1 DOBYNS-BENNETT HIGH SCHOOL Air Force Junior ROTC Detachment TN Tribe Way Kingsport TN, Aug 201 SUBJECT: DOBYNS-BENNETT AF JROTC INDIAN DRILL MEET LETTER OF INSTRUCTION (LOI) 1. The Dobyns-Bennett High School Air Force JROTC will host a drill meet on Saturday, 14 Oct The events are: a. Personal Inspection (6 persons) b. Regulation Armed Platoon/Flight (1/school) c. Regulation Armed Squad/Element (1/school) d. Regulation Unarmed Squad/Element (1/school) e. Regulation Unarmed Platoon/Flight (1/school) f. 1 st Year Unarmed Squad/Element (1/school) g. Color Guard (2/School) h. Dual and Single Exhibition (2/School) i. Individual Armed Drill (3/School) j. Unarmed Knockout (no limit) 2. Judges/Judging. a. Judges are drawn from a pool of local recruiters, college ROTC programs and local veterans. b. Discussion with judges regarding interpretation of drill manuals or judging criteria is prohibited once the meet begins. All communications with judges will be through the meet headquarters. Failure to abide by this rule may result in a school's disqualification from the meet. c. Once assigned an event, judges will remain with that event for its duration to ensure continuity of grading and avoid any disparities in judges' interpretations and scoring procedures. d. JROTC teams will be required to march and call commands in compliance with their respective service manuals. FM and AFMAN will be the drill manuals of record for the drill meet. e. AMPLIFICATION: There will be Large and Small school categories. Category will be determined by projected JROTC school year enrollment. f. AMPLIFICATION: Tie breakers will be determined by the number of perfect/highest Individual Inspection scores. 3. Fees. Fees are: a. $110 which includes bagged meals for your cadets b. $5 for Armed Individual/Dual Exhibition, limit 2 teams per school c. $5 for Individual Armed Drill, limit 3 per school d. $2 for Knockout, no limit, payable at the door e. Entry fees and registration are due payable to DBHS Activities by Friday, 29 Sep In the event the meet must be canceled due to inclement weather, Dobyns- Bennett AF JROTC will refund $ Version 2, 9 Sep 2016

2 4. Reporting In. Schools should plan to arrive by 0730, on the day of the meet. Schools should use Buck van Huss Dome (Dome) entrance by the track and tennis courts. Dobyns-Bennett AF JROTC Cadet escorts will lead teams to a classroom that will serve as their staging area throughout the meet. They will be available to act as messengers and guides. The escort IS NOT RESPONSIBLE for gear left in the classroom. 5. Commander's Call. Commander's Call will begin promptly at 0815 in the Dome (Main Gym on Stadium Drive). Instructors are requested to bring only cadet leaders to this briefing. Opening Ceremony is scheduled of 0845 and Inspection at Uniforms/Weapons a. Uniform for inspection and IDR events, including Color Guard, is the Service Dress Class B, short sleeve (tie/tie tab optional) or long sleeve, nameplate, ribbons, authorized badges. b. Uniform for the Exhibition events and knockout is whatever the Military Science or Aerospace Science instructors deem appropriate for their teams. Cadets do not need to change back into their Class B uniforms for the awards presentation. c. Drill weapons will be regulation, demilitarized service rifles (1903A3, M-1, M-14, or the Daisy Drill rifle) weighing a minimum of 8 1/2 pounds. Lightweight/facsimile weapons will not be used in any event. The security of weapons is the responsibility of the respective instructor staff and participating cadets. 7. Team Composition. Unit sizes are as follows: Minimum Maximum Note a. Squad / Element 4 7 Includes Commander b. Platoon / Flight 7 13 Includes Commander, c. Color Guard 4 4 None 8. Armed/Unarmed Events. a. All movements must be completed on the Standardized drill card, Attachments 2-6, in the order listed, regardless of a team s service affiliation. However, the commands used to achieve these movements vary from service to service. Commanders must commit all drill sequences to memory. b. During the stationary portion of the drill card, commanders must wait for a verbal UP signal from the head judge before proceeding to the next command. AMPLIFICATION: Commanders may command COVER after the UP signal. Once a unit begins the marching phase of the drill card, the commander is free to give commands at his/her discretion. Judges will closely monitor cadence and regulation steps. c. In armed drill, all members of the unit must be armed and the commander must carry a rifle, saber, or sword. d. The commander will be evaluated on his/her voice projection, confidence, poise, and ability to lead the unit on the drill deck. The team will be evaluated on its marching precision, cadence, and rifle manual. 9. Color Guard. a. All Color Guard movements are in Attachment 7 of this LOI. They must be completed in the order listed, regardless of a team s service affiliation. However, the commands used to achieve 2

