This letter of instruction (LOI) provides information and outlines responsibilities for the conduct of the MCJROTC Region-5 Championships. See enclosures for details on conduct of the competition. 2. Irving High School MCJROTC will host the 2016 annual MCJROTC Region-5 championships on Sat 30 Apr 2016 at the Irving Convention Center in order to foster esprit de Corps between Region-5 schools and showcase team skills practiced throughout the year. It is my intent that we establish a fair, safe, easily understood and transparent competition that sets a high standard for a rotational Region-5 championship. This championship will utilize a WiFi connected ipad automated scoring system to provide rapid results in order to reduce errors and waiting time. The end state is that we have established a strong camaraderie between the Region-5 MCJROTCs and have a standard template to rotate this competition. 3. The meet will consist of the events listed below. No cadet may compete on both an armed and unarmed team, or on more than one team in the same event. To be considered armed, a team must use the standard full-weight rifles issued by the JROTC unit's representative service. Teams are not authorized to use lightweight rifles, flags or other similar equipment. Teams must be designated armed or unarmed prior to commencing competition and must remain as designated throughout the competition. Team composition may not be changed once the team has commenced competition.

Schools may enter a maximum of one armed drill team and one unarmed drill team. The scores for each drill team will count toward the determination of the overall meet champion. 5. Schools may enter two color guard teams (Male and Female). Both will count toward the overall meet champion. 6. School may enter two physical fitness teams ( (1) Male and (1) Female). Both will count toward the overall meet champion. 7. Schools may enter one academic team of 6 cadets (3 males and 3 females). These cadets may come from other teams as long as they do not interfere with the time. This team does not count towards championship points. 8. Schools may enter teams in the sporter category only. Each school may enter as many teams as they like but must consist of 4 shooters (Male, Female, or mixed). Only the top scoring team will be entered into championship points. 9. Three trophies will be awarded in each major team event. Any team wishing to compete in a drill event must also enter inspection, and those competing in exhibition drill must have competed in regulation drill. Team composition may not be changed from one inspection/drill event to the next, and no cadet may compete on both an armed and an unarmed team. There can be no equipment changes between events. 10. The tie-breaker for drill team marching events will be the commander's score; for inspection, the overall impression; for color guard inspection, the National Color bearer's score; and for physical fitness, the total team score on pull-ups. 11. A judges meeting will be held from at the Convention Center Main Floor area (Exhibit Hall A&B) on Friday 29 Apr. 12. Competition will commence at 0800 and end by A lunch break will occur as per the matrix. Awards ceremony will occur at A detailed schedule will be published when meet participants are finalized. We will hold an awards formation as soon as all events are completed and scores are tallied.

4 4 GENERAL 1. General. Each drill team must consist of a minimum of nine bonafide JROTC cadets and a commander enrolled at the school for which they are competing. Drill Teams with fewer than nine in the marching block plus the commander will be deducted 25 points per cadet below the minimum. The use of a Guide is optional. Once a drill team has started the inspection phase only those cadets may participate in the regulation and exhibition phases. Teams that add or remove a cadet from the original unit will incur penalty points. However, the positioning of the team members may be rearranged between phases, including the commander. a. The maximum possible points in each event are: (1) Inspection in Ranks (armed) 205 points (2) Inspection in Ranks (unarmed) 205 points (3) Regulation Drill (armed) 600 points (4) Regulation Drill (unarmed) 580 points (5) Exhibition Drill (armed) 280 points (6) Exhibition Drill (unarmed) 280 points (7) Color Guard Inspection (male) 240 points (8) Color Guard Inspection (female) 240 points (8) Color Guard Drill (male) 380 points (10) Color Guard Drill (female) 380 points (11) Physical Fitness (male) 400 points (avg for tm) (12) Physical Fitness (female) 400 points (avg for tm) (10) Academic 100 points (avg for tm) (11) Marksmanship (Sporter) 300 points (avg for tm) 2. Uniforms. Team uniforms will be in accordance with appropriate service uniform regulations. Utility type uniforms are not permissible for competitors. No uniform or equipment changes will be allowed between phases, i.e., addition of gloves, tape, flags or guidons. 3. Event Sequence (see matrix for specific event times). a. The Color Guard Competition will consist of two phases: Inspection of the Color Guard and the execution of a prescribed Color Guard sequence of movement by Memory. b. Color Guards are authorized to use only their service-approved rifles, flags or other similar equipment.

