4 FOREWORD OF THE GENERAL DIRECTOR Kosovo Academy of Public Safety is the institution responsible for providing training and the higher education, the implementation of policies and strategies of the training, higher education and capacity development in the field of public safety. Academy for a long time provides and conducts continuous professional training for law enforcement employees in Public Safety Institutions: Kosovo Police, Kosovo Correctional Service, Kosovo Probation Service, Kosovo Customs, Emergency Management Agency and Kosovo Police Inspectorate, developing training in public safety in these levels: basic, advanced, specialized, as well as leadership and management. This Training Plan is the result of a joint roundtable which is organized by the Kosovo Academy for Public Safety along with Institutions of Public Safety and partners of the Academy; OSCE and ICITAP. In this roundtable the Training Plan is presented to each agency (The Training Plans of each Agency are revealed), as well as the requests for participation in the training (trainings) are made and which are seen by interest from agencies and partners. Training Plan is published on the website of the Academy and presents one of the most important documents of the Academy, which produces interest to the peer Academies in the region and Europe. Characteristic of Academy Training Plan Catalogue consists in the fact that presents the training plan for six Public Safety Agencies of the law enforcement, and the Academy partners. 5 INTRODUCTION Training and joint work is inspiring Kosovo Academy for Public Safety () as an executive agency of the Ministry of Internal Affairs (hereinafter MIA), is the primary institution which provides technical, administrative and educational support to all public safety agencies, but not limited in: Kosovo Police, Kosovo Customs, Police Inspectorate of Kosovo, Emergency Management Agency, the Kosovo Correctional Service and Kosovo Probation Service. pledges to provide high professional quality during the trainings in institutional management, and resource allocation for all public safety agencies. The first category, institutional development includes the history of the Academy which has gone through three stages: before 999, from 999 to 2006, and from 2006 onwards. Finally in 2008 became an executive agency under the Ministry of Internal Affairs, an education and training centre which provides services for Kosovo public safety agencies such as: Police, Customs, Emergency Management Agency and Kosovo Correctional Service. Capacity building and development of the Academy employees through trainings and vocational courses, as well as strengthening cooperation with the OSCE, ICITAP, EULEX and other international institutions, is intended to further professional advancement, and therefore they will be the priorities of the Academy during the following years The Academy aims to establish and maintain good relationships with similar institutions in the region and abroad, to share experiences and to develop the network of regional and international cooperation. 6 GOAL The purpose of this training plan is planning, organization and implementation of training needs analysis for public safety agencies in field of progress and promotion of its officers through various trainings which are categorized in the basic, advanced and specialized training. The training plan is a unique document of the inclusion of all the planned trainings on annual basis, through which is reached an overview on the fields of training, duration of training, target groups and areas of training development. This document is a work of, in cooperation with public safety agencies and international partners, of which at the same time meet the needs addressed for participation in the training prescribed and planned based on the interests of respective public safety agencies. Training plan is a mean of coordination and cooperation between the, PSA and international partners in the field of training, through which increases the efficiency and effectiveness of public safety officials in the everyday implementation of official duties. Development of training of public safety institutions in a single institution, such as the Academy of Public Safety, moreover will result in the proper and rational coordination of support services offered by for all public safety agencies. 7 KOSOVO POLICE. TRAININGS FROM KOSOVO POLICE Trainings by Kosovo Police constitute a group of trainings that provide basic, advanced and specialized knowledge in different fields of the performance of a police officer with a wide range of trainings from general to the specialized fields of investigation. In this group of training participants will acquire basic knowledge of being a police officer, legislation, use and handling of firearms, operational skills, management, traffic, standards, and field of border police and field of the investigation. Also in this group of trainings participant will gain knowledge on terrorism, the combat against organized crime, serious crime, economic financial crime, corruption, forensics, various procedures that are mainly are related to the work and duties of a police officer in all current corresponding departments of the Kosovo Police. TRAININGS FROM THE FIELD OF GENERAL POLICE Trainings in general field constitute a group of trainings which in addition to the basic training being a police officer also provide the various knowledge on first aid including the first officer on the scene and re-employment training. Participants who attend this training will be able to be closely fitted with the theoretical and practical part of the official of public safety, with duties and responsibilities of the police profession, with professional standards, at the same time with the procedures at the scene, basic of first aid and the steps of re-employment. 10 .2 TRAININGS FROM THE FILED OF FIREARMS Training in the use of firearms constitute a group of trainings that mainly target knowledge with a firearm, origin, specifications and necessary technical information to train the officer in the use, handling and functioning of firearms during the performance of the official duties. In this group of trainings are also offered trainings which bring new members of instructors in the field of firearms. Participants who undergo these trainings that besides knowledge of the of theory, with a special emphasis will apply the practical part that would takes place closed and open ranges of, to prepare the participant with the knowledge necessary in the use of firearms effectively. 12 .3 TRAININGS FROM THE FIELD OF TRAFFIC Training in the field of traffic consists of a group of trainings that in addition to learning the basic elements of traffic regulations also provide the opportunity for professional and advanced promotion in the field of management and investigating traffic accidents, use of basic equipment in traffic, handling of cars in emergency and building of driving skills for official and armoured vehicles. Participants who attend this training will have the opportunities that besides theoretical part develop also practical part that would be applied on the ground / ranges of during the relevant trainings. 