The 18th Annual Ponchatoula High School MCJROTC Drill and Physical Fitness Competition will be held at Ponchatoula High School on 13 October Ponchatoula High School is located at Highway 22 East, Ponchatoula, LA. The MCJROTC phone number is (985) , Fax (985) , or 2. The meet will consist of the events listed below. There will be male and female categories in the physical fitness competition only. No cadet may compete on both an armed and unarmed team, or on more than one team in the same event. Teams are not authorized to use lightweight rifles, flags or other similar equipment. 2 3. Schools may enter a maximum of two drill teams (two armed, two unarmed, or one of each). The teams will compete equally for the trophies in their event, armed or unarmed. For the overall meet champion, however, only one unarmed and one armed team will be counted. Schools may enter two color guard teams and two physical fitness teams, and the highest scoring team in each will count toward the overall competition. Physical fitness teams may be male, female, or co-ed. Co-ed teams will compete in the male category. Trophies will be awarded in both the male and female competition, but only the highest scoring team, regardless of category, will count toward the overall meet champion. The score for the physical fitness teams will be the average score of the five team members. 4. Three trophies will be awarded in each event. In addition to the major team events, individual awards and trophies will be presented in knockout drill and tug-of-war, respectively. The overall meet trophies (1 st, 2 nd, and 3 rd ) will be awarded to the units with the highest number of combined points in inspection (armed and unarmed), regulation drill (armed and unarmed), exhibition drill (armed and unarmed), color guard (highest of team #1 or #2), and physical fitness (highest of team #1 or #2). Any team wishing to compete in a drill event must also enter inspection and those competing in exhibition drill must have competed in regulation drill. Team composition shall not be changed from one inspection/drill event to the next and no cadet may compete on two drill teams. Equipment or personnel changes between drill team events will be penalized as described in Enclosure (1). 5. The tie-breaker for drill team marching events will be the commander's score; for inspection, the overall impression; for color guard inspection, the National color bearer's score; and for physical fitness, the total team score on pull-ups. 6. A judges meeting will be held at 0730 in the Ponchatoula MCJROTC building on meet day to discuss the rules and scoring. Team commanders and sponsors are invited, but not required to attend this meeting. 7. Enclosure (1) provides general competition guidelines. 8. Competition will commence at A detailed schedule will be published when meet participants are finalized. Awards will be presented to uniformed cadets in formation as soon as all events are completed and scores are tallied. All participating cadets should remain in uniform for the duration of the drill meet, except when participating in physical fitness events and/or tug-of-war. Civilian attire is not appropriate attire to receive awards. 9. Judging will be by active duty personnel representing all services. 10. Enclosure (2) provides drill instructions and score sheets to be used. 11. Enclosure (3) provides Color Guard general information and score sheets to be used. 12. Enclosure (4) provides Physical Fitness event sequence/description, and score sheets to be used. 13. Enclosure (5) is a diagram of the competition area. 14. Dressing rooms will be available in the gymnasium. As dedicated rooms are not available, teams should be prepared to store equipment and uniforms on the bus when not in use. 2

3 15. A concession stand will be available for the purchase of hamburgers, hot dogs, jambalaya, pizza, drinks and snacks. 16. Restrooms are available near the concession stand. 17. Cadets should remain in the stadium/bus area unless supervised by the SMI or MI. The school is considered OFF LIMITS. 4 GENERAL COMPETITION 1. General. Each drill team must consist of a minimum of nine bonafide JROTC cadets and a commander enrolled at the school for which they are competing. Drill Teams with fewer than nine in the marching block plus the commander will not be scored. a. The maximum possible points in each event are: (1) Inspection in Ranks (armed) 165 points (2) Inspection in Ranks (unarmed) 150 points (3) Regulation Drill (armed) 190 points (4) Regulation Drill (unarmed) 160 points (5) Exhibition Drill (armed) 270 points (6) Exhibition Drill (unarmed) 225 points (7) Color Guard Inspection 120 points (8) Color Guard Performance 170 points (9) Physical Fitness 150 points b. The tie breaker for all team marching events will be the commander's score; for Inspection, the overall impression; for Color Guard inspection, the National Color Bearer's score; and for Physical Fitness, the total team score for pull-ups. c. A closing ceremony will be held as soon as possible after the competition is completed. All teams should remain in uniform until after the awards ceremony. 