5 5 c. National, Organizational and State Colors/Flags will be the standard size issued to the respective JROTC Unit. Poles will be of regulation size as specified by the respective services. Marine Corps JROTC units: The National Colors and the Marine Corps Colors issued to the unit are the only authorized colors for the competition. Likewise, 9½ poles are required. The use of any colors/poles other than those required by MCO P (Drill Manual) and MCO P B (Flag Manual) will result in the disqualification of the color guard in any phase of competition in which the unauthorized equipment is used. d. The composition of the Color Guard will be (1) Male and (1) Female. Schools may enter a maximum of two teams. If you wish to mix gender they will be placed on the Male Team. Females competing on Male team cannot also compete on the Female Team. f. The inspection of the Color Guard will be conducted prior to the execution of the sequence of movements. 5. Color Guard Inspection Judge. a. The Color Guard will form for inspection in the area designated by the Head b. The Color Guard will proceed to the drill area immediately following the inspection. 6. Color Guard Drill a. 50 x 50 drill pad. (CHANGED DUE TO EVENT RESTRAINTS) b. Color Guard commanders may position their unit anywhere within the designated boundaries when starting. It is not intended for the unit to be facing the Head Judge when reporting out. c. Absolutely NO extra commands allowed! d. Boundary violations. Only the initial boundary violation counts off the score. If the unit continues performing the sequence while out of bounds, only the initial boundary violation is counted. However, if the unit returns in-bounds and then goes back out of bounds, that constitutes a new violation.

6 6 7. Drill Team Inspection. a. A minimum of 10 cadets is required. The marching unit must consist of the unit commander and a minimum of 9 in the marching block. The use of a Guide is optional. b. After the team has been formed for inspection, the Head Judge will inspect the unit commander. The Head Judge will then select nine cadets from the marching block to be inspected and dismiss the remaining cadets from the inspection formation. Excused cadets will move off to the side and rejoin their unit immediately upon completion of the inspection. Note: Spaces left vacant by dismissed members will not be filled in during the inspection. d. The drill team will proceed to the drill area immediately following the inspection. 8. Regulation Drill. a. 100 x 100 drill pad. b. A minimum of 10 cadets is required. The marching unit must consist of the unit commander and a minimum of 9 in the marching block. The use of a Guide is optional. c. Unit commanders may position their unit anywhere within the designated boundaries when starting. It is not intended for the team to be facing the Head Judge when reporting out. d. Units running out of space may give a maximum of three additional commands for positioning. Those commands must be indicated by raising the left hand. e. Boundary violations. Only the initial boundary violation counts off the score. If the unit continues performing the sequence while out of bounds, only the initial boundary violation is counted. However, if the unit returns in-bounds and then goes back out of bounds, that constitutes a new violation. f. The drill team will proceed to the exhibition drill area (if entered) immediately following the inspection. 9. Exhibition Drill. a. Immediately following regulation on the same 100 x 100 drill pad. b. A minimum of 10 cadets is required. The marching unit must consist of the unit commander and a minimum of 9 in the marching block. The use of a Guide is optional. c. Unit commanders may position their unit anywhere within the designated boundaries when starting. It is not intended for the team to be facing the Head Judge when reporting out.

7 7 d. The optimum time is six and one-half minutes with no penalty points between five and eight minutes. The time starts when the drill team commander reports in to the Head Judge and stops when he requests permission to leave. e. A whistle will be blown at the seven minute mark to indicate 1 minute remaining for the Exhibition Drill routine. f. Boundary violations. Only the initial boundary violation counts off the score. If the unit continues the performance while out of bounds, only the initial boundary violation is counted. However, if the unit returns in-bounds and then goes back out of bounds, that constitutes a new violation. g. Although there are no hard and fast rules on the content of Exhibition drill, it should be derived from standard military drill. Performances that are clearly more dance routine than drill will be subject to reduced scores in overall impression. Safety is a paramount consideration in armed exhibition drill. For armed exhibition drill, cadets tossing rifles must have direct eye contact between themselves and the cadet receiving the rifle. Failure to do so will be cause to stop the routine and disqualify the team from that phase of competition. Instructors are responsible for ensuring the drill routines do not contain unsafe practices 10. Physical Fitness. See Physical Fitness enclosure. 11. Penalty Points a. Boundary violations Five points off. Commanders should use their three allowable extra commands (regulation drill only) to immediately move their unit back within the drill area. Only the initial boundary violation counts off the score. If the unit continues performing the sequence while out of bounds, only the initial boundary violation is counted. However, if the unit returns in-bounds and then moves back out of bounds, that constitutes a new violation. b. Timing violations Exhibition Drill only. Five points off per minute or fraction thereof (over or under time). c. Omitting commands Regulation Drill and Color Guard only. Five points off for each command. d. Extra commands. Five points per infraction. Regulation drill is allowed three extra commands signaled by raising the left hand. Color Guards are NOT allowed any extra commands. d. Changing of uniforms, equipment, or personnel 25 points per infraction. e. Unit size. Inspection, Regulation Drill, and Exhibition Drill. 25 points off for each cadet fewer than the minimum 10. The marching unit must consist of the unit commander and a minimum of 9 in the marching block. The use of a Guide is optional.

