8 Dedication This booklet is dedicated to the cancer patients in Nigeria, the clinicians that keep trying to provide care and cure using available resources, the staffing of cancer registries that work very hard to maintain registry data necessary for planning interventions and to those in policy making positions that continuously have to figure out what next to do to alleviate the suffering of the cancer patient and to control the invasive scourge that cancer has become in Nigeria. viii

10 ABUJA CANCER REGISTRY The Abuja Cancer Registry (ABCR) is made up of the registries at Oncology Department of the National Hospital, Abuja (NHA) and the University of Abuja Teaching Hospital (UATH) Gwagwalada, Abuja. It became a Population Based Cancer Registry (PBCR) in 29. The ABCR has two directors. These are Dr. Festus Igbinoba at the NHA and Dr. Theresa Otu at the UATH Gwagwalada. ABCR covers 6 Local Government Councils (LGC) in the Federal Capital Territory with a population of,46,239 people. The registry at the NHA covers Abuja Municipal Area Council, Kuje and Bwari LGC while the one at University of Abuja Teaching Hospital Abuja covers Abaji, Gwagwalada and Kwali LGC. NATIONAL HOSPITAL ABUJA (NHA) CANCER REGISTRY The address of this registry is the Oncology Department National Hospital, Abuja, Nigeria. The registry began in 25 as a Hospital Based Cancer Registry (HBCR). Registry Staff The NHA Cancer Registry has two staff Ms. Chinyere Chukwubuike and Gloria HarrisonOsagie, who serve interchangeably as cancer registrars, data entry clerks and case abstractors. National Youth Service Corp members (NYSC) occasionally serve in the registry and work as case abstractors.

11 Office Facilities The NHA Cancer Registry has a printer, one computer, one filling cabinet, two office desks and two slightly damaged office chairs. Other assets include a non-functional refrigerator and an air conditioner. The Registry does not have a scanner, photocopier, internet facilities and external storage device. Communication Facilities The NHA Cancer Registry has a dedicated official electronic address,abujacanreg@gmail.com, but it has no dedicated phone number. mail ( ) Technical Facilities The Registry has a copy of the 3rd edition of the International Classification of Disease for Oncology (ICD-O-3) coding book and the CanReg4 software. The availability of these materials allows for the smooth running of activities in the registry. Staff Training The staff of the NHA Cancer Registry have benefitted from several Nigeria National System of Cancer Registries (NSCR) trainings which include: Cancer Registration, Epidemiology and Use of CanReg4 Training, April, and December 29; Quality Control in Cancer Registries, February 2; Advanced Course on Cancer Registration Methods, November 22; and the FMoH Training on Cancer Registration Principles, November 26. They have also attended international trainings on registration methods. Relationship with the Hospital Records Department The relationship between the Hospital Records Department and the NHA Abuja Cancer Registry is cordial. Case Abstraction outside NHA Data abstraction outside NHA Abuja is carried out at every 2 months interval. Funding The NHA Cancer Registry receives funding from the NHA management and grants from organizations including - the International Epidemiologic Databases to Evaluate AIDs (PI: Prof Adebamowo from 24 25) and the African Cancer Registry Network collaborative research grants. 2

12 Challenges The challenges of NHA Cancer Registry are: Inadequate funding. Inadequate staffing. Lack of regular transportation to data sources outside the NHA. Small office space. Lack of cooperation by external data sources (hospitals, laboratories, partners, and NGOs) in provision of access to cancer patients and laboratory data. 6. Lack of photocopy machine, scanner, and external storage devices. Recommendations The following actions are recommended for NHA Cancer Registry.. There is need to increase the monthly funding and provide logistics that will enhance the functions of the cancer registry. 2. The hospital management should post more staff to the registry and provide them with a more spacious office. 3. The registry should be provided with transport facilities. 4. The registry staff will benefit from more capacity building and training. 5. The registry staff should conduct advocacy and sensitization visits to hospitals, laboratories and NGOs in its catchment area. 6. The hospital management should provide other office equipment like photocopier, scanner, and external storage devices for the registry. 3

