The CW3 Mitch Carver Memorial Drill Meet is sponsored by the Clyde A. Erwin High School Army JROTC. This year s meet will be held on Saturday, March 18, 2017 beginning at 0800 hours and end at approximately 1330 hours. The drill meet will be held at the Erwin High School Gymnasium - weather permitting we will be on the football field. Judges briefing will commence at Cadet Team Commanders meeting will commence at 0800 in the JROTC classroom. The general public is encouraged to attend. 2. General rules / procedures regarding the conduct of the competition are covered in this letter. The provisions set forth will be binding on all participants. Your entry in this competition will constitute your acceptance of the rules/procedures. 3. A registration fee of $ will be required to help defray expenses and entitles the unit one entry in each scheduled event. The registration should be completed and the check made out to CA Erwin JROTC, and send to: Clyde A. Erwin High School Army JROTC 60 Lees Creek Road Asheville, NC The General Rules and Provisions for conduct of the meet are as follows: a. Regulation drill will be in accordance with the regulation of the appropriate service (Army-, FM , & ROTCM 145-1; Air Force- AFM ; Navy NAVEDTRA F & MCO P ; Marines- MCO P ). b. The sequences of movements are the key. Units may use there respective commands as appropriate. Given in the respective Annex sheets. c. The sequence of movements and appropriate commands must be committed to memory by the unit commander for all events. d. Commanders will provide a 4 count pause between all stationary movements to provide the judges time to evaluate the movement. e. Any movement omitted or executed out of sequence will receive a grade of zero. f. The type of military weapon used for armed drill events will be those possessed by the competing units. One point will be deducted for each individual using a nonmilitarized weapon. g. Regulation drill squads will be composed of at least six (including the commander) but not more than eleven members. Squad formations will be single file. h. Regulation drill platoons will be composed of at least thirteen (including the commander), no maximum and organized into at least three squads. i. Maneuver and drill grading will be in accordance with the appropriate checklist provided to the judges. j. NO artificial means of counting cadence will be used at any time (drums, horns, etc.).

2 5. Storage / Spaces: Each unit will be assigned a classroom to store unit items/rifles. These rooms will not be secure spaces. We request one individual remain in the room at all times. Classrooms are to be left neat and clean prior to your departure. 6. Unit/Individual Penalties. Score penalties will be assessed against a participant / team under the following conditions: a. Non-militarized weapons 1 point b. Less than minimum number of cadets 10 points each c. Late start 10 points d. Movements executed out of sequence or omitted 0 score for that movement e. Cross area boundaries 10 points each time f. Executing half-step (mark-time) to avoid boundary violations 10 points g. Execution of extra commands to avoid boundary violations 10 points h. Extraneous personnel in the drill area 40 points i. Departing drill area in incorrect place 5 points j. Occurrences of un-sportsman like conduct, poor taste, or prejudicial to sound meet practices 20% of the total score earned for the meet. k. COLORS TOUCH GROUND 10 points each time l. Deviations from regular drill movement (any movement not authorized by the drill manual) 10 points per deviation. m. Artificial means of counting cadence 10 points 7. Instructor/Coach penalties: Each infraction will result in the unit total meet score being reduced by 20%. a. No school advisor (Officer/NCO or individual who coaches or administers the drill team) will approach a judge, official, or cadet assistant with the intention of influencing the operation of the meet. b. No school advisor or drill participant will approach a judge, official, or cadet assistant with the purpose of discussing performance or scoring of an event, unless instructed to do so by event coordinator. c. No school advisor or drill participant may enter the score computation area. d. No coaching, time keeping, etc. from the sidelines by advisors or members is permitted. Only the Senior Instructor from a participating school may lodge a complaint, grievance, problem, or protest with the Meet Coordinator or his designated representative. 8. Judges Decision: The judge s decisions are final on the scoring of drill events. Discrepancies or problems regarding the overall conduct of the meet or a particular event are to be brought to the attention of the Meet Coordinator for on the spot resolution. Any failure to follow this procedure will result on an overall penalty assessment as indicated in paragraph 6 above. 9. Procedures for Squad, Platoon and Color Guard events: a. The unit commander of the participating team will have the unit assembled in the designated ready area 3 minutes prior to the scheduled competition time. b. When instructed, the unit commander will direct his/her unit to the competition area and report to the senior judge. Basic procedures are: c. Grading will commence when the first member enters the drill area and ends when the last member crosses the exit line. d. The unit will be halted in front of, and centered on, the senior judge. The unit commander should be three steps from the senior judge with his/her unit the appropriate distance to his/her rear based upon regulations pertaining to that size unit.