8 8 f. Instructor or other assistance 25 points for each infraction. Once a unit starts the initial phase of competition instructors are NOT allowed to assist the unit in any manner until completion of the last phase of competition in the subject competition. Water/powerade, etc., may be provided to the PT teams(s) during competition. g. Failure to report to the appropriate performance location at the designated time 15 points each minute or fraction thereof. Scheduling conflicts with a respective school s teams must be addressed one week prior to the meet. No exceptions. 12. Disqualification: A team will be disqualified should their instructor/or cadet make any attempt to stop the score sheet runner for any reason. 13. Question areas for drill team/color guard inspection: See drill team/color guard inspection 14. Judging/Scoring a. Judging for events will be in accordance with drill manuals currently in use by the USMC. b. This instruction letter will not and does not try to cover all possible points of each drill manual. Push-ups Two (2) minute time limit, resting is permitted in the full Up position (maximum 60 reps for 100 points). 3. Pull-ups NO time limit (hands will remain on the bar with no shaking-out permitted (maximum 30 reps for 100 points). (MALE AND FEMALE) Yard Shuttle Run Scored in ratio to elapsed-time needed to complete (maximum 44 second run for 100 points). THERE ARE NO BONUS POINTS PAST 100 POINTS (Teams score will be averaged out of 400 points) a) Each team is allowed a three (3) minute rest period between events. b) Coaches and assistant coaches are not allowed on the competition field while their team is competing. All coaches are to remain outside the PT area. Additionally, once the teams competition begins, coaches may not communicate with their team. Coaches who fail to comply with these rules will cause their team to be disqualified from the competition. c) Escorts will be assigned to each team prior to the start of the competition. The escort will be responsible for maintaining the teams official score sheet that will be put into the IPAD scoring system. d) Prior to the start of the competition, a member of the Judges Committee, monitors and counters will be assigned to each competition event. There will be enough monitors and counters to provide one for each team member competing. The Judges Committee member has the final say on any disputes concerning his/her particular event. e) The uniform for competition will be appropriate shorts for both male and female as commonly worn by MCJROTCs. 2. 27 27 Academic Competition 1. Concept / General Information a. Academic competition will consist of a written examination. Academic teams will consist of 6 cadets (3 males and 3 females). The academic team cadets do not have to be members of any of the other competition teams. This competition will not count towards championship points. b. See matrix for academic testing times. c. The examination will include questions on current events and all aspects of Marine Corps JROTC, including general knowledge, history and customs/courtesies. A list of categories/topics is in the academic study package. 2. Execution a. All members of an academic team will report to the examination classroom together. Once the examination has begun, no team members may leave until all tests are complete. No electronic devices (phones, calculators, tablets) will be allowed in the examination room. Enclosure (6)

28 28 Marksmanship Competition 1. The Marksmanship event will be conducted by Postal Match. Each school may enter a maximum of two 4-cadet teams of any mix. If the schools enters more than the maximum amount of teams your highest shooting team will count. The highest 4-cadet team AVG score will count towards championship points. Judges will average the 4 scores and championship points will be awarded per the championship award enclosure rules. 2. Trophies a. In addition to 1st, 2nd, and 3rd place trophies for the top teams; medals will be awarded for the high shooter in each position. 3. Tie-Breakers (1) 3 x 10 sporter rifle match (a). Prone-10 rounds (b). Standing-10 rounds (c). Kneeling-10 rounds a. In the event of a tie, the number of 10 s per team will determine the overall winner. 5. Concept / General Information a. Scoring will be in accordance with CMP rules. b. Only Challenger Rifles will be allowed during this competition. c. The Orion scoring system will be utilized for this postal match. Irving will send out targets to shoot on and each school is required to send the targets in by 22 Apr for scoring by the Orion system. Enclosure (7)

33 33 INITIAL SCHOOL CHECK IN 1. School check-in will begin from (to get your Welcome Packet and Staging Area Assignment). Orientation will be at 0730 for all instructors. A cadet will guide you to your staging area in the convention center. A timeline/movement chart will be available in your welcome packet. Keep in mind the first event (Academics) will also begin at 0800 to save time. 2. Due to Irving Cadets competing in the competition, NO ACTUAL CADET GUIDE will be provided so competitors are responsible for being in the correct location at the designated event time. 3. Security of uniforms, weapons, etc. in the staging areas provided, is the responsibility of each unit. You may store items on your school bus as well. EVENT TEAM CHECK IN 1.
