1 WAYNE HIGH SCHOOL AIR FORCE JUNIOR ROTC OH CHAMBERSBURG RD HUBER HEIGHTS, OHIO November 2016 MEMORANDUM FOR PARTICIPATING JROTC UNITS FROM: AFJROTC OHIO 091st CADET Sq WAYNE HIGH SCHOOL SUBJECT: Standard Operating Procedures (SOP) for the Fourth White-Fitzgerald Memorial JROTC Drill Team Championship, Saturday, 10 December Attached you will find a copy of the SOP for the Forth Memorial JROTC Drill Team Championships. This SOP specifies the administrative and competition procedures for the meet. This competition is being sponsored by American Legion Post 200, VFW Post 3283, and the AFJROTC Ohio 091 st Cadet Sq, Wayne High School, Huber Heights, Ohio. This SOP is subject to change and you will receive updates if the SOP changes. This year s Drill Team Championship is limited to the first ten teams to register. There is a $65 registration fee. 2. 3 I. TIME AND LOCATION: A mandatory commander s call will be held at 0730 hours, in the Wayne High School Gym. All commanders and instructors from each participating team must attend. An opening ceremony will be held at 0800 in the Wayne High School Gym; all cadets from each participating team will be in JROTC issued Class A uniform for the ceremony. Competition will start after opening ceremonies at 0830 hours. II. REGISTRATION: $65 registration fee is required. Makes checks payable to HHCS AFJROTC III. SECURITY: Please inspect your room before your team enters. Use of classroom electronic equipment is not authorized. Each team will be assigned a classroom and be held responsible for any damages caused in that classroom. In addition cadets will not be permitted in unauthorized areas of the school. It is necessary to remain in those areas designated as the Drill Meet facilities. Teams will be responsible for the security of their own rifles and drill team equipment, as well as personal valuables. One music player is authorized per room, as long as music is not heard outside the room with door closed. Students will not be permitted to listen to earphones in uniform outside of their assigned classroom. IV. PRACTICE: Teams will not be allowed to practice routines inside the buildings. There will be no spinning of rifles inside the classrooms, hallways, or any other area of the buildings. If inclement weather, use of wrestling room is authorized. V. UNIFORMS: Uniforms authorized for the IDR Drill Competition and knockout will be your JROTC issued uniform. NO ASCOTS, BERETS, MEDALS, UTILITY UNIFORM (ABU/BDU/ETC.) OR GLOVES WILL BE WORN FOR IDR OR KNOCKOUT (GARRISON CAP FOR ARMY, FLIGHT CAP FOR AIR FORCE AND SIMILAR ISSUED CAP FOR NAVY UNITS WILL BE WORN.) TEAMS VIOLATING THIS RULE WILL BE DEDUCTED 10 POINTS FOR EACH TEAM MEMBER VIOLATION. * Shoulder Cords may be worn for IDR. All team members must be in compliance with your appropriate service JROTC directive for dress and personal appearance. VI. WEAPONS Only demilitarized and facsimile weapons are authorized. Teams using facsimile weapons will receive a 10 percent reduction from their total score for using rifles weighing less than the normal 8.5 lbs. The use of bayonets is prohibited. All weapons must have RUBBER CUSHIONED BUTT PADS INSTALLED, OR SOME TYPE OF FOAM PADDING ON THEM. In addition, rifles used for armed exhibition will have barrels covered with rubber/plastic tips or duct tape to protect the floor.