14 UNIVERSITY OF ABUJA TEACHI NG HOSPITAL (UATH), GWAGWALADA CANCER REGISTRY The UATH Cancer Registry is the second arm of the ABCR. The address of the registry is the Medical Record Department, University of Abuja Teaching Hospital, Gwagwalada. The UATH Cancer Registry was established as a HBCR 997 by Dr. A.U. Muktar a consultant pathologist with the then Gwagwalada Specialist Hospital and Dr. M. Khalid an Egyptian Pathologist with the University of Maiduguri Teaching Hospital at that time. Staffing Mr. Kumai Mathew Henry is the sole staff of the registry. He performs the duties of case abstraction, data entry clerk, secretariat staff and registrar. Office Facilities The UATH Cancer Registry has three office desks, seven office chairs, one desktop computer, an internet modem, and an office printer. The registry does not have a filling cabinet, an external storage device and photocopier. Communication Facilities The UATH Cancer Registry does not have a functional address and phone dedicated to the registry. Technical Facilities The registry has a hard copy of the 3rdedition of the ICD-O-3 coding book and the CanReg4 software. These technical items ensure smooth running of the registry activities. Staff Training Mr. Kumai Mathew have benefitted from several trainings organized by NSCR. These trainings include Cancer Registration, Epidemiology and Use of CanReg4 Training, April, and December 29; Quality Control in Cancer Registries, February 2; Advanced Course on Cancer Registration Methods, November 22; and the FMoH Training on Cancer Registration Principles, November 26. He has also attended international trainings on registration methods. Relationship with Hospital Records Department The relationship between the Hospital Records Department and the UATH Cancer Registry is cordial. Funding The UATH Cancer Registry is funded by the UATH management. F unding is insufficient resulting in the use of registry staff personal funds to ensure the smooth running of the 5

15 registry. The UATH Cancer Registry benefitted from the International Epidemiologic Databases to Evaluate AIDs (PI: Prof Adebamowo from 24 25). Regularity of case abstraction outside UATH, Gwagwalada Abstraction of cases outside UATH is done twice monthly. Challenges The challenges of the UATH Cancer Registry are: Inadequate funding. Inadequate staffing. Lack of regular transportation to data sources outside the UATH. Lack of cooperation by external data sources (hospitals, laboratories) in providing access to cancer patients and laboratory data. 5. Unstable electricity supply. Recommendations The following actions are recommended for UATH Cancer Registry. The registry should prepare yearly budgets which should be funded by the hospital management. 2. The registry should be provided with transport facilities to ease transportation to data sources within the registry coverage area. 3. The hospital management should post more staff to work in the registry. 4. The registry staff should conduct advocacy and sensitization visit to hospitals and laboratories in its catchment area. The hospital management should provide a phone, filling cabinet, photocopier, and external data storage device for the registry. 6

17 AHMADU-BELLO UNIVERSITY TEACHING HOSPITAL (ABUTH) CANCER REGISTRY The ABUTH is a HBCR established in 97. The registry is domiciled within the Pathology Department, ABUTH Zaria. Staff The director of the registry is Prof. M.O Samaila of the Department of Pathology, ABUTH Zaria. Mr. Mohammed Farouk is the lone staff at the registry. He serves as the cancer registrar, case abstractor and data entry clerk. Office Facilities The registry has two desktop computers, two filing cabinets, one Internet modem, one office chair, two faulty office desks. The registry does not have a scanner, printer, photocopier, or an external electronic storage device. Communication Facilities The registry does not have a dedicated address or phone. Technical Facilities The registry has two hard copies of the 3rd edition of the ICD-O-3 coding book and the CanReg4 software. The availability of these technical items allows for smooth running of the registry activities. 8

18 Staff Training The registry staff have benefitted from NSCR training on Cancer Registration, Epidemiology and Use of CanReg4 Training, April, and December 29; Quality Control in Cancer Registries, February 2; Advanced Course on Cancer Registration Methods, November 22; and the FMoH Training on Cancer Registration Principles, November 26. Relationship with Hospital Records Department The relationship between ABUTH and the cancer registry is cordial. Funding The ABUTH Cancer Registry is funded by the ABUTH management, but funding is insufficient and irregular. Challenges The challenges of the registry are: Inadequate staffing. Inadequate funding. Small office space. Lack of office phone, scanner, printer, photocopier, internet facilities and external electronic storage device. Recommendations The following actions are recommended for the registry.. The hospital management should provide regular funding and a spacious office space for the registry. 2. The hospital management should post an additional staff to the registry. 3. The registry should be provided an office phone, scanner, printer, photocopier, internet facilities and external electronic storage device. 9

20 AMINU KANO TEACHING HOSPITAL (AKTH) CANCER REGISTRY The AKTH Cancer Registry is a HBCR domiciled in the Pathology department of the Aminu Kano Teaching Hospital, Kano. Staffing The AKTH Cancer Registry is headed by Dr. Akinfewa T. Atanda of the Department of Pathology, AKUTH, Kano. The lone registry staff is Mr. Mansur Idris. He serves as the cancer registrar, data entry clerk, case abstraction and secretariat staff. Office Facilities The AKTH Cancer Registry has one desktop computer, one filing cabinet, one internet modem, one office chair, one office desk and an external storage device. The registry does not have a scanner, printer, and photocopying machine. Communication Facilities The AKTH Cancer Registry does not have a dedicated address and phone number. Technical Facilities The registry has one hard copy of 3rd edition of the ICD-O-3 coding book and CanReg4 software installed on the registry s computer. Staff Training The staff of AKTH Cancer Registry have benefitted from NSCR organized trainings on cancer registration including the Cancer Registration, Epidemiology and Use of CanReg4 Training, April, and December 29; Quality Control in Cancer Registries, February 2; Advanced Course on Cancer Registration Methods, November 22; and the FMoH Training on Cancer Registration Principles, November 26.

