1 THE CAMDEN COUNTY COLLEGE POLICE ACADEMY 2018 IN-SERVICE TRAINING CATALOG The Camden County College Police Academy, in partnership with the Camden County Prosecutor and the Camden County Police Chiefs Association, is committed to providing the highest level of training for our Law Enforcement Community to enhance the quality of police professionalism through education. Among the Academy's teaching staff are federal agents, state police, assistant prosecutors, college professors, officers from numerous county and municipal agencies and qualified lay personnel. These instructors bring vast amounts of knowledge and experience to our program. 1

3 CAMDEN COUNTY COLLEGE POLICE ACADEMY IN-SERVICE TRAINING RULES AND REGULATIONS CLASS STARTING TIME All classes will begin at 8:30 a.m. and end at 3:30 p.m. unless otherwise noted. In-service classes are held at the Regional Emergency Training Center (RETC) unless otherwise noted. Classroom assignments will be posted in the lobby. REGISTRATION Pre-registration is required. Complete the on-line registration form a minimum of one week in advance of the start of the course. Register early to assure a seat in the desired course. All registrations must be approved by the requesting agency s Chief or Designee. An automated response will be ed to the student at the student s address provided on the registration form. The automated response is not a registration confirmation. It is simply an alert to the student that a registration request has been submitted in his/her name. COURSE CONFIRMATION / CANCELLATION Registration Confirmation will be ed to the requesting agency s training coordinator (Chief or Designee on file with the Academy). It is the responsibility of the requesting agency s training coordinator to notify the student(s) that the course registration has been confirmed. Courses that do not have the minimum number of attendees registered will be cancelled and those agencies will be notified of the course cancellation by . Please notify the Academy as soon as possible when a registered student is unable to attend a course so that the next person on the Wait List can be notified. CLASS ATTENDANCE Class attendance is mandatory for certificate consideration. Any absences will be reported to the sending agency. If an absence is unavoidable, please notify the Academy. All attendees are required to sign-in on the class roster. CERTIFICATES Certificates of completion will be awarded at the end of the last day of classes. TUITION / PAYMENT Training fees are waived for Camden County Agencies unless otherwise noted. All checks, money orders or purchase orders should be made payable to Camden County College Police Academy. Cash payments cannot be accepted. Co-sponsored Courses listed in this catalog require registration with the vendor. Payments should also be made to the vendor. 3

4 REFUND POLICY No refunds will be issued due to failure to attend the class. Refunds may be authorized based on written justification from the agency 24 hours prior to the start of class. DRESS CODE Department uniform or Business Casual is the appropriate attire for the Academy setting and is required at all times unless otherwise noted in the Course Description. Sweats, shorts, tee-shirts, jeans and sneakers are prohibited. SMOKING The use of tobacco products is strictly prohibited on all the campuses of Camden County College. FIREARMS Unless dressed in department uniform, law enforcement officers are asked to conceal their weapons, especially when walking across campus. TELEPHONE With the exception of an emergency, no class will be interrupted for telephone messages. Academy telephones are restricted to the use of the Academy staff and instructors. Please place all cell phones on silent mode prior to entering the classroom. CLEANLINESS Eating or drinking in the classrooms is strictly prohibited. ORDER In-service students are expected to set an example for the Basic Recruits by refraining from using profane, loud or offensive language. All students are expected to treat instructors with courtesy and respect. Interaction with recruits is prohibited unless prior permission has been granted by the Academy Staff. 4

11 CAMDEN COUNTY COLLEGE POLICE ACADEMY COURSE DESCRIPTIONS ADVANCED RIFLE OPERATOR This three (3) day course is designed to build upon the skills learned in the Basic Rifle Operator Course and to introduce more advanced techniques. Topics of instruction include shooting on the move, natural and unorthodox shooting positions, individual and team live fire exercises, high speed shooting drills, multiple threat assessment and engaging, strong and support side shooting, clearing malfunctions, shooting from cover and vehicles, and low light operations. NOTE: All Firearms Courses at the Camden County College Police Academy require participation in physical activities such as light running, sit-ups, push-up, etc. Registration is limited to students capable of full participation. BDUs or Class B uniforms are appropriate. ATTORNEY GENERAL S MANDATORY UPDATE INSTRUCTOR S COURSE AND MANDATED DOMESTIC VIOLENCE TRAINING This one (1) day course is designed to prepare officers to instruct the Attorney General s mandatory semiannual training within their own departments. Each session will include a thorough review of all relevant updates on the law for the past year, including case law, statutes, Attorney General Directives and Guidelines, and county policies. In addition, the course will cover the most recent review of both the law and practice of high-speed motor vehicle pursuits and the use of deadly force. The Domestic Violence segment of the course will cover the basic legal responsibilities of officers responding to a DV calls, updates on the relevant law, as well as a discussion of recommended investigative techniques in handling of DV cases. 