4 VII. JUDGES: Judges will be from 88 th ABW or 445 th AW, Wright Patterson AFB, Wright State University Air Force ROTC, and active duty recruiters. Complaints will be directed to the Drill Meet Officer. Note: Non Air Force teams competing are authorized to use your particular service directive when calling command and movements. In this case you must relay to us prior to the competition what commands do not apply to your service (see drill command sheets attached). A. At least three (3) scoring judges will be assigned for each category of competition and one will validate if team followed the prescribed routine. AFMAN and Army FM (rifles & color guard) are the governing directives bottom line we will follow Air Force Drill and Ceremonies (Army Drill and Ceremonies for rifle movements and color guard procedures not defined in AF guidelines) and your teams will be judged on how well they perform events following the attached routines. Scoring will be accomplished under the direction of head judge that will be on the drill floors. B. Participants are not allowed to talk to any judge during the competition, unless approached by the judges. If rule is broken, penalties will result in deduction from team score or disqualification. Arguments and disagreements with judges will result in disqualification of individual or team from the event. C. Scoring. Each team event will receive meet points for determination of an overall winner. Point scoring will be 5, 4, 3, 2, and 1 with 5 for first place, 4 for second, etc. No meet points will be given for teams placing below fifth place or for JV teams. Only the overall champion will be recognized. D. In the event of a tie for over-all winner, we will use Head Judge scores to break the tie. If a tie continues, we will use the team with the highest Varsity Unarmed IDR score. E. In the event of a tie for an event, the team with the highest score from the head judge will prevail. If a tie continues, we will use individual scores from the head judge score sheets, starting with the overall impression until the tie is broken. F. Boundary violations will cost 5 points for each infraction (every individual out of bounds will receive a deduction.) See floor dimensions attachment. G. Pause violations will cost 5 points for each missed pause as assigned to the routine. See routine attachment for when the pauses must occur. H. Reporting Procedures. 1. Sir/Ma am, presenting the (Unit Number( (School Name)) AFJROTC/AJROTC/NJROTC (Flight), respectfully requesting permission to use your drill floor Sir/Ma am. Example: Sir/Ma am, presenting OH 091 st Wayne AFJROTC Varsity Unarmed IDR, respectfully requesting permission to use your drill floor Sir/Ma am. 2. Eyes right is reporting out for First Year Armed and Unarmed IDR, Exhibition Flights do not need to report out, all other Flights must report out. Example: Sir/Ma am, OH 091 st Wayne AFJROTC, respectfully requests permission to exit your drill floor Sir/Ma am.

5 VIII ELIGIBILITY Only cadets actively enrolled in JROTC may participate in the drill meet. There is a Junior Varsity (JV) and Varsity division. Only 1 st Year and 2 nd Year cadets on drill team can be on the JV team. Any cadet can compete in the Varsity division. The intent is for your JV team to be your training/proving ground for your Varsity team. No team will gain any benefit by trying to stack a JV team JV events will not earn points toward state standings. IX REGULATION DRILL EVENTS A. Each JV regulation team must consist of at least six members, plus a commander for a total of seven cadets. Varsity regulation teams must consist of at least nine (9) members, plus a commander for a total of ten (10) cadets. Inspection Team must have twelve (12) plus a commander for a total of thirteen (13) cadets. B. Each member of an armed regulation team must be armed with a demilitarized or facsimile military style weapon. Use of an inferior replica type weapon (used a weight standard of 8.5 pounds) will be assessed a 10% penalty for each event they are used. Commanders must be armed with a sword, saber, or demilitarized/facsimile style military weapon. Any stylized maneuvers will receive a 10 point penalty. Each rifle must have a cushioned butt pad. C. Team may enter only one team in each category. D. All regulation drill teams will compete in standard service dress uniforms (no specialty uniforms allowed). All regulation drill teams will be scored on dress and appearance but will not undergo on open ranks inspection (This will be accomplished during the inspection event). E. All participants in JV events must be a 1 st or 2 nd year drill team cadet. If a team cannot meet this requirement, we will allow exceptions on a case-by-case basis to help schools field a team. F. The preparatory command Flight or Team or other service s commands (i.e.: Squad ) are allowed but the commander must use the same command for the entire routine. G. A 3-5 second pause must be taken after each BOLD command to allow for scoring. X. EXHIBITION DRILL EVENTS A. Team exhibition events must be a minimum of five (5) minutes and a maximum of Eight (8) minutes long. Time starts when the team enters the drill floor and stops when they exit. B. Each exhibition team will consist of least six members plus a commander for a total of seven JROTC cadets. C. Each Armed Exhibition team member must be armed with a sword, saber, or demilitarized/facsimile military style weapon. Use of an inferior replica type weapon (use a weight standard of 8.5 pounds) will be assessed a 10% penalty for each event they are used. Violations will result in disqualification of the entire team. Ceremonial items are authorized. D. Ceremonial items and uniform modifications are authorized as long as they meet HQ

