3 NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTER NMIOTC Commandant s foreword The maritime environment is characterized by complexity and diversity and its very nature offers abundant freedom for trading initiatives but also for activities that may threaten the security of Nations or the free flow of commerce. Terrorist movement or terrorist support, human trafficking and Proliferation of Weapons of Mass Destruction are just a few examples of activities that may be conducted from or through the sea. The threat emanating from the sea has a global nature and the defense against it is a challenge that NATO member nations and partners have to meet. Global security challenges, like this one, have led the Alliance to seek for new capabilities and, by implication, new training requirements have risen. In the field of Maritime Interdiction Operations (MIOs), NMIOTC responds to these requirements and leads the efforts aiming at improving the capabilities of allied and partner naval units to conduct interdiction operations that will address a wide range of maritime security challenges. The Centre, as part of the Alliance s transformational network, not only trains naval units on MIO, but also provides SACT with proposals for new doctrines, tactics, methods and equipment in the field of Maritime Interdiction Operations. Our aim is to develop a diverse and talented Maritime Interdiction Operations workforce via training, education, mentoring and opportunities for teams and individuals to gain experience and realize their full potential. By embracing NATO standards, contacting initiatives, developing concepts and emphasizing on training and experimentation, NMIOTC participates actively in the effort of allied and emerging partner forces integration and interoperability improvement. We stand ready to welcome allies and partners to our training programs and initiatives in order to contribute to the combined effort of developing solutions and addressing current and emerging global security challenges. Working together with the MIO experts will enhance the readiness, capability and capacity to achieve mission objectives while conducting interdiction operations.

5 NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTER 3 INTRODUCTION NMIOTC Mission NMIOTC conducts combined training necessary for NATO and PfP forces to better execute surface, sub-surface, aerial surveillance and special operations activities in support of Maritime Interdiction Operations (MIO). NMIOTC aims at improving allied and partner vessels expertise in MIO, while promoting skills, interoperability and cooperation among them, as well as supporting ACT in developing MIO tactical doctrines, directives and manuals. Moreover, NMIOTC supports ACT in research, experimentation, modeling and simulation while it contributes to ACT s lessons-learned process.

6 4 NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTER NMIOTC Training Concept a. The Courses refer to Command Teams and Boarding Teams separately, due to the fact that their roles and responsibilities are distinguished in a Maritime Interdiction Operation (MIO). The Command Team deepens thoroughly in all organizational and procedural aspects of MIO through classroom indoctrination, while the Boarding Team, after having obtained the theoretical background and safety precautions, proceeds to the gradual Practical training, adjustable to their capabilities. Both Teams, having completed the step-by-step capability buildup and once their knowledge, understanding and adherence to the safety precautions is validated (as well as the pertinent knowledge of the education material), are challenged to perform an operation as a whole, where their skills and cooperation are evaluated. b. The modular Course structure, allows the formulation of training programs, tailored to the needs and time / operational constraints of each naval unit or group of trainees. c. Both NATO and PfP/MD/ICI naval units have a similar course structure, taking into account the security/ classification issues. The difference between those Courses is that while NATO training is driven by ATP-71, the respective PfP/MD/ICI training is driven by EXTAC d. Although designed for Teams and Units, the Courses properly formulated, are also delivered to individuals, during scheduled training periods. e. In order to provide ad-hoc MIO training to nations/ organizations/ units, unavailable to bring the personnel at NMIOTC, Mobile Training Teams are ready to be transferred at the customer s facilities.

7 NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTER 5 NMIOTC Location & Access NMIOTC is located in Souda Bay, on the Greek island of Crete. It can be easily accessed by the port of Souda and Chania (CHQ) or Heraklion (HER) airports (the latter via coach service). Berthing is available at the Souda Naval Base area for visiting naval units, while adequate and safe anchoring space is also available in the Bay. Military aircraft can safely land and fuel at the adjacent Hellenic Air Force Base.

8 6 NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTER STRUCTURE NMIOTC Organization NMIOTC is headed by a Hellenic Navy 1-Star Flag Officer and comprises his Command Group and 3 Directorates. The Staff is multinational with 40% of the 114 posts open to allied personnel.

