementation of technology plans and provide professional development and coaching to peers. 3. Serves as the primary resource for teacher technology leaders in their role as a technology resource for other members of the professional staff. 4. Trains professional and support staff in the use of technology and the related operational software and systems. 5. Develops and annually revises the District Technology Plan. 6. Develops and implements policies and procedures relative to District-wide technology, which includes, but is not limited to, the use of District technology by students, staff and community members. 7. Develops an educational technology program at each instructional level based on curriculum and student needs for the purpose of improving student learning in all subject areas. 8. Assists in the coordination of the Center for 21 st Century Learners by providing program oversight and support. 9. Assists in the coordination of Norwin s online summer school program by providing oversight and support.

2 JOB DESCRIPTION, CONTINUED Page 2 of Establishes guidelines for upgrading and purchasing technology equipment and materials as they pertain to the District s educational program. 11. Understands the District budget, budgeting process and spending process; works within this system to secure adequate resources for instructional technology. 12. Works in partnership with administrators to provide direction, development, evaluation, and implementation of elearning/online learning technology plans. 13. Serves as a District resource in elearning/online learning by providing expertise and support; collaboratively plans and delivers professional development activities in the area of Online Learning; creates elearning materials and provides guidance to other departments. 14. Researches assistive devices, computer hardware and software applications, vendors, consultants, etc. for the purpose of being knowledgeable about trends and recommending acquisitions. 15. Provides technical assistance and training to staff in the use of new and/or existing devices and software. 16. Coordinates the District technology committee and acts as the District s liaison for educational technology, including assistive technology. Collaborates with appropriate educational technology and special education staff. 17. Keeps informed and current regarding educational technology equipment, systems and services. 18. Develops contacts with vendors and other educational institutions to exchange ideas about the use of technology and professional development. 19. Participates in local, regional or national meetings, workshops and seminars for the purpose of conveying and/or gathering information to maintain or develop technology skills and/or represent the District to external individuals and/or organizations. 20. Prepares a variety of materials (e.g., reports, memos, letters, procedures, manuals, assessments, etc.) to document activities, provide written reference and/or convey information. 21. Manages a variety of program-specific projects and components (e.g., online resources, instructional software, District initiatives, etc.) for the purpose of providing research, guidance, and direction needed to ensure project success.

3 JOB DESCRIPTION, CONTINUED Page 3 of Supports District assessments by scoring and generating reports for Cognitive Abilities and Iowa Test of Basic Skills and maintaining data in online testing systems (e.g., 4-Sight). 23. Prepares and/or revises reports of studies regarding student, school or District achievement data. Communicates findings to designated District personnel and other stakeholders as necessary. 24. Manages the e-rate program including, but not limited to, submission of required forms, vendor communications and maintenance of records. 25. Assists with technical writing involving technology bid specifications and/or technical purchase requests. 26. In conjunction with the Coordinator of School and Community Relations, oversees the District s Web presence and works with departmental and school-level teams to develop and maintain user-friendly Web content. 27. Researches and obtains information and application forms necessary for completing grant applications. 28. Reviews grant proposals with the administration and Board and files authorized applications in a timely manner. 29. Writes grants seeking funds for technology and other educational programs. 30. Manages grants by monitoring expenditures, maintaining required records, and completing and submitting necessary reports. 31. Establishes procedures for the staff to submit requests for grant funding and the distribution of funds. 32. Researches and advises the Central Office Administration about grant opportunities for which the District may qualify. 33. Prepares an annual report summarizing the District s grant applications, programs funded, and fund distribution. 34. Assists and works with the staff and administration seeking grants. 35. Ensures proper adherence to District policy and procedures, and ensures proper adherence to applicable contract language that is in effect for the District. 36. Performs other duties as assigned by the Assistant Superintendent of Secondary Education. COGNITIVE ABILITIES Ability to establish and maintain rapport with staff, business associates, and general community.

Ability to recognize areas of concern relating to educational technology and grant writing issues and propose or recommend appropriate solutions to problems. Ability to communicate effectively. Ability to exercise initiative and make independent decisions to reschedule work to meet deadlines or to effectively handle emergency work. PROFESSIONAL QUALIFICATIONS Requirements for the position include: Bachelor s and/or Master s degrees required in both technology and education. Pennsylvania Instructional Technology Specialist certification. Experience in computer and educational technology services. Public school experience preferred. Knowledge of computer applications required, i.e. Microsoft productivity tools. Strong data management skills and attention to detail. Knowledge of network systems preferred. Professional development experience. Ability to manage multiple simultaneous projects and work effectively in high-pressure situations. Experience in grant writing with demonstrated success in acquiring funds. Demonstrated knowledge and application of effective educational technology and grant writing principles, practices and trends. Ability to perform the above responsibilities at a high level. REPORTS TO Assistant Superintendent of Secondary Education.

Manual dexterity to use office equipment. Repetitive operation of computer keyboard. Sensory Abilities: Ability to communicate effectively in all aspects of the job. Work Environment: Generally, office setting year round. Temperament: Ability to work as a leader, coordinator and a member of a team. Must be courteous and able to effectively manage job responsibilities. Must be cooperative, congenial, service oriented, and promote these qualities. Ability to work in an environment with frequent interruptions. Ability to be respectful and empathetic. Workplace Expectations: Ability to follow directions and give direction to others. Ability to use computer technology efficiently including word processing, presentation/webpage software, PowerPoint and Excel software applications. Ability to appropriately handle confidential information in accordance with District policies. Ability to use technology for group meetings, presentations (i.e.: overhead, document camera, projector and video equipment). Driver s License: Must have a valid PA driver s license. Clearances: Must have valid Act 34 (Criminal Record Check), Act 151 (Child Abuse History Check) and FBI (Federal Bureau of Investigation) Criminal History Check. TERMS OF EMPLOYMENT Twelve-month position. Salary and benefits will be in accordance with the Act 93 Agreement. EVALUATION Performance will be evaluated annually by the Assistant Superintendent of Secondary Education, in accordance with the provisions of policy on Evaluation of Administrative Personnel, as amended. Approved by Administration and Provided to the Board of School Directors on February 21, 2011.