21 Relationship with Hospital Records Department The relationship between the Hospital Records Department of AKTH and the AKTH Cancer Registry is cordial. Funding The AKTH Cancer Registry receives funding from AKTH management. Challenges of AKTH Cancer Registry The challenges of AKTH Cancer Registry are: Inadequate staffing. Inadequate funding. Lack of designated office space. Lack of printer, scanner, and photocopying machine. Recommendations The following actions are recommended to facilitate activities at the AKTH Cancer Registry.. The hospital management should provide a dedicated office space for the registry. 2. The hospital management should post an additional staff to the registry. 3. The AKTH Cancer Registry should prepare yearly budget, which should be funded by the hospital management. 4. The hospital management should provide other office equipment like printer and photocopying machine. 2

23 UNIVERSITY OF BENIN TEACHING HOSPITAL (UBTH) CANCER REGISTRY The UBTH Cancer Registry is domiciled in the Pathology Department of the University of Benin Teaching Hospital (UBTH), Benin. The UBTH Cancer Registry was established in 28 as an HBCR and in 25, the registry started collecting population based data. The registry covers Benin City metropolitan area, Egor, Oredo, and Ikpoba Okha Local Government Area (LGA). Staffing The director of UBTH Cancer Registry is Dr. Darlington Obaseki of the Department of Pathology, UBTH Benin. Dr. Forae Gerald is the assistant director of the registry. Mrs. Osamudiamen Aigbedion is the registrar, Mrs. Ogbe Grace is the case abstractor, Mr. Alexander Emuekeme is the data entry and Mrs. Uyi Osaigbovo serves as the registry s secretary. Office Facilities The UBTH Cancer Registry has four office desks, six office chairs, two desktop computers, one laptop, one printer, one filing cabinet, an internet cable, and an external storage device. The registry does not have a scanner and a photocopying machine. Communication Facilities The UBTH Cancer Registry does not have an address and phone number designated to the registry. Technical Facilities The registry has one hard copy of the 3rdedition of the ICD-O-3 coding book and the CanReg4 software installed in the computers of the registry. The availability of these materials allows for the smooth running of the activities of the registry. Staff Training The UBTH Cancer Registry staff have benefitted from NSCR organized training on cancer registration. These include the Cancer Registration, Epidemiology and Use of CanReg4 Training, April, and December 29; Quality Control in Cancer Registries, February 2; Advanced Course on Cancer Registration Methods, November 22; Cancer Registration Methods Refresher Course, June 25; and the FMoH Training on Cancer Registration Principles, November 26. Relationship with Hospital Records Department The relationship between the Hospital Records Department of UBTH and the UBTH Cancer Registry is cordial. 4

24 Funding The UBTH Cancer Registry receives funding from the UBTH management. Funding is based on request by the registry and there are no monthly or yearly budgetary provisions set aside for the running of the registry. Challenges The challenges of the UBTH Cancer Registry are:. Inadequate funding: The release of funds by the hospital management is marred by bureaucratic hurdles which often renders the need obsolete. 2. Lack of transportation to data sources outside the UBTH. Recommendations The following actions are recommended to improve cancer registration in UBTH Cancer Registry.. The UBTH Cancer Registry should prepare yearly budget, which should be funded by the hospital management. 2. The hospital management should provide transport facilities for the registry to ease transportation to data sources outside UBTH. 3. The hospital management should provide other office equipment like scanner and photocopying machine. 5

25 CALABAR CANCER REGISTRY The Calabar Cancer Registry (CCR) is a PBCR. The registry is domiciled in Department of Pathology, University of Calabar Teaching Hospital (UCTH), Calabar. The registry was established in 24 and became a PBCR in 29. CCR covers Calabar municipality, Calabarsouth and Akpabio Local Government Areas of Cross Rivers State with an estimated population of 647,458 people. Staffing The director of CCR is Prof. Ima-Obong A. Ekanem of the Department of Pathology, UCTH, Calabar. Mr. Joel Bassey and Mrs. Ada Oshim serve interchangeably as the cancer registrars and entry clerks. Miss Favour Offor, Mr. EjenAnah, Mr. Ekanem Bassey and Mrs. Success Brown serves as case abstractors. Office Facilities The CCR has four office desks, two office chairs, two desktop computers, one faulty filing cabinet and two gigabyte flash drive. The registry has no scanner, internet facilities and photocopying machine. 6