9 NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTER 7 NMIOTC Infrastructure NMIOTC installations include the Main Building offering classrooms, conference-sized auditorium, conference hall and spare offices. Parking lots, boat handling and storage facilities are also available.

10 8 NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTER NMIOTC Assets Containers Stack. A three containers stack is being used for the Container inspection module (3010). The stack is situated next to the main building at the training ground area. It is being used during the practical training, by the trainees, to exercise climbing opening techniques. Training Tower. A 15meter training tower is being used for the Heliborne insertion/extraction module (3070). It is also situated next to the main building at the training ground area. It is being used during the practical training, by the trainees, to exercise fast rope descents from 6 and 12 meters, in order to get familiarized prior to execution from helo. Mockup Ship. An ex-training ship HS ARIS, 130 meters long, with multiple decks and the accommodation philosophy of merchant ships is being used for multiple practical training modules such as Small arms training (3020), Tactical sweep (3030), Crew control (3040), RHIB insertion (3060),

11 NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTER Boarding under multiple threats (3080) and for Simulated MIO scenarios. It is situated alongside a pier, near the NMIOTC main building. During the practical training, the trainees have the opportunity to train in a real environment Helo. Hellenic Navy s SH70 helos are used for the Heliborne insertion/extraction module (3070). The Fast Rope procedures training is being conducted at the airfield of the 115 FW which is located within 30 minutes drive from NMIOTC. The trainees during the practical training perform day and night fast rope descents from the helo. RHIBs. Two 9.5 meter RHIBS with specification to carry 12 men Boarding Team and with modification to fulfill the needs of boarding operations are used for the practical training. These RHIBS are used during the RHIB insertion and Small boat handling modules (3060, 3070). Additionally, a 6 meter RHIB is being used to cover safety requirements during the practical training.

13 NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTER 11 General information pertinent to all 1000 series modules Class Size: Max: 55 and Min: 6 students Prerequisites: a. Language proficiency: Students must have the following standards of proficiency in English (as described/coded in STANAG 6001): 1/ Listening (Good/3). 2/ Speaking (Good/2). 3/ Reading (Good/3). 4/ Writing (Good/2). (SLP 3232) b. Computer skills: basic skills in a Graphical User Interface (GUI) Operating Systems, as well as basic skills in word processing. NMIOTC provides: classroom equipped with multimedia capabilities, Lectures, PPT, internet access, NMIOTC intranet, handouts, projector, Student Guide (where applicable). Other: The classification of the modules is mainly NATO Unclassified for NATO members releasable to PfP/MD/ICI, except the Module 1030 which has NATO Secret classification and has been modified for PfP/ MD/ICI members. A whole version releasable to Partners, properly sanitized from Security Point of view, 6/1010, 6/1020, 6/1030, 6/1040, 6/1050, 6/1060, 6/1070 and 6/1080 is also available.

14 12 NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTER 1000 series Module description MODULE 1010 Maritime Interdiction Operational Planning Description: The main objective of the Module is the comprehension from the Command Team personnel of the Maritime Interdiction Operation (MIO) Concept and the improvement of its skills to the necessary level in order to plan and execute effectively MIOs. This module provides an introduction to Maritime Interdiction Operations describing definitions of key terms related to this kind of operations and the basic concept upon which there are based on. Topics include MIOs authorization provisions and implementations, command and control relationships and responsibilities as well as communication issues. The module also identifies key elements of operational planning process (OPP) used in MIOs, which means that attributes, principles and different stages of OPP are being discussed extensively. Safety issues related to different phases of MIOs are thoroughly illustrated. Additional analysis of Lessons Learned from previous MIOs is provided. Examples based on previous and ongoing Operations (e.g. Operation Active Endeavour, UNIFIL, Sharp Guard), are being used. Specific Objectives: Upon completion, the Command Team will improve its knowledge and understanding for: 1. The definitions of MIO related key-terms. 2. The Concept of Maritime Interdiction Operations. 3. The Operational Planning Process and its application in MIO. 4. The implementation of safety precautions necessary for MIOs. The duration of the module is 8 training hours.

