1 North East Independent School District 8961 TESORO DRIVE, SUITE SAN ANTONIO, TEXAS As of 20 June 2017 MEMORANDUM FOR: All Military Service sponsored JROTC Instructors and Cadets SUBJECT: 2018 JROTC Spring Orienteering Meet, Saturday, 7 April You are invited to participate in the 2017 JROTC Spring Orienteering Meet, Saturday, 7 April 2018, at Camp Bullis, Texas. The Meet is hosted by the North East Independent School District JROTC Department for all JROTC units in Texas and within the Fifth Brigade area of operations. Entries are due not later than Wednesday, 28 March The meet will be a group/team, scored event with four classifications of competition: Varsity, Advance, Intermediate and Beginners. Schools may enter as many competing teams in each classification as they desire, except for the Varsity competition which will be limited to one male team and one female team, only. Members of the team in all categories must wear same style, color and type of uniforms. a. Varsity Team: Will compete on the brown course. The course is for those with two or more years of land navigation experience, two or more competition experiences and in top physical condition. The varsity category will use a topographic map, with considerable time spent off trails over a variety of terrain. The control points are varied along with the terrain feature and course can exceed four (4) miles in length. Traditional pin punch score cards will be used to record the progress and results of this class of competition. Team size is 4 and team members (dressed alike) must start together, stay together on the course and finish together. b. Advanced Team: Will compete on the orange course. The course is for those with moderate experience in map reading, with much time spent off trails. The control points are major or the more evident terrain feature and usually 3 to 4 miles in length. Traditional pin punch score cards will be used to record the progress and results of this class of competition. Group/team size is 4 and team members (dressed alike) must start together, stay together on the course and finish together. c. Intermediate Team: Will compete on the yellow course. The course is for those with some basic knowledge of map reading and terrain identification. Control points are near easy to identify features and trails and usually 3 miles in length. Traditional pin punch score cards will be used to record the progress and results of this class of competition. Group/Team size is 4 and members must start together, stay together on the course and finish together. d. Beginners: Will compete on the white course which is a compass course using a point to point method. Participants must know pace count and how to shoot and follow a compass azimuth. The course is for those unsure in the forest or woodlands, or who have little or no topographic map experience, the course is mostly thru open terrain. Control Points must be followed in sequence. Group/Team size is 2 and members must start together, stay together on the course and finish together. Traditional pin punch score cards will be used to record the progress and results of this class of competition.

2 3. Team member uniforms must be of the same style and color. Uniforms do not have to be a military uniform but the team members MUST be dressed in the same style/color. Uniform meaning one-form. If it is outwardly visible it will be the same or the team will not be allowed to start the course. Only exception is individual shoes or boots and water container. a. For safety reasons each team must/is required to have a compass, safety whistle and a watch for monitoring time on the course. Each participant must have an individual water container, i.e. canteen, camel back, or refillable/non-disposable water container [Due to environmental cluter teams and individuals will not use disposable water bottles at this competition]. Teams will not be allowed to start the course without the required safety items. b. Recommended equipment: Long pants and boots, rain gear just in case, small pack to keep your gear and bug repellent. Dress for the weather. We will be outside for the duration and don t want anyone uncomfortable. c. Teams members must stay in close proximity (approximately 5-10 yard radius). Teams on the course and not incompliance will be disqualified. Teams failing to finish with all four (Varsity/Advance/Intermediate) or two (Beginners) members of the team will be disqualified. d. There will be two categories of team make up, male and female. There are no mixed teams. Remember Varsity, Advance and Intermediate team size is four cadets and Beginner team size is two. 4. Teams will receive and must complete (print team name and member names) the color coded score card at the event control desk during check in. Teams must have member names completed, printed on scorecards, before reporting to the map tent. Teams must also turn in their liability release forms (enclosure 2) for their participants at the control desk. Once teams reach the assembly area they will be organized by their classification and their START NUMBER in the QUE. When told to do so the team will move to their respective Map Tent (Varsity, Advance, Intermediate, Beginners) where they will receive their map. ONLY MAPS ISSUED AT THE MAP TENT MAY BE USED! The score card will be the color of the course the team will be running (brown, orange, yellow, or white). Teams will have 3 minutes to orient their map and receive a brief of the area from a larger area map. Teams will move from the map tent directly to the starting line. At the starting line the official start time will be recorded on the score card and team will begin competition. Coaches/Instructors will not and are not allowed at the map tent or start point. Coaches/instructors are not allowed to give or render assistance to teams or team members after the team enters the assembly area. Any violation will lead to team disqualification. There is no Coach/Instructor contact with a team until the team has finished the course of competition. When the team has completed the course or time is running out the team will return to the MAP TENT which now becomes the FINISH LINE for their respective competition course. The Finish Time will be recorded on the score card and course maps will be returned. a. The Varsity, Advanced and Intermediate teams will have a 90 minute time limit to complete their selected course of action trying to collect as many score points as possible. There will be a 10 point penalty for every minute or partial minute over the designated 90 minute time limit. b. The Beginner Teams will have a 60 minute time limit to complete the specific compass course detailed/designated on their MAP and CLUE Sheet received at the map tent. Teams failing to follow the specific point-to-point course, capture the correct points and return within the 60 minute time limit will be disqualified.