14 .4 TRAININGS FROM THE FIELD OF OPERATIONAL SKILLS Training in field of operational skills consist of a group of trainings which are mainly focused on updating the knowledge acquired during basic training on defensive tactics and first aid. Within this group also is offered first aid training offering the possibility of advancing the participants in the First Aid Instructor, as well as training of new instructors on defensive tactics. All participants who undergo training by a group of OPS will be in physical and psychological condition to convey the knowledge and skills gained from instructors of OPS Sector to their participants in the regions in raising the level of professionalism and performance of their duties in the area of responsibility where they work and act. 16 .5 TRAININGS FROM THE FIELD OF STANDARDS In the field of standards, public safety officials and other participants will be trained on human rights, gender equality, communication, training needs analysis, training of future instructors and primary instructors on the field. Public safety officials and other participants who undergo this training will be provided with the skill of being an instructor lecturer in training as besides of theory will develop and practice to prepare new instructors, they will also become familiar with training as gender equality, human rights, various forms of verbal and non-verbal communication and will be trained in the drafting of a proper analysis of training needs in the organization in which they operate. 18 .6 TRAININGS FROM THE FIELD OF MENAGEMENT AND LEADERSHIP Training in the management field constitute a group of trainings at different managerial levels which offer the possibility of preparing new managers, and equipping existing managers with facing and managing of challenges in their daily work in decision making, planning, organizing within organizations that they act. Trainings in this area are of high importance as they provide knowledge for future leaders through the application of new modern forms of cooperation, communication, motivation and strategic planning in the action plans. 20 .7 TRAININGS FROM THE FIELD OF BORDER POLICE Training in the field of border police are trainings that relate to the duties of border police officials and as such except providing basic knowledge on the work of border officials, it include border control, fight against smuggling of migrants, the use of technical equipment at border crossings and border surveillance. Officials who undergo this training will be able to closely get acquainted with the practical side of the duties of border officials, with legal bases, integrated border management, the Green Line and the use of official arms dedicated to border officials. 22 .8 TRAINING FROM THE FIELD OF INVESTIGATIONS Trainings in field of investigation, they are advanced and specialized trainings through which participants will reach the appropriate professional level in this field to perform the duties in the workplace. In this group of trainings participants will have the opportunity in addition to basic knowledge of the crime investigation also to be trained in different fields regarding different methods of advanced crime investigation including financial, crime investigation with drugs / narcotics, laws and criminal procedures, different methods of stimulation latent traces, juvenile delinquency, domestic violence, investigation of corruption and investigation of explosive devices including fires and arsons. Also training in field of investigations offer the possibility of equipping participants with the necessary skills and abilities to deal with the acts of terrorism, organized crime and the skills required to be a member of the Intelligence Unit. TRAININGS In this group of trainings participants will be trained in: Basic and advanced methods of crime investigation, including financial crime Basic methods against organized crime, terrorism, the form surveillance, intelligence, fight against trafficking with human being and investigation of explosive devices. Crime scene forensic technicians, latent fingerprints and their stimulation by chemicals. Law on juvenile delinquency, juvenile investigative interviewing and interview room s management, investigation of domestic violence, as well as interviewing techniques. Investigating the murders. 25 .9 TRAININGS FOR SPECIALIZED UNIT Trainings in field of specialized units constitute various trainings of the form of intervention as dealing with crowd control, searching of vehicles with high riskiness, searches of persons, vehicles and buildings till to emergency driving with armoured vehicles and its use. These trainings are mainly for the police officers of specialized intervention units and consist of a theoretical part with a special emphasis on practical demonstration. In this group of training, public safety official can be prepared in the field of being instructor dealing with the crowd as team leader or platoon, including the use of equipment- tear gas and baton. 29 KOSOVO CUSTOMS 2. TRAININGS FROM KOSOVO CUSTOMS Trainings in field of Kosovo Customs constitute a group of trainings to provide basic, advanced and specialized knowledge on legal provisions and customs procedures with economic impact. Trainings are focused on enabling participants with the skills and knowledge necessary for the development of customs procedures, control of documents, goods and different means of transport to the treatment of diplomatic persons and goods, and their implementation in practice. In this training the participant will gain general knowledge on the classification of goods in the training modules TARIK, will be equipped with the techniques and tactics of developing the skills necessary to perform the customs tasks at ground, the value of goods for customs purposes, the importance of right determination of value of the goods, as well as knowledge for the legislation governing this field. TRAININGS FROM EMERGENCY MANAGEMENT AGENCY Trainings in Emergency Agency consist of a group of trainings to provide basic knowledge, advanced and specialized for emergencies in general. In this group of training participants will gain knowledge on the basis of first aid, skills and ability to identify the origin of fire, investigation and expertise, the use of firefighting equipment, dealing with fires in various forms, will get acquainted with the operating procedures on fire fighting and successful dealing with road traffic accidents (RTA) in a safe and efficient way. In these training participant will learn the risk assessment, rescue and evacuation of those in need, contingent planning, as well as supply with resource materials including principles and organizational structure of the Incident Command with a particular emphasis on the relation between System Incident Command and Incident Management National System (IMNS).