12 BASIC DESIGNATED MARKSMEN/OBSERVER SCHOOL This five (5) day course is designated to give the operator the basic working knowledge and skill to safely deploy in a designated marksman role and learn the basics of the sniper rifle. It is designed to prepare law enforcement snipers for emergency response operations and surveillance operations that would require observation and concealment techniques. This course also provides instruction in rifles, scopes and other equipment related to the law enforcement sniper along with marksmanship techniques, the use, care and cleaning of equipment, data book, effects of weather, and marksmanship exercises. Joe Andricola Gloucester Township Police Department BASIC FINGERPRINTING This one (1) day hands-on course is designed to teach law enforcement officers the proper techniques in fingerprinting individuals, lifting fingerprints from objects and identifying individuals through fingerprint comparisons. 13 BASIC RIFLE OPERATOR This two (2) day course is designed to build a base of operation for the new patrol rifle operator. The course will give the operator a fundamental understanding of topics relevant to the handling of the patrol service rifle. Topics of instruction include gear and placement, iron sights, optics and accessories, proper shooting stance, proper grip, sight alignment, sight picture, trigger control, strong and support hand shooting, recoil control shooting positions, clearing malfunction, and tactical and combat reloads. NOTE: All Firearms Courses at the Camden County College Police Academy require participation in physical activities such as light running, sit-ups, push-up, etc. Registration is limited to students capable of full participation. BASIC SWAT This five (5) day course is designed for the officer newly assigned to a SWAT/ tactical team. The course will provide the officer with a comprehensive introduction to tactical skills. Students will be introduced to basic SWAT topics, tactics, and techniques, including a historical overview of SWAT, team organization, structure, resolution of barricaded suspect situations, covert individual and team movement, searches and room clearing, chemical agents, less lethal options, DM/O operations, and high-risk warrant service. This course is a combination of classroom and hands-on exercises in which students practice tactics and techniques in the field. 14 CELL BLOCK MANAGEMENT/ SUICIDE AWARENESS This three (3) hour course will be devoted to the requirements for operating and maintaining a safe and secure detention facility, as set forth in Chapter 34 of the New Jersey Administrative Code. The Cell Block Management segment will review sound security practices and the minimum requirements for supervising detainees will be stressed. The "Suicide Awareness" segment will focus on such topics as the profiling of suicidal detainees, the screening and supervision of such detainees, the various ways in which detainees may attempt suicide, the liability factor and appropriate policy and procedures for handling suicide attempts. Chief Robert Doyle CCCPA Staff CHILD ABDUCTION RESPONSE TEAM TRAINING CONFERENCE This one (1) day training conference is designed to focus on training for the development of the Camden County Child Abduction Response Team (CART). The presentation will address team members, CART protocol, and the importance of preplanning when investigating missing children. This conference is specifically for personnel that have been designated as CART Team members by their respective agencies. **Representatives from each law enforcement agency within Camden County are asked to attend to ensure compliance with the New Jersey Attorney General s Guidelines**. Amy Pisano - Camden County Prosecutor s Office CHILD ABUSE FOR THE DETECTIVE & PATROL OFFICER This two (2) day course is designed to assist patrol officers and detectives in identifying child abuse and investigating such cases. This course will provide an overview of the Division of Youth and Family Services, the protocol for contacting the Camden County Prosecutor s Office Child Abuse Unit, how to interview a sexual assault victim, and investigating physical abuse cases. 15 COMPUTER CRIMES COMPUTER SEARCH & SEIZURE This is a one (1) day BASIC course designed to introduce the Law Enforcement Officer to the safe methods used to retrieve evidence during a search warrant or patrol stop. The primary focus of the course is to give the street officer the ability to recognize computers, diskettes, tapes and CD s as evidence even if the crime is not directly related to computers initially. The course will teach computer seizure and will demonstrate the proper techniques used to tag and bag, the proper handling of the evidence following the seizure as well as basic hands-on forensic methods using machines developed for the program. Following the course, students will be able to recognize computer media as evidence in an array of crimes and will safely demonstrate the seizure of equipment. A basic knowledge of computers and operating systems is not necessary. NOTE: Students are required to bring a copy of electronic media to class. Christopher Robinson - Camden County Prosecutor s Office CONDUCTED ENERGY DEVICE (TASER) OPERATOR CERTIFICATION COURSE This two (2) day course is an AG requirement for officers assigned by their department to carry & operate a Conducted Energy Device. The student will be instructed and certified on the operation, use, policies and procedures (manufacturer and PTC) of the Taser X-2 Conducted Energy Device. NOTE: Four (4) two-day classes are scheduled for BDUs or Class B uniforms are appropriate. 16 Document Fraud for Law Enforcement This one (1) day course will assist law enforcement (Patrol Officers as well as Detectives) with training that will enhance their ability to recognize and identify the universe of identity-related documents issued by and relied upon by the MVC and the factors that motivate fraudsters. With emerging technology it has become increasingly difficult to identify fraudulent documents. Students will learn what tools are available to assist them in identifying counterfeit documents by providing hands on training and experience in the recognition of fraud as it pertains to documents such as: driver licenses, green cards, passports, birth certificates and social security cards. Participants will learn the newest trends in counterfeiting of drivers licenses by on-line manufacturers, which has becoming increasingly common due to the ease in obtaining access to technologies. This course will also review