In addition, to allow for maximum participation by all schools at all levels, Exhibition Drill Routines will be between 5 and 9 minutes long and Exhibition Drill Units may consist of a minimum of 9 Cadets with no designated maximum number on the drill floor.) 1. Introduction: Colts Neck High School (CNHS) Navy Junior ROTC (NJROTC) will sponsor its 7 th Annual All Services Drill Competition on Saturday, 07 March 2015 at CNHS in Colts Neck, New Jersey. (There is no severe weather alternate date at this time.) The competition is organized utilizing Sports Network International All-Services National High School Drill Team Championships drill routines and adhering to the military drill manuals contained in the references. All competing teams will identify the manual they are utilizing for their drill movements when their unit reports to the head judge. All judges will then evaluate that unit according to the identified drill manual. The ability to use AFMAN for color guard competition has been eliminated. AFMAN regs are simply "too loosely structured" to be used for a drill competition. Air Force teams are strongly encouraged to use the letter of the Army regs for the entire Color Guard event (NOTE: please review the clarification above in the SOP regarding schools competing "out-ofservice" to ensure full points are available to your team). (copied directly from SNI NHSDTC General SOP.) 2. Judging: We feel fortunate to have midshipmen from Villanova University s NROTC Drill Team that will conduct the bulk of our judging effort. We will supplement the judging staff with active duty 1
2 personnel. Consistency throughout the judging effort is a priority. Teams should be prepared for a tough personnel inspection from the judging staff. Cadets are expected to sound off and answer questions in a military manner while maintaining their bearing at all times. This is exactly how it is conducted at the NHSDTC. Inspectors will look for excellence in uniforms and military bearing. 3. Competing Teams: a. Instructors: (1) Please submit entry forms and fees not later than 13 February 2015 (see enclosure (1).) (2) Provide a copy of insurance coverage naming Freehold Regional High School District as Additional Insured along with your entry form. (NOTE: This requirement is levied by our school district.) (3) Plan to arrive at CNHS not later than 0730 on the day of the competition. (4) Attend the Instructors meeting at 0745 in the Faculty Dining Room (see enclosure (2).) b. All JROTC Cadets: (1) Respect CNHS property and insure that no damage is done to the school. (2) Leave all areas as clean, or cleaner than you found them. 4. CNHS NJROTC Instructors, Cadets, & Volunteers a. Prepare CNHS for competition and the arrival of competitors and guests in accordance with written directions published separately. b. Arrive at CNHS on the morning of 07 March 2015 as directed. 5. Coordinating Instructions a. Competitive events will commence at 0815 and continue to completion. Team coaches are requested to keep their teams on schedule in accordance with the published schedule of events. b. Food and drink will be available for purchase in the cafeteria throughout the day. Food and drink is provided free of charge for instructors in the faculty dining room. c. It is requested that all team members be reminded to respect the property of CNHS and maintain the cleanliness of assigned spaces. (I have been bragging about how JROTC Cadets are a cut above other competing teams average students and their behavior is exemplary.) In accordance with the way all military people think, please leave all spaces as clean, or cleaner than you find them. 2

SPECIAL EVENTS Commanders Cup (Armed & Unarmed Basic Platoon Commanders will be judged) Armed Dual Exhibition (2 Dual Teams allowed per Drill Team) Unarmed Dual Exhibition (2 Dual Teams allowed per Drill Team) Unarmed Knockout ($1.00 charge per cadet) New Cadet Squad Basic (One team per school) (2) Event Timing The penalty assessed for a performance not falling between the below listed time periods is ONE (1) POINT PER SECOND OVER/UNDER THE TIME RANGE. Time limits are as follows: Team Exhibition Drills - Challenge Level Events...Min. 5 Minutes - Max. 9 Minutes Solo & Dual Exhibition....Min. 2 Minutes - Max. 3 Minutes There are no time restrictions for Platoon Basic Drill, Color Guard, or Platoon Personnel Inspection, however, inspection should take approximately 10 minutes for all drill teams. 3
4 (3) Event Scoring and Tie Breaks (a) Event Scoring: Judges for each event will be schooled on event requirements. They will give a number score for each movement listed on drill cards (regulation drill and color guard); commanders will be scored for report in/report out procedures (this is listed on the score sheets); units will be scored for inspection entry and exit procedures as listed above; and exhibition drill routines will be graded in accordance with the items listed on the score sheet. Judges will be asked to make notes on score sheets to assist units striving to improve. (NOTE: The definition of a "dropped" drill rifle is simply any rifle that strikes the drill deck out of the control of the bearer. This is critical during all armed exhibition drill events (both team and solo/dual) where a 25-point penalty is imposed for every occurrence of a dropped weapon. Weapon control is ESSENTIAL to a solid finish!) (b) Tie Breaks: In the event of a tie in any event, the following tie-breakers will be utilized in the order listed. (1) Highest score from the Head Judge s score sheet. (2) Highest score from Judge # 2 (3) Highest Commander s score in Platoon Regulation Events (4) Flip of a coin (4) Unit Inspection. (Coaches please read this carefully. If you have any questions, please call me.) This event is generally the one event that will ruin the time schedule of any competition and make the competition run much longer than necessary. I want to avoid that here in Colts Neck. Judges for Unit Inspections will be thoroughly briefed, asked to be direct, and strongly encouraged to quickly identify the best teams. (NOTE: PLEASE FOLLOW THE DIRECTIONS GIVEN BELOW FOR UNIT INSPECTION. THEY ARE DIRECTLY FROM THE NHSDTC SOP. Those participating at the Nationals must do it this way. Most importantly, it totally levels the playing field for all teams!) 