15 NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTER 13 MODULE 1020 Maritime Interdiction Operation Messages Description: The main objective of the module is the improvement of skills of the Command Team personnel regarding the comprehension and drafting of MIO related messages, especially the OPTASK MIO and OPTASK MIO SUPP. Examples based on previous and ongoing Operations (eg Operation Active Endeavour, UNIFIL, Sharp Guard), are being used. The module briefly presents OPGEN and OPTASK MIO messages, while a detailed list of all MIO related messages is brought forward. The general data necessary to be included in these messages and all the information that is usually provided in their formatted fields are being illustrated, as well as completed examples are being thoroughly analyzed. Specific Objectives: Upon completion the Command Team will be efficient in: 1. Understanding the formatted fields of OPTASK MIO and OPTASK MIO SUPP messages. 2. Understanding the fields of other MIO related Messages. 3. Applying their knowledge and draft the aforementioned messages. The duration of the module is 2 training hours.

16 14 NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTER MODULE INTEL Support to MIO Description: The main objective of the module is to provide the Command Team personnel with the required knowledge to comprehend the intelligence background, recourses and requirements related to the planning and execution of MIO. During this module, theoretical issues related to intelligence and their applications in actual operations are being discussed. The most relevant to MIO intelligence tools, military and civil, are presented. This way the trainnes are given a complete picture of the Intelligence background and the information handling with respect to MIO. Topics include civil oriented data bases, Brite framework, AIS, AMVER, NAMESIS and LRIT. Additionally the importance and contribution of Naval Cooperation And Guidance for Shipping (NCAGS) and NATO Shipping Center (NSC) to MIOs, is discussed. Specific Objectives: Upon completion the Command Team will have a good understanding for: 1. The general theoretical background related to MIO intelligence gathering and handling. 2. The intelligence structure used within NATO with respect to MIO. 3. The use of existing tools and databases in support of MIO. 4. Specific intelligence requirements related to MIO. The duration of the module is 4 training hours.

17 NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTER 15 MODULE Legal Issues Rules Of Engagement Description: The main objective of the Module is the improvement of Command Team member s knowledge with respect to the legal framework and the related aspects that affect MIO as well as comprehend, by application, the impact of ROE in the planning and execution of MIO. This module provides an introduction to the legal framework related to Maritime Interdiction Operations (MIOs), describes and explains the relation between ROE and International Law, the impact of National Laws in ROE implementation and touches upon specific ROE topics such as, for example, the self-defense. The module also illustrates NATO ROE applicable to MIO and NATO procedures related to ROE request / authorization / implementation. Additional analysis of Lessons Identified from previous MIO and implementation of ROE is provided. Specific Objectives: Upon completion of the module Command Team will be better able to: 1. Describe and explain the legal framework related to MIOs and NATO ROE. 2. Handle NATO ROE procedures. The duration of the module is 2 training hours.

18 16 NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTER MODULE 1050 Maritime Interdiction Operations Phases Description: The main objective of the module is to provide the Command Team personnel with the required knowledge to define, distinguish, plan and conduct the different MIO phases. This module provides an overview of the execution of MIOs and introduces the various MIO phases. Furthermore, it outlines the intelligence support needed prior to starting any MIO. Topics include area surveillance and contact assessment during MIOs, Suspect Vessel Interrogation, Approach and Stopping procedures (SVI- AS), shipboard requirements and preparations needed prior to starting the SVIAS, boarding and/or diversion procedures. Issues related to procedures followed by Special Operations Forces (SOF) during takedown operations and exploitation of their capabilities in MIOs, are thoroughly covered. Specific Objectives: Upon completion the Command Team will improve its knowledge and efficiency in: 1. Understanding the importance of surveillance in order to collect intelligence required for the boarding party or takedown forces. 2. Improving skills on contact assessment in order to build the recognized maritime picture (RMP). 3. Performing effectively and efficiently the different MIOs phases in accordance with established NATO procedures 4. Supporting SOF during takedown operations related to MIOs. The duration of the module is 5 training hours.

