LAGU OF NATIONS PARTICULARS WITH Ri0RD TO TH POSITIf OF RMTiIIS II TH Ul O COUITRIS 1* COMMUNICATION FROM TH PORTUGUS GOVRNMNT Note by the Secretary-General: At the request of the Portuguese Government, dated September 23rd and 30th, the Secretary-General has the honour to communicate to the Governments invited to the Disarmament Conference two letters with an annex from the Head of the Portuguese Chancellory accredited to the League of Nations, containing detailed information on the position of the armaments of the said country. With reference to your Circular Letters No. 23 (a), of February I7th, and No. I24, of June I3th, I931, and in pursuance of instructions from my Government, I have the honour to forward you herewith, in triplicate, several tables containing the information supplied by the Government of the Republic with regard to Portuguese armaments and certain technical information connected with these questions. Matters concerning the army and the navy are dealt with separately in these tables. Geneva, September 30th, I93I. Further to my note of September 2nd concerning the position of armaments in Portugal, I am instructed by my Government to transmit to you in triplicate the information relating to budgetary questions referred to in the above-mentioned note. As you will see, this information refers exclusively to the army, as particulars concerning the navy have already been given in the previous documents. (6) In the year I930-3I, as an extraordinary measure during thirty days, about 5,000 men were called up daily. These effectives are included in the total effectives in these units, calculated in accordance with the provisions of Article 3 of the Draft Convention. (7) Under the terms of Decree No. I20I 7 of August 2nd, 1926, the army in the home country is intended for the recruiting, instruction and preparation for mobilisation of the units and formations which are to form part of the field army, and to supply the colonial army with the effectives and services necessary to it and, if necessary, to assist in the maintenance of public order. (8) Of the total strength shown, 3,087 form part of organised units. The remainder, 1,814 officers, are being reduced in the same manner as the N.C.O.s.

(2) Of this total strength, 566 are N.C.O.s. (3) Under the terms of Decree No of January gth, I93I, the colonial army consists of the whole body of the military forces in each colony, intended, in principle, to garrison and defend such colonies. If necessary, the military forces of each colony can be used for action in any other colony, in the home country, or in foreign countries, as national requirements may make necessary. The colonial troops include uropean and native effectives. In principle, neither uropeans nor natives are recruited by conscription for military service. TABLS ANNXD TO CHAPTR B OF PART I. I. - Land Forces stationed in the Homne Country. In principle, the period of compulsory service with a permanent unit is fifteen months, after which the men are discharged. These discharges take place annually after the first three months of training of the recruits who have joined the colours during that year, and who are regarded as mobilisable after this period. Those other ranks who have been longest with the colours are discharged first and, later, further discharges of mobilisable conscripts are carried out until only the budgetary effectives remain. The National Republican Guard and the force at the disposal of the revenue authorities are organised on a voluntary basis.

7 7 II. - Land Forces stationed in the Colonies. The duration of military service in the ranks is, in principle, two years. Persons attempting to evade service have to serve 5 years. Deserters have to serve for 7 years.