2. VERY IMPORTANT: The Head Judge will approach the Cadet Commander in the hallway, impart a few words of wisdom, ensure the unit is ready, and then return back into the Unit Inspection room. The Head Judge will ensure the other judges are ready, and then command in a very loud voice, Xxxxxxxx High School, REPORT! The Cadet Commander will then verbally command the unit to enter the Inspection area through a doorway. An extra cadet, parent or team follower should be designated to open, hold and close the door for this entry. 3. The unit will be formed with 4 squads of 3 cadets each and centered on the Head Judge in the formation as shown below. Teams forming into three squads of four cadets will be ripped by the judges! Ensure you maintain four elements so each judge has their own element to inspect! 4. Once in formation inside the room, the Cadet Commander halts the platoon, commands Order Arms. At this point, the Cadet Commander will command, Open Ranks, March, Dress Right, Dress Ready Front, execute an About Face, salute, and report in to the Head Judge with the unit at attention. VERY IMPORTANT: Do not have the unit salute the Head Judge in Unit Inspection. This practice is confusing to the judge. Only the Cadet Commander should salute the Head Judge to Report In/Out. Important Note! UNIT INSPECTION CADET COMMANDERS WILL NOT MOVE TO REVIEW THE CADETS FOR PERFECT DRESS & COVER! Cadets will be instructed to dress & cover only. Cadets at this level are expected to maintain adequate dress & cover without supplemental instruction from the Cadet Commander. Removing this time-consuming process will allow more time for face-to-face questions from judges to cadets. Cadet Commanders who move to review the ranks for correct spacing will be graded down for their efforts - DON T do it! HJ C/Cmdr 4
5 f. Logistics (1) Food and drink will be available for purchase throughout the day in the cafeteria. Food will be provided free of charge for the judging staff. (2) Units will enter the building through the main entrance and meet a guide who will show them to their assigned classroom(s). The school will be opened for competing teams by 0630 hours. Please leave your assigned classroom in as good or better shape than you find it clean and neat. Also, please report any breakages or problems to a CNHS Instructor or Cadet as soon as possible. (3) Uniforms will be in accordance with the prescribed wear for a team s sponsoring armed service. Any variations in uniforms should only occur during Exhibition Drill and these should always be in good taste. (4) Foot wear may not have taps, plates, or any metal devices on the bottom. (5) All weapons must have rubber butt plate protectors and rubber tips on the barrel to prevent floor damage. (6) Medical emergencies: CNHS NJROTC is making provisions to have emergency medical treatment available, but this is not guaranteed. Competing teams should be fully aware of any individuals on their team who may require special medical considerations and make provisions for them prior to their arrival at CNHS. 911 is available for severe emergencies. 6. COMMAND & SIGNAL a. Room B101 will serve as the Headquarters for the entire event. Any emergencies should be immediately identified to personnel located in B101. b. Emergency contact phone number for the event (Major Penczak s cell phone) or (MCPO Dunkin s cell phone.) IF YOU HAVE ANY PROBLEMS ON THE DAY OF THE EVENT, PLEASE CONTACT EITHER PERSON ABOVE IMMEDIATELY. c. Security: CNHS NJROTC will have security personnel at the school, to include local police officer(s). However, security of team members personal items, as well as teams rifles and equipment, etc., must be the responsibility of competing teams. Team coaches must plan accordingly. Colts Neck High School and Freehold Regional High School District are NOT responsible for any lost, missing, or stolen items. 5
6 COMPETITIVE EVENTS BASIC INFORMATION SHEET COLOR GUARD Utilizing Challenge Level drill card UNCASE COLORS ONLY ***NO CASING. This event is governed by FM , Army Drill & Ceremonies Manual PERSONNEL INSPECTION Cadets will be formed in 4 squads of 3 with the Commander 3 paces from and centered on the platoon. The Commander will march the cadets to the inspection area and report the unit in and out. Cadets will remain at the position of attention throughout the inspection. (See notes given in Section IV.A.4 of this document.) ARMED & UNARMED REGULATION DRILLS Platoon sized units will be formed in 3 squads of 4 with a separate commander, as a minimum. Units may use a greater number of cadets in this event but it is not recommended due to space restrictions. Units will identify to the head judge what armed forces manual they are utilizing for their drill sequences, either MCO P , Marine Corps Drill & Ceremonies Manual, or FM , Army Drill & Ceremonies Manual. Air Force units must use the FM for regulation drill as indicated in the NHSDTC SOP. Mixing of commands from the two manuals is not allowed and will result in loss of points. (Commanders will be graded and top commanders recognized.) ARMED & UNARMED EXHIBITION DRILL Exhibition drill is a timed event. Drill routines must be between 5 and 9 minutes in length. Any routine less than 5 minutes or greater than 9 minutes will result in penalties as follows 1 point per second under or over time limit. (NOTE: During Armed Exhibition, a dropped rifle will result in a 25 point penalty per occurrence.) DUAL ARMED & UNARMED EXHIBITION DRILL Dual Exhibition is a timed event. Drill routines must be between 2 and 3 minutes in length. Any routine less than 2 minutes or greater than 3 minutes will result in penalties as follows 1 point per second under or over time limit. (NOTE: During Dual Armed Exhibition, a dropped rifle will result in a 25 point penalty per occurrence.) (NOTE: Score sheets/drill cards for all events are attached!) KNOCKOUT DRILL Cadets must perform drill commands correctly. The slightest variations will result in elimination from the event. There is a charge of $1.00 per cadet. 6