19 NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTER 17 MODULE 1060 Units Organization Description: The main objective of the module is the improvement of Command Team member s skills up to to comprehend and apply the internal organization of their naval unit in order to safely and successfully conduct MIOs. This module describes and explains the shipboard organization related to MIOs. The composition and responsibilities of Command, Boarding and Ship Control Teams are being analyzed. Support requirements for Boarding Team and the safe usage of equipment related to MIOs are being discussed. Topics also include command and operational briefs, as well as defensive considerations. Specific Objectives: Upon completion the Command Team will be efficient in understanding: 1. The general tasks and responsibilities of Command Team. 2. The general tasks, responsibilities and support requirements of Boarding Team. 3. The internal organization of the Ship Control Team. 4. The equipment requirements related to MIO. The duration of the module is 2 training hours.

20 18 NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTER MODULE Air Assets Description: The main objective of the module is to improve the Command Team s knowledge about air assets capabilities and their effective use during MIO. This module provides the main capabilities and usage methods of specific Air Assets (MPA, Helicopter, UAV) in support of MIOs. It also explores and provides exploitation methods of these assets so that a MIO to be most efficient and effective. Cooperation procedures with these assets and their operational employment are thoroughly covered. Specific Objectives: Upon completion the Command Team will improve its knowledge and ability in order to be efficient in comprehending: 1. The MPA capabilities, usage and exploitation in MIO. 2. The HELO capabilities, usage and exploitation in MIO. 3. The UAV capabilities, usage and exploitation in MIO. The duration of the module is 2 training hours.

21 NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTER 19 MODULE Psychological Aspects Description: The main objective of the module is to improve the Command Team s understanding of the psychological issues related to the various actors involved in MIOs and improve its skills for conducting negotiations. This module provides an in depth illustration of psychological issues related to the environmental and operational conditions during MIOs, concerning both Boarding Team (BT) and Suspect Vessels crew. Theoretical knowledge necessary to negotiators and analysts in order to manage potential hazardous situations during MIOs are being provided, extensive examples of different situations are being discussed. Topics include BT and crew psychology factors, motivation techniques, stress management, power projection techniques, behavioural management and negotiations strategy and styles. Specific Objectives: Upon completion the Command Team will: 1. Have a better knowledge and ability to comprehend the Boarding Team psychology during MIOs. 2. Have a better knowledge and ability to comprehend the Suspect Vessel Crew psychology during vessels inspection. 3. Be able to conduct more effective negotiations during MIOs. The duration of the module is 2 training hours.

24 22 NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTER 2000 series Module description MODULE Actions Other than Tactical Sweep on Board Suspect Vessel (SV) Description: The main objective of the module is the improvement of the Boarding Party s (BP) skills necessary to perform actions other than tactical sweep on board a Suspect Vessel from embarkation through to hand over to a Ship Control Team. The trainees have the opportunity to go through and analyze all the actions necessary to be performed during boarding operations, the coordination needed between the elements of the Boarding Party, the insertion assets and the mother ship. Additionally they go through the general and the specialized equipment required to accomplish a boarding operation. Boarding officers (BO) and BP member analyze BO task list in accordance with ATP 71 and STANAG Specific Objectives: Upon completion the Boarding Party will be better able to: 1. Understand tasks other than tactical sweep that must be performed during a boarding operation. 2. Understand the usage of essential Boarding Party equipment. The duration of the module is 3 training hours.

25 NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTER 23 MODULE Inspection / Detection Techniques Description: The Module s main objective is to improve the Boarding Party s skills necessary to perform inspection and detection during a boarding operation. The trainees have the opportunity to go through all the documentation / certifications that have to be inspected on every merchant vessel in accordance with IMO regulations. They are able to understand the difficulties and the dangers that they may encounter during cargo inspection on different types of merchant vessels. Additionally they understand the necessary information that has to be gathered in order to complete the evidence collection package generally and in the case of seized vessels in accordance with ATP 71 and STANAG Specific Objectives: Upon completion the Boarding Party will be better able to: 1. Improve skills necessary to perform efficient document inspection. 2. Improve skills necessary to perform efficient cargo inspection. The duration of the module is 3 training hours.