6 AFJROTC guidelines and received the appropriate JROTC waiver. E. Teams may enter only one team in each team exhibition category. F. Teams may enter two Individual Exhibitions and two Duet Exhibitions, more if space is available. Competition times are from 0900 to 1330 cadets can start signing up at 0800 at the competition floor. There will be a $3.00 charge for each Individual/Duet Exhibition. G. Individual/Duet Exhibitions must be a minimum of three (3) minutes and maximum of five (5) minutes long. Time starts when reporting in and stops when exiting the floor. Weapon requirements listed above also apply. XI. COLOR GUARD A. Teams may enter one team in each Varsity, JV, and Female Color Guard. Cadets may compete on more than one team, but with different apparatuses i.e. flag to rifle; the intent is so the same team does not compete twice in the same positions within the same category. No Varsity cadets can compete on JV Color Guard. JV cadets can compete on any team. Only female cadets on female color guard. B. Each team must consist of four members. C. Each team will consist of two guards carrying demilitarized/facsimile weapons and two flag bearers. D. The commander will carry the American flag. E. IMPORTANT: Judges will be looking for flag etiquette; i.e., No flag higher than American Flag; no flag touches floor; American Flag carried on the right and carried by the Color Guard Commander. Violations will be penalized 5 points per occurrence. F. A 3-5 second pause must be taken after each BOLD command to allow for scoring. XII. INSPECTION TEAM INFORMATION: A. An Unarmed and Armed Inspection event will be offered. B. Teams must have 12 cadets, plus a commander. C. Judging will be over Open Ranks procedures, uniform wear, rifle information, manual of arms, and questions may be asked about the chain of command, current events, dress and personal appearance, general military knowledge. Unit Inspection will include approximately 3 questions for each cadet (Head Judge will make this determination while remaining within time limits). Questions will determine a cadet's poise, confidence, and overall knowledge. Judges will be strident and likely imposing, however they will not scream, nor touch the cadet or anything on the cadet. Cadets are not to get flustered or lose their military bearing. If a cadet doesn't know the answer to any question, a strong, "This cadet does not know, sir!" or similar response is best. Cadet Team Commander will be asked questions by Head Judge and all other team members will be asked questions by the judge who is inspecting them. CADETS WILL ONLY BE INSPECTED ONCE JUDGES WILL NOT DUPLICATE EVALUATIONS. INSPECTION WILL NOT EXCEED 10 MINUTES PER TEAM.

7 D. Teams will be formed with 4 elements of 3 cadet each and centered on the Head Judge. Teams will enter under command of the Inspection Commander and marched in the inspection room. How you choose to do this is up to your team. E. Commander will ensure team is in the correct formation and command Open Ranks. Commander will face, salute, and Report In to the Head Judge, with the unit at attention. Do not crowd the head judge, the commander should be a minimum of two paces away from the Head Judge. The team commander will preceed the Head Judge during the inspection. F. Cadet Commander WILL NOT MOVE TO CHECK ALIGNMENT DURING INSPECTION, AND WILL UTILIZE A RIFLE CARING IT AT SLING ARMS. G. Commanders will report in and should state: 1) school name & team name; 2) city and State you are from; 3) drill manual you will perform in accordance with and 4) the military regulation governing team uniform wear. H. All cadets in ranks should provide a very brief greeting to the Inspection judges when they halt in front of them. An example would be, Good morning Staff Sergeant, Cadet Phillips ready for your inspection or similar. Armed cadets will provide greeting before they move to Inspection, Arms. I. All armed cadets when fronted by a judge should move to inspection arms and expect the rifle to be taken and evaluated. Cadets should take the rifle back from the judge in the same fashion as it was taken and at that time will close the bolt and return to Order, Arms. J. Judges control the cadet interaction. If a judge asks a cadet for more volume on responses, less volume on responses, etc., give the judge what they seek. If you have a cadet that maintains some physical limitation, make the Head Judge aware in advance and he/she will ensure the judges are made aware to ensure correct scoring. K. Cadet Commander, when seeing all inspection has been completed, will execute Close Ranks. The commander will face, salute, and verbally report out to the Head Judge. The cadet commander executes the appropriate command(s) for the unit to exit the inspection area. L. Issued complete Service Dress Uniform with Flight Cap will be worn for inspection. Corfam shoes will not be allowed for inspection event. M. Instructors are to ensure only spectators who are affiliated with your program are present during your inspection. Cadets, parents, guests, and any other person associated with another school will not be present during the inspection of a different school. Any attempts should be directed to the meet director violations could be taken against the offending school. XIII. UNARMED IDR KNOCKOUT: A. Two open knockout events will be conducted (Armed and Unarmed). We will also hold a parent/adult knockout. B. Regulation class A uniform will be worn, and each cadet must wear headgear. IMPORTANT: Ensure your cadets wear the uniform properly and meet grooming standards. They will be eliminated for improper wear of uniform (neatness/cleanliness, shoes, nametags, ribbons) failure to meet grooming standards, and military image. This event is designed to identify the top cadets in drill at the meet uniform and grooming are necessary components.