counterfeit as well as genuine NJ inspection stickers, temporary registrations and certificates of title. In addition, this class will review facial recognition technology as it is used by the Motor Vehicle Commission on all images captured as well as the process that is used with the submission of a photo for a manual upload. Mark Cushing New Jersey MVC COURTROOM TESTIMONY This one (1) day course is designed to assist the law enforcement officer in becoming a more confident and successful witness when testifying in court. It will address common problems that many officers have experienced and will offer solutions to overcome them. The following comments were included in the instructor s evaluation form: This class will definitely be one of the most helpful and learning rich classes of the academy. I would recommend this course to anyone. NOTE: Attendees may have an opportunity to participate in mock trials and therefore, a copy of a report must be forwarded to the Camden County College Police Academy. This copy will be forwarded to Camden County Prosecutor s Office prior to the start of the course. 17 CRIME SCENE INVESTIGATION (Updated to include Fire Scene Investigation) This five (5) day course is designed for first responders, detectives and crime scene investigators. Students will receive comprehensive instruction and hands-on training on all areas of crime scene investigation. Topics covered include safeguarding and processing of the crime scene, sketching and photograph of the crime scene, collection of evidence and "lifting" of fingerprints, and cause and origin of fires. Students will participate in mock crime scene investigations. NOTE: Attendees must have a good working knowledge of fingerprint collection and identification. BDUs or Class B uniforms are appropriate. September 10, 11, 12, 13, 14, 2018 Attendance: 20 Instructor: Camden County Prosecutor s Office Crime Scene Investigation Unit Deputy Fire Marshal C. Jay Houck - Camden County Prosecutor s Office Major Crimes Unit Prerequisite: Investigative Photography Course or advanced level of knowledge of photography equipment. Equipment: Camera and photography gear, minimum safety gear to include eye protection, work gloves, boots and hard hat DEFENSIVE TACTICS This two (2) day hands-on course is designed to teach officers fundamentals of self-defense and handcuffing and how to effectively subdue a suspect without causing injury. 18 DOMESTIC VIOLENCE INVESTIGATION COURSE This (1) day course is designed to focus on the Domestic Violence investigation and interaction with the court system and victim / witness advocates. This course will address concepts that will help to enhance police patrol, and investigative aspects of a Domestic Violence case, evidence, photographs, search warrants, warrant, restraining orders, Domestic Violence law, and other domestic violence paperwork. This Course will discuss the interaction with victim / witness advocates services and the Court system. February 20, 2018 Out-of-County: $ :30 a.m. 3:30 p.m. Instructor: Sgt. EDGED WEAPONS AWARENESS This one (1) day course is designed to familiarize the officer with various types of edged weapons and the manner in which they are used. 19 EFFECTIVE INTERACTIONS WITH MENTALLY ILL PERSONS This one (1) day course is designed to assist the officer in safely and effectively dealing with the mentally and emotionally ill individual. This course will cover the causes, characteristics, signs and symptoms of emotional crisis, communication techniques as well as legal concerns such as the responsibility of the officer, laws directed toward the mentally ill and liability issues. September 5, 2018 Out-of-County: $ :30 a.m. - 3:30 p.m. Instructor: Kelly Cochran-West - Mental Health Association in Southwestern New Jersey EFFECTIVE REPORT WRITING This one (1) day course is designed to emphasize the critical importance of the need for police officers to change their mindset toward report writing. Two approaches to effective writing are examined in this course. The first and most important component is WHY, and the second is HOW. This is not a remedial English Composition class because we recognize that you are a professional police officer. The goal of the class is for you to utilize the training and education that you already have had, refine your approach to what has been perceived as a mundane task, develop new skills toward gathering information, and begin writing reports that allow the reader to see what you, the writer, has seen in a coherent, sequential, accurate and complete way. 20 FIELD TRAINING OFFICER PREPARATION This three (3) day course is designed for the recently assigned field training officer, veteran training officers and those who supervise training programs. The course focuses on the field training officer s role in evaluation, teaching documentation, remedial training and the effects of the field training officer s style and beliefs on recruit growth and achievement. Additional topics will include legal and ethical issues in recruit selections, training and evaluation using standardized rating procedures, teaching principles and methodology. Anthony Aceto CCMPD & Cherry Hill PD Staff FIREARMS INSTRUCTOR COURSE This five (5) day course is designed for those officers who wish to instruct a basic course at a Police Training Commission (PTC) approved school. Weapon retention, handcuffing and defensive tactics will also be included along with tactical firearms instruction including the use of service weapons and shotguns. 28 SUDDEN DEATH INVESTIGATION This three (3) day seminar is designed to familiarize first responders and detectives of the procedures and responsibilities inherent to the investigation of sudden or suspicious deaths. It will also describe the functions conducted by members of the Prosecutor's Office Mobile Crime Lab Unit and the New Jersey State Police Laboratory, as well as provide an overview of the types of information needed by the Medical Examiner's Office to accurately identify the numerous causes of death. Additionally, its intent is to coordinate investigative efforts among law enforcement agencies by establishing a more thorough understanding of each other's role.