26 24 NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTER MODULE INTEL Gathering on MIO Targets Description: The Module s main objective is to improve the Boarding Party s tactical awareness by understanding the intelligence demands required to support tactical planning of boarding operations. The Boarding Party members receive an understanding of what information, regarding the environment, the Suspect Vessel s crew and the Suspect vessel itself is required, in order to assist in devising a thorough operations plan. Furthermore the Boarding Party members become familiar with the intelligence collection assets and capabilities that most ships possess or have access to. Additionally they are exposed to a specific methodology of utilizing the chain of command in order to have access to all the information required for planning. Specific Objectives: Upon completion the Boarding Party will be better able to: 1. Understand the intelligence content on a target vessel in order to support tactical planning. 2. Understand the information collecting capabilities of own ship. The duration of the module is 2 training hours.

27 NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTER 25 MODULE Tactical MIO Planning Description: The Module s main objective is to improve the Boarding Party s skills necessary to plan, coordinate and execute MIO from the initial Warning Order through to the final debriefing. In this module, the trainees fully understand the importance of forward planning, time management and previous boarding operations experience. Certain, extremely thorough, planning procedure is being presented to the boarding party. This module is structured in such a way so as to guide the trainees step by step through the planning procedure while focusing on other issues such as BP and Command Team interaction during the planning process. Specific Objectives: Upon completion the Boarding Party will be better able to: 1. Understand the tactical planning process. 2. Improve skills in applying the tactical planning process The duration of the module is 3 training hours.

28 26 NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTER MODULE Boarding Team Psychology Description: The Module s main objective is to improve the Boarding Party s tactical awareness with respect to Boarding Party psychology. In this module, the trainees get familiar with combat stress factors and the way to recognise physical and mental symptoms of combat stress. The Boarding Party members receive an understanding of how to manage individual and team stress. Additionally, they learn how to implement stress managing techniques during training or actual operations. Specific Objectives: Upon completion the Boarding Party will be better able to: 1. Understand the effects of team psychology upon the execution of a boarding. 2. Improve skills to influence team psychology. The duration of the module is 2 training hours.

29 NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTER 27 MODULE Suspect Vessel s (SV s) Crew Psychology Description: The main objective of the Module is to improve the Boarding Party s tactical awareness with respect to Suspect Vessel s crew psychology. In this module, the trainees go through and analyze all the factors that affect the Suspect Vessel s crew psychology during all phases of a boarding operation. They also understand the power projection escalation/ techniques that can be used on ship to ship level and on BP to crew level. Finally they understand the categorization of the crew in accordance with their behaviour and also the behavioural management in each case. Specific Objectives: Upon completion the Boarding Party will be better able to: 1. Understand the effects of the Suspect Vessel crew psychology upon the execution of a boarding. 2. Improve skills to influence Suspect Vessel crew psychology. The duration of the module is 2 training hours.

In this module, the trainees during the practical training exercise climbing techniques and opening methods on a stack of three containers using the NMIOTC s equipment. Additionally the trainees go thoroughly through the dangers that they may encounter during container inspection operations and all the safety measures that need to be followed in order to execute this kind of operation. Specific Objectives: Upon completion the Boarding Party will be better able to: 1. Implement skills on using inspection equipment. 2. Implement skills on inspection procedures. The duration of the module is 5 training hours (1h classroom and 4h practical).

33 NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTER 31 MODULE Small Arms Training Description: The main objective of the Module is to improve the Boarding Party s skills necessary to use firearms in confined spaces. During the practical training in this module, the trainees initially get familiar with basic techniques on how to use both weapon systems (submachine gun and pistol). Then they execute drills on how to overcome weapons malfunctions, changing magazines, transition techniques, moving and shooting techniques and immediate threat techniques. All drills are being conducted using MP9 sim submachine gun and Glock 17 sim pistol. Specific Objectives: Upon completion the Boarding Party will be better able to: 1. Understand the use of firearms. 2. Improve skills on using firearms. The duration of the module is 5 training hours (1h classroom and 4h practical).

