3 Ottw County Bord of Commissioners nd Ottw County Residents: It is my plesure to present to the Ottw County Bord of Commissioners nd the citizens of Ottw County the of the Ottw County Sheriff s Office. The Sheriff s Office primry mission is to provide sfe nd secure environment in Ottw County by preserving public order nd supporting the constitution of the Stte of Michign by enforcement of stte nd locl lws. We continue to provide qulity lw enforcement services to our citizens. Our gol is to identify, understnd nd ddress the issues in our communities. We cn ccomplish this through collbortive efforts, problem solving, nd working closely with our citizens nd community prtnerships. The Sheriff s Office continues to see mny chnges nd specific issues nd concerns in Ottw County. One issue is the increse in opioid drug relted use, sles, nd deth. The Sheriff s Office long with the West Michign Enforcement Tem work hrd to ttempt to curb this ctivity. A second concern is mentl helth issues. Our rod ptrol nd correctionl stff del with these types of clls nd issues dily. The Sheriff s Office continues to work in collbortion with Ottw County Community Mentl Helth, community groups, nd the courts looking t services, diversion progrms nd trining relted to mentl helth. As we continue to see growth in Ottw County, the Sheriff s Office will continue to provide nd emphsize professionl lw enforcement service. We will continue to mke victims of crime priority nd commit to the resolution of crime for the victims nd our communities. We will continue to mintin sfe, secure, nd professionl correctionl fcility nd services. Community Policing hs proven to be vluble tool nd plys vitl role in our lw enforcement efforts. We hve strong commitment in continuing to provide Community Oriented Policing. We work with our communities, business leders, school districts, courts, fith bsed orgniztions nd mny others to identify res of needs nd develop nd deploy effective strtegies to ddress those needs. Providing trining for our volunteers nd community prtners continues to be priority. The Skywrn trining for spotters nd other wether enthusists with the NWS ws ttended by 310 people. We trined 33 residents in community emergency response (CERT) nd provided trinings in CPR, dmge ssessment, ICS 400 nd Criticl Incident Stress Mngement nd MICIMS. The Corrections Division opertes the jil fcility locted t the Fillmore Street Complex in West Olive. The Jil is designed to hold 462 pretril nd sentenced inmtes in pod-style or dormitory-style systems depending on inmte security clssifiction. The unit is responsible for inmte holding res locted in ech of the court buildings in the county. Inmtes who qulify my prticipte in Work Relese Progrm, llowing them the opportunity to mintin employment while they re serving their sentence. Other inmtes re llowed to work outside of the fcility on supervised work crews through the Sentence Work Abtement Progrm (SWAP). 45 Mjor Cse Investigtions Detectives investigte vriety of mjor cses for the Sheriff s Office, including homicides, criminl sexul conduct, ssults, mjor thefts, white-collr crimes, suicides, rsons, burglry, nd uto thefts. In July of investigtors worked the scene of stbbing deth tht occurred on Mnley St in Hollnd Township. The victim Seth Elijh Cuevs (18 yrs. of ge) ws involved in n lterction with severl subjects nd ws ftlly ssulted in the street. The suspect ws identified nd locted by investigtors nd lodged in the Ottw County Jil. He is witing tril t this time. Cold Cse Investigtions The Cold Cse Tem continued to investigte the stbbing deth of Deb Polinsky. Ms. Polinsky ws found ded in her Port Sheldon Township home in July In, detectives interviewed 143 people including members ssocited with drug delers, motorcycle clubs nd the victim s fmily members. Multiple serch wrrnts were conducted in this cse to obtin DNA nd tissue smples to ssist forensic nlysis. Severl individuls were clered through DNA testing during the pst yer. Our focus continues to be tht of femle who ws t the scene of the murder nd my hve been involved in the ssult. Administrtive Division Corrections Division Investigtive Division Lw Enforcement Division September 11, found detectives investigting shooting tht resulted in the deth of 28 yer old Anthony Trevor-Freed Lmb. This homicide occurred t the Hookh Lounge in Hollnd Township fter n lterction between groups. Through investigtion it ws determined the shooter hd fled to Memphis, TN. After wrrnt ws issued for his rrest uthorities in Tennessee locted him nd plced him in custody. Detectives from the Sheriff s Office extrdited him to Michign nd he is presently in the Ottw County Jil witing tril. October 19, Joseph Shtwn Jordn (41 yrs. of ge) ws shot multiple times t his home in Hollnd Twp. Mr. Jordn died of his injuries fter being shot by n cquintnce. The suspect originlly fled the scene nd ws locted by Hollnd City officers. He is chrged with murder nd remins in the Ottw County Jil witing tril. Criminl Sexul Assult Investigtions The Sheriff s Office works ctively with the Ottw County Children s Advoccy Center (CAC), locted in Hollnd Township. The center hndles cses of physicl buse nd sexul ssult involving victims thirteen yers of ge or less. The CAC stff provide children nd young people with needed tretment nd counseling. The Sheriff s Office mintins minimum of two detectives ssigned to the Children s Advoccy Center. During, detectives interviewed 213 victims t the Advoccy Center nd investigted 435 Criminl Sexul Conduct nd Physicl Abuse cses. 45

