COMMUNICATION PROM THE CHINESE GOVERNMENT Note by the Secretary-General: The Secretary-General has the honour to communicate to the Governments invited to the Conference for the Reduction and Limitation of Armaments a letter, dated April gth, 1932, with an annex, giving information on the armaments of the said country. The Permanent Office of the Chinese delegation to the League of Nations presents its compliments to the Secretary-General of the League of Nations and has the honour to send him herewith six tables with regard to the numbers of effectives and the budgetary expenditure of the Chinese land, naval and air forces, drawn up in the forms given respectively in the draft Convention and in the report by the Committee of Experts on Budgetary Questions for the Disarmament Conference. The budget estimates for the expenditure of the land army for the I930-3I financial year amounted to 450,405,848 Chinese dollars; but, owing to financial difficulties, this expenditure was reduced. Moreover, certain credits, such as those for new military establishments and the provisional credits, have been abolished.

The effective air forces mentioned above only comprise those of the land army, whereas the air forces of the navy, which are still under organisation, are not included. 3. The land army comprises fifteen flights; each flight consists of seven machines, plus three in reserve. The total effective forces amount to I50 fighting machines. 4. In addition, there are I50 school machines for the training of the different categories of pilots. 5. The plan for the organisation of the National Air Force, which is in process of realisation, is based on the requirements of national security and is in proportion to the air forces of the neighbouring countries. 6. The budget expenditure shown in the above table does not include that referred to in Remark 5.