34 32 NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTER MODULE Tactical Sweep Description: The main objective of the Module is the improvement of the Boarding Party s skills necessary to perform tactical movement/sweep onboard a suspect vessel (SV). During the practical training, the trainees learn step by step the room clearing fundamentals. They also learn and execute techniques on how to clear corners, ladders and stairwells. Additionally they learn and execute tactical movement in passageways, small compartments and also on open decks. Finally they are evaluated on basic room clearing, using simmunition weapons systems and rounds. All the practical training is conducted onboard the mock up ship. This practical training gives a unique opportunity to all Boarding Party members to train in a realistic environment. Specific Objectives: Upon completion the Boarding Party will be better able to: 1. Understand the appropriate techniques/procedures during tactical move/sweep. 2. Improve tactical move/sweep skills. The duration of the module is 9 training hours (1h classroom and 8h practical).

35 NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTER 33 MODULE Crew Control/Suspect Crew Handling Description: The Module s main objective is to improve the Boarding Party s skills necessary to safely approach, neutralize and secure crew of a suspect vessel (SV). During this module, the trainees learn and put into practice a full skill set of dealing with compliant or non compliant crew members and also arrest and searching techniques. The module addresses proposed actions that a boarding team member should execute in case he/she is confronted by an armed crew member. Specific Objectives: Upon completion the Boarding Party will be better able to: 1. Understand crew control tactics. 2. Improve crew control skills. The duration of the module is 4 training hours (1h classroom and 3h practical).

36 34 NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTER MODULE Small Boat Handling Description: The main objective of the Module is to improve the coxswains skills necessary to handle small boats in support of MIO. During the practical training the trainees thoroughly go through all the main RHIB presail checks that must be completed before every sail. They also learn and execute basic techniques on how to manoeuvre and approach a suspect vessel. Additionally, they learn and execute immediate action drills in case of receiving fire, during approach and at the stand by position. They also execute man over board and towing drills. Specific Objectives: Upon completion the coxswains will be better able to: 1. Understand small boat organization. 2. Improve boat manoeuvring. The duration of the module is 11 training hours (1h classroom and 10h practical).

37 NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTER 35 MODULE RHIB Insertion (BT Tactical Move During RHIB Insertion) Description: The Module s main objective is the improvement of the Boarding Party s skills in RHIB insertion. During this module, the trainees get familiar with all the equipment required in order to execute a safe and successful vessel embarkation using a pilot s ladder or the hook and pole method. As the module progresses the trainees execute numerous vessel embarkations from a RHIB using the aforementioned equipment. The RHIB insertion module is conducted by using the Centre s two 9.5 m RHIBs and the mock-up ship, as a target vessel. Specific Objectives: Upon completion the Boarding Party will be better able to: 1. Understand of the equipment usage in RHIB insertion. 2. Improve RHIB insertion skills. The duration of the module is 8 training hours (1h classroom and 7h practical).

38 36 NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTER MODULE Heliborne Insertion Description: The main objective of the Module is the improvement of the Boarding Party s skills necessary to perform Fast Rope Insertion. During the practical training the trainees exercise in fast rope descents from the training tower. The descending height is progressively increased from 6m to 12m, both day and night. During the final stage of the training, they conduct both day and night fast rope descents with full gear from a helicopter. Specific Objectives: Upon completion the Boarding Party will be better able to: 1. Understand the equipment used in Fast rope. 2. Improve Fast rope skills. The duration of the module is 6 training hours (1h classroom and 5h practical).

39 NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTER 37 MODULE Boarding Under Multiple Threats (Booby traps, CBRN material etc.) Description: The Module s main objective is to improve the Boarding Team s skills necessary to conduct boarding operations under multiple threats (booby traps, CBRN material existence etc.). During this module, the trainees gain a theoretical understanding of the threats (military or improvised explosive devices, CBRN materials, hazardous cargo) they may come across. Additionally they are familiarised with the effects of certain CBRN materials on humans and the actions that need to be taken upon finding and recognizing them. The practical portion of the module addresses searching methods that a Boarding Party may utilise in order to conduct a safe search of a vessel while under the aforementioned threats. Specific Objectives: Upon completion the Boarding Party will be better able to: 1. Understand possible threats that can be encountered during boarding operations. 2. Improve skills in conducting boarding under multiple threats. The duration of the module is 9 training hours (3h classroom and 6h practical).