46 Friend of the Court Investigtor Since My 2001, the Sheriff s Office hs hd deputy ssigned to work with the Ottw County Friend of the Court Office. In Februry, 2014, second deputy ws dded to the Friend of the Court. Those two deputies work in conjunction with the Ottw County Friend of the Court nd ssist with the collection of pst due child support nd the rrest of those deemed by the court to be negligent in their support obligtion. During, investigtions resulted in mny rrests while investigtion civil nd felony child neglect/nonsupport cses. These investigtions resulted in the collection of child support owed to dependent fmilies in the mount of $175,121. The booting progrm dded $36,639 for totl of $774,328 collected. Fire Investigtions The Investigtive Unit hs two specilly trined rson/fire detectives who provide ssistnce to locl fire deprtments in determining the cuse nd origin of suspicious fires. Detectives investigted 16 fires, four of which were determined to be rson. From those investigtions, two people were chrged criminlly. One rson ttempted to cover up murder. Forensic Services Unit The FSU stff respond to mjor cse investigtions for the detection, documenttion, collection, nd preservtion of evidence. They re involved in testing nd prepring evidence for court presenttion. The FSU stff lso coordinte dvnced scientific testing of evidence with Stte nd Federl crime lbs. The Ltent Print Exminer (LPE) is responsible for the identifiction of fingerprints collected t crime scenes or developed on evidence. The LPE is responsible for the opertion of the Automted Fingerprint Identifiction System (AFIS) nd the FBI Integrted Automted Fingerprint Identifiction System (IAFIS). These systems ssist with the immedite serch nd identifiction of unknown recovered fingerprints. Ottw County s AFIS terminl is one of twenty four in Michign. The LPE worked 361 cses mking 24 fingerprint identifictions from unknown fingerprints nd hd totl of 45 AFIS / IAFIS trnsctions. In the erly 2000 s, the court initited other progrms designed to further reduce plcements nd to dd trgeted tretment components. From this, first cme the Juvenile Community Justice (JCJ) progrm, then the Juvenile Drug Tretment Court (JDTC) progrm. Lter, the court dded the Community Probtion progrm. As youth entering into JCJ nd JDTC were high risk, deputy ws ssigned to ech. The Ottw County Sheriff s Office nd 20th Circuit Court, Juvenile Services continue to be leders sttewide in this innovtive collbortion of services. The number of youth referred to the ISP progrm hs been reduced s the court incresed its use of the JCJ nd JDTC progrms nd dded community probtion specilized cselods to work more intensely with sex offenders, gng offenders nd with those youth plced in the Juvenile Justice Institute. Since erly tht yer the deputy ssigned to ISP hs hd his/her cselod modified to include regulr community probtion cses. In, our deputies supervised 47 unique nd chllenging juvenile justice progrm cses. Mnging cse includes developing cse tretment plns; writing reports for nd ppering in court; ttending stff meetings; mintining record of contcts, drug tests nd cse notes in the court s cse mngement system; nd frequent surveillnce of the youth in his/her home nd school, in the community nd t job sites. The deputies ssigned to JCJ nd JDTC work coopertively with tems ssigned to ech progrm nd prticipte in frequent tem meetings; these tems include members from community orgniztions. In 2015, new prtnership in truncy collbortion begn. It is prtnership with Ottw County Juvenile Court, Ottw Are Intermedite School District nd the Sheriff s Office. The deputy ssigned to the Truncy cses works directly with the Truncy officer from OAISD. They worked 388 cses (2015- school yer) meeting with students, prents, nd school officils to solve underlying issues of bsenteeism nd correct behvior. Ride-Along Progrm The Sheriff s Office mintins Ride-Along Progrm to improve police/community reltions, educte the public, nd provide residents with n opportunity to understnd police procedures nd opertions. County residents who re t lest eighteen yers of ge nd re enrolled in criminl justice eductionl progrm re eligible to pply. The Victim Services Unit is designed to provide support nd comfort to victims nd their fmilies, thus minimizing the stress of the sitution.