3 c. There will be an approximate 3-minute interval between team start times. The only exception is if the teams are from the same school then there should be a 9-minute start interval if number of entered teams allows. 5. Coaches/Instructors who enter teams in the meet will provide by FAX (210) , mail or to: rlara@neisd.net a team count NLT Wednesday, 28 March 2018 showing the number of teams in each category and classification, i.e., Varsity (Male & Female team only), Advanced (Male & Female unlimited number of teams), Intermediate (Male & Female unlimited number of teams), Beginners (Male & Female unlimited number of teams) and total number of cadets participating. Remember there are no exception for the required team s size of four for Varsity, Advance and Intermediate and two for Beginners! This count is essential in order that the correct number and type scorecard and maps/clue sheets are available. a. Awards: 1 st thru 3 rd place Championship Plaques will be awarded to winning teams in each category and classification. 1 st thru 3 rd place medals will be awarded to the team member in each category and classification. To qualify for awards a team must score in the positive point standings including any time penalty points. b. Entry fee of $15.00 per cadet (includes a sack lunch) is due not later than Wednesday, March 28, Checks must be made payable to North East ISD-JROTC Department and mailed to 8961 Tesoro Drive, Suite , San Antonio, Texas No refunds will be made after Friday, 30 March c. Final team registration will be made at the Control Desk on the day of the meet. Once received at the Control Desk, no changes will be allowed. Late entry fee of $20.00 per cadet will be assessed if there are additional entries other than initially reported by FAX, mail or you must be prepared to pay the late entry fee when you check in at the Control Desk. d. All participants will depart for the competition site by vehicle convoy at 0830 hours on event day from the Camp Bullis Operations main parking lot. Plan your travel to Camp Bullis so as to arrive, check in and complete registration with sufficient time to meet the 0830 departure to the competition site. e. Cadets are encouraged to bring cash for breakfast refreshments available in the parking lot at registration and additional snacks at the competition site. Lunch tickets will be provided for participants, coaches/instructor and bus driver and provided at the competition site. 6. Camp Bullis is a United States government facility and requires appropriate individual identification and vehicle registration to allow access at the installation gate. All appropriate parking rules and traffic laws will be enforced by the military police force. Any team/school/participants or spectators (parents, relatives, school administrators, friends or media) not traveling with the team in a school vehicle or accompanied by a military/department of defense identification card holder must submit a completed Unescorted Access Request, to the 502d Security Forces Squadron, telephone: (210) , not later than 10 duty days prior to the event in order to enter Camp Bullis on the event day. Unescorted Access Request Forms are available at Visitor Information/Unescorted Access Request. The form is specific and must be submitted in person if you do not have access to a.mil account.

6 Orienteering Meet Liability Release Form (Must be completed for each participant and turned in at Meet Control Desk on competition day) has my permission to participate in the JROTC Spring (PRINT participants Last, First, MI) Orienteering Meet, 7 APRIL 2018, hosted by the JROTC Department, North East Independent School District, San Antonio, Texas. The undersigned Parent/Guardian (hereinafter, I ) understands that one or more Coach/Instructor/chaperones will accompany the students to the Orienteering Meet, and that normal precautions will be taken in their interest for safety and well-being or each participant. School districts are immune from liability except when property damage, personal injury or death is caused by a district employee s negligent operation of a motor vehicle while performing district duties. As a result, and as a general rule, the District cannot pay for medical treatment for injuries resulting from activities not directly caused by a district employee s use of a motor vehicle. In case of emergency, I give my approval and authorization for first-aid treatment and any medical treatment of the student named above (the Student ) by local physicians and/or hospitals, including surgical procedures. I also understand and agree that the team Coach/Instructor or Campus Sponsor is responsible for medical evacuation of their respective cadets as required. I agree to accept responsibility for payment of all charges incurred during medical treatment. I hereby agree to release North East Independent School District and its trustees, employees, volunteers, sponsors, the Texas Army National Guard and the United States Army Cadet Command (collectively, the Indemnities ), and to indemnify and hold the indemnities harmless from, all claims, liabilities, and expenses, (including (a) claims made by the student named above after reaching the age of majority, and (b) claims for damages caused in whole or in part by the negligence of the indemnities) relating in any way to the student s participation in the Orienteering Meet identified herein. This form must be signed and returned to the sponsor, teacher or administrator in charge of this group and turned into the Orienteering Meet Control Desk on the competition day. No student will be permitted to participate in the Orienteering Meet who has not completed this form and returned it to the proper school personnel or who has altered the form in any way.