8 C. Both knockout events will be judged by event judges. Judge's decisions are final -- cadets will be told the reason for elimination. Trick commands will not be given. Ensure cadets understand they must meet uniform standards, perform facing movements correctly, position of attention, present arms, etc (heels, foot angle, etc) will be judged. Marching commands will be given only to resolve close competitions. INTEGRITY is key if a cadet knows they made a mistake, it is their responsibility to eliminate themselves. D. Upon completion of the last event in the Main Gym please have your cadet s fall out for the Knock-Out events do not have them sit in stands to wait for event to be called. XIV. FLOOR DIMENSIONS: FLOOR DIMENSIONS for the competition floors will be as follows: VARSITY COLOR GUARD, FEMALE COLOR GUARD, AND JV COLOR GUARD: 45FT X 50FT IN THE MAIN GYM. VARSITY UNARMED IDR AND ARMED IDR: 90FT X 70FT MAIN GYM. JV UNARMED IDR AND JV ARMED IDR: 90FT X 70FT IN THE Muntz GYM. UNARMED AND ARMED EXHIBITION: 90FT X 70FT Muntz GYM. ARMED and UARMED INSPECTION: Auxiliary GYM XV. COMPETITION INFORMATION Teams will be graded in the following areas: Reporting in and out, Precision of Movements, Dress and Cover, staying within the boundaries, military bearing, dress and personal appearance, commanders performance, following sequence, and overall impression. A. TEAMS MUST FOLLOW THESE GUIDELINES: 1. Team should be present and formed 10 minutes prior to starting time. 2. The head judge will direct commanders when to move their team onto the floor. 3. After a team has properly presented in to the head judge, the team will automatically execute the prescribed stationary and marching manuals on the team commander s direction. 4. Upon the completion of the marching manual, the team commanders will move their teams off the floor in the most expeditious manner. B. MISCELLANEOUS INFORMATION: 1. Commanders must memorize drill sequences. NO COPIES OF WRITTEN COMMANDS MAY BE CARRIED OR LOOKED AT WHILE PERFORMING THE SEQUENCE.

9 2. Penalty will be issued for the following: a. Undue delay (However, it is understood that the schedule may be tight and teams can reschedule their performance time if conflicts arise). b. Leaving the drill floor during routine or missed commands. c. Any disrespect toward judges or argumentative remarks with a judge s decision or another team may result in disqualification. 3. LOGISTICS/SECURITY/MISC: a. Food will be provided in the Cafeteria from the start of the drill meet to nearly the end of the drill meet. ALL FOOD AND DRINKS MUST BE CONSUMED IN THE CAFETERIA NO FOOD OR DRINK WILL BE ALLOWED OUTSIDE THE DESIGNATION AREA AND WILL NOT BE ALLOWED IN CLASSROOMS OR COMPETITION FLOORS except for water. Please ensure all participants and visitors understand and follow this policy. FOOD PURCHASED OUTSIDE THE SCHOOL MUST BE CONSUMED OUTSIDE THE SCHOOL IT MAY NOT BE BROUGHT INTO THE SCHOOL BUILDING. b. Off-limit areas of the school will be properly marked and monitored. Under no circumstances is anyone allowed to enter a marked off-limit area. If any individual (cadet, family, friend, guest, etc) is found in any off-limit area or it is learned they have, the Drill Meet Director and appropriate school Instructor will be notified. A determination will be made, by the Drill Meet Director, on the proper course of action. Please ensure your cadets and guests are aware of this policy also, remind them the school is monitored with security cameras. XVI. AWARDS A. Grand Champion: The grand champion is the team with the highest total meet points in the following categories: 1. Varsity IDR with and without Weapons 2. Varsity Unarmed/Armed Inspection 3.