3 e. The unit commander salutes and reports SIR/MA AM (Name of School) IS PREPARED FOR COMPETITION SIR/MA AM. f. The senior judge will then return the salute and direct CONDUCT YOUR DRILL MOVEMENTS. g. The movements in the appropriate score sheet of this package will be executed in the order listed. h. Once the sequence has been completed, the unit commander will report SIR/MA AM, THIS COMPLETES MY DRILL ROUTINE, REQUEST PERMISSION TO EXIT YOUR DRILL AREA SIR/MA AM. i. After being acknowledged by the senior judge, the unit commander will march the unit from the drill area at the entry point (graded movement). j. Units participating in teams may be all male, female, or mixed. 10. Awards: Trophies will be purchased and awarded by Erwin High School JROTC. The following awards are to be presented: a. A first, second, and third place trophy for each regulation drill event (including Personnel Inspection) based on team score. b. A first, second, and third place trophy for overall Drill. c. A Grand Champion Trophy 11. Concessions: The JROTC Boosters will be running a concession stand for drinks and snacks throughout the day. 12. 9 ATTACHMENT F SCHOOL: Personnel Inspection Guidelines 1. Inspection Formation: Personnel Inspection will be completed as part of the Squad Unarmed event the squad will form adjacent to the drill area and will be inspected prior to its performance. 2. Inspection Uniform: The designated uniforms for the drill meet will be either the Winter Blue, Class A or Dress Blue uniforms (no sweaters). The wearing of nonstandard uniform items (sashes, ascots, spats, etc.) will result in a reduction of the team s inspection grade by 50%. High gloss KORFAM style shoes are not authorized for the inspection unless they are standard issue to every cadet in the school s JROTC program. The wearing of these items by cadets will result in point deductions by the inspectors. The camouflage/utility uniform is not considered an appropriate uniform for inspection and will not be permitted in any of the competitive events. 3. Inspection Procedures: a. The commander will march his/her unit onto the inspection deck, form the unit for inspection and report the command to the head judge. b. Judges will inspect cadets using the criteria established in Tabs (B) and (C) of this Appendix. Not more than 30 seconds should be required to inspect any given cadet. Each cadet will be assigned a grade of 1 to 10, based on the judge s impression of the cadet s appearance, bearing and knowledge. Given the differences in uniforms between the services, grooming standards and instructional techniques, the key to a successful inspection lies in uniformity, knowledge and personal composure. c. Upon completion of the inspection, the unit commander will reform the command and march the unit out of the inspection area. Tab A Inspection Questions Tab B Inspection Score Sheet 9

10 TAB A ATTACHMENT F: INSPECTION QUESTIONS 1. The asking of question is a part of the personnel inspection process. While there is no requirement to question cadets, judges may do so as a means of determining cadet poise, knowledge and confidence. The ability of a cadet to respond to these questions may be taken into account when determining the inspection grade. 2. There are limits to a cadet s military knowledge, especially when you combine cadets from all four services. The question asked of a cadet will not be intended to embarrass, but to gauge his/her ability to think and respond under conditions most will agree are more stressful than usual. Cadets will not be stressed during the inspection. Question will be limited to those in this enclosure and any clarifying questions regarding uniforms/uniformity the judges deem appropriate. 3. The questions which may be asked of cadets include: a. Day and Date b. Cadet s Name, Rank/Rate c. Cadets Age d. Number of year s Cadet has been in JROTC e. Cadet s class/year in school f. Questions regarding ribbons/devices on the uniform g. Description of cadet rank insignia 4. As the list of possible questions is small, uniformity of response carries more significance. This SOP will not presume to dictate how questions will be answered; that is left to the instructor staff at each school. However, within the unit being inspected there should be uniformity in framing a response to any question posed to a cadet. For example, a judge asks a cadet who his/her senior JROTC instructor is. The cadet may respond, Sir, the senior instructor at XXX High School is Major Pain, or The senior instructor at my school is Major Pain. There are any numbers of ways the question may be answered. As long as cadets answer questions in the same manner, uniformity within the unit exists. 10