3 these movements vary from service to service. Commanders must commit all drill sequences to memory. b. Judges will closely monitor regulation steps. c. The color guard must consist of 4 cadets. Two cadets will bear arms; the remaining members will serve as color bearers. The commander must be the National Color bearer. d. Each color guard will be required to comply with its uniformed service regulations regarding staff length and type, pikes, flag size, regulation harnesses, and flag type (i.e., fringed flags, light/short poles or flags). 10. Scoring. Only IDR events and Inspection will count for overall winners. Scoring will be the same as our Field Day; the raw scores will be converted to First place 5 points, Second Place 3 Points, Third place 1 Point. The three schools with the highest points are the winners. 10. Penalty Assessment. Penalties and point deductions will be assessed in accordance with Attachment 13. Amplification: a. Covers, belts, rifle parts and uniform items that drop to the drill deck due to improper manual of arms or lack of maintenance will be cause for point deductions for each occurrence. Ribbons/badges which drop due to the proper execution of the manual of arms will not be cause for point deductions. b. Units are expected to maintain proper cadence without verbal assistance. Commanders who call cadence will receive one point deduction per occurrence. c. AMPLIFICATION FOR INDIVIDUAL/DUAL ARMED EXHIBITION: Any part of a weapon making deliberate contact with the floor MUST be padded. No unpadded, rifle-to--floor contact is permitted. For example, the molded rubber butt plate for the 1903 Springfield replica rifle is sufficient padding. Any competitor or team that makes deliberate unpadded rifle-to-floor contact will have their routine or drill card halted immediately by a Judge or Drill Meet Official and they will be withdrawn from the event. 11. Drill Deck/Practice Area. The drill decks used in the meet are all indoor surfaces: Event(s) Dimensions Surface Armed/Unarmed events Color Guard ~95' X 84' hard wood ~55 X 42 hard wood 1 st Year events ~55 X 84 hard wood Individual/Dual Exhibition 30 X 63 X 10 Height concrete (ROTC Building) Outdoor practice areas will be available for teams on a first come, first served basis. Taps, cleats or other metallic/plastic devices on shoes/boots will be prohibited on all drill decks. Rubber butt pads or taped butt plates will be required on all weapons. There will be no practice allowed on the competition decks. 12. Food/Concessions. A concession stand will be open throughout the meet. 13 Attachment 9 PERSONNEL INSPECTION 1. General a. Team Composition The Personnel Inspection will consist of 6 cadets. Cadets will be inspected individually. There is no platoon/squad formation and no commander. b. Uniform The designated uniform will be Seasonal Service B uniform. Cadets must wear all awarded ribbons and badges. Stripped down cadets who wear less than their full complement of awards will be penalized for doing so. c. Personnel Inspection will be the 1st event of the day. Inspection is in the Dome. d. Personnel Inspection is an unarmed event. 2. Inspection Procedures a. School will be advised of the inspection positions of their cadets in the days prior to the conduct of the meet. b. Cadets to be inspected will form in squad formation at the end of the inspection deck parallel to the end line of the basketball court in the order specified in Tab A to this enclosure. Inspectors will form on the end line at the opposite end of the basketball court. Dobyns-Bennett AFJROTC cadets will be on the deck to assist cadets in locating their positions. c. At the signal, the first squad of cadets will march forward across the deck and halt facing their respective inspector. Each cadet will carry his/her score sheet in the left hand and deliver it to the inspector. d. The cadet will report to the inspector in a normal voice, giving his / her cadet rank and name. Example: Sir / Ma am / Staff Sergeant, Cadet Smith reporting for inspection. e. The inspector will have two minutes to inspect the cadet s uniform, grooming, bearing, and knowledge. He / she will ask the cadet a series of four questions about leadership, uniform regulations, service history, general military knowledge, and the chain of command. Questions will only be asked specific to that cadet s service affiliation (example: Air Force cadets will only be asked questions pertaining to Air Force history/uniform regs/drill/chain of command). The inspector will not have the cadet remove any uniform parts or the cover other than to inspect the cadet s haircut. f. Upon completion of the cadet s inspection, the inspector will dismiss the cadet. The cadet will exit the inspection deck by the most expeditious route. At the signal, the next squad of cadets to be inspected will march forward as per sub-paragraphs (c) through (e) above. 13