2. Uniforms. Team uniforms will be in accordance with appropriate service uniform regulations. Utilities and ACUs are not permissible for competitors. No uniform or equipment changes will be allowed between phases, i.e., addition of gloves, tape, flags or guidons. 3. Staging Area. The staging area for the marching events is the track around the football field. Once a team departs the staging area and moves to the competition area (either Color Guard or Drill), instructors and coaches may not assist a team in any manner. 4. Photographers/videographers. All must remain on the track. 5. Inspection. After the team has been prepared for inspection, the Chief Inspector/Inspectors will select nine individuals to be inspected and dismiss the remaining team members from the inspection formation. Excused team members will move to the staging area for Regulation Drill and rejoin their team immediately upon completion of the inspection. Note: Spaces left vacant by dismissed members will not be filled in during the inspection. 6. Event Sequence. Color Guard - Staging area, Inspection, Drill. 5 7. Team Drill a. See Enclosure (5) for event boundaries. b. The optimum time is six and one-half minutes with no penalty points between five and eight minutes for Exhibition Drill. The time starts when the drill team commander reports in to the chief judge and stops when he requests permission to leave. c. A whistle will be blown at the five and eight minute marks into the Exhibition Drill. 8. Penalty Points a. Boundary violations 3 points. Commanders should use their three allowable extra commands to immediately move their unit back within the drill area. b. Timing violations 5 points per minute or fraction thereof (over or under time). c. Omitting commands (regulation armed/unarmed) 2 points for each command. d. Changing of uniforms, equipment, or personnel 15 points per each infraction. e. Unit size. A drill team may not compete in any phase with fewer than nine members in the marching block, plus a commander. No score will be given. e. Instructor or other assistance 20 points for each infraction. Instructors and coaches must remain on the track. f. Failure to report to the appropriate performance location at the designated time 15 points each minute or fraction thereof. Scheduling conflicts with a respective school s teams must be addressed one week prior to the meet. No exceptions. 9. Disqualification: A team will be disqualified should their instructor make any attempt to stop the score sheet runner to review a score sheet. 10. Exhibition Drill: Although there are no hard and fast rules on the content of Exhibition drill, it should be derived from standard military drill. Performances that are clearly more dance routine than drill will be subject to reduced scores in overall impression. Safety is a paramount consideration in armed exhibition drill. Instructors are responsible for ensuring the drill routines do not contain unsafe practices. 11. Tug of War: Single-elimination bracket. Once the number of teams competing is determined, team names will be drawn to determine bracket position. As the host school, Ponchatoula will not place itself in the bye bracket. Boots, cleats, or spikes of any kind are NOT authorized. Ten person team. Absolutely NO substitutions allowed once a team has pulled once. 5 Encl (1)

6 12. Knockout Drill: The following commands will be given during unarmed knockout drill: All facing movements At Ease & Parade Rest Hand, Salute and Ready, Two. Cadets should not respond if Order Arms is given following Hand, Salute. Present, Arms and Order, Arms. Cadets should not respond if Ready, Two is given following Present, Arms. Dress Right, Dress and Ready, Front Rules: Cadets must be facing the drill commander to execute all commands with the exception of facing movements. For example, if the cadets are facing away from the drill commander and the command Parade Rest is given, then the cadets are not to execute the command. Cadets not in uniform due to PT/Tug competition will perform all commands as if they were in uniform and covered. Absolutely NO civilian clothes allowed for knock out drill competitors. No protests will be allowed. The decision of any judge is final with regard to elimination of an individual. 13. Three types of flags: Storm 5 on the hoist by 9 6 on the fly Post 10 on the hoist by 19 on the fly Garrison 20 on the hoist by 38 on the fly 2. When are flags flown? Storm during stormy or windy weather Post on normal weekdays Garrison on Sundays and holidays 3. Fly of a flag length measured horizontally 4. Hoist of a flag width measured vertically 5. Ensign A flag displayed on board ships of the Navy and at Navy and Marine commands. 