40 38 NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTER COURSE SERIES 4000 : Naval Unit Final Tactical Exercise (FTX) The main objective of the course is to evaluate ship s performance, as a whole, in safely and successfully applying NATO doctrines and procedures in MIO operations, through the execution of an exercise at sea. To achieve this objective, the following training modules have been developed for this course: 4010 Evaluation of Command Team s ability to plan and execute MIO in accordance with NATO doctrines and procedures Evaluation of Boarding Team s ability to plan and conduct VBSS in accordance with NATO doctrines and procedures Evaluation of ship s internal organization, ship s equipments condition and utilization related to MIO.

41 NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTER 39 General information pertinent to all 4000 series modules Unit: A naval unit with capabilities in MIO. Prerequisites: a. Language proficiency: Students must have the following standards of proficiency in English (as described/coded in STANAG 6001): 1/ Listening (Good/3). 2/ Speaking (Good/2). 3/ Reading (Good/3). 4/ Writing (Good/2). (SLP 3232) b. Computer skills: -. NMIOTC provides: Exercise s documents (EXSPEC, EXPLAN, Exercise Scenario, Intel and exercise messages), training mock-up ship/simulator for the module The Center may also provide, upon request, a naval unit to act as target vessel during the exercise. 42 40 NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTER MODULE Evaluation of Command Team s Ability to Plan and Execute MIO Description: The main objective of the Module is to evaluate Command Team s ability to effectively and efficiently plan and contact MIOs IAW NATO doctrines and procedures, through the execution of MIO related scenarios. After the successful completion of courses 1000, 2000 and 3000, the unit participates in the exercise Open Seas. This is the Final Tactical Exercise (FTX) which is based on a scenario related to MIO and is being controlled by EXCONCELL comprising of NMI OTC staff and it is conducted at. Exercise s documents (EXSPEC, EXPLAN, Exercise Scenario, Intel and exercise messages) are delivered to the participating ship well in advance. Command Team prepares the OPTASK MIO related to the scenario and the ship must be properly organized and ready to conduct MIOs. During the exercise, Command Team practices in: 1. Legal issues related to MIO, impact of ROE to MIO and ROE Request/ Authorization/Implementation procedures. 2. Intelligence gathering and conducting surface operations in support of MIO. 3. Standard MIO communication procedures. 4. Planning and conducting different MIO phases. During FTX, NMIOTC s Sea Training Instructors evaluate ship s Command Team for their ability to work as a team (organizing, planning, executing) during MIOs. The duration of the module (FTX) is 7 hours.

43 NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTER 41 MODULE Evaluation of Boarding Team s Ability to Plan and Conduct VBSS Description: The main objective of the Module is to evaluate Boarding Team s ability to safely and successfully plan and conduct Visit, Board, Search and Seize (VBSS) IAW NATO doctrines and procedures, through the execution of MIO related scenarios during a real time exercise. This module is conducted in two different phases. During first phase, naval unit s Boarding Team exercises VBSS scenarios on the training mock-up ship and practices in NMIOT s simulator. During second phase, which is the FTX, NMIOTC s Sea Training Instructors evaluate ship s Boarding Team for their ability to work as a team (organizing, planning, executing) during MIOs. Ship s Boarding Team plans and conducts VBSS in real world environment in accordance with different MIOs related scenarios. Particularly, ship s BT prepares tactical plans, executes operational briefs and contacts underway boarding. The duration of the practice training on the training mock-up ship is 4 hours, while the duration of the FTX is 7 hours.

44 42 NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTER MODULE Evaluation of Ship s Internal Organization Description: The main objective of the Module is to evaluate ship s internal organization in terms of effectiveness in conducting MIOs and ship s equipment s condition and utilization related to MIO. During the Open Seas Final Tactical Exercise (FTX), NMIOTC s Sea Training Instructors evaluate ship s different teams while they are involved in MIOs. Apart from CT s and BT s organization, boat and helicopter details, Ship Control Team and Small Action Calibre Team are also evaluated in terms of organization and performance while conducting various MIOs scenarios. Additionally, ship s (different teams) equipment related to VBSS is also evaluated in terms of maintenance, performance, completeness and safe handling. The duration of the module (FTX) is 7 hours.

