Bonprte ordered smll force of permnent investigtors (orgnized month erlier) to report to the Deprtment of Justice's Chief Exminer, tnley Finch. All Deprtment of Justice [DOJ] investigtive mtters except certin bnk fruds, Bonprte declred, were to be reported to this new group of detectives for hndling. At first, little seemed to come of Bonprte's. reorgniztion. In fct, this smll specil gent force evolved into the FBI, the primry federl lw enforcement gency in the United ttes. In 1909, this gent force ws nmed the Bureu oflnvestigtion Investigtion [BOI). [BOI]. At this time, it investigted ntitrust mtters, lnd frud, copyright violtions, peonge, nd twenty other mtters. In 1997, the Bureu hired its first professionl scientist to hed the Lb. On October 26,2001, 2001, the President signed into lw the U.. Ptriot Act, which grnted new proviions provisions to ddress the thret of terrorism, nd Director Mueller ccordingly ccepted on behlf of the Bureu responsibility for protecting the Americn people ginst future terrorist ttcks. On My 29, , Attorney Generl John Ashcroft issued revised investigtive guidelines to ssist the Bureu's counterterrorism efforts. To support the Bureu's chnge in mission nd to meet newly rticulted strtegic priorities, Director Mueller clled for reengineering of FBI structure nd opertions tht will closely focus the Bureu on prevention of terrorist ttcks, on countering foreign intelligence opertions ginst the U.., nd on ddressing cyber crime-bsed ttcks nd other high technology crimes. In ddition, ddi,tign, the Bureu remins dedicted to protecting civil rights, combtting public corruption, orgnized crime, white-collr crime, nd mjor cts of violent crime. It is lso strengthening its support to federl, county, municipl, nd interntionl lw enforcement prtners. And it is dedicted to upgrding its technologicl infrstructure to successfully meet ech of its priorities. At the strt of the new millennium, the 1~73I FBI stnds dedicted to high vlues nd ethicl stndrds. Commitment to these vlues nd stndrds ensures tht the FBI effectively crries out its mission: Protect nd defend the United ttes ginst terrorist nd foreign intelligence threts; uphold nd enforce the criminl lws of the United ttes; nd provide nd enhnce ssistnce to its federl, stte, municipl, nd interntionl prtners. In 1908 when Attorney Generl Chrles Bonprte creted the entity tht would become the FBI; FBI, he did not nme it. He simply referred to the group s "specil gent force" when he nnounced his work to Congress in the 1908 Attorney Generl's Annul Report. ED econd,it ws nmed the Bureu oflnvestigtion Investigtion but, sometimes, clled the Division ofinvestigtion. In 1909, Attorney Generl Wickershm formlly nmed Bonprte's "force" the Bureu of Investigtion [BOI]. [30I]. At the time, the Bureu ws composed of less thn seventy employees. Over the next severl yers the Bureu ws lso referred to s the Division ofinvestigtion. Investigtion, but this title did not stick. Between 1913 nd 1933, the Bureu remined the Bureu of Investigtion. In 1933 it ws nmed the United ttes Bureu ofinvestigtion. Third, nd most confusingly, the Bureu becme the Division of Investigtion. In the spring of 1933, newly elected President Frnklin Roosevelt reorgnized the Deprtment of Justice [DOJ]. This reorgniztion grew out of the end of Prohibition: In 1919, the 18th Amendment hd been pssed, outlwing the sle nd mnufcture of lcohol nd enforced by the Tresury Deprtment's Bureu of Prohibition [BOP]. In 1929, the BOP ws trnsferred to the DOJ from the Tresury Deprtment. But wht does this hve to do with the FBI? Well...in June of 1933, President Roosevelt ordered the formtion of Division of Investigtion composed of the Bureu of Investigtion nd the Bureu of Prohibition. Director Hoover ws ppointed s Director of Investigtion but lso remined Director of the BOr The ledership of the BOP ws left lrgely to John. Hurley s Assistnt Director in chrge of the BOP. Hoover mintined strk seprtion- between the two Bureus nd he refused to integrte. BOP personnel into the BOr. BOI. [For more on this confusing period, see the "Byte Out of History on Elliot Ness nd the Bureu."] In the fll of 1933, the 18th Amendment ws repeled nd the Bureu of Prohibition withered nd died. Its enforcement functions were ended so its Agents were trnsferred or fired; very smll number becme FBI Agents. BOP property ws trnsferred throughout the government (we kept lot of crs, most of the bots nd irplnes went to other deprtments) nd its tx lw enforcement uthority ws in trnsferred bck to Tresury. The few remining enforcement functions relted to crimes committed under the old prohibition lws were hndled by the Division of Investigtion. I. Finlly, the FBI.