6. 8 14. Judging/Scoring a. Judging for events will be in accordance with drill manuals currently in use by the respective services. b. It is anticipated that all four services will be represented with judges. c. This instruction letter will not and does not try to cover all possible points of each drill manual. 15 To March in the Oblique: 1. The purpose of this movement is to shift the line of march to the right or left for a short distance and then resume marching in the original direction. It may be executed from any formation that is marching at quick time cadence. The command is Right (Left) Oblique, MARCH. The word oblique is pronounced to rhyme with strike. The command of execution is given as the foot in the direction of the turn strikes the deck. The command to resume the original direction of march is Forward, March. The command of execution is given as the foot toward the original front strikes the deck. 2. To teach the platoon to march to the oblique, the instructor aligns the unit and has members face half right (left). The instructor then explains that these positions are maintained when marching to the oblique. This is achieved by individuals keeping their shoulders parallel to the persons in front and/or adjacent to them. The individual at the corner of the platoon towards the direction of the oblique is the base of the movement, and must maintain a steady line of march keeping his/her other shoulders blocked perpendicular to the direction of march. 3. To march the platoon in the right oblique, the command is Right Oblique, MARCH. On the command MARCH, everyone then takes one more 30-inch step to the front with the left foot and pivots 45 degrees to the right on the bal of the left foot. Stepping out of the pivot with a 30-inch step, the entire platoon marches to the right oblique until given another command. For the platoon to resume marching in the original direction, the command is Forward, MARCH, in this case the command of execution will be given as the left foot strikes the deck. Everyone then takes one more step in the oblique direction with the right foot; pivots back to the original front and continue to march. To march to the left oblique, substitute left for right and right for left in the above sequence. 4. To halt the platoon facing in the original direction of march the command is Platoon, HALT. The command of execution HALT is given on the left foot when marching to the right oblique, and on the right foot when marching to the left oblique. At the command HALT, everyone takes one more step in the oblique direction, pivots to the original front on the toe of the right (left) foot, and places the left (right) foot beside the other at the position of attention. 5. To temporarily halt the platoon in the oblique direction, in order to correct errors, the command is In Place, HALT. The command of execution HALT may be given as either foot strikes the deck. At the command of execution HALT, the platoon halts in two counts as in quick time and remains facing in the oblique direction. The only command that can be given after halting in place is Resume, MARCH. At that command the movement continues marching in the oblique direction. 6. When given half step or mark time while marching in the oblique, the only commands that may be given are, Resume, MARCH, to continue marching with a 30-inch step in the oblique; or In Place, HALT, to halt in the oblique in order to correct errors. The judging of Exhibition Drill is a rather difficult task and is in reality a pure judgment call on the part of the judges. The saying, BEAUTY IS IN THE EYE OF THE BEHOLDER, is quite applicable to this type of drill. Encl (2) 17

20 COLOR GUARD 1. GENERAL INFORMATION a. The Color Guard Competition will consist of two areas: Inspection of the Color Guard and the execution of a prescribed Color Guard sequence of movement by memory. b. Color Guards will be armed with weapons in current use by the respective JROTC Unit. c. National, Organizational and State Colors/Flags will be the standard size issued to the respective JROTC Unit. Poles will be of regulation size as specified by the respective services. d. The composition of the Color Guard may be male, female or mixed. Schools may enter a maximum of two teams; however, members of the Color Guard may compete only with one Color Guard. e. Color Guard performance area is shown in Enclosure (5). f. The inspection of the Color Guard will be conducted prior to the execution of the sequence of movements. g. 23 PHYSICAL FITNESS 1. Each JROTC Unit may enter a total of two (2) teams. The highest scoring team's score will be used as the official score for the overall winner's trophy. 