26 Communication Facilities The CCR has a functional official address, a phone, and phone number. Technical Facilities The registry has a hard copy of the th edition of the ICD coding book. It has CanReg5 software installed in the two desktop computers of the registry. Staff Training The registry staff have benefitted from NSCR trainings and international trainings on cancer registration. The registry staff attended Cancer Registration, Epidemiology and Use of CanReg4 Training, April, and December 29; Quality Control in Cancer Registries, February 2; Advanced Course on Cancer Registration Methods, November 22; and the FMoH Training on Cancer Registration Principles, November 26. Relationship with Hospital Records Department The relationship between the Hospital Records Department of UCTH and the CCR is cordial. Funding The CCR activities are run primarily by personal funds of the registry director and staff. The UCTH management does not have a budget line allocated for the cancer registry activities. Challenges The challenges of the CCR are: Inadequate funding. Lack of transportation to data sources outside UCTH. Lack of internet facilities, scanner and photocopier. Unstable electricity supply. Recommendations The following actions are recommended for CCR.. There is need for the UCTH management to provide monthly funding and coordination that will enhance the functions of the cancer registry. 2. The registry should be provided with transport facilities to ease its access to data sources outside UCTH. 3. The registry staff will benefit from more capacity building and training. 4. The hospital management should provide other office equipment like internet facilities, scanner and photocopier for the registry. 7

28 EKITI CANCER REGISTRY (EKCR) The Ekiti Cancer Registry (EKCR) is a PBCR located in t he Diagnostic and Wellness Centre of Ekiti State University Teaching Hospital (EKSUTH), Ado Ekiti. The EKCR was established in 24 and the registry covers Ado, Ekere, Irepodun, Ifedolun, Ido/Osi, and Ekiti South-West LGA with a population of 98,866 people according to the National census of 26. Staffing The director of EKCR is Dr. Abidemi. Omonisi. Mr. Inubile Adekoya is the cancer registrar Miss Oguyemi Toyin is the data entry clerk and Miss Oladiran Mercy is the secretariat staff. Mr. Agunbiade. T, Olaniran.M, Yekini Kudus and Olayiwola. D serve as case abstractors and Mrs. E. Adetoye serves as the counselling/follow-up nurse. Office Facilities The EKCR has two office desks, three office chairs, one laptop computer and one internet modem. The registry does not have a scanner, photocopying machine, filling cabinet and external storage device. Communication Facilities The EKCR has a functional address and dedicated phone to the registry. 9

29 Technical Facilities The registry has the 3rd edition of the ICD-O-3coding book and the CanReg4 software installed on the registry s computer. Staff Training The EKCR staff have benefitted from NSCR training. The registry staff attended the training on Basic Principles of Cancer Registration, July 24; Cancer Registration Initiation Workshop and Sensitization, May 25; Cancer Registration Methods, November 25; and the FMoH Training on Cancer Registration Principles, November 26. Relationship with Hospital Records Department The relationship between the Hospital Records Department of EKSUTH and the EKCR is cordial. Funding The EKCR is funded by the EKSUTH management. The hospital management provided the registry a vehicle (bus) for transportation to data sources outside EKSUTH. Case Abstraction outside the Hospital Abstraction of cases in other external data sources outside EKSUTH is done twice a month. Challenges The challenges of EKCR are:. Inadequate funding 2. Inadequate filling cabinets. Recommendations The following actions are recommended EKCR. There is need for the hospital management to increase monthly funding to the registry. 2. The hospital management should provide filling cabinets for the registry. 3. The registry will benefit from more capacity building and training. 2

31 ENUGU CANCER REGISTRY (ECR) The Enugu Cancer Registry (ECR) is a PBCR located within the Oncology Department of the University of Nigeria Teaching Hospital (UNTH), Enugu. The ECR began in 988 as a HBCR and it became a PBCR in 22. The registry covers Enugu-South, Enugu-East, Enugu-North, NkanuEast Nkanu-West and Udi LGA with a population of,3,53 persons according to the 26 National census. Staffing The director of ECR is Prof. E Ezeome of the Department of Oncology, UNTH, Enugu. Mrs. Okarafor Ann and Mrs. Isreal Udodirim serve interchangeably as cancer registrars. Mrs. Igwilo Anastesia and Miss. Kamar Happiness serve as data entry clerks, and Mrs Dike Rose is the registry s secretariat staff. Office Facilities The ECR has a laptop computer, two office chairs, two office desks, one printer and three filing cabinets. The registry does not have an office scanner, photocopying machine, and internet facilities. 22

The registry covers Sokoto North, Sokoto South and Wamakko LGA with an estimated population of 69,944 people according to the 26 National census. Staffing The director of the registry is Professor Kufre Iseh. Mr Tanko Rambo is the lone staff at the registry. He serves as the cancer registrar, case abstractor, data entry clerk and secretariat staff. Office Facilities The only office equipment at the UDUTH Cancer Registry is a laptop.