45 NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTER 43 COURSE SERIES 5000 : Maritime Operational Terminology Course-MOTC (under development and available from 2010) Aim of this Course is to train NATO, PfP, MD and ICI Naval Officers and crews, in the use of Maritime Operational Terminology used by NATO Maritime Forces, through the introduction of various aspects of NATO Naval Operations and to improve their oral and written communication skills. To achieve the above mentioned, diverse subjects are tackled such as a general NATO overview, maritime legal issues, maritime operational terminology, naval manoeuvring terminology and NATO operational planning process.

46 44 NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTER MOBILE TRAINING TEAMS (MTT s) Apart from the aforementioned training products, NMIOTC has also developed Mobile Training Teams (MTTs). These teams consisted of NMIOTC s Sea Training Instructors (STIs), are being deployed in worldwide field locations. Their mission is to provide in-place training, addressing the specific host-country MIO related requirements. The full spectrum of the theoretical training modules (NMIOTC-M7-1000, NMIOTC- M7-2000) can be delivered, while modules related to practical training (NMIOTC-M7-3000) are being modified, due to training teams equipment transportation limitations.

47 NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTER 45 FINANCIAL ASPECTS The Hellenic Republic as the Framework Nation (FN) provides the NMI- OTC facilities / infrastructure and covers the operating and maintenance costs (O&M). In general, all services and products provided to ACT and ACO are free of charge. Exceptions, further details and particular requirements or restrictions may be set out in follow-on arrangements to the a.m. MOU. The NMIOTC will request reimbursement from its Customers only for the cost related to their participation in the NMIOTC s activities and training. Such cost do not include the expenses for the operation and maintenance of the NMIOTC and is determined in accordance with the principles set out in STANAG 6002 (Principles and procedures for the conduct and financing of training assistance). It includes only the additional cost incurred by the trainees (incremental cost) as a result and due to the requirements of the training provided by NMIOTC. For example, the material, training aids, fuel and ammo used by or used in connection with the training and which are not returned and re-usable.

48 46 NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTER LOCAL ATTRACTIONS - ACCOMODATION The city of Chania lies at the east end of the Gulf of Chania, a wide embayment between the Akrotiri peninsula in the east and the Spatha peninsula in the west. Kastelli Hill is a prominent landform within the city, and it was a center of the ancient city of Kydonia. Some prominent landmarks include: The Kasteli Archaeological Area "Kanevaro" (Minoan). The former Santa Maria de Miracoli Monastery (1615). The Dominican Monastery of St. Nicholas. The Etz Hayyim Synagogue. The Lighthouse ("Faros", 15th century). The Mosque of the Janissaries ("Yiali Tzamissi", 17th century). The Venetian Shipyards ("Neoria", late 16th century). The Fort Firca (early 17th century). The Greek Orthodox cathedral ("Trimartyri", 1860). The Roman Catholic cathedral (1879). The Franciscan Monastery of St. Francis (now archaeological museum).

49 NATO MARITIME INTERDICTION OPERATIONAL TRAINING CENTER 47 Climate: The city enjoys a typical Mediterranean climate, with sunny dry summers and mild rainy winters. During the period between April and October, clear-sky weather is almost an everyday feature. Accommodation: Depending on vacancies, visiting personnel can be accommodated either in the Naval Base Officers Club in Souda or the adjacent NAMFI (NATO Missile Firing Range) facilities. Generally, lodging is available in the area throughout the year. Additionally, the Argonaut military club is available within the perimeter of the naval facilities in Marathi. Medical Care: Apart from the Naval Hospital in the adjacent Souda Naval Base, the Perfecture Hospital of Chania can cover the whole range of medical requirements. Transportation: Transportation is provided by NMIOTC during training periods. Technical Support: Technical assistance can be provided to visiting vessels by the Naval Base. Workshops for all sorts of repairs are available, along with one dry dock and several floating docks of various sizes.