2. Teams will consist of five (5) members. Teams may be male, female, or co-ed. Team trophies will be awarded in both the male and female categories, with co-ed teams competing in the male category. The highest scoring team (male or female) will count toward the overall meet champion. 3. The competition will involve three (3) exercises to be executed in the following order: a. Sit-ups (crunch style) b. Pull-ups (males) / Flexed arm hang (females) c. 300 Yard Shuttle Run 4. The winning team will be determined on the basis of the average of scores attained by the individual team members. 5. Athletic attire (school gym shorts & T-shirts) will be appropriate for this event. All competitors in this event must wear footgear. Any type of running shoes (except steel or plastic cleats/spikes) will be suitable. 6. Bonus Points a. Crunches Two points for each crunch from crunches. 24 1. Crunches THE EXERCISES ARE TO RUN IN THE SEQUENCE SHOWN BELOW. Equipment: PT mat Position: Lie flat on back with shoulder blades touching the deck, knees bent, and both feet flat on the deck. Time Limit: Two (2) minute time limit. IMPORTANT: a. The arms will be folded across the chest or rib cage with no gap existing between the arms and chest/rib cage. Both arms must remain in constant contact with chest/rib cage throughout the exercise. b. A single repetition consists of raising the upper body from the starting position until both forearms or elbows simultaneously touch the thighs, and then returning to the starting position with the shoulder blades touching the deck. c. The buttocks will remain in constant contact with the deck. No arching of the lower back or lifting the buttocks is permitted. d. Competitors may rest in either the up or down position as long as they maintain the correct body position. e. The holder will hold the legs or feet at or below the knee. Kneeling or sitting on the feet is permitted. 2. Pull-ups (Male) Equipment: Pull-up bar is approximately 1 ½" outside diameter. Bars will be taped with adhesive tape. Resin/firm grip is permitted. Position: Grasp the bar with palms toward or away from the body. Arms and legs must be completely extended with feet off the deck. Ankles may be crossed to keep legs together. Execution: Pull body straight up, placing the chin over the bar. Return to starting position with arms fully extended. Time Limit: No time limit. IMPORTANT: a. Chin must be placed over the bar. b. Arms must be completely extended when body is lowered to starting position. c. Legs must remain extended at all times. d. No swinging of the body is permitted. Partner will hold arm in front of competitor to keep body alignment straight during the exercise. e. Competitors are permitted to rest in the down position only. f. Competitors are permitted to switch the direction their palms are gripping the bar while in the down position only with NO artificial support. g. No "kipping" or swaying to gain momentum for the next repetition. 24 Encl (4)

25 3. Flexed Arm Hang (Female) Equipment: Pull-up bar is approximately 1½" outside diameter. Bars will be taped with adhesive tape. Resin/firm grip is permitted. Position: Two spotters, one in front and one in back to help the cadet raise her body so that her chin is above the bar, elbows are flexed and chest is close to bar. Feet must be clear of ground and cadet can employ either palms forward or palms away grip. Execution: Hold position as long as possible. Time Limit: Scored in ratio of total elapsed time spent successfully executing the test. IMPORTANT: a. Start timing as soon as cadet is in proper position and released by spotters. b. Stop timing when: 1. Cadet's chin touches bar. 2. Cadet's head tilts back to keep chin above the bar. 3. Cadet's chin drops below bar. c. Knees must not be raised. d. Kicking/kipping the legs/body is not permitted. 4. Shuttle Run (300 yards) Equipment: Two pylons spaced 60 yards apart stop watches are required to time the event. A whistle is required to properly start event. Position: Runners may use a standing distance type start or a crouched sprinters start. No part of the body may extend over the starting line and no device such as starting blocks or depressions may be used to assist the competitor. Execution: Each competitor runs the 60 yard distance five times, making a complete turn around the pylon. On the fifth leg of the run, the competitors total elapsed time for the event is clocked and recorded as he/she crosses past the pylon. IMPORTANT: a. The run is continuous (no stopping). b. If the competitor fails to complete the run, he/she receives no points. c. If a competitor knocks over a pylon while making a turn, they must return it to the upright position before continuing the event. d. Provided adequate equipment and timers are available, more than one competitor may run the event at one time. e. Running area will be level. Encl (